Winnebago Tribal Council Appoints Karl Baker to Council

On behalf of the Winnebago Tribe of Nebraska, we would like to send a special
thank you to ATLAS of Winnebago Inc. for
all their hard work and continuous efforts
that go into bringing food to our community every week (Read more about ATLAS
in this issue).

During a special tribal council meeting on Monday, June 22nd, the Winnebago Tribal Council appointed Karl Baker to fulfill vacant seat.

While awaiting the swearing-in ceremony
on June 22nd, recently appointed Tribal
Councilman Karl Baker shared some
personal history with the Winnebago
Communications Officer Garan Coons
and Tribal Secretary Thelma Whitewater.

WINNEBAGO, NE--On June 22,
2020 Karl Baker was sworn in at 3:30
pm at the Winnebago Tribal Court. The
Winnebago Tribal Council appointed
Karl Baker to fulfill the vacant seat that
was held by the late James Snow.
Due to safety concerns of the COVID-19 pandemic only the Winnebago
Indian News (WIN) and Tribal Secretary,
Thelma Whitewater were able to attend. The Winnebago Communications
Department and Winnebago Indian
News were able to film the Swearing

The Kidz Café drive-thru is located
behind the Whirling Thunder Wellness
Center, you can pick up lunch from 12 PM
to 1:30 PM. All that is asked is families
let the staff know how many meals are
needed.

On the corner of Beck St. and Peach Ave.,
construction for the new senior 12 plex is
currently in progress!

The Ho-Chunk Village Farmers Market in
Winnebago is now open for the season! Check them out every Wednesday
through October 14th from 1 to 6 PM.

from Office Section 1. If an Officer,
Councilman, or appointed official
shall be removed from office, die or
resign; the Tribal Council by a two
thirds (2/3) affirmative vote shall
declare the position vacant and shall
appoint by a two thirds (2/3) affirmative vote a qualified individual to fill
the position until the next general
election at which time the qualified
voters shall vote to fill such position
for the unexpired term.

Justice for Kozee!': Native women seek stronger charges for death of

The Winnebago Tribal Council and
the Winnebago Tribe of Nebraska appreciate Councilman, Karl Baker's willingness to serve the Winnebago people.
Councilman Baker is a 9 year US
Navy Veteran who worked with IBM as
a research technologist, and served with
the Indian Health Service in Winnebago,
NE for over 7 years as a maintenance
foreman. He is of the Thunder Clan and
has previously served on the Winnebago
Tribal Council.

OMAHA, Nebraska -- Shortly after 2
p.m. Monday, the news came.
The nearly 30 people standing outside
the federal courthouse in Omaha gathered around Tanya Hindsley as she lifted
her megaphone.
“We made a big impact today you
guys,” the Ho-Chunk woman said. “Justice for Kozee! He’s going to stay in jail!”
Hindsley words came near the end of
a nearly four-hour rally for justice for her
sister, Kozee Decorah, a 22-year-old HoChunk woman whose burned body was
found May 16 on the Winnebago Reservation in northeast Nebraska.
Her boyfriend and the father of her
children, Jonathan Rooney, a 25-yearold Winnebago man, was arrested
and charged with manslaughter for his
alleged involvement in her death. On
Monday, Rooney was scheduled to appear
in federal court but waived his appearance, meaning he won’t be released on
bail immediately.
According to a federal criminal complaint filed May 29 against Rooney,
Decorah called Winnebago tribal police
just before 8 p.m. May 16 saying she,
Rooney and their infant son had gotten
stuck on a muddy road in a remote area
of the reservation.
Two tribal conservation officers were
sent to find Decorah but couldn’t find
her. They found a vehicle, a GMC Yukon,
before driving to Walthill to see if Decorah
had made it home.
Later that night, two Winnebago conservation officers noticed a fire inside
an outhouse next to a cabin. Inside the
cabin, they found Rooney lying naked
under a blanket on a mattress on the floor
with his infant son next to him.
A tribal conservation officer and a
tribal firefighter then found bones, including a human skull, in the fire burning in the outhouse next to the cabin.

