These b e n e f i t programs c o s t $127.3 b i l l i o n i n f i s c a l y e a r (FYI

1983, up 7.3 p e r c e n t from FY 1982, and e q u a l t o 3.9 p e r c e n t o f

t h e g r o s s n a t i o n a l p r o d u c t . F e d e r a l f u n d s p r o v i d e d 75 p e r c e n t

o f t h e t o t a l . A f t e r a d j u s t m e n t f o r p r i c e i n f l a t i o n , 1983

w e l f a r e s p e n d i n g was up 3 p e r c e n t from 1982, b u t down 3 p e r c e n t

from t h e peak l e v e l o f 1981. Measured i n c o n s t a n t v a l u e d o l l a r s ,

1983 o u t l a y s w e r e t h e second s m a l l e s t s i n c e 1980.

C o l l e c t i v e l y , t h e s e b e n e f i t programs c o n s t i t u t e t h e p u b l i c

"welfare" system, i f w e l f a r e i s d e f i n e d a s income-tested o r

need-based b e n e f i t s . Most o f t h e programs b a s e e l i g i b i l i t y on

i n d i v i d u a l , h o u s e h o l d , o r f a m i l y income, b u t some u s e g r o u p o r

a r e a income t e s t s ; and a few o f f e r h e l p on t h e b a s i s o f presumed

need.

T h i s r e p o r t c o n s i s t s o f a c a t a l o g u e o f 74 need-based programs. F o r e a c h i t p r o v i d e s t h e f u n d i n g f o r m u l a , e l i g i b i l i t y

r e q u i r e m e n t s , and b e n e f i t l e v e l s . A t t h e back o f t h e r e p o r t

a t a b l e g i v e s e x p e n d i t u r e and r e c i p i e n t d a t a f o r FY 1981-1983

by program.

Of FY 1983 w e l f a r e d o l l a r s , 61.5 p e r c e n t were s p e n t on

m e d i c a l a i d and c a s h r e l i e f ( 3 4 and 27 p e r c e n t , r e s p e c t i v e l y ) .

Food b e n e f i t s a c c o u n t e d f o r 14 p e r c e n t o f t h e t o t a l , and 1 5

p e r c e n t was i n t h e form o f h o u s i n g b e n e f i t s , j o b s - t r a i n i n g ,

and e n e r g y a i d . The r e m a i n i n g 9 p e r c e n t went f o r e d u c a t i o n

Most of t h e s e programs p r o v i d e income " t r a n s f e r s . "

T h a t i s , t h e y t r a n s f e r income, i n t h e form o f c a s h , goods,

o r s e r v i c e s , t o p e r s o n s who make no payment and r e n d e r no

s e r v i c e i n r e t u r n . However, i n t h e c a s e o f t h e j o b and t r a i n i n g programs and some e d u c a t i o n a l b e n e f i t s , r e c i p i e n t s must

work o r s t u d y f o r wages, t r a i n i n g a l l o w a n c e s , s t i p e n d s ,

g r a n t s , o r loans.

T h i s r e p o r t e x c l u d e s income m a i n t e n a n c e programs t h a t a r e

n o t income t e s t e d , i n c l u d i n g s o c i a l i n s u r a n c e , many v e t e r a n s '

b e n e f i t s , and a l l b u t one t a x t r a n s f e r program.

Thus, i t

e x c l u d e s s o c i a l s e c u r i t y c a s h b e n e f i t s , unemployment i n s u r a n c e , and Medicare. The f i r s t o f t h e s e programs i n FY 1983

p a i d o u t 34 p e r c e n t more t h a n a l l i n c o m e - t e s t e d programs, o r a

t o t a l o f $170.7 b i l l i o n , f i n a n c e d from p a y r o l l t a x c o l l e c t i o n s .

The r e p o r t a l s o e x c l u d e s payments, even though f i n a n c e d w i t h

g e n e r a l r e v e n u e s , t h a t may be r e g a r d e d a s " d e f e r r e d compensat i o n , " s u c h a s v e t e r a n s ' e d u c a t i o n a l b e n e f i t s ($1.7 b i l l i o n

i n 1 9 8 3 ) , v e t e r a n s ' h o u s i n g b e n e f i t s , and m e d i c a l c a r e f o r

v e t e r a n s with a service-connected d i s a b i l i t y .

