Mr. Turnbull or, the possibility of constructing bulk petroleum

favourable to the Government we could nut seem to secure the final

approval from the French Government in Paris,

Your interest on our behalf in offering to assist us

with the Government of American Samoa in nego.iating a longterm

Dear Jip: ;

Received your letter of April 17, 1963 in Pago for which many thanks.

f

The of this letter is to correct a rumor that Ron Pritchard

may included in his letter to you. The Governor's answer to

the monopolistic outlet of Standard 011 is Union Oil Company. If

Unoco or Union decide to como to there vould be no reason for

doans't know what the other hand is doing, at least in Pago Pago.

I trust that a decision will be f frea Unicn within a short

Governor of American Samoa

Pago Pago * :

American Samoa

Dear Governor Lee; a

We all greatly enjoyed the opportunity of seeing you and your

delightful family during your stay in Hong Kong. We hope that your

trip to Japan, Hawaii and return home was pleasant,

It was unfortunate that time did not permit us to review before

you left the discussion you had with Mr, Cadwell at the Carlton Hotel,

Realiziog you hed a great many other matters on your mind, I would

like to review the present status as explained by Mr, Cadwell of our

interest in constructing a terminal and raarketing Union O11 products

in American Samoa, I am sure you realize that we have had a serious

interest in developing the above mentioned proposal, however, our

studies indicate that American Samoa cannot be serviced by products

from California and be competitive, but that the study eleo ind!ca!es

that it would be possible to supply products from Singapore.

Mr. Cadwell explnined that we are in a midst of serious negotia-

tions regarding the future of the Maruzen Toyo Singapore Refinery and

that if we stayed in this refinery as suppliers and marketers we can

possibly arrange economical transportation to Samoa and proceed with

the proposal, On the other hand, ff the negotiations result in our not

staying with the refinery as suppliers and marketers, there seem very

little possibiluy of our making an investment in the terminal and getting

a satiofactory i cturs un our investment,

Mr. Cadwell assured you that he will keep you advised through

Mr, Turnbuli of our success, but if you have other companies thet are

interested in supplying to Samoa, we did not belleve our questionable

ability to supply should keep you from negotiating with another

company. We hope this does not sound pessimistic, but we are

only trying to give you a frank and honest appra{-al of conditions

as they cre at present. We have appreciated your patience anc

understanding of our problems and would appreciate the opportunity

of working with you, Agaia, I would like to assure you that we will

keep you advised of the reaults of the investigation mentioned above.

Best wishes and kindest regards to Mrs. Lee and the family.

by expending the 809 to buy meuborships for e group that would

take our ordozs. This is, in effect, what the oldor Mneubuhl did.

During the mosting Chief Pele sat there swilling liquor and getting

loaded, builcing up a head of stern agaiust me er taking sides

would be considered a lcthal wo pou here, especially in the hands

of a drunien native. His beckeround of shooting, his monynentel

Yours voxry truly, Dear ow Turnbull:

Concerning the housing behind the plant, l have been specifically told by both

— wD ‘ © DUOULL, Star-Kist and American Can thet they are not interested in this area for housing

ie re hae under any circumstances. Star-Kist has indicated that the area in question will

Enc lonu:y be necded for warchousing space instead of housing. I shall be vlad to discus:

this further with you upon your arrival here.

hearing how you make out on the Savai'd timber deal.

The question about refining Indones.an oi) in Arcrica. - a ic on interestil

we discussed this matter in San Francisco, I checked bas wath » in, ton and

found that it was already too late to incorporate any new arene ay ths existing

Dear Ir. Turnbull:

Thank you for your letter of Novenber 20, 1965, concerning a number of itens

in which you are interested.

I was glad to have the file on the Jasper Corporation and am looking forward

to hearing how you make out o1 the Savai'i supply.

In regerd to your discussion wit! Jim McGec, I will be interested in hearing

further from you as to thene discussions. The questions that you had on this

were answered in my reply to your letter of November 18.

On the matter of the sale of our Bank, I as still not prepared to enter into

any firm negotiations. We hive not arrived at the point where I would be willing

to do this and I do not know when we will be. I do want to assure you, however,

that ay feeling is that the Bun: should be sold at the appropriate time.

In regard to our boats that are coming here, I was interested in your comment

about Captain Jacots' discurcion with you. I advircd Captain Jacobs that if

you had a@ good crew that was aveiluble to bring the boats down, I wanted hia

to negotiate with you in relation ‘o your cargo and crew and to try to work

out sore kind of arrangement. The last tine I heard from him, he indicated to

me thet he hed discussed the matter with you but thut you did not have any kind

of crew firmed up. I advised him to keep in touch with you snd to work on the

I will be interested in discussing this with you on your forthcoming visit.