or bruising on his arm and scratches on
his left shoulder, as well as an injury to
his right cheek.
FBI special agent Samuel Roberts and
a tribal officer went to the cabin and outhouse on May 17 and found a skull and
ribs in the embers of the fire. They also
found droplets of blood on the floor and
door of the cabin, as well as blood on a
piece of wood on top of a gas grill.
“The blood on the wood appeared to be
a handprint,” Roberts wrote in the criminal complaint against Rooney.
Roberts then interviewed Rooney, who
admitted that he and Decorah had argued
that night after she had asked him if he
was using drugs. He said Decorah hit
him, and he pushed her out of the cabin
and shut the door. He then lay down on
the mattress.
He told Roberts that he thought he had
been drugged and was set up by Decorah
to go to prison for murdering her.
Asked if things had gotten out of control that night, Rooney told Roberts that
he had been “backed into a corner.” He
then asked for an attorney, ending the
interview with Roberts.
An FBI evidence response team later
found a gas can and chainsaw in the
Yukon.
A forensic dental consultant later
concluded the bones in the fire were the
remains of Decorah.
On Monday, Decorah’s friends and
family, as well as activists with the Missing and Murdered Indigenous Women
movement, held signs and banners that
read: “Justice for Kozee,” “No More Stolen
Sisters” and “Speak Sisters! Stand and
Rise! It Is Time!” They wore T-shirts emblazoned with Decorah’s image and the
words “Rest in heaven.” They handed out
cards with information about Decorah to
pedestrians and motorists in downtown
Omaha.
“No bail, keep him in jail!” they yelled.
They gathered for more than four
hours in nearly 100-degree heat to send
a message to authorities and to the state
of Nebraska that they wanted justice for
Kozee and they wanted harsher criminal
charges to be filed against Rooney. Decorah’s family has criticized U.S. Attorney
Joe Kelly’s decision to only charge Rooney
with manslaughter, which carries a maximum punishment of 15 years in prison
and a $250,000 fine.
“We came here to get justice for our
sister, and that’s what we want,” Hindsley said.

MMIW activist Marisa Cummings
blamed a racist colonial justice system for
failing to seek justice for Native women.
“If Kozee was a white woman killed by
a Native man on Indian land, the charges
would have been felony murder,” she said.
“It’s not fair and it’s not right, but it seems
like we’re always on the streets fighting
for the lives of our people.”
Omaha activist Renee Sans Souci,
whose niece Ashlea Aldrich was found
dead on the Omaha Reservation in January, called on Native men to stop abusing
Native women.
No one was ever charged in connection
with Aldrich’s death, though her family
has contended that she was murdered by
her boyfriend and left in a field.
“There was no justice there carried out
in the way that should have been done,”
Sans Souci said. “Our men need to stand
up. They need to be healed. Take that
responsibility to heal and to help us. Stop
the violence. Stop killing us.”
In a meeting on Monday morning, FBI
representatives assured Decorah’s family that harsher charges would be filed
against Rooney, Hindsley said.
She said she couldn’t understand why
Rooney would commit such a heinous act
against her sister. She said Rooney had
threatened to kill Decorah in the past.
But Hindsley said her family isn’t seeking revenge, only justice.
“I don’t know what happened to him
when he was growing up, but I’m pretty
sure some pretty awful things had happened to him to make him the way that
he was,” she said.
She said the family has struggled to
continue seeking justice for Decorah,
while also fighting to get her remains and
her children returned to her family in
Wisconsin.
Speaking through tears Monday,
Hindsley described her sister as a fancy
dancer who loved to run.
“She loved to feel free,” she said. “She
loved life. She missed her dad a lot, but
she knew that the Creator was there.”
And she said her sister could be annoying as well.
“She would make people wait for her,"
she said. "You’d be honking, ‘C’mon
Kozee. Let’s go.’ She’d just be in there
doing her hair or whatever.”
“She’s making us wait now. She’s still
making us wait," she said, fighting back
tears.
“And it’s so hard to think that I’m
never going to see her again.”

