photograph of this young traditional dancer was
submitted by Jessica (Smith) LaPointe. As one
of the winners for the 2025 photo contest, Jessica’s submission will be placed onto the WIN’s
masthead as seen here and the winner gains
bragging rights for the entire four-day celebration. Congratulations, Jessica! The Winnebago

WTN PREPS FOR NUCLEAR PLANT

July 9th, the Winnebago Tribal Organization celebrated the 2024 Employee of
the Year! The winner is WTN Controller,
Cheryl Painter. Cheryl works in the Finance Department and has been part of the
organization for over 35 years.
Congratulations!

[Winnebago, NE] In recent weeks the
Woodbury County Board of Supervisors
[Iowa] has been working to schedule public
hearings regarding their discussions to re-zone
areas within that county for the purposes of
potentially constructing a nuclear power plant.
According to county information disseminated
at the beginning of July 2025, the discussion
phase has begun to allow exploration of how
that re-zoning could play out in the local area.
As a direct neighbor to the proposed sites,
which are in the southwest corner of Woodbury County, the Winnebago Tribe would have
a lot to say about that kind of activity.
Tribal Council member, Lorelei Decora,
said in a recent meeting, “We cannot allow
that kind of activity on or near our lands.”

Decora has been vocal in her opposition to the
proposal ever since the story broke at the beginning of the month. She continued, “with little to
no ability to control what happens when there is
a leak, we have to make sure our voice is heard
at each of these hearings.” The public hearings
DeCora speaks of are a series of three set by the
Woodbury County Board for two dates in July
and another in August of 2025.
In Iowa, Woodbury County is the tribe’s
neighbor to the east and northeast, just across
the Missouri River. That county also surrounds
WinnaVegas Casino, the tribe’s main gaming
property, and the recently reacquired lands
returned to the Tribe following actions taken by
President Biden and the U.S. Congress.
Major concerns for the tribe stem from well-

known disasters that have occurred at nuclear
power plants across the globe. Decora shared
information about those disasters happening
in Japan, Pennsylvania, and even in Nebraska
among others.

The Winnebago Tribe plans to attend
the public hearings held by the Woodbury County Board of Supervisors
with testimony to be offered by tribal
leadership, which includes Council
Chairwoman, Victoria Kitcheyan, and
Vice-Chairman, Isaac Smith. The Winnebago Indian News will stay with this

WTN PREPARES FOR 159 th

HoChunk Renaissance hosted a Hinuk
Waje Class. The class showed participants
how to operate a sewing machine and how
to create a Waje pattern. Attendees brought
the required materials: 5-6 yards of fabric
and 3 spools of thread.

The Boys & Girls Club hosted a 2-day
youth basketball camp, sponsored by
WTN’s Human Services Dept. Randy July,
owner of “Elevate Your Game Basketball”
and Muscogee Creek Nation Tribal Member facilitated the camp. July’s coaching
& basketball career gave him the tools to
teach growing athletes.

The Winnebago Comprehensive
Healthcare System hosted a Walk & Men’s
Summer Disc Golf Challenge. The purpose
of the event was to raise awareness and
encourage support for men’s mental health.

The Winnebago Tribe of Nebraska has been
in full preparation mode for months. All of that
leading up to the greatest celebration in Indian
Country. The 159th Homecoming Celebration
goes live over the four days set for July 24th to
July 27th, 2025. For 159 years our people have
held the homecoming celebration that honors
our last great war chief, Little Priest, and the
Company A Scouts.
Spanning nearly sixteen decades the
powwow that hosts the celebration has taken
on many forms, including contests, dance
specials, family events, athletic contests of all

types, food, games, and general revelry enjoyed
by all our people and the guests who join us.
Speaking publicly, one former tribal council
member stated, “our powwow is the biggest
event of the year. Everything that is done is in
honor of Little Priest and our veterans. We are
very proud to host this event once more.”
In preparation for what is considered by
many to be ‘the granddaddy of them all’, the
Winnebago Tribe employs dozens of staff
members who work diligently toward prepping the grounds where the celebration is held.
Working under the WTN Physical Resources
Department, WTN Facilities, WTN Roads,
WTN Wildlife & Parks & WTN Groundskeeping staff prepare for the powwow by sticking to
a well-established plan every year. James Price,

