Mandaree Volunteer Fire Department Fundraiser

Our pancake and sausage breakfast at the Mandaree VFD
was a smashing success!! Thanks to the many community
members. We were able to raise much needed funds that
will go towards essential gear for the Volunteers in
responding to emergency calls.

The pancake breakfast was a great success! The tables
inside the facility were all full. Everyone left feeling real
good and full after a good breakfast. The weather was nice
so the doors were all open. It was awesome to see a lot of
workers who came to have breakfast.

Thank you to several benefactors who wished to remain
anonymous and many others who helped. We are always
humbled by the turnout when we do one of these
fundraisers and we greatly appreciate your support.

During this fundraiser the Mandaree Volunteer Firefighters
raised $17,000 thanks to all our community members and
for those benefactors.

The West Segment Autism walk and run was put on by Tia Mandan with
TAT fitness and recreation, Michael DeVille and staff with West Segment
fitness and Recreation. Thank you to all who participated in the Autism
walk and run, because of you we had a great turn out. Thank you to MHA
elder, Mary Gachupin for the incantation prayer and former Mandaree
school educator Mr. Curtis for being our keynote speaker. We have many
Native American children with special needs and the support they need if
often pushed aside. It’s important to recognize that autism is not a disease
or something to be ‘”cured”. Rather, it is an integral aspect of a person’s
identity and should be respected as such. People with autism possess
unique perspectives, talents, and contributions that enrich our society.
Efforts to support our children should be prioritized and be culturally
responsive, collaborative, and inclusive. We can work together to help
ensure that interventions and services are tailored to the specific needs
and strengths of our children and their families, while also promoting self
empowerment and resilience. Autism Defintion: Autism, or autism spectrum disorder (ASD), refers to a broad range of conditions characterized
by challenges with social skills, repetitive behaviors, speech and nonverbal communication. According to the Centers for Disease Control,
autism affects an estimated 1 in 36 children and 1 in 45 adults in the United States today.

Mandaree Volunteer Fire Dept. & EMS Honored by West Segment

Marle Baker,
MVF Fire Chief

input on how
the MVF was
organized.
Baker states;
2012 was a
bad year for
wildfires the oil
boom was here
and
t r aff ic
accidents were
happening more. Back then we were in dire need of emergency services,
when accidents happened or fires we depended on services and help from
other outlying areas.
With fires happening in our area, we didn’t have the services we needed.
So with that in mind, Marle got together with some people and they started
to write a fire code and bylaws. This ordeal didn’t happen overnight it took
a few years. According to Baker, it was in the fall of 2013, when they
established a fire district board. They began to recruit community
members to become members of the fire department.
The tribal business council gave the community seed monies to attend
trainings. At the present time we have fifteen active members in our fire
department.

On Friday, April 26, 2024
marked
a
significant
milestone as we celebrated
the
10th
Annual
commemoration,
a
momentous occasion to pay
tribute to the dedication of
the Mandaree Volunteer
Firefighters Department and
the Mandaree Emergency
Management Services. Their
service
has been
the

Building is an indispensable addition to our community
infrastructure. Amidst the bustling activity and traffic
brought by the Bakken oil and gas field, having a local
response team became not just a necessity, but a lifeline.
We no longer have to wait for neighboring fire and EMS
services for 1.5 hours to reach our community in times
of need.

Back in 2012, when we worked to complete a
comprehensive community needs assessment. This
initiative was a commitment to truly gauge the needs of
our community. As we went door to door, we reached
out to all of our community members called for local fire

After 5 week, the Parshall Lucky Mound weekly
leagues in Parshall, ND have come to an end for
our 1st & 2nd Graders. We are grateful for this
opportunity that was given to our youth. Also, we
are very thankful for the Nike basketballs that
were given to each one of our ballers. With the
league now over for these grades, it also means
that our 2nd grade Division Team’s 3rd Season of
Travel basketball with Young Bucks has also
ended after six months.

1st Track Meet at Mandaree School Track field Great Turn Out!

