Sac and Fox Families Take Part in ‘Jim Thorpe Day’ Celebration

lunch and took part in games
and competitions during the
2023 ‘Jim Thorpe Day’ celebration held April 16 in the SFN
Community Building and Jim

The day’s events were coordinated by the Sac and Fox
Business Committee, Activity
Committee and volunteer rep-

resentatives of various working
departments. Serving as master
of ceremonies for the program
conducted in the Community
Building was Sac and Fox His-

torian Juaquin Hamilton. With a
team of volunteers, Black Hawk
Health Center Exercise Specialist Anthony Ramirez coordinated games and competitions
for participants in several age
divisions. The competitions included a football throw, football
punting, a 50-yard dash, baseball throw and slam ball races.
In addition to other activities,
a Jim Thorpe Fun Walk was coordinated by the SFN Employee Committee, and a Jim Thorpe 3K Run was coordinated by
the SFN Education Dept. The
Sac and Fox Nation National
Public Library and the Sac and
Fox Veterans Group conducted
booths to provide informational
materials and books for viewing by those in attendance. The
noon lunch and commemorative

t-shirts were provided by the
Chicago Black Hawks Foundation.
Rob Daugherty, a member of
the Cherokee Nation and Jay,
Okla. resident, formerly taught
at Haskell Indian University and
Baker University in Kansas, and
has been collecting baseball and
other sports cards since he was
in the seventh grade.
He displayed dozens of cards
and other sports memorabilia at
the Jim Thorpe Day Celebration.
Roger Vasquez is a program
manager at the U. S. Mint in
Washington, D.C. He presented a slide show outlining the
extensive design and selection
process for the development of
one-dollar coins featuring Native Americans, including the
2018 Jim Thorpe coin. He noted
the Thorpe coin is no longer in

Obituaries
Benjamin Franklin, Jr. was born July
24, 1945, to Benjamin Franklin, Sr. and
Bernice (Spooner) Franklin in Concho,
Oklahoma. Junior departed this life on
March 27, 2023, in Tulsa, with his family by his side.
Junior was a proud member of the Sac
and Fox Nation. He was also Absentee
Shawnee, Kickapoo, and Muncie. His
Native American Heritage was extremely important to him, and he proudly represented his People.
He graduated from Stroud High
School with the class of 1963. Following
high school, he attended Haskell Indian
Junior College and began working in the
diesel mechanics field. He enlisted with
the United States Air Force on April 28,
1965 and was honorably discharged on
April 4, 1969.
He was united in marriage to Debbie
Stephenson on July 8, 1971, in Chandler.
To this union four children, Grant, Melissa, Kellie and Wesley, were born.
Junior was a cornerstone in the oil
and gas industry in Oklahoma working
for several different companies includ-

ing Allied Materials in Stroud; Hudson
Refinery in Cushing, OK; Sinclair Refinery in Tulsa, OK; and ARCO Gas Plant
in Drumright, OK. Continuing to utilize
these skills, he began working in the
pipeline industry with Associated Natural Gas. He dedicated almost 50 years of
his life to the oil and gas industry holding
many positions and working up to management.
He grew up north of Stroud attending
Only Way Baptist Church. He and Debbie were avid supporters of Cushing Athletics, providing resources via fundraisers to continue growth in various sports.
Other favorite pastimes of his included
watching kids and grandkids participate
in various activities over the years, along
with metal detecting, as his time allowed.
He enjoyed watching NASCAR, with the
#3 car and Dale Earnhardt (“The Intimidator”) being his favorite driver of all
time. He was able to attend many races,
with Talladega being his favorite track.
Survivors include his wife of almost
52 years, Debbie, of the home; children,
Grant Franklin of Stillwater, Melissa
Franklin of Sapulpa and Kellie Creekmore of Cushing; his sisters, Sharon
Little of Shawnee, Loretta Bigbow of
Yukon and Cheryl Crane of St. Cloud,
Florida; grandchildren, Gabby Lantz and
husband, Colbie, Daniel Franklin, Derek Franklin, Seth Creekmore, Morgan
Franklin, Karsyn Creekmore and Cale
Creekmore; great-grandchildren, Pey-

