These rules are promulgated pursuant to, and are to be construed in a manner consistent with, the duties an d responsibilities of the Board as set forth in Title 58, Chapters 1, 6, and 13, Idaho Code, and the Equal Footin g Doctrine (Idaho Admission Act of July 3, 1890, 26 Stat. 215, Chapter 656).