Government House . ea

Pago Pago, American Sanoa

Dear Governor: Gar . ahs

I have oubcitted to you, detailed proposals concerning

new petrolewa facilities in Samoa, the financing compeny

that will disburse fuel products directly to your powerhouse

and to the fish ——- and the drawings of the tank

batteries on the hill across from PCPC,

We have discussed your problens with Standard Oil Co.

and their high rates fur all petroleum products, our talks

and planning having spanned nearly three years. During that

time I have brought UNOCo from Ho. g Kong, Mobil from

Australia and Swmit Petrolevs frow sew York and Thailand.

Months have been spent working out suitable locations for

tank sites, 1.2* only in Pego Harbor but also at Tafuna.

Our agreemoit with Suvunit is in effect and the delivered

costs of petroleu. products to your government, to the fish

companies and to FPanAm will be less than one-half of th-

cost charged by Standard Oil Co. |

You advised me earlier that wy proposal would not be

used to influence Standard to lower their prices but the

result has been the same, in that they have lowered their

prices temporarily to discourage competition.

In a meeting in your Pago office in May you advised that

you would make a decision. Could I expect an answer froa

you shortly?

Yours very truly,

Raymond C, Turnbull Ta 51

R. C. Turnbull ; tg “Qet. 14, 1964

From the above, you will see that the lergest single item of

seles is the diesel fuel. I propose to consider a sea terminal

at Pago Pago with the following storage capacities:

1 - Mogas tank 20,000 bbl. floating roof fvecergu

1 - Kerosene tank 10,000 bbl. cone roof aitenno ”

2 - Diesel tanks 35,000 bbl. cone roof .

(cach) «GY N,ere gels tach.

Veles . Y hee, ul GALS .

I estimate the cost for these storage tanks should be around

U.S. $250,000. I do not know how far the jetty and pipelines

should be built. Assume that you can find a location where the

depth of water of about 30 feet is not too far from the shore,

then the cost of construction for pipelines and jetty will not

be too much. If you can find such a place, the cost of con-

streoction wight be around $250,000. Taking into consideration

the pumps and other accessories and a modest office building,

I believe you should get the whole thing done for around

$500,000/$600,000 (cost of land is disregarded). If you can

keep these expenditures within the above mentioned fisures, then

I belicve the venture would still te worthwhile. You can sce

that the annual turnover is not more than 20,000 tons. We will

have to arrange a very small tanker, say about 12,000 tons, to

dcliver cargoes to Pago Pago at an interval of every six months.

The freight rate would be a little higher than what I estiwated

previously.

From your letter of August 6th, I realize the dicsel fucl is sold

by Standard Of1 of California at around 16.5¢/gal. We shall

have a gross margin of 6¢/gal. If you allocate 2¢/gal. to pay

the capital investwent which will agount to about $100,000/yeaer,

it takes 5/6 years to get the investment back. You will have -to

allocate about l¢/gal. for the adwinistrative expenscs and you

should have about 2/3¢ per gellon net income for each gellon of

preJucts sold. You will have to give commissions to a dceoler if

you chooee to sell the products through a second party. In”

thet case, the dealer's income will have to be taken off from

the above-mentioned net profic.

When you have a sea terminal at Pago Pago, you will be able to take

care of the neighborhood islands such as Tonga. Shipment can

be made from Pago Pago by barge or in steel drums and such drums

can be carried by fishing boats or cargo boats. The drums can

be returned for further use. If you take a look *t che price

indicated by Tonga Construction Company, you will find it is

very high indeed. This high price is perhaps duc to shipment

‘I em enclosing herewith the estimatec covering a pier and the

id on the

tanks appears to be salted with adiitional costs and in my

- estimation c2n be reduced at contract time. The dock quotation

is reasoncble for that areca and wlll serve two purposes, one of

which will be the re-fveling of the Japanese Fishing Fleet, as

-well as transwitting the oil ashore.

I propose to use the offices of our cxm company, rather than to

construct a new facility. The tenk battery area will be direct-

ly across the streot from the office and the temninal itself will

be on the seawar.! side of the office.

‘In my discussions with Governor Lee, I have stressed the import-

- ance of free rceatal for the tank site for a period of yeers with

.@ slow graduation of lease cost thereafter, all to be on 4 reason-

_- @ble basés in the final lease considerations. I propose iiat the

frce time on the lease be extended throughout the term of the pay-

‘out period of the investment.

slow that I have checked out the annual sales of diesel fuel and

have received straight information concerning the doubling of the

Japanese fishing flect in Pago Pago by May 38 1965 it is apparent that

the sales of diesel can exceed ten miilion allons alone in Samoa

without taking into consideration sales to Tonga.

