SUMMARY: The Commission has before it a petition for rulemaking filed by WAND(TV) Partnership, the licensee of station WAND(TV), channel 18, Decatur, Illinois, requesting the substitution of channel 17 for channel 18 at Decatur. DATES: Comments must be filed on or before February 22, 2011, and reply comments on or before March 7, 2011.
