119.03 If a person makes a pawn loan in violation of section 4727.02 of the Revised Code, the person has no right to collect, receive, or retain any interest or charges on the loan in violation of Chapter 4727. of the Revised Code, and the person has no right to possess the personal property pledged as security for the loan.