In Loving Memory...
Ramona K. Wolfe (Chamberlain)

Ramona entered this life on
May 21, 1940 in Omaha, NE. Born
to Catherine DeCora and Toby
Chamberlain, she was raised by
her beloved grandparents until
their passing when she was 10 &
11 years old. When she became
of age, Ramona married Edward
T. Wolfe and had two sons. Her
family lived in Macy, Nebraska
until she signed up for the relocation program which lead her
into moving to Denver, Colorado
and to Oakland, California before
returning to Winnebago where
she made her home. She later
divorced and never remarried but
had a common law marriage with
her companion Felix White Jr.
until his passing in 2010.
Ramona was a proud enrolled
member of the Winnebago Tribe
of Nebraska, where she served on
the Tribal Council for a total of
24 years and worked as a tribal
employee for 40 years. Ramona
truly loved her Ho-chunk people
and community. She served her
years to help our members in every way possible. She had a huge
heart for all children, which is why
she opened the “Sweet Lodge.”
She wanted all the little children
to be able to come in with their
pennies to buy candy. It was the
cutest to see the little ones walk in
and be able to buy the sweets they

wanted. On one occasion, her and
Felix even took monopoly money
as a form of payment from a baby
(as what they called all the children). They enjoyed seeing all the
children happy and wanted them
to know how special they are.
The Sweet Lodge was a place for
all to go in the evenings for food,
snacks, and treats. She sure loved
her little store. Her other endeavor
was her annual Homecoming Celebration Pow-wow stand #8. All
that ended once her Companion of
many years, Cho-ka Felix, passed
and her Dementia set in. Ca-ca
Mona will be greatly missed by
her grandchildren and great-great
grandchildren.
Ramona entered rest on May
24, 2020 in Sioux City, IA. Funeral services were Thursday, May
28, 2020 at 2:00 PM at the Wolfe
Residence (Ramona’s home) in
Winnebago, NE with Curtis Free
officiating.
Ramona is survived by her
Great grandson of whom she
adopted Jeremiah Wolfe(son),
Grandchildren Chad Rave, Natasha Wolfe, Bobbie Wolfe, Thomas
E. Wolfe Jr., Reuben Snake,
Chotch-he Wolfe, all of Winnebago, NE; Audrey Wolfe, Scott
Kearnes Sr., of Sioux City, IA;
including 33 great- grandchildren
and 11 great-great grandchildren.
Ramona was proceeded in
death by her sons Thomas E.
Wolfe Sr. and Michael D. Wolfe,
her parents Catherine DeCora
and Toby Chamberlain and her
grand-parents Mr. & Mrs. Charles
E. DeCora (White Eagle).
Pallbearers were Chad Rave,
Thomas Wolfe Jr, Scott Kearnes
Sr, Jonathan Grant, Reuben
Snake, Chotch-He Wolfe, Rocky
Kearnes Jr, and Logan Freemont
Jr.
Honarary Pallbearers were

Wells, Floyd Olson, Jeremiah
Wolfe, Berry Wells, Stewart Walker, Felix White III, and John
White.
Ramona was laid to rest next
to her sons at the Winnebago
Cemetery.

I did not choose to be privileged, but
by the grace of Creator God, I am privileged. It is solely by the grace of God that
I am a child of God. I was adopted into
God's family, having my sins washed
away through the water of Holy Baptism
and having God place His Sacred name
on me - with these words: "I baptize you
in the name of the Father and of the Son
and of the Holy Spirit."
This goes along with Jesus' special
calling of his disciples whom he chose:
"You did not choose me, but I chose you
and appointed you to go and bear fruit—
fruit that will last. Then the Father will
give you whatever you ask in my name.
This is my command: Love each other"
(John 15:16-17 NIV84).
I am privileged and there is no doubt
about that. With privilege comes responsibility. By the grace of God, and
through absolutely no credit to me, I
have been called to serve our Creator
and to love others as I have been loved.
Now this speaking the truth in love is
not always received well. Take for example how this world treated the very
privileged Son of God and I should expect nothing less.
Jesus went on to instruct his chosen
disciples with these words: “If the world
hates you, keep in mind that it hated
me first. If you belonged to the world, it
would love you as its own. As it is, you
do not belong to the world, but I have
chosen you out of the world. That is why
the world hates you" (John 15:18-19).
Jesus had more to say and to teach:
"Remember the words I spoke to you:
‘No servant is greater than his master.’ If
they persecuted me, they will persecute
you also. If they obeyed my teaching,
they will obey yours also. They will treat
you this way because of my name, for
they do not know the One who sent me.

