ENVIRONMENTAL PROTECTION AGENCY

40 CFR Part 70

[WY-001b; FRL-5076-3]

Clean Air Act Interim Approval of Operating Permit Program; State

of Wyoming

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

-----------------------------------------------------------------------

SUMMARY: The EPA proposes interim approval of the Operating Permit

Program submitted by the State of Wyoming. Wyoming's Operating Permit

Program was submitted for the purpose of complying with Federal

requirements which mandate that states develop, and submit to EPA,

programs for issuing operating permits to all major stationary sources,

and to certain other sources. In the final rules section of this

Federal Register, the EPA is promulgating interim approval of the

Wyoming Operating Permit Program as a direct final rule without prior

proposal because the Agency views this submittal as noncontroversial

and anticipates no adverse comments. A detailed rationale for the

approval is set forth in the direct final rule. If no adverse comments

are received in response to this proposed rule, no further activity is

contemplated in relation to this rule. If the EPA receives adverse

comments, then the direct final will be withdrawn and all public

comments received will be addressed in a subsequent final rule based on

this proposed rule. The EPA will not institute a second comment period

on this document. Any parties interested in commenting on this document

should do so at this time.

DATES: Comments on this proposed action must be received in writing by

October 24, 1994.

ADDRESSES: Written comments should be addressed to: Laura Farris, 8ART-

AP, at the EPA Regional Office listed. Copies of the State's submittal

and other supporting information used in developing the proposed rule

are available for public inspection during normal business hours at the

following location: U.S. Environmental Protection Agency, Region 8, 999

18th Street, suite 500, Denver, Colorado 80202.
