## Text

To the extent that any conflicts arise between this rule and
 the rules provided in Chapter 1, Administration, Chapter 2 Enforcement,
 Chapter 10, Uniform Multifamily Rules, Chapter 11, Qualified Allocation
 Plan, and Chapter 13, Multifamily Direct Loan Rule, federal requirements
 will first prevail, after which the requirements of the other Multifamily
 Rules will take precedence.