WTN Facilities Manager said, “the staff works
hard to make sure everyone can come together
and enjoy themselves.”
As part of the preparations that occur, the
grounds undergo a series of activities that many
people don’t see or are unaware of. “It takes a
lot of effort. More than most people realize.”
WTN Physical Resources Assistant Director,
Autumn Nieman told the WIN. “But we get it
done. Everyone knows what needs to be done,
and we all get to work.”, she continued.
WTN Physical Resources Director, Brian
Chamberlain, told the WIN, “Our tribe has
been doing this for 159 years. We know what

we’re doing.” The tribal organization begins
working toward the event date as soon as
the weather improves following each winter
season. He continued, “Our powwow grounds
and Veteran’s Park are the best anywhere. The
trees are amazing, the seating is plentiful, and
the arena gives everyone a great view of the
dancers. What more could you ask for?”
As described in this issue of the WIN (see
Hakewe & Sagowi) the current powwow
grounds structure will turn 50 years old in
2026. Through a $300,000 grant secured in
1976, the modern arena was updated to create
the foundations we see today. Those actions
have lasted for half a century allowing the
people to gather in a location that has a stellar
reputation all across Indian Country.
The grounds themselves host food sales
of all sorts, craft and jewelry vendors from
across the nation, and campsites for those
visiting or on the seasonal powwow trail.
The powwow grounds campsite areas will be
open for claim beginning on Monday, July
21st, 2025, at 8:00am. “The land rush is really
something to see. We have family sites where
those campers have been set up for genera-

tions.” WTN Groundskeeping staff told the
WIN.
Updating the grounds is also constantly part
of the Physical Resources annual planning
process, and it is never far from the minds of
tribal leadership when decision making time
comes around. The traditional nature of our
powwow and its daily itinerary rests with the
powwow committee and our veterans. But the
grounds itself take time, resources and effort
that become the responsibility of the Tribal organization. “We all have grand visions of how
to improve the space we work with out there.
But our resources are measured according to
what’s available. The department and the tribe
always make the right decisions on how best
to proceed.”, Chamberlain told the WIN.

Work will begin on US-75, between Macy
and Winnebago
July 9, 2025 (Norfolk, Neb.) — Weather permitting, work will
begin July 14 on U.S. Highway 75 (US-75), between Macy and Winnebago, according to the Nebraska Department of Transportation.
Knife River Midwest, of Sioux City, Iowa, is the prime contractor.
Work includes culvert work, milling and resurfacing, and the addition
of a right-turn lane at St. Cyr Street in Winnebago. Traffic will be
maintained with a pilot car and flaggers. Temporary traffic signals will
be in use for a portion of the project.
Anticipated completion is late autumn 2025.
Motorists are reminded to drive cautiously in and near work zones, to
buckle up, and put phones down.

‘Three do nots and three does - part one’
Have you ever imagined what it would be
like to be taught by the greatest teacher there
ever was? Can you imagine sitting at the feet of
Jesus like one of his twelve disciples? or having him come into your home like Martha and
to hear from his mouth wisdom from above?
This past Sunday I read the words of Jesus
as recorded by Luke [see Luke 6:36-42]. Jesus
was teaching his disciples, as well as those who
hear or read his words, about three actions that
followers of him should not do. He also gave
them three actions that his followers should do.
I connected each do not with a ‘do’ action.
The first ‘do not’ command is: “do not
judge, and you will not be judged.” It is quite
natural for one to judge. The usual person one
judges is one’s neighbor - starting in one’s
own household and extending to all those one
meets along life’s path. Jesus is saying knock it
off! [a phrase that my dad would say when my
brothers and I were rough housing].
If you do judge others - you will be judged.
You will be judged by the same standard that
you judge others. One also is prone or susceptible to judging oneself - often times harshly!
- again Jesus is saying knock it off!
I connected the first do not judge command
with: do be merciful. Yes, Jesus went on to
declare as your Father, (your Creator - Mauna), is merciful! How do you understand the
term ‘mercy?’ I would say that mercy means
‘undeserved grace.’ I think of a football game
that has the mercy rule - that when the score is
out of hand - (which is quite embarrassing to
the losing side) - that the game is halted.
In wrestling - the one who is in pain can
cry ‘uncle’ = admit defeat - or surrender. But
God’s mercy is so much more than that. Another term that may come to mind is compassion. Again - Creator God has compassion on
those who suffer - especially those who suffer
through no fault of their own. Creator God also
has compassion also for those who disobey
Him, if He did not have compassion on sinners
then none of us would receive God’s mercy.
In Jesus we see a teacher who did what he
preached. Jesus did not enter this world to condemn the world but rather to save the world.
Jesus, like his Heavenly Father is merciful. His
mercy extends to you. Yes, to you, no matter
your sin or disobedience to your Creator and
His commands. You receive God’s mercy
when you place your faith in Jesus.
Next time I will share the second ‘do not do’
and connect it with the second ‘do be doing.’

