Our masthead this issue features two photos
taken during the 158th Homecoming Celebration.
The first captures the outgoing Junior and Senior Miss
Nebraska – Winnebago, Tulie Blackfish and Paris
LaPointe, and the newly crowned Miss Winnebago,
Virginia Snake-Bumann. The powwow committee
decided to award only one crown this year. All three
young ladies have and will represent the Winnebago
people all across Indian Country, attending other
powwows and celebrations during their one-year
reign(s). Congratulations to Virginia as she steps forward into 2025 and thank you to both Tulie and Paris
for representing the crowns you wore so gracefully.
Good luck to all in your future days. The second photo
is from one of the flag raisings depicting the flags
flying high above the powwow arena. Beautiful! Thank
you to all our veterans on yet another successful
powwow. The 158th Homecoming Celebration was a
good one. We’re already looking forward to the 159th
to be held in July 2025. See you there!

158th HOMECOMING CELEBRATION HELD

Park] For 158 years the Hocak Nisoc haci
have celebrated and commemorated the
return of Chief Little Priest and the Company
‘A’ Scouts here. 2024 marked the occasion
with all the style, respectfulness, pomp and
circumstance, and fun that our people and
visitors have come to expect. “Our powwow
is the highlight of the summer for me and my
family. We look forward to it every year.” one
tribal member who travelled home to attend
told the WIN during the weekend’s festivities.
The Winnebago Youth Crisis Intervention Center and Youth Shelter (YCIC)
has collaborated with the Northeast NE
Suicide Prevention coalition, Winnebago
Health Department, Ho-Chunk Inc., and
the Transportation Department. The
listed programs were able to sponsor 89
seats for community members to go see
“Inside out 2” at the Promenade Cinema
located in Sioux City, IA. Bus rides and
popcorn/drink vouchers were available!

Flag raising for the powwow began
promptly at 6:00 AM on the morning of Thursday, July 25th for the first day. The call was
made to all vets to come out to the grounds
to help raise the flags of our veterans, both
past and present. That morning brought
numerous brave men and women out to
Veteran’s Park, located just to the East of
the town of Winnebago. One tribal member
who attended flag raising told the WIN, “Flag

Always held during the last full week in
July, the celebration this year spanned from
Thursday the 25th through Sunday the 28th,
with the Veteran’s (Warrior’s) Kettle held on
the Wednesday evening prior. As is traditionally done every year, the Winnebago Veteran’s Association takes hold of the grounds
on that day, offering prayers and a traditional
meal to all veterans and spectators to begin
the four-day event. This year the Veteran’s
Association asked one of our Tribal Council
leaders, Aric [Dusty] Armell to speak during
the kettle inauguration. Armell, a veteran who
served with both the U.S. Army and Marine
Corps, spoke to the crowd fulfilling the duty

[Winnebago, NE] On Friday, July 26th,
2024, members of the Winnebago Tribal
Council hosted Nebraska Senator Jane Raybould of Lincoln. Council members present
for the meeting held a brief luncheon with
the Senator and her family inside the Veteran’s Building located at Veteran’s Memorial
Park. “It was important for the Council to take
some time with the esteemed Senator who
helped shepherd our bill through the Unicameral during this past legislative session.”
Winnebago Tribal Council Chairwoman,
Victoria Kitcheyan told the WIN following
their meeting here.
Senator Raybould represents her district
in Lincoln, but was the lead proponent of
LB1288, a bill much needed by the Winnebago tribe and all tribal people across
the State. Despite not being from our district,

Raybould was able to gather the political
support needed to introduce the bill and
see it through each of the hurdles during
the law-making process within the Nebraska
Unicameral. The WIN covered that entire
process in previous issues. See CONTINUING COVERAGE.
The Senator also addressed the crowd
following the grand entry on Friday afternoon. Expressing her appreciation for the
tribe and its members, then continuing with
comments about her ongoing support for
causes important to all tribes within the State,
she was well received by the large gathering
of tribal people that day who recognized
the importance of the work she continues
to drive forward.
Winnebago tribal member and General
Counsel for the Tribe, Danelle Smith, was
also present during the meeting and accompanied the Chairwoman and the Senator
throughout their visit. Smith commented

about the importance of keeping the Tribe
in the loop throughout the entire process
for LB1288, as this work was performed
over the many months it took to create this
law. Smith was also CEO of the Winnebago
Comprehensive Healthcare System (WCHS)
when the bill was first proposed several years
ago. Garnering the Governor’s signature this
year after many unsuccessful attempts prior
took tenacity and patience which eventually
paid off.
Raybould was accompanied by members
of her own family, and they also stayed to enjoy watching the day’s events – even sharing
a few rounds in the arena. The Senator was
presented with a star quilt and a Winnebago
basket by the Winnebago Tribal Council in
appreciation of her support for our people.
Thank you, Senator for your leadership and
thank you to all those in Lincoln who helped
support a bill that impacts all tribal people
in Nebraska.