The r e p o r t i n c l u d e s one t a x - t r a n s f e r program, t h e r e b a t a b l e e a r n e d income c r e d i t f o r low-income w o r k e r s w i t h

c h i l d r e n . T h i s program r e d u c e s t h e t a x e s o f working f a m i l i e s

w i t h g r o s s income below $10,000 and makes d i r e c t payments t o

t h o s e whose income i s below t h e income t a x t h r e s h o l d . O t h e r

t a x t r a n s f e r s a r e e x c l u d e d b e c a u s e t h e y a r e n o t income t e s t e d .

Tax t r a n s f e r s ( a l s o known a s t a x e x p e n d i t u r e s ) i n c r e a s e f a m i l i e s '

d i s p o s a b l e income by r e d u c i n g t h e i r t a x l i a b i l i t y . Examples

a r e t h e d e d u c t i b i l i t y o f mortgage i n t e r e s t and p r o p e r t y t a x e s

on owner-occupied p r o p e r t y ($20.8 b i l l i o n and $8 b i l l i o n r e s p e c t i v e l y , i n 1983) and t h e p a r e n t a l p e r s o n a l exemption f o r

s t u d e n t s aged 19 and o v e r ($1.0 b i l l i o n i n 1 9 8 3 ) .

B i l l i o n - D o l l a r Programs i n FY 1983

I n FY 1983 a t o t a l o f 20 income-tested programs s p e n t more

t h a n $1 b i l l i o n e a c h i n F e d e r a l , S t a t e , and l o c a l f u n d s . The

l i s t was l e d by M e d i c a i d , which c o s t more t h a n t h e sum o f t h e

n e x t two programs, Aid t o F a m i l i e s w i t h Dependent C h i l d r e n

(AFDc) and food s t a m p s . H e r e a r e t h e 20 programs and t h e i r

e n a c t e d f o r t h e a g e d , b l i n d , and d i s a b l e d . E f f e c t i v e i n 1974,

programs climbed 9 p e r c e n t from 1968 t o 1979 and t h e n d e c l i n e d

The l a r g e s t i n c r e a s e s d u r i n g 1968-83 i n need-based b e n e f i t

e x p e n d i t u r e s were i n forms o t h e r t h a n c a s h . The r e s u l t i s a

d r a m a t i c change i n t h e composition of t h e b e n e f i t d o l l a r . A t t h e

s t a r t o f t h e p e r i o d 46.9 c e n t s p e r b e n e f i t d o l l a r were g i v e n a s

c a s h , but by 1983 t h e c a s h s h a r e had f a l l e n t o 27.1 c e n t s , a

d r o p of 20 c e n t s p e r d o l l a r (42 p e r c e n t ) . The s h a r e o f a i d

provided a s food and h o u s i n g more t h a n doubled d u r i n g t h e p e r i o d ,

r i s i n g from 10.1 c e n t s p e r b e n e f i t d o l l a r t o 24.5 c e n t s . The

s h a r e g i v e n a s medical a i d r o s e 3.5 c e n t s ( 1 5 p e r c e n t ) , b u t t h e

s h a r e provided a s j o b s and t r a i n i n g and o t h e r s e r v i c e s d e c l i n e d

2.3 c e n t s (29 p e r c e n t ) .

C a l i f o r n i a and 5aVpercent i n M a s s a c h u s e t t s , S t a t e s w i t h l a r g e

s u p p l e m e n t s , t o 100 p e r c e n t i n G e o r g i a , T e n n e s s e e , Texas, and West

The V e t e r a n s ' and S u r v i v o r s ' P e n s i o n Improvement Act o f 1978

(P.L. 95-588) i n c r e a s e d maximum p e n s i o n r a t e s , e f f e c t i v e J a n u a r y 1,

1979. The law p r o v i d e d t h a t t h e r e a f t e r , whenever s o c i a l s e c u r i t y

b e n e f i t s were i n c r e a s e d b e c a u s e o f a n a u t o m a t i c c o s t o f l i v i n g a d j u s t ment (COLA), v e t e r a n s ' p e n s i o n s would b e i n c r e a s e d a t t h e same t i m e