(John 15:20-21).
Jesus continues, "If I had not come
and spoken to them, they would not
be guilty of sin. Now, however, they
have no excuse for their sin. He who
hates me hates my Father as well. If I
had not done among them what no one
else did, they would not be guilty of sin.
But now they have seen these miracles,
and yet they have hated both me and
my Father. But this is to fulfill what is
written in their Law: ‘They hated me
without reason’" (John 15:22-25).
Yes, by the grace of God, I have been
chosen by God. To Creator God be all
glory and praise. As the Apostle Paul
wrote: "Praise be to the God and Father of our Lord Jesus Christ, who has
blessed us in the heavenly realms with
every spiritual blessing in Christ. For
he chose us in him before the creation
of the world to be holy and blameless in
his sight. In love he predestined us to
be adopted as his sons through Jesus
Christ, in accordance with his pleasure
and will—to the praise of his glorious
grace, which he has freely given us
in the One he loves. In him we have
redemption through his blood, the forgiveness of sins, in accordance with the
riches of God’s grace that he lavished
on us with all wisdom and understanding' (Ephesians 1:3-8).
I close with these words of blessing
- that place being a privileged child
of God into proper perspective. Jesus
preached, "Blessed are those who are
persecuted because of righteousness,
for theirs is the kingdom of heaven.
Blessed are you when people insult
you, persecute you and falsely say
all kinds of evil against you because
of me. Rejoice and be glad, because
great is your reward in heaven, for
in the same way they persecuted the
prophets who were before you" (Matthew 5:10-12).

The late Vice-Chairman Curtis St.Cyr 1st Memorial

Dear Friends & Relatives,
Last year, on June 16th, 2019 our beloved father, brother, my husband and
tribal leader left us to start his journey to our creator. We had his first memorial this past Saturday. We ask that you excuse us because our teachings tell
us to feed the people during a memorial but we wanted everyone to be safe due
to the current pandemic. We decided to scale back the memorial and just have
immediate family. We want to thank Clint Free and his wife, Kiva and their family for helping with his memorial and taking care of Curtis while he is on his
journey. Our hearts can't thank you enough. This year has been hard but we
have had tremendous support and comfort from all of you. We miss and think
about Curtis everyday. Thank you for allowing me to express my feelings and I
hope for many good blessings for the each of you.

our clients have exhausted many or
all resources in the immediate area
and just need a safe place to express
themselves or be themselves. Here at
ATLAS of Winnebago Inc. we build
relationships with others to practice a
healthy traditional way of life, which is
compassion and understanding for one
another. ATLAS of Winnebago Inc. has
been serving our community of Winnebago Nebraska since 2010. ATLAS
of Winnebago Inc. provides personal development services to individuals and
families who are hurting for a variety of
reasons. ATLAS of Winnebago Inc. is a
problem solving, non-judgmental community agency, we are here to meet the
needs of the community. Although our
staff is small, our advocates and volunteers are totally dedicated to meeting
the needs of the community. ATLAS of
Winnebago Inc. is a unified program
believing in the creator's way not ours.
ATLAS is known in the Winnebago
Tribe of Nebraska Community for several things:
ATLAS of Winnebago Inc. is a proud
sponsor of Motherhood is Sacred- Family Strengthening Class that was offered
to our community every Tuesday 11 AM
(currently suspended due pandemic).
Active participants since COVID-19
shutdown were 34 family members representing mother and/or father. This
two-hour, 12 session class identifies
spirituality qualities in Native American
families and encourages leadership in
our own families. Motherhood is Sacred

knows traditional and cultural values
start at home watching our mothers
and fathers.
ATLAS of Winnebago Inc. has advocated for many by encouraging and
walking alongside our people. Our advocates' compassion to guide clients in
the right direction to Attain Truth, Love
and Self Control is a perfect description
of our program. ATLAS of Winnebago
Inc. Advocates endure tireless efforts
to reach out and knock on doors when
nobody is picking up the phone and
treating this as a service to our creator
rather than a 9-5 job. Our ATLAS advocates are highly experienced in relating
and identifying the needs of our clients.
Problem solving skills used daily to get
results. This only works if we love our
people.
ATLAS of Winnebago Inc. has been a
Foodbank of Siouxland Program Partner since 2013. ATLAS of Winnebago
Inc. has a great working relationship
with Foodbank of Siouxland, located
at 1313 11th St. Sioux City IA. ATLAS of Winnebago Inc. has distributed
over 10,000 pounds of food during
the month of May 2020. We are currently preparing 31+ boxes for families
in quarantine with the help of CHR
pickup and delivery, drive-up food pantry every Tuesday 9-12 110 Mathewson,
Winnebago Nebraska and Thursday we
do 100 elder boxes south of Winnebago
Fire Hall, with delivery from CHR to
elders that don't have internet and/or
transportation. During this world wide
pandemic our purpose is to contain our
people as much as possible by bringing
food to our community.

