These various enactments clearly prove the extraordinary solicitude with which congress has from the very foundation of the government watched over this subject. … To hold otherwise would be in effect to decide that Illinois and Missouri, or Illinois and Iowa would have the right to shut up the Mississippi river anywhere above a port of entry, if indeed it may be considered thus qualified