powwow]. To see all the flags of those brave
soldiers flying high above the dance arena
is just amazing, and beautiful.”
The powwow set to honor all our veterans has also been a traditional place for
our people to hold and take part in certain
ceremonies, like feathering of women and
girls, bringing folks out of mourning, and
even naming of children. This year’s event
hosted some of those doings, and it also held
on for some honoring events produced by
members of the tribe.
Thursday’s first grand entry sets the tone
for the remainder of the weekend. This year
immediately after the ceremonies began for
Thursday evening’s session, the powwow
was started with a showcase of two traditional dances, the Swan Dance for our women
dancers and the Fish Dance for our men.
This year’s head dancers were Winnebago’s
own Dillon Bearskin, a veteran himself, and
Christina Parker, a returning head dancer.
The WIN interviewed both in the last issue.
The people quite enjoyed watching both
the dances because they feature some of
the more traditional parts of the celebration.
Later that same evening, the powwow
got off to a raucous and heated kick with
an epic ‘Iron Woman’ contest, hosted by
Virginia Snake-Bumann and her family. “I
loved it!” exclaimed a spectator. The whole
contest energized the crowd as numerous
adult women danced and ‘scrubbed’ for that

special which lasted for more than twenty
straight minutes. Cheers and applause
erupted as the competition extended all the
dancers to their physical limits. The day’s
heat came to bear on the participants, but
most held out for as long as they could
until finally the winner emerged. Covering
the dancers, the WIN knew those Iron
Women could have probably gone even
longer! Snake-Bumann would later go on
to win the crown as the 24-25 Winnebago
Princess. That crown was awarded to just
one selectee this year.
The remainder of the weekend also
had its highlights and specialties. The WIN
was on hand for the flag raisings, and for
all the action up to the final song sang on
Sunday evening. If you missed any of it

WINN-A-VEGAS DONATES TO WVA

[Winnebago, NE \ Veteran’s Memorial Park] WinnaVegas Casino / Resort has
donated $5,000.00 to the Winnebago Veteran’s Association. Following the flag
raising ceremony held on Friday morning, casino General Manager, Tom Teesdale
proudly announced their support for the WVA by presenting them with a check
in that grand amount. Commander for the WVA, Gordon Rave, was on hand to
accept the donation. [photographed] “We want to thank [WinnaVegas] for all their
support.” Rave stated upon hearing the announcement. He happily continued,
“[t]he Vets need a lot of things, and this will help.” Casino management also
stated their pleasure in assisting the WVA in the ways they can because they
understand the importance of the WVA in Winnebago and to the Hocak people.
Good job, WinnaVegas! Keep up the great work!

“For we walk by faith, not by sight”
It was brought to my attention that Jeanie
Eagle was commissioned to design and
make a banner for the Winnebago Reformed
Church. Jeanie undertook this project out
of the goodness of her heart using her
God-given abilities. The banner displayed
the following words from Paul’s second letter
to the saints at Corinth: “For we walk by faith,
not by sight” [2nd Corinthians 5:7 KJV]
Paul uses the words ‘walk by’ to mean ‘the
way in which one lives one’s life.’ Put another
way, the way one conducts himself or herself. His or her life should not go against his/
her Creator. A redeemed child of God obeys
the ways of Creator God as written down in
His Sacred Scriptures.
One becomes a redeemed child of God
through the Sacred washing of Holy Baptism. That is when one is been adopted into
God’s family. To receive the blessings of life
and salvation that are offered in this Sacred
event one needs the gift of faith. Therefore
these four words ‘we walk by faith’ are loaded with meaning.
Please note who gives these gifts. Creator
God gives the gifts. The gift of adoption as
well as the gift of faith. Believers are passive
while Creator God, His Son Jesus, and the
Holy Spirit all have a role in the life of God’s
children.
You might recall a story about the time
that the disciples were all locked in a room,
living in fear, when the risen Jesus entered
and appeared to the ten. Jesus’ first words
were ‘Peace (Shalom) be with you.’ Jesus
went on to bless them in this way: ‘He