ton Lantz, Lennon Lantz and Navy-Cait
Creekmore; a host of other relatives and
friends, including Sherry Franklin Robbins and Erik Creekmore, who were like
children to him.
In addition to his parents, Junior was
preceded in death by one son, Wesley
Franklin; sister, Beatrice Franklin and
brother, Ronnie Franklin.
Funeral services were held March 30,
2023 at the First Baptist Church in Cushing with Pastor David Miller officiating.
Burial followed in the Fairlawn Cemetery.

John Anthony Floyd
Our son, Tony, passed away on March
12, 2023. He was born on May 31, 1968.
He was the great-grandson of John and
Angeline Crane. His grandmother was
Alberta Crane ‘Peaches’ Staley, and parents Brenda and Danny Floyd.
He had one brother, Ryan Floyd and
his wife, Linda. Tony had one son, Jacob
Floyd and Jaqulyn Evans; his grandsons
Levi and Jasper; nieces Faith Floyd and
Hope Durham.
We will have a celebration of his life
Memorial Weekend. He was an enrolled
member of the Sac and Fox Nation. He
loved running, football, fast cars and motorcycles. His Indian name was Little
Jim Thorpe, Wa-tha-ska-huk.

Robert Wheeler, of Liverpool, New
York, is founder and president of the Jim
Thorpe Foundation. He has researched
the life of Jim Thorpe for 68 years. He
received an Emmy Award for a Jim
Thorpe documentary that he produced.
Wheeler has served as director of public
relations for ABC and Fox Sports.
At the Jim Thorpe Day celebration, Wheeler presented an extensive
slide show of rare photographs of the
world-famous athlete, include several
taken during the 1912 Olympics held in
Stockholm, Sweden. He also pointed out
the instances of racism and bigotry that
Thorpe experienced and endured.
Wheeler welcomed relatives of Jim
Thorpe in attendance and expressed appreciation for their hospitality and generosity shown him through the years.

SFN Dietitian Josh Nooner Conducts First Session In New Black Hawk Health Center Demo Kitchen

On March 29, Dietitian Josh Nooner
conducted the first ‘Lunch and Learn’
class for the Sac and Fox Nation Special
Diabetes Program for Indians (SDPI) in
the new Demonstration Kitchen in the
newly renovated Black Hawk Health
Center.
The session was the first of 30 SDPI
cooking classes to be conducted between
now and December 2023. In addition
to the new Demo Kitchen, a few of the

cooking sessions will be conducted at the
new Sac and Fox Nation Elders Building
in Stroud, and the SFN Multi-Purpose
Building in Shawnee. A complete schedule can be found on Page 20 of this edition.
At the March 29 cooking demonstration, Nooner prepared a heart-healthy
lunch with the use of an air fryer. Each
person taking part in the class received a
free air fryer to take home.

on April 22, 2023 at the Grand Casino

Sgt. Cheyenne D. Kauley Selected
To Attend Drill Instructor School
Sergeant Cheyenne D. Kauley is the
daughter of David Kauley, Jr. and granddaughter of the late Shirley Nullake
Alexander. She is an enrolled member
of the Sac and Fox Nation, as well as a
descendant of the Cheyenne and Kiowa
Tribes.
At the age of 18, Cheyenne chose to
enlist in the United States Marine Corps.
In September of 2018, Cheyenne attended recruit training aboard Parris Island,
South Carolina and graduated on December 07, 2018. She obtained the MOS of
0111, an administrative specialist and has
worked at Marine Attack Squadron 542,
Marine Medium Tiltrotor 365, and 3rd
Battalion.
Cheyenne has deployed to Bahrain,
Afghanistan, and Jordan in support of
Operation Inherent Resolve on the 26th
MEU.
On January 6, 2023, Cheyenne was
selected to attend Drill Instructor school
at Parris Island, South Carolina, an 11week course where she will graduate
March 24, 2023. With her new MOS,
0911, she will train young volunteers,
pushing them, encouraging them into
who and what they are striving to be: a
United States Marine.
Cheyenne hopes to mentor and inspire
young people to join the United States
Marine Corps and have the same impact
her drill instructors had on her. This gru-

eling 36-month tour included working
11 weeks straight, training recruits that
come from different backgrounds, with
2-3 week breaks in between cycles.
Sergeant Kauley will directly teach
these recruits how to drill, learn basic
marksmanship skills, learn hand-to-hand
combat martial arts techniques, combat
water survival training, physical fitness
tests and combat fitness tests.