another one step further. Have you ever said:
“God damn him!?” Or “God damn her!?” Have
you ever wished malice - harm to others?
The followers of Jesus were guilty of this.
One day the disciples were offended that
certain towns and villages in Samaria did not
welcome Jesus. [see Luke 9:51-56]. They asked
Jesus “Lord, do you want us to call fire down
from heaven to destroy them?” In other words,
they not only judged these towns and villages they were condemning them.
But Jesus turned and rebuked them [Luke
9:55]. In other words, Jesus said ‘knock it off!’
I connected the second ‘do not condemn’

nature from one’s parents. Sinful parents cannot
produce sinless babies. We refer to this as sinful
nature - we are born sinners = born enemies of

God’s ways.
The Good News is that God offers you
forgiveness. God sent His Son who was
condemned - who was nailed to a cross in
humiliation - who suffered His Father’s just
judgment. And while Jesus hung he spoke these

what they do.’ Jesus forgiveness extends to you.
Jesus’ Spirit moves the believer in Christ to be

The third “do not’ action: ‘do not be a
hypocrite!’ A hypocrite teaches others
to follow his teachings while in no way
following his own words or advice. A
hypocrite sees the faults of others while
overlooking his own faults.
In Jesus’ day, the spiritual leaders,
placed heavy burdens and judgments and
condemnations on others, including condemning Jesus to death. There are many
false spiritual leaders today - who are
self-righteous while all the while being
hypocrites.
I connected the third ‘do not do’ with
‘be a giver.’ The hypocritical spiritual
leaders were takers, not givers. They took
away the promises of God’s mercy and
offer of forgiveness robbing the Jewish
people of the hope, the peace, and the
joy that YHWH offers. Jesus teaches his
disciples that since they had received
God’s mercy, and since they are forgiven
that they should now be givers. “Give, and
it will be given to you. A good measure,
pressed down, shaken together and running over.”
Jesus is not only the greatest teacher he is the most loving, compassionate, understanding, caring, supportive pastor that
you will ever have. He gave his all for you
- will you not give him one hour - each
week to sit at his feet? Jesus is the pastor
the shepherd who did all three action commands: he is the merciful, forgiving and
giving.
Jesus wants to be your teacher, your
pastor - your shepherd as well as your
Savior.

WCHS Expands Dental Clinic to Serve More Patients

Winnebago, NE – Winnebago Comprehensive
Healthcare System (WCHS) proudly announces the
expansion of its Dental Clinic, enhancing access to
oral health services for the Winnebago community
with the addition of two fully equipped treatment rooms.
“These new rooms allow us to be more proactive with our patient care,” said Dr. Erin Rolf,
dentist at WCHS’s Dental Clinic. “With the two new
chairs, our team can see more patients each week,
especially children and elders who rely on more
frequent dental care for their overall health. It’s a
meaningful investment in preventative care and
long-term oral health.”
The expansion introduces cutting-edge technology that improves both the provider and patient
experience. The dental units are designed with
modern handpieces that can be powered by either
air or electricity, giving dentists greater control
over power output when treating patients. There
are also attachments that allow for root canal
procedures to be performed without the need for
separate motors, which were required in older
rooms. Additionally, the new rooms include Cavitron attachments that hygienists use to clean teeth.
While these rooms will not be used exclusively by
hygienists, it is common for dentists to request a
cleaning prior to treatment to improve outcomes.
Each unit features a digital display that controls
most chair functions, from recline angle to chair
height, and these settings can be customized for
each provider. Looking ahead, the digital interface is
expected to support internal messaging capabilities, allowing providers and staff to communicate

through the unit about patient status, exam requests, or room changes. This will help streamline
clinical operations.
Beyond technology upgrades, the new rooms offer
several practical advantages. They are easier to clean
and maintain, which helps uphold infection control
standards and clinical efficiency. With the addition
of these rooms, dentists gain more flexibility in
scheduling, which helps improve patient flow
and reduce wait times. The enclosed design of
each room offers greater privacy for patients and
includes dual-door access to support staff safety in
the rare event that a patient becomes agitated.
“This is more than just a clinic upgrade—it’s a
reflection of our shared journey toward wellness,
healing, and self-determination,” said Mona
Zuffante, Chief Public Health Officer of WCHS.
“Rooted in the values, traditions, and strengths
of the Winnebago people, this expansion supports
our holistic approac to health. As we grow, we
remain committed to advancing Indigenous health
sovereignty and setting a new community-based
integrated standard for Tribal health systems
nationwide.”