The first track meet was hosted by West
Segment Fitness and Recreation, TAT Fitness &
Recreation. There was over one hundred pre-k
and Kindergarten, and elementary runners
participating. It was great to see all the families
and fans cheer on the runners.
Thank you to Tia Mandan with Mandaree TAT
Fitness & Recreation, and coaches, Michael
DeVille, Amanda DeVille, Marea DeVille and
Hunter Gwin. Thank you, Michael DeVille and
Santos C. III, with West Segment Fitness and
Recreation staff. Thank you to Amber Black
Hawk who helped us make the sack lunches
for the runners. Thank you to the ribbon crew;
Amber, Adrianna, Tiffany, and Alexis. Thank you to the Mandaree EMS for being
present in case of emergency. Thank you to all who picked up trash. Our track and

Service. The tree is
one of forty-five trees
that are approved for
Mandaree community.
They plan to planted
along the sidewalk to
the memorial wall, basketball courts and around the celebration
grounds. They are provided by a grant from the North Dakota
Forest Service and a majority of them will be here late summer.
Trees make communities a better place to live, work and play,
and we love helping plant trees in communities across North
Dakota that need them most. We had a great time in Mandaree
with the Mandaree

Segment
Recreation doing a

throughout the

helping to improve

Preston felt strongly about wanting to help his community,
so he is currently working at the MHA Veterans Affairs
Office in New Town. His position is the Veterans Service
Officer, so he is in a place where he can help his fellow

Featuring Veteran For The Month of May

Preston started school in
New
Town,
North
Dakota their family moved to Killdeer in the fifth grade
where he graduated in 2001.
He joined the U.S. Army in January 2003 got out in June
2014. While in the Army, Preston was stationed at 782nd
Echo Company Fort Brag, NC, 7th Group Special Forces Fort
Brag, NC whre he deployed to Afghanistan in 2007. Stationed
at Special Operations Command South (SOCSOUTH)
Homestead Air Force Base, FL where he went on many
training exercises in South America before being transferred
to Fort Lee, Virginia as the School House for Parachute
Riggers as an instructor.
When he got out of the military Preston went to Barber
School in Utah before coming home to Fort Berthold. He
worked at the TAT Boys & Girls Club, because he wanted to
help young people. He then got into law enforcement as a
School Resource Officer.
Due to health reasons Preston went to part time and
continued teaching DARE at the New Town Elementary
School before stepping down from law enforcement.

Bismarck, ND – Today, the Council on Environmental Quality (CEQ) announced the culmination of
Phase II regulations for the National Environmental Policy Act (NEPA), marking a pivotal moment in the restoration and
fortification of environmental regulations under the Biden administration.
NEPA, which holds sway over more than 80 federal agencies, stands as a cornerstone in embedding environmental
considerations into federal decision-making processes. The Phase II regulations represent a further stride forward from
the initial restoration efforts initiated in Phase I, bolstering the NEPA process to accentuate environmental justice and
confront the climate crisis head-on.
Among the key advancements in the final regulations are:
1. Prioritizing Environmental Justice: These regulations establish a federal definition for environmental justice,
underscoring agencies' obligation to weigh disproportionate and adverse effects on communities grappling with
environmental justice concerns.
The rules underscore the significance of meaningful public engagement, assigning agencies the duty to designate Chief
Public Engagement Officers to facilitate community involvement.
2. Addressing the Climate Crisis: Acknowledging climate change as the paramount environmental and environmental
justice issue of our era, the regulations offer clarity on how agencies ought to evaluate climate impacts under NEPA. This
encompasses not only the ramifications of federal actions on climate change but also the repercussions of climate change
on crucial federal infrastructure.
Lisa DeVille, co-founder and President of Fort Berthold POWER, underscored the significance of the Phase II regulations,
remarking, “The finalization of NEPA Phase II signals the restoration of NEPA to its original intent. Phase II has also refined
NEPA, ensuring that environmental justice and climate change are factored in. This is a monumental development for
affected communities like mine, the Mandan, Hidatsa, Arikara Nation, because our interests and our bond with the earth
will now be acknowledged, not disregarded.”
The Phase II regulations are in alignment with the Biden administration’s pledge to effectuate a swift and equitable
transition to a clean energy economy. By furnishing clarity and assurance to agencies, project sponsors, and stakeholders,
these regulations buttress the administration’s objectives of tackling climate change, championing environmental justice,
and propelling clean energy initiatives.