breathed on them and said, “Receive the
Holy Spirit. If you forgive anyone his sins,
they are forgiven, if you do not forgive them,
they are not forgiven” [John 20:22-23 NIV].
There was one disciple who was not
with the other ten that Sunday evening. His
name was Thomas. When Thomas heard
that Jesus had risen from the dead he did
not believe. ‘He said to them, “Unless I see
the nail marks in his hands and put my finger
where the nails were, and put my hand into
his side, I will not believe it” [John 20:25b
NIV].
A week later Jesus disciples were in the
house again, and Thomas was with them.
Once again Jesus appeared and his first
words were: “Peace be with you!” Then he
said to Thomas, “Put your finger here, see
my hands. Reach out your hand and put it
into my side. Stop doubting and believe.”
Thomas said to him, “My Lord and my
God!” Then Jesus told him, “Because you
have seen me, you have believed; blessed
are those who have not seen and yet have
believed” [John 20:26-29].
You and I have not witnessed the birth,
the life, the suffering and death, nor the
resurrected Jesus. However, in spite of not
being eye witnesses we could be blessed
with faith. Through such faith we have peace
with our Creator. Through such faith it is
apparent that we have been inspired by the
Spirit of God. And finally, through such faith
we live our lives walking according to the will
of God. Yes, by the grace and work of God
‘we walk by faith, not by sight.’

Is suicide imitated?
Possibly. It may be that a person who is already suicidal might imitate
the suicide of a famous person, but even so it is rare. In the 1980’s there
was a lot of talk about a teenage suicide “epidemic”, and about “cluster” and “copy-cat” suicides. There was more talk than action, however.
People tend to be very disturbed by a few highly visible suicides. For a
few days they talk about how terrible teenage suicide is, but then return
to their previous unconcern.
From 1980 to 1985 there was a great deal of publicity about teenage
“clusters” and “copy-cat” suicides. In that five year period, about 200
young people died in so-called “clusters”. During the same period about
11,000 teenagers killed themselves quietly and independently without
verbal or other concern. Two national organizations were formed to combat teenage suicide, but they had a brief life and now exist only in name.
Is it possible to make suicide attractive, glamorous, and romantic to
teenagers?
No. Some people believe that a teenage suicide should be virtually
ignored. They often hold high positions and have advanced degrees so
people assume they are right. These people say friends of a suicide should
not be allowed to attend their funeral or honor them in any way. They say
there should be no trees planted or memorials to them in yearbooks as
is done for other teenagers who die.
This cruel advice is cloaked as concern for other teenagers. It resembles the old punishments of burial outside of cemeteries, trashing the
reputation of the suicide, and banning and shunning the family. Out of
forty million young people in North America 6,000 kill themselves each
year. Common sense shows they are not like lemmings running off a cliff.
Do religious beliefs and taboos prevent suicide?
Yes. Catholics kill themselves least frequently, followed by Jews and
Protestants. This does not necessarily result from a belief in life after
death. Belief in punishment after death may deter some, but a desire for
reunion with a dead loved one may be motive for suicide in other cases.
In one study, however, Catholics killed themselves less than others
only when they were the majority of citizens in a community. In general
though, a taboo is an unhealthy form of suicide prevention, and takes a
heavy toll in damage to families where suicides occur. Historically, the
heaviest taboo on suicide was placed by the Catholic Church, but Jews
and Protestants were not far behind.
Do most religions give full funeral rites to suicides?
Yes. The major organized religions now realize that suicide is not caused
by sin or the devil. They give compassionate and loving burial to people
who die by suicide and care deeply for their survivors. Some religious
groups still think suicide is a sin, but not an unforgivable one.
There are still some religious groups who treat suicides and their survivors in a harsh and punitive manner; fortunately, they are becoming smaller
in number. Actually, suicide was not declared a sin until four hundred
years after birth of Jesus. Generally, organized religion recognizes that
making suicide a sin hundreds of years ago was a misguided attempt at
suicide prevention.

Question of the Issue:
Tell us about your highlights from the 158th. What are they?
Garan: With all the running around that our communications team did this
year. I didn’t get a chance to really soak up the powwow energy. I made it a
point to stop and dance three intertribals with my son and daughter. It was
pretty hot, but the drums sounded amazing, and the grass felt good. That
re-energized my soul and I got back to work!
My main highlight was I thought our team did a great job! From the WIN coverage to the Big Voice Live Stream to our WTN Webmaster serving as Head Lady.
Our Multi-Media Coordinator, Kevin Ebert helped out greatly and was asked to
carry in a flag as a combat veteran. Good job to all of Winnebago and the crews
who had a hand in this year’s celebration. Please thank the I.T. Department for
helping us with connectivity so we could live stream for the elders, the veterans,
and those who couldn’t make it back to the powwow. Thanks fellas!!!
Brian: The standout experiences from the oldest powwow in North America

celebrating the return of Chief Little Priest & the Company A Scouts were: a)
Flag raising every morning, b) the Iron Woman contest on Thursday evening –
talk about some good dancing! c) the traditional dances for the groupings and
of course the Snake Dance. d) the Jaaji burger from stand #2! O! M! G!! & e)
Seeing our people happy, dancing and singing all weekend. Can’t wait for the
159th!

