## Text

The purpose of this division is to allow the owner or operator
 of a facility or mobile source to generate emission credits by reducing
 emissions beyond the level required by any applicable local, state,
 or federal requirement and to allow the owner or operator of a facility
 or mobile source to use these credits. Participation under this division
 is strictly voluntary.