Lisa Finley-DeVille, Maheahzah Ahgawgish (Accomplishes Everything) and Eagle Woman (Lisa received from her mother on her passing) has
lived her whole life in Mandaree, North Dakota on Fort Berthold Reservation. She is a citizen of the Mandan, Hidatsa, and Arikara Nation. She
and her husband Walter Sr. have five children and eight grandbabies. Her parents are the late Marcia White Eagle and Robert “Bobby” Finley
Sr. (Veteran of US Army). Her Maternal Grandparents are the late Thomas and Julia (Mandan-Charging) White Eagle. Her paternal
grandparents are the late Evan and Louise (Black Hawk-Huber) Finley Sr. Over the last 14 years, Lisa has volunteered and advocated on
issues that protect the future of North Dakota. Before her volunteer work, she helped build home ownership and renovation programs on Fort
Berthold Reservation for 13 years.
Lisa was recognized in November 2017 as one of the “Eight Native American Leaders Working for Climate Justice” by Nexus Climate (Nexus
Media). In 2015 Lisa received the North Dakota Human Rights Arc of Justice Award, and the Gillette/Baker Achievement Award. In 2023 for
Native American month Lisa was recognized by the US Environmental Protection Agency as one of Native Americans fighting pollution. Lisa
also served on the National Environmental Justice Advisory Council (NEJAC) in Washington, D.C. that works to “provide advice and
recommendations about broad, cross-cutting issues related to environmental justice, from all stakeholders involved in the environmental justice
dialogue. In addition, the NEJAC provides a valuable forum for discussions about integrating environmental justice with other EPA priorities and
initiatives.”
Lisa is a co-founder and creator of grassroots group the Fort Berthold Protectors of Water and Earth Rights (POWER). She serves on the
Dakota Resource Council (DRC) Board of Directors. She served on Western Organization of Resource Council (WORC) Board of Directors and
member of DRC Oil and Gas Task Force, all groups that work on responsible energy development in Western North Dakota. She serves on the
Mandaree Volunteer Fire Department Board. She serves on the West Segment Development Authority Board. She served on the Vision West
ND Project Consortium. She is the current vice-chair for the ND Dem-NPL and the incumbent House Representative for District 4a.
Lisa brings a wealth of experience, with a proven track record of leadership and community service. She has dedicated her life to fighting for the
safety and well-being of all people in western North Dakota. With her extensive experience in policy and advocacy, she is well-equipped to
continue to represent the diverse needs and interests of District 4a.
Lisa received her Master of Business Administration and Master of Management from the University of Mary. Lisa received her Bachelor of
Science in Environmental Science, an Associate of Science in Science, Associate of Arts in Native American Studies, and an Associate of
Applied Science in Information Management Specialist from Nueta, Hidatsa, and Sahnish College.

Faith comes alive, it becomes real
through gratitude when we share our
personal experiences of faith with those
around us. As followers we need to be
aware of things that will try to lead us
away from following Christ.
Pride, greed, lust, envy, gluttony, wrath and sloth.
Lust - to have an intense desire or need
Gluttony - excess in eating or drinking.
Greed - a continual lust for more, never satisfied.
Laziness/Sloth - disinclined to activity or exertion. Not energetic or
vigorous.
Wrath - Strong vengeful Anger or indignation.
Envy - Painful or resentful awareness of an advantage enjoyed by
another joined with a desire to possess the same advantage.
Pride - Quality or state of being proud.
Placing myself above another, pride says I'm not like you.
We as followers of Christ must always be on guard of ourselves not to
fall into these deadly traps that will lead us away from Christ. Following
Christ means practicing our faith. Faith without works is dead. Faith
without love is nothing. There are 7 virtues in our Faith that to
continually nurture and practice. They are:
Faith, faith is the belief in the right things. Belief in Jesus.
Hope is taking a positive view of the future.
Charity is concern for and active helping of others.
Fortitude is never giving up.
Justice is being fair and equitable with others.
Prudence is care of and moderation of money.
Temperance is moderation of needed things and abstinence from things
which are not needed.
We have to remember Faith without works is dead. We have to believe
we have to put our faith in action.
Let us Pray:
Lord our God help us to love you with all our heart and to love men as
you love them.
In our meditation let us ask God? How can I do better at following you!