WINNEBAGO TRIBAL CODE TITLE 3 ARTICLE 7
CRIMES AGAINST PUBLIC HEALTH, SAFETY AND WELFARE
3-741 Fireworks offense; penalty.
1. It shall be unlawful to possess, buy, sell, distribute, transport, activate, ignite, or detonate
or to allow any minor under one’s physical or actual care, custody, or control to possess, buy,
sell, distribute, transport, activate, ignite, or detonate any firecracker or other firework type device
which is capable of or intended to explode, ignite, become self-propelled, give off any projectile,
spark or other ignited or fused object or manifestation, or in any way give off sound or light by
virtue of its burning or exploding. 2. It shall not be an offense under this Section: A. To use or
ignite hand-held sparkler type devices in such a manner that they burn openly and singly or to
use toy caps and cap guns singly and in the intended fashion; or B. To use or ignite fireworks
at a patriotic, religious, or Tribal ceremony, gathering, or celebration in a safe manner provided
that a permit to do so has been obtained from the Tribal Council or a lawfully authorized Tribal
agency prior to the importation and use of such fireworks; or C. To buy, possess, use, or ignite
fireworks between June 15 and July 5 inclusive of each year, provided that such devices are
handled safely with regard to the safety of others and their property, and provided further, that
minors under the age of twelve years of age buying, possessing, using, or igniting fireworks must
be under the actual direct physical supervision of some responsible adult over eighteen years of
age for this exception to apply; and D. To possess or sell fireworks between June 15and July 5,
inclusive of each year provided that a permit to do so has been obtained from the Tribal Council
or a lawfully authorized Tribal agency prior to such possession and sale, if that upon proof of
a secure and safe facility, such permit may state a particular location for year round storage of
fireworks by a business engaged in retail or wholesale of fireworks.

New Cases and Additional COVID-19 Related Deaths
Reported in Winnebago

WINNEBAGO, NE – Two more positive COVID-19 related cases and two additional deaths related
to COVID-19 have been reported in Winnebago. The two additional positive cases are both reported
in good condition and recovering at home. The two COVID-19 related deaths were not related to
each other and in both cases the individual had underlying health issues. Winnebago now has a
total of sixty-six positive cases of Coronavirus, and of those fifty people have already recovered.
There have now been a total of three COVID-19 related deaths within the Winnebago Community.
“Our thoughts and prayers are with the families who lost a loved one. We were fortunate to have
only one new positive case from the recent mass testing event but the fact that we also had two
COVID-19 related deaths around the same time amplifies the need for us to take this virus seriously by following all safety precautions. We are a small community and every single life lost to this
virus is one too many,” said Danelle Smith, Winnebago Comprehensive Healthcare System CEO.
This comes after a successful mass testing event was held in Winnebago last Tuesday, June
9th. TestNebraska, which is a state initiative aimed to bring COVID-19 testing to Nebraska residents, teamed up with the Winnebago Health Department and the Winnebago Tribe to test any
Winnebago resident that wanted to be tested. The goal was to dramatically increase the rate of
COVID-19 testing on the Winnebago Reservation to help reduce the spread of COVID-19. A total
of 228 individuals were tested in four hours, and of those tests only one person from Winnebago
was confirmed positive with COVID-19.
COVID-19 is a respiratory illness with no known cure or vaccine. Winnebago community members
experiencing shortness of breath, sore throat, runny nose, and cough are urged to call the COVID-19
Hotline at (402) 922-1508. Per Center for Disease Control and Prevention (CDC) guidelines, it is
recommended that individuals stay home except to get necessary medical care. Individuals with
underlying conditions, such as diabetes or those with compromised immune systems are the most
high-risk for contracting the virus.
Winnebago Comprehensive Healthcare System is operated by the Winnebago Tribe of Nebraska
and consists of two divisions. Twelve Clans Unity Hospital is a 13-bed state-of-the-art healthcare
facility that serves an estimated 10,000 Native Americans who live on the Winnebago Reservation
and in the surrounding region. Health care services provided by the hospital include an ambulatory care clinic, inpatient care, express care clinic, pharmacy, radiology, emergency care, medical
laboratory, physical therapy, social services, and more. The Winnebago Public Health Department
strives to create and maintain a healthy community by providing a wide range of total health and
wellness programs. These programs include physical, mental, safety, and social services that
benefit the Winnebago community.

