(20 ILCS 3475/20) Sec. 20. Composition of the Board. The Board of Trustees shall consist of 11 members to be appointed by the Governor, with the advice and consent of the Senate. The Board shall consist of members with the following qualifications: (1) One member shall have recognized knowledge and ability in matters related to