Obituary
In loving memory of our precious Brook Linn Heart, was born on March 13, 2004, Dickinson, ND to Lana “Bubbles” Conklin
and raised by her stepdad, Jack Conklin. She is a member of the Dripping Dirt Clan. Brook was raised in the big city of
Mandaree, she attended Mandan, Lewis and Clark elementary, Mandaree and New Town public schools. She played
volleyball and participated in cross country.
Brook was a very unique individual in her own way of doing things. Brook went through her Punky Brewster years. She
played the part to a tee, looked, dressed, and acted just like the movie star she portrayed. Brook had fancy leather boots the

family would say Brook and her “hooker boots”. She sure loved dressing up, later in her teen years she loved doing facials
and fixing up with loud make-up. She collected rocks and clam shells, she found when her grandma Emma would take her
fishing but would not touch the fish.
When Brook entered the room, everyone knew. She came in with a bright smile and laughter, she made everyone feel good.
She would often be seen with her childhood friend, Jewelz, they did everything together. In 2014, they entered Mandaree
has talent, and she was a back up singer and dancer along with her baby sister Jacks and DJ Mingus guitarist. They sang
“Proud Mary”, they did an amazing job.
She loved camping, outings, singing and swimming. Brook was a very free spirited, she had such a caring compassionate
heart. She helped out the family on many occasions and had the best sense of humor and would have her family and

friends laughing. When her grandma was still with us, you could always see her and Brook together, she was grandma’s
girl. Her grandma loved eating dirt and was asked by the doctors to stop eating it, but Brook would sneak it to her.
Brook later found her residence in New Town where she loved to go on hell rides and cruising around. She would attend
bible studies at the Justice Center. She loved the Lord and now she is with Jesus. Brook enjoyed spending time with her
nieces and nephews, there are many cherished memories we all have of Brook. She will be missed dearly by her family and
friends.
Brook passed away on Friday morning, April 19, 2024 in Mandaree.
Surviving her are: her mother; Lana Conklin, brothers; Isiah Finley, Mandaree, ND, Ben Heart (Kelly), New Town, ND, Jake
Conklin, New Town, ND. Sisters; Kaci Wise Spirit (Conrad), New Town, ND, TaMira Lighthall (Manny), Minneapolis, MN,
Baby Jacquelyn Conklin, Mandaree, ND; aunties, uncles, nieces and nephews.
Preceded in death; Dad, Jack Conklin, Grandma Emma White Owl, Edward Finley Sr., Ricky Finley Sr., Ricky Finley Jr., Garth

Obituary
Ryanette Jaime Hunts Along, 50, of Mandaree, North Dakota passed away on May 6, 2024. Born in Williston, North Dakota on February 27,
1974 to Rhine Hunts Along and Verna SittingBear. Ryanette was a cherished member of her community and a beacon of joy and laughter to all
who knew her.
Ryanette grew up a cowgirl in the country, spending a lot of time with her grandma Margie when she was younger. Her summers were spent
gardening, riding horses with her sisters and playing basketball.
Ryanette graduated from Mandaree High School in 1992, where she excelled in basketball and was prom queen. She furthered her education
on a basketball scholarship at Bottineau State College. She became pregnant with her one and only baby girl Tateona “Peanut” and left
Bottineau after a year. She completed her studies at the Fort Berthold Community College in 1995, earning her Associates degree.
In 2013 and 2017 she had her two grandbabies whom she loved so much and spent a lot of time with Dobelyn and King Jerome Hunts Along.
She loved them deeply and was the best grandma to them. She embodied spirit and passion in every endeavor. Rynette’s love for music and
basketball defined her vibrant youth; she enjoyed singing, playing the saxophone, twirling the baton, and was an enthusiastic and excellent
cheerleader.

She had many accolades throughout her basketball career, including numerous all district awards. She continued her basketball journey into her
later years, playing in countless independent tournaments.
Ryanette’s laughter and playful teasing brought light and warmth to our lives, and she was relaxed and laid back as well. A lover of country
music, she carried a tune in her heart and always found a reason to smile reminding us all of the beauty in life. In her spare time, you could find
her at a country concert or watching a rodeo. She loved to spend time at the lake, where she made plenty of great memories with family and
friends. She was an amazing grandmother who had unconditional love for her grandchildren and her nieces and nephews.

Proceeded in death by her father, Rhine, and siblings; Dobelyn, Kristie, Vane Dale, and Ryan Hunts Along, Ryanette’s loving spirit will forever
be cherished by her surviving family; her amazing mother, Verna Sitting Bear; her beloved daughter, Tateona “Peanut” (Tifa); her adoring
grandchildren; Dobelyn and King; and her amazing siblings; Wade, Bryan, Lucy, and Casey Hunts Along.
Ryanette will be profoundly missed by her family, friends, and all who were fortunate enough to know her. Her legacy of kindness and
cheerfulness will continue to inspire and guide us.
