ACTION: Proposed rule. SUMMARY: The Commission has before it a petition for rulemaking filed Ketchikan TV, LLC (“Ketchikan”), the permittee of KDMD(TV), channel 32, Anchorage, Alaska. Ketchikan requests the substitution of channel 33 for channel 32 at Anchorage. DATES: Comments must be filed on or before December 18, 2009, and reply comments on or before December 28, 2009.