Tyler: A favorite moment of the 158th, had to be eating in the air conditioned

RV.. it was very humid haha. Other than that, watching the iron worman competition!! My calves were on fire just watching lol. Taking pictures over the days
is the main favorite! It's fun capturing memories/moments. (the boba lemonade
changed my life)

Kevin: **must've got snagged**
Christina: Just to have the honor to lead in the dancers was truly a highlight. Seeing family and friends I haven't seen in a few years! It was nice how
everyone looked out for each other, I truly felt the love! Despite the heat, I think
everyone enjoyed themselves.
Bethani: My highlights from the 158th Annual Homecoming Celebration

would have to be overseeing the livestream production for the powwow. I
think it is awesome that we have the capability to provide a home-felt experience to the people who are unable to attend in-person. It is prob my favorite
livestream production of the year! I also enjoyed being able to take a break
and visit my family, as they had a stand at the powwow this year. I got to eat
a Jaji Burger, which was fireeeeee!!! Oh, and my auntie even had REDBULL
at her stand, so I gotta include that. :) Mostly, I enjoyed watching all the dance
categories and seeing all the beautiful regalia.

Council.
FBI – Safe Trailers is a federal task force
signed November 30, 2023 made up of FBI,
Federal Marshalls, Dakota County & Thurston County, supervised by Sam Roberts,
FBI. Assistant US Attorney Lecia Wright
will give his contact information to the Tribal Council so the Tribal Council can get a
copy of this Task Force Agreement signed
November 30, 2023. This is the first time
the Winnebago Tribal Council was informed
there is this Task Force. Dakota County and

Thurston County do not have jurisdiction on
the Winnebago Reservation to pursue vehicles onto the Reservation down to our river
bottom roads. This is regarding a Dakota
County Deputy pursuing a vehicle onto the
reservation last week & claiming he has jurisdiction because Dakota County is on the
federal task force. District One, BIA-OJS is
investigating this pursuit.
US Attorney Update – Susan Lehr, US Attorney & Lecia Wright, Assistant US Attorney.
Provided an update on Federal Convictions since their last Update. US Attorney’s
Office out of Omaha is working on a collaboration with the Winnebago Public School
for education.

closures for the public safety.
The Winnebago Tribe of Nebraska will
begin searching for funding to build a permanent Berm around the WinnaVegas Casino since this flooding has been happening
every few years. The Emergency Manager
will research sources for this funding.

Emergency Management – presented
by Julie Smithart.
August 20-22, 2024 Public Information
Officer training scheduled and no one
has signed up for it yet. FEMA is providing the training. Is there going to be a

charge for the food since the Winnebago
Tribe is responsible for the food during the
training? Garan and Julie came up with the
recommended list of who should be in the
training. Julie is continuing to work on the
Hazard Mitigation Plan with the contractor.
They will schedule a meet & greet with the
Tribal Council for a future date. Emergency
Management, Julie was denied access to
the Casino Land by Woodbury County when
she attempted to enter in a Winnebago Tribe
Logo-marked vehicle during the threatened
flooding. A letter from the Winnebago Tribe
should be sent to Woodbury County, our
Emergency Management must be granted
access onto our Casino lands when there is
threatened flooding to act in an Emergency
Management Capacity. Julie has completed
Salamander Training to make IDs during an
emergency.

Physical Resources Report – presented

Tribal Housing. Councilwoman DeCora
asked if Tribal Housing obtains a baseline
test on meth before a tenant moves in and
is there random meth testing ongoing in the
Tribal Housing Units? Ireta explained the
cost of meth baseline testing and random
meth testing is very expensive. Councilwoman DeCora requested for the public safety
these meth tests at baseline and randomly
are a public health measure and the Policy
needs to be written on this and the funding
located for the testing.

Native Star Building Maintenance – presented by Ireta Frazier, James Price & Ron
Nohr
On 7/3/24 the roof leaked over the Casino
due to a solar panel pipes blown apart. On
6/17/24 had a clogged floor drain. Morningside Plumbing found a collapsed pipe under
the floor that leads to the grease trap. Zach
will camera that area. In the Kitchen there
was a freezer building up ice and broke
a pipe. 2 HVAC units had to be replaced
above the laundromat. Toilets are leaking.
Christiansen Construction built the building over 40 years ago. Ron says while these
smaller separate repairs are expensive, the
actual building is structurally sound. Physical Resources will do a scope of work & a
budget for these repairs and bring it back
to the Tribal Council.
Three Parks/Playgrounds
There is $870,000.00 available. HCI Bid
1.2 million (the lowest bid), so are short
$300,000.00 to $400,000.00. There will be
a meeting on Wednesday to get the project
within budget.

of $1.641.060,00 from HUD ICDBG Single