If diesel fuel can be delivered CIF to Pago at 9¢ we will have

long term contracts with Starkist Foods Inc, Van Camps and the Government

of American Semoa. If the specification on the diesel was the same

as the present spec on Standard Oil Co. diesel in Samoa the formula

would look like this:

9.00¢ CIF diese4 fuel, Gravity 69°F. 38.4, Flash

The other petroleum products would remain the same price, subject

of course to fluctuations in the world market.

| I will, if required, arrange for the financing of ile full facility,

including docks, fue’ing buoys, tanks, pumps and pipelines. I am very

much interested in yc ur suggestion that the tanks could be put in on

.@ deferred payment p.an plus your suggestion that the actual material

and the labor to erect the tanks could be obtained at a lesser cost

than that price advanced by Chicago Bridge & Iron Co. ;

| Inasmuch as both the Governor and the fishing companies are urgently

interested in making a deal could you supply me with some of the answers

concerning not only the above questions but the method of payment for _

the product as it is sold - whether it is on consignment until sold ete?

If I can obtain bona fide long term contracts would this suffice,

as a good enough guarantee, to create the financing of the installation?

I propose to form a new small American Samoa Corporation in order to avoid

corporate taxes for ten years. All of the stock could be held by the

financing party until they were paid out. I will undertake to get the

at Starkist Foods, Ii:-..

‘

I personally know everyone at both Starkist and Van Camp

and we have discussed their problems at length. The enclosed

letter was a more formal presentment required by their Board.

I have, as you already know, made the proposal to Governor

Lee and he will act quickly on the overall plan. If Gov. Lee

makes up his mind quickly he can bring pressure to speed up

the consideration of the fish companies.

Present metiodts of billing in Pago Pago for fucl has the

companies giving credit to the fishing fleet and taking it out

of the fish when delivered. Starkist says it would be easy to

handle that end of it - they would just pay us directly and

then take it out of the fish catches.

For the |e of protecting our proposal in a concerted

effort it might be wise to turn aside any independent inquirctes

made to you regarding petroleum products for American Samoa. One

Mmver knows what fish companics will do - or for that part

territorial governments!

Will keep you informed as things develop.

Dear Mr. Turnbull:

This is to confirm our telephone conversation of this morning on

_ . the supply of jet fuel, JP 1A, as follows:

1, We can furnish jet fuel, to Air Turbine Fuel 1-A specifications,

which is currently being used byleading airlines in the U.S.A.,

such as PAA, NWA, and others. The requirements at Pago Pago

. fe about 3.5 million gallons per year, which is a little over

10,600 tons a year. We are sure that we can meet the require -

ment in quality and quantity.

; 2. Our price to the importing company will be 11. 5¢ per gallon.

3. The importing company shall provide storage facilities and the

. tank-truck loading equipment. It is suggested that the tunporting

company shall charge 2¢ per gallon for the repay.uient of tankage

facilities and another 2¢ for operating expenses, including profit.

Therefore, the oil sold ex-tank-truck will be 15. 5¢ per gallon at

** the Terminal, Pago Pago.

* 4. ti From the tank-truck, either the Government or the importing

' company can deliver to the airport and serve the airlines. On this

part of the servicing, it is very difficult to estimate the opcrating

expenses. If the airpurt is equipped with underground fuel tanks

and also other facilities, and such facilities can be used at

nominal rent, ibcn ine expenses for airport services should be

around 1.25 ¢ per gallon. a oe P

Dear Mr. Shaw:

The fornai proposal was sent by William MeCook to Governor

Lee in Yeshington. ‘Three days later McCook followed it up with .

@ phone call for an eppointirent with the Governor in Washington.

It was decided that ticCook and the Governor would meet sometime

this week. In the weantime, I have rounded up the fish companies

_and they ere waiting for the Governor to come out here and act

as the catelyst to obtain the letter agreement from all parties.

. The deal looks good and if there are any flaws I can't find

thei. ; ; : .

T cen't find Paleu Fu':oa on ay world map and can only

surcise thet it ls in the Strait of Malacca. Is this so?

I must get ready for the inevitable questton, “What will) be the

source of the product in the event Southeast Asia goes under.?"

