Att’y An individual with a qualifying conviction becomes entitled to expungement after a specified waiting period. The waiting period usually begins upon completion of the sentence. … But the enactment of the Expungement Law “obviated” any “common law right of expungement” and established the “primary remedial mechanism” in the area.