a document that our Business Committee has used for years to avoid enforcing
Governing Council Resolutions as well
as changing Governing Council Resolutions with Business Committee amendments.

I do hereby commend the program that
was presented last Sunday, April 16, 2023
commemorating the great tribal member,
Jim Thorpe!!!
Note: I used the word, commemorate, because it means: “ to keep in the
memory by means of a celebration or
ceremony.” And that is exactly what was
planned by tribal employees, Juaquin
Hamilton, with assistance from Johanna
Smith. Their research was excellent, in
presenting the information, and personal
information on the great Jim Thorpe.
I deeply appreciated learning all the
information. And, the speakers, themselves, were excellent as they enjoyed
presenting the information they had
gained in their research.
The lunch was excellent, too. Plus,
the commemorative items will be useful,
too. As I understand, the Activity Committee were involved, too. Thank you,
employees, for your excellent presentation.

General opinion. I note at the outset
that we have recently discussed several matters involving the below issues. However, I have not previously
attempted a detailed analysis of these
issues. Unfortunately, due to the timing of your request I could not devote
the research to answering your request
that I wished, but believe the below addresses your request.”
Judge Bigler’s opinion is that the Business Committee has more authority than
Governing Council. Perhaps if Judge
Bigler could have taken more research
time he would have found out from tribal elders and other tribal members that
traditionally Governing Council Resolutions are legal direction to the Business
Committee from the Supreme Governing
body of the Sac and Fox Nation (Governing Council), and can only to be amended by the Supreme Governing body.
Direction in Attorney General Bigler’s
opinion states, “The Business Committee
can of course choose to follow the General Council vote but is not constitutionally required to do so.”
So, this is not a legally binding document, only an opinion. Still, it is an important Attorney General’s opinion that
all members should know about. The
Business Committee accepts this as a viable attorney’s opinion, without rebuttal
from a Supreme Governing body attorney. Maybe in the near future the Business Committee will fund a Governing
Council attorney to research our opposing opinion.
Finally, this is certainly an issue that
all election candidates should publicly
address in their campaigns. The question
is, “When elected, when sworn in, will
you swear to abide by and enforce all
Governing Council Resolutions?”

A Message From the Elders Advisory Committee

The Elders Advisory Committee taco
sale scheduled for March 31 was canceled due to deaths in the tribe. It has
been rescheduled for Friday, May 5 at the
Elders and Veterans Building in Stroud
beginning at 11:00 a.m. We will deliver
for orders of five or more.
We had a work day as part of our regular monthly meeting on April 12, and
nutritionist Josh Nooner, showed us how
to make delicious carrot fries. They taste
a lot better than they sound, and all 23
EAC members present received a free air
fryer to keep making healthier snacks.
Thanks again, Josh.
There were 3 members present with
April birthdays. Renee Buckley prepared birthday cards and addressed the
envelopes for us to sign for all Sac and
Fox elders 80 years and older which we
do each month.
We selected our Mother of the Year

who will be introduced at the Mothers’
Day Honor Dance on Saturday, May 13
at the Community Building. We will also
recognize last year’s Mother of the Year,
Margaret Stevens, because we could not
do it properly then. Please join us. We
hope to see you there.
EAC meetings are usually the second Wednesday of every month, and on
May 10 we will meet at 10:00 a.m. at the
Shawnee Multipurpose Building with
potluck lunch. Clarissa Littlehead will
provide the birthday cake. A guessing
game is scheduled for the afternoon.
All Natives 55 and older and spouses under the age of 55 are eligible to be
members. To become a member simply
attend EAC meetings and participate in
activities.