With a growing need for oral health services in
Native communities, the WCHS Dental Clinic expansion is a strategic step in reducing disparities
and promoting wellness across generations.

to 2:00 PM. Guests are encouraged to meet the
dental team, tour the updated clinic, and enjoy
light refreshments while learning how WCHS

Jarrad Hawk Memorial Scholarship Awarded

Winnebago, NE – On Wednesday, June
25, 2025, the family and friends of Jarrad
Hawk gathered with staff from Winnebago
Comprehensive Healthcare System (WCHS)
to present the Jarrad Hawk Memorial Scholarship. The award honors the life, spirit, and
legacy of a beloved WCHS team member.
The $500 scholarship, funded and created
by Jarrad’s loved ones, was established to
support the continued growth of a WCHS
employee. It reflects Jarrad’s deep commitment to service, care, and community.
The scholarship recipient, Alexandra
Cleveland, is currently pursuing her Master
of Business Administration (MBA) at
Wayne State University. Known for her
dedication and leadership, Alexandra was
selected for her strong work ethic and her
desire to grow professionally to better the
community of Winnebago.
Jarrad served as a cook at WCHS, where
he nourished patients and staff not only with
food but with kindness and positivity. His

family and friends chose to give back to
the WCHS community in his memory by
supporting someone who shares those same
values.
During the presentation, a quote was
shared that beautifully captured Jarrad’s
spirit,“When I die, don’t drink for me, don’t
pour out shots for me, don’t bring empty
bottles to my grave. Instead, go on hikes,
talk to the sky about our memories together,
and at night when you’re feeling alone, talk
to the stars and I promise I’ll be listening.”
This message, shared in his honor, reflects
how Jarrad lived his life, fully, joyfully,
and always connected to those around him.
The event was a meaningful opportunity for coworkers, friends, and
family to reflect on Jarrad’s legacy and
celebrate Alexandra’s bright future.
WCHS extends sincere appreciation to
the Hawk family and friends for their
generosity and for choosing to honor
Jarrad’s life in a way that uplifts others
and supports our shared mission of
creating a healthier community.

Question of the Issue:
The 159th Homecoming Celebration Powwow is upon us.
The granddaddy of them all! Tell us which style of dancing do you enjoy most and why? Hoka-hey!
GARAN: I am going to say the snake dance. It is a social dance and I love it when all
the dancers from the youngest to the oldest come out and dance together.
BRIAN: My daughters, Savannah and Winona, are always a delight to watch as traditional Hocak Applique dancers. Both champions look good and dance well, making
our family proud whenever they’re in the arena. With that being said, it’s the Men’s
Woodland dancers who catch my attention as of late. The young fellas move around
the arena with the style, ability, and character that harkens back to years past, making
a move to return to the roots of powwow dancers. Ruby called them War Dancers. I
definitely enjoy watching them compete. No shade to any, though. The arena looks

TYLER:This question had me looking back at last year’s powwow livestream on
YouTube. It’s pretty cool that we’re able to do that! Personally, I’m a fan of any of the
contest dances, seeing dancers dwindle down to the last two, the trick stops, and overall suspense. The Iron-Woman and grass dancers are the best in my opinion.
CHRISTINA: My favorite category is grass dance. Why? Can't explain it I just do.
My favorite grass dancer was from the south and he was a short guy but he could jam.
Sadly, I haven't seen him anywhere in a few years. He even came to the Homecoming
Celebration a few years back.
KEVIN: :: My favorite of all times would have to be, the Fancy Dancers men and
women, my most favorite memories is when Tom Snowball, William St. Cyr and Scott
Aldrich, man those guys always put on a great show.
BETHANI: This is another picking the stars from the sky question, as I genuinely
enjoy watching all the dance styles! During the 4th Annual Missing and Murdered
Indigenous Relatives Inter-Tribal Contest Powwow, they had their 1st Hat & Boot
contest which was such a sight to see! I have only ever seen powwow posters promoting the contests or clips on social media. To see this in real time was beautiful. It was
like a mixture of all the dance styles into one, while displaying their best Hat & Boots,
adding different accessories to dance with. I saw one dancer using hoops and another
using a rope! If you have never seen one, add it to your list of must see!!!
