ACTION: Proposed rule. SUMMARY: This document requests comments on a petition filed by OKAN Community Radio proposing a first local service at Ashland, Kansas. To avoid a conflict with a mutually exclusive proposal, we propose alternate Channel 288C3 at Ashland, consistent with the minimum distance separation requirements of the Commission's rules, at the center of the city reference coordinates at 37-11-12 North Latitude and 99-46-12 West Longitude.