6.2 Million for the Cares Act for Covid-19
under the round 1 funding.

WINNEBAGO, NE--Working in collaboration with the Winnebago Tribe and its
Tribal Entities, this budget was put together and approved for distribution by
the Tribal Council. All items in the round 1 budget were focused on responding
to the COVID-19 pandemic. The Tribal Council and the Pandemic Taskforce
focused their efforts to help Tribal Members, Tribal employees, and Tribal
Entities. The Council and Task Force made sure that all received something
in this time of hardship caused by the Covid-19 Virus. The Winnebago Tribal
Council will continue to do our best to take care of the Winnebago Tribe as a
whole. There is a 2nd round of the Cares Act Monies that are currently being
budgeted and will be posted once it is approved.

On Common Ground
The lessons learned under duress, are the ones that seem to remain with
us over time, don’t touch a hot stove, don’t hit your thumb with a hammer,
wear a mask and wash your hands. I think 2020 is going to remain in our
collective memories for many years. We will talk about Covid-19 with our
children, grandchildren, and our great-grandchildren. Nothing will seem
quite the same as it was, in some ways, that is a good thing, maybe we won’t
take our health for granted in the future, maybe we’ll make planting a garden
a yearly event once more. I certainly hope so.

Duties/Responsibilities:
Perform the financial administration and reporting of assigned federal, state, and
institutional grants which includes setting up grant budgets, assisting grant management with financial information needed for grant drawdowns, monitoring spending,
and reconciling grant activity on a monthly basis.
Collaborate with the grants/contacts department and IR in data collection and
preparing/developing reports.
Ensure compliance with individual grant guidelines and the College accounting and
finance policies and procedures.

Work Schedule:
This is a fulltime position scheduled for 40 or more hours. General work hours
are Monday through Friday from 8:00 – 5:00 p.m. but can vary as needed to perform
duties assigned.

While performing the duties of this job, the employee is frequently exposed to indoor
and outdoor conditions. While performing the duties of this job, the noise level in the
work environment ranges from mild to loud.
Physical Demands:
The physical demands described here are representative of those that must be met

Little Priest Tribal College is accepting applications for a Director of Grants and
Contracts. This FT/PT Temp/Perm position will be responsible for seeking out grants,
writing grants, and managing grants. This is a full time position and considered
exempt under FLSA. To perform this job successfully, an individual must be able

REQUIRED Qualifications and Competencies: Master’s degree required, Proven
track record and three years of successful Federal grant writing experience and
drawing down grant funds from government payment systems (i.e. G5, ASAP),
Knowledge of the Single Audit Act, Experienced in higher level decision-making,
leadership, management, critical and analytical thinking, Ability to identify problems
and effectively carry out solutions, Ability to manage projects from the idea to the
conceptual stage to plan development, and through to completion, Professional writing skills. Writing must also be persuasive, analytical, and creative to influence the

Qualifications
A Master’s degree is required. Must have excellent oral and written communication skills and basic computer skills. Must be a team player that implements
the philosophy and goals of the college. Must be able to maintain professionalism and confidentiality in the office.
Responsibilities: Adjunct Faculty agrees to support the mission of and philosophy of LPTC..
a. Complete and submit all required Human Resources forms.
b.. Provide one hour of non-teaching office time each week.
c.. Maintain current course records in College Management System including
syllabus, weekly attendance, coursework, and gradebook; input quizzes, tests,
and assignment grades to allow students to check their academic progress.
d. Submit course level assessment reports at the end of the semester.
