Except as otherwise expressly provided in this chapter, nothing in this chapter shall be construed to amend, modify, or repeal any provision of the Coastal Zone Management Act of 1972 [ 16 U.S.C. 1451 et seq.], the National Environmental Policy Act of 1969 [ 42 U.S.C. 4321 et seq.], the Mining and Mineral Policy Act of 1970 [ 30 U.S.C. 21a ], or any other Act.
