Take notice that on July 17, 2006,

Cottonwood Energy Company, LP

(Cottonwood) submitted a petition

requesting that the Federal Energy

Regulatory Commission issue a

declaratory order disclaiming

jurisdiction over: (1) A proposed

transmission line to be constructed for

the sole purpose of delivering the

output Cottonwood’s generating facility

in the SERC Reliability Corporation’s

region of Texas to a utility within the

Electric Reliability Council of Texas

(ERCOT) region; (2) transmission service

over the proposed transmission line;

and (3) the electric utility in ERCOT that

is not presently a public utility under

the Federal Power Act to which the

proposed transmission lines will

interconnect.

Any person desiring to intervene or to

protest this filing must file in

accordance with Rules 211 and 214 of

the Commission’s Rules of Practice and

Procedure (18 CFR 385.211, 385.214).

Protests will be considered by the

Commission in determining the

appropriate action to be taken, but will

not serve to make protestants parties to

the proceeding. Any person wishing to

become a party must file a notice of

intervention or motion to intervene, as

appropriate. Such notices, motions, or

protests must be filed on or before the

comment date. Anyone filing a motion

to intervene or protest must serve a copy

of that document on the Applicant and

all the parties in this proceeding.

Take notice that on July 11, 2006,

Cypress Gas Pipeline, LLC (Cypress)

filed a petition for rate approval

pursuant to section 284.123(b)(2) of the

Commission’s regulations. Cypress

states that it proposes to increase its

maximum interruptible rate from

$0.0825 per MMBtu to $0.1476 per

MMBtu for the transportation of natural

gas under section 311(a)(2) of the

Natural Gas Policy Act of 1978.

Any person desiring to participate in

this rate proceeding must file a motion

to intervene or to protest this filing must

file in accordance with Rules 211 and

214 of the Commission’s Rules of

JJR Power LLC; Notice of Issuance of

Order

July 21, 2006.

JRR Power LLC (JRR Power) filed an

application for market-based rate

authority, with an accompanying tariff.

The proposed market-based rate tariff

provides for the sale of energy, capacity

and ancillary services at market-based

rates. JRR Power also requested waivers

of various Commission regulations. In

particular, JRR Power requested

approval under 18 CFR Part 34 of all

future issuances of securities and

assumptions of liability by JRR Power.

On July 21, 2006, pursuant to

delegated authority, the Director,

Division of Tariffs and Market

Development—West, granted the

requests for blanket approval under Part

34. The Director’s order also stated that

the Commission would publish a

separate notice in the Federal Register

establishing a period of time for the

filing of protests. Accordingly, any

person desiring to be heard or to protest

the blanket approvals of issuances of

securities or assumptions of liability by

JRR Power should file a motion to

intervene or protest with the Federal

Energy Regulatory Commission, 888

First Street, NE., Washington, DC 20426,

in accordance with Rules 211 and 214

of the Commission’s Rules of Practice
