Withdrawal Notice for State Implementation Plan: Oregon
AGENCY: Environmental Protection Agency (EPA).
ACTION: Final rule.

SUMMARY: Due to an adverse comment, EPA is removing approval of a
moderate nonattainment area state implementation plan (SIP) revision
for La Grande, Oregon, submitted by the State of Oregon for the purpose
of bringing about attainment of the national ambient air quality
standards (NAAQS) for particulate matter with an aerodynamic diameter
less than or equal to a nominal 10 micrometers (PM-10). The original
action was published in the Federal Register on July 1, 1994, as a
direct final rule. 59 FR 33914. As stated in the Federal Register
notice, if adverse or critical comments were received by August 1,
1994, the effective date would be delayed and timely notice would be
published in the Federal Register. Therefore, due to receiving an
adverse comment within the comment period, EPA is removing approval of
the SIP revision and will address all public comments received in a
subsequent final rule based on the proposed rule also published on July
1, 1994. 59 FR 33941. EPA will not institute a second comment period on
this document.
EFFECTIVE DATE: This final rule becomes effective September 13, 1994.