Oklahoma aerospace engineers told
members of a U.S. House high tech committee that they are using drone technology and advanced air mobility to leverage
aerospace programs within the state’s
Native American tribes.
Jamey Jacob, executive director of the
Oklahoma Aerospace Institute for Research and Education at Oklahoma State
University, was joined Thursday by Sean
Casey, chief research and development
engineer at Tulsa’s AirWise Solutions
Inc.
Also testifying were experts from
NASA and the Commercial Drone Alliance,who explained how they are working to advance emerging unnamed aircraft systems (UAS), commonly known
as drones, and safely integrate them into
the airspace.
The hearing was initially scheduled
to be led by Rep, Frank Lucas (R-Cheyenne), chairman of the House Science,
Space and Technology Committee but his
co-chairman, Rep. Brian Babin (R-Texas), said Lucas had to make a last-minute
trip to Oklahoma due to family reasons.
In a relatively crowded room at the
Rayburn building right outside the U.S.
Capitol, Jacob led the discussion by explaining how Oklahoma State has been
a leader in incorporating aerial robotics
into areas of public use, such as agriculture, energy, environmental and national
defense while working alongside national labs.
“We have used this technology to
help spur interest in aerospace and other
STEM careers, particularly for K through
12 outreach, underrepresented minorities, including urban areas and tribal
nations, leveraging programs within the
Choctaw, Cherokee and Osage nations
of Oklahoma,” Jacob said. “(We have
provided) new opportunities for the sovereign nations to use this technology to
support their tribal members and develop new entrepreneurial activities within
their borders and support their federal
customers.”
Jacob said government funding has
been essential in pushing drone technology from the laboratories to end-user
adoption as well as supporting programs
and initiatives that use drones.
Public-private partnerships are crucial for this advancing technology, Jacob
said. He said researchers are working on
OSU’s latest innovation, the LaunchPad
Center of Advanced Air Mobility, which
features novel programs to support small
business innovation and provide unique
flight-testing solutions for drone technology development.
Casey mentioned the war in Ukraine,
with the emergence of drone technology
as a force multiplier, as well as advanced
technology in China, to stress the importance of the United States continuing to
invest in drone technology and advanced
air mobility. “We believe that American
small business fully encapsulates the actual need for U.S. manufacturing development, and the entrepreneurial spirit
of the proposed bill isn’t questionable,”
Casey said.
Representatives from NASA and the
Commercial Drone Alliance said the
country needs to be at the forefront of
drone technology, since other countries
have increasingly advanced technologies
in the aerospace industry.
Job creation, weather forecasting and
benefits to the economy, healthcare and
national security are among the strengths
they said air technology can bring to the
nation.
Rep. Stephanie Bice (R-Oklahoma
City) asked how the U.S. compares to
other nations in advanced manufacturing
of UAS. “If you look across the broad
spectrum, not only just manufacturing
but also research, I would say the U.S.
is still at the forefront in terms of how
we’re using the autonomous systems, developing the avionics, the controllers, the
fly algorithms, and artificial intelligence
into much broader applications,” Jacob
said.
Witnesses said if the United States is
to continue as a global leader in aviation, there needs to be collaboration from
Congress and the federal government to
work with the advancing technology.
“I believe we’re in a new golden age
of aviation, with the introduction of new
technology, in this case autonomy and
electrification, that will have a tremendous impact on the U.S. and how individuals use aerial transportation for travel and commerce,” Jacob said.

Activity Committee Announcement
The Sac & Fox Nation Activity Committee is comprised
of tribal member volunteers who have the desire to promote activities within our tribe. The Activity Committee
is open to all Sac & Fox Nation tribal members as well as
non-tribal members.
Beginning in June the Activity Committee will hold a
regular meeting the first Tuesday of every month at 6:30
pm in the Shawnee Multi-Purpose Building. Meetings
are open to the public. The Activity Committee encourages membership, ideas, suggestions and/or concerns of
the organization and hosting events.