I have told KeCook that 2 source could bo developed out of Colon

_ fron the Ludyvig-Contineuta) people but I believe it necessary

for you to advise me on an alternative source, inasi ich as you

will be the supplier. » 4 f

a It is the opinion of Starkist that Standard Oil will leave

Pago Pago if we obtain a long terw contract from fncustry and

Governrent. I cannot subscribe to that opinicn, but in the event

they do leave we would become the monopoly. We would darn wel)

have to be sure of our supply. Se ett

I talked to Jercue O'Brien, head of the Union Bank Oil

Department and U.S. Nato cil expert, concerning a long range

possibility of putting in a refinery at Pago Pago - and shat

attitude the Defense Dept. would take concerning such a venture.

Ee believes it would be negative. I thought the present coniiict

might merit a crash program using Government money.

Before the formal proposal was made to Lee, he had called me

from Washington to advise me that his interest was still high on

the new Terminal. I believe we have a live one after this long

time and I will keep you advised by phone as the deal breaks.

Yours very truly,

8530 Wilshire Blvd.

Suite 309

Beverly Hills, California

Dear Mr. Turnbull:

We estimate thet @ 50‘ x 150" pier similar in construction to the

one we constructed for Van Cemp would cost in the neighborhood of

$90,000.00.

Walter Lum and Associates, Structural Civil, Enginees and Soil

Engineers, would design che pier using the date and experience we have

accumulated and also their own on site investigation for $5,000.00.

We would suggest that you engage them as design .rgineer, and if

our joint design/cost control efforts result in our bei-; able to offer

you a firm quotation within the above budget estimate, ...¢ you contract

the work to our firs.

We are hopeful that we wiil be able to discuss this projecc with

you om your nexc trip to Hawaii.

Area Analysis

Let us analyse the area, which I shall divide into three categories

in more rolevant terms than geographical limits,

A. Area with existing ocean terminals. This area may be convenient-

ly per g on frei: cost" area. This does not

cele that this low freight cost is always roflected in the sellinz,

price. It simply means that deliveries are made by T-2 type and

b’gger tankers. Socal supplies their terminals in Panceto and P20

with their own tankers, usually the Lombardi, and because o r

privileg os pegition in these two markets, they figure their freic.

o¢ per gallon. Both Shell and Mob

their house flag tankers, as we as chartered vessels, e.g. oo

"Brali”, in this area. ‘

(Socal)

IV. French Polynesia

1. Papeete,Tahiti (Socal,Mobil,Total aviatios

* Diesel supplied to private industries and other sales in outport

arecs are lifted from these torminals. For example, dicsel re-

quirements of Commonwealth New Guinea Timbors, Ltd. at Bulolo cone

from Lae; for CS&-Nausori 4 Nukualofa, Tonga from Suva, etc.

tables with variations in some of the local areas.

**This is price charged by ‘lobil Australia Ltd. whose cost price

paid to ltiobil refinery is undorstocd to be low enough to allow a

fair mark-up. This ssems to do borne out by the fact that on the

occasions whon they draw supplies from their Altona refiuery tseir

FOB prices did not differ much.

* To this price are added local wholesale and retail sark-ups.

Shell

Although Shell's prices, wholesale and retail, parallel mobil's

throughout the area, they scem to figure their ex terminal prices

Slightly differcatly,. This may be accounted for by the fact tas

Shell, in certain areas, market through distrioutors. Saell dase

their 7C3 pipeline prices ou Platts to which are adced a luxp sun

called "distribution cost” (presumcc to include freight, iasurance,

amotization, etc.) The prices and mark-up are set by their various

subsidiaries such as Shell Co. (Pacific Islancs) Ltd. in Fiji, or

N. V. Koninklijze Nederlandoche in New Guinea, Saell O11 Company of

Australia, etc.

Socal

I think that you are thoroughly familiar with Socal's prices in

Tahiti. They may have to revise their cost/sales price structure

as soon 2s Mobil's Papeete terminal becomes fully operative. It

(~ is sufficient to recap their prices practiced up to present both

at Papeete and Pa~».,

fo J awk called the "Pacific Enterprise” which was the former Dutch buiit

pee “A/V Herold". It has 10 carco tanks equipped with loading and

dischearze pumps and drum filliag equipment on deck. Sased at Lae,

it carries a Chinese crew and Mobil's Marine Department charses

**Supplice by barge from Suva on arrangencnt with Tongan governa-

ment, freight Suva/Tonga figured @ $27. per long ton. Here is an

area where a profitable arraagement may be worled out with Prince

Tungi to supply his roquircments by direct tanker deliveries.

Tho whole B Area holds good promise cven though the volume in

each territory is small. It has good cushions in long margin,

high freight charges and the agrregate volume is quite repecta-

ble.
