## Text

VRD provides counseling, guidance, and referral services as
 necessary for the customer's vocational rehabilitation. Counseling
 is a process in which a VR counselor works with the customer to help
 the customer understand both problems and vocational potential. Counseling
 is a continuous process throughout the rehabilitation program to help
 the customer make the best possible vocational, personal, and social
 adjustment. Referral means referral of the customer to other agencies
 for assistance not available from VRD.