Court declared that the state of Oklaho-

ma “does not have jurisdiction to tax tribal members who live and work in Indian
country, whether the particular territory

consists of a formal or informal reservation, allotted lands, or dependent Indian
communities.”

This above is the ‘License Plate’ template to use to enter the ‘Victory Day’ Coloring Contest.

This year, we will celebrate ‘Victory
Dayt’ with two contests: A license plate
coloring contest and an essay contest.
These contests can be entered by local
and non-local tribal members. Each
contest participant will receive a prize
in-person or in the mail. The contests
are sponsored by the Sac and Fox Nation
Activity Committee, and the Sac and Fox
National Public Library.
For contest participants mailing in
their coloring page and/or essay, please
have your envelope posted by May 12,
2023, and addressed to: Sac and Fox National Public Library, 920963 S. Hwy 99,
Stroud, OK 74079. Or, you can hand in
your coloring page and/or essay on May
15 or May 16 at the Sac and Fox National
Public Library.
The essay theme is “What it means to

Guidelines
This program is designed to
provide Lawn Care Services for
the safety and healthy daily living needs of all our eligible Sac
and Fox Nation Tribal Member
Elders and those members who
are physically disabled and cannot safely perform Lawn Care
themselves, regardless of location/residency.
• Applicant(s) must be an enrolled member of the Sac and
Fox Nation age 55 or older, or
who is physically disabled and
residing within or out of jurisdiction.
• Participants will have their
lawns cut Two (2) times per
month for 6 (six) months, based
on available finding and number
of participants served.
• Funding for this program is
limited and each application
will be processed in the order in
which it was received. This program will fund as many Tribal Member requests as funding
will permit. However, preference may be given to emergency
situations.
• Applicants claiming a physical
disability MUST provide a physician’s statement.

DOI Seeks Input on Modernizing Indian Arts and Crafts Act Regulations

The Department of the Interior’s Office of the Assistant Secretary for Policy, Management and Budget and Office
of the Assistant Secretary for Indian
Affairs announced on April 3 that they
will hold nation-to-nation consultations
with Tribes and listening sessions with
Indian artists and craftspeople on draft
amendments to regulations that implement the Indian Arts and Crafts Act. This
is a truth-in-advertising law that makes it
illegal to sell any art or craft product in
a manner that falsely suggests it is “Indian-made.”
“Arts and crafts are important to Native communities, both culturally and
economically,” said Assistant Secretary for Indian Affairs Bryan Newland.
“Updating these regulations to include

modern forms of art and craft work will
support Indigenous artisans and craftspeople. The changes we are exploring are
intended to further protect the authenticity of Indian-made products and help ensure that Native people can receive fair
compensation for their work. This aligns
with our ongoing work to promote economic opportunity and revitalize Tribal
languages, cultures, and lands to address
the harms that past policies have inflicted
on Indigenous peoples.”
The proposed changes will modernize
the Indian Arts and Crafts Act’s regulations and include bringing a co-equal focus to promotional activities, expanding
the definition of Indian Product, allowing
for non-Indian labor to work on Indian
Products in limited situations, and using

a new certification trademark to certify
that an item is an Indian Product.
Also announced April 3 was the appointment of two new commissioners to
the Indian Arts and Crafts Board, Jordan
Ann Craig and Jamie Okuma. The board,
appointed by the Secretary of the Interior,
is responsible for implementing the Indian Arts and Crafts Act regulations The
board promotes the economic development of federally recognized American
Indians and Alaska Natives through the
expansion of the Indian arts and crafts
market.
Indian Affairs will gather input on the
draft regulations from Tribal leaders,
Native artists, and other stakeholders
through a series of Tribal consultations
and listening sessions between April and

August 2023. Listening sessions will be
held at major events where Native artists
gather, such as pow-wows and festivals,
in order to maximize opportunities for input to be provided by those who are most
affected. Comments will also be accepted in writing until Friday, September 1,
2023.
