The U. S. National Park Service has hired a full-time investigator to enhance oversight
and museum compliance with
the Native American Graves
Protection and Repatriation Act
A RA for the first time in
the Act’s 31-year history.
Additionally, the Department
of the Interior recently completed consultation with 71 Tribal
Nations across the United States
on improvements to NAGPRA
regulations. Together, these efforts will further Interior’s commitment to facilitate and ensure
respectful disposition and repatriation under NAGPRA.
In July 2021, Interior announced the beginning of Tribal
consultation as part of an ongoing review to update NAGPRA. The proposed changes to
NAGPRA regulations, which
will be made available for public review and comment in early
2022, would streamline requirements for museums and federal
agencies to inventory and identify Native American human remains and cultural items in their
collections.
“ The repatriation of human
remains and sacred cultural
objects, and the protection of
sacred sites is integral to preserving and commemorating
Indigenous culture,” said Assistant Secretary for Indian Affairs
Bryan Newland. “ Changes to
the NAGPRA regulations are on
the way and long overdue.”

waiian organizations ( NHOs)
during consultations. Key feedback from the robust consultation included:

and role of Indian Tribes and
NHOs in the repatriation process;

federal or Tribal lands before

reporting of holdings or collections.
“ Repatriation is a sacred responsibility for many Native
Americans. We hope our efforts
to streamline the requirements
of NAGPRA and invest in additional staff will lead to more
instances of proper repatriation
and reburial of Indigenous ancestors and cultural items,” said
NPS Director Chuck Sams.
In his new role as the civil
penalties investigator, David
Barland-Liles will explore allegations of museums failing to
comply with the requirements
of A RA, present findings
to the Secretary of the Interior,
serve as a witness in legal proceedings as necessary, support
the enforcement actions of proper authorities, and provide technical assistance to institutions
and federal, state and Tribal
agencies on how to comply with

On January 8, 2022 at approximately 10:25 a.m., Capitol
Security was patrolling the Veterans Lake area when they were
contacted by a concerned party
who had observed smoke coming from the Sac and Fox Nation ( SFN) Maintenance Shop
Building located within the Sac
and Fox Nation Complex.
Capitol Security promptly responded, notifying fire, police,
and SFN Maintenance Dept.
personnel.

spread through the south side
of the unoccupied building,
prompting mutual aid response
from Prague, Stroud, Kendrick,
and Arlington Fire Departments,
as well as, Lincoln County
Emergency Operations Center.
After battling the blaze for
several hours, the fire was e tin
guished and investigators were

able to enter the building. The
south side bay area appeared
to be the most heavily damaged, with three vehicles being
burned. Initial observations determined that it is believed that
the fire possi ly egan along the
west side of the south bay. Although, until an investigator’s
report is completed the cause is
still unknown. But, foul play has
been ruled out by the investigator at the scene.
SFN Police and Capitol Security Department Personnel
remained on site after ingress/
egress areas were secured to ensure that equipment remaining
inside was secure until it could
be relocated.

I hope you all enjoyed a beautiful Christmas and New Year
season. While we have been
quite busy, I want to provide the
Tribal Membership with some
important updates on pressing
issues facing our tribe in our
continual battle for tribal sovereignty and invite you to a special event in April.
Many of you have seen posts
on social media about the tribe’s
tobacco compact with the state
of Oklahoma. The compact officially e pired on ecem er
31, 2021. This ended the formal
agreement between ourselves
and the state as it pertains to tobacco sales. While the business
committee desired to continue
the mutually eneficial agree
ment, we were met with an impossible offer from the governor’s office.
The offer was “ take it or leave
it” and severely undercut our
tribal sovereignty. I regret the
problems that the lack of compact has caused for our tobacco
partners across our reservation
boundaries, however we must
never agree to something that
will harm our tribal sovereignty.
I hope the compact can be resolved, but we may be waiting
until new leadership enters the
governor’s office on the second
oor of the Oklahoma Capitol
Building.
United for Oklahoma is an
organization created by Tribal

Leaders of nearly every sovereign nation in the state. The
organization was created in response to negative and false
statements made about the positive impact being made by tribes
across Indian Country. United
for Oklahoma was successful
in changing the popular opinion of tribes by engaging Oklahomans across multiple media
platforms.
With the midterm elections
including an election for governor occurring later this year,
Tribal Leaders have again
joined together to create Unite
Oklahoma. Our goal is to unite
all Oklahoman’s by encouraging voter registration, voter education, and voter participation in
the 2022 elections. The Sac and
Fox Nation is a full participant
in this organization and you will
soon see opportunities to get involved. Together we can elect
leadership who desires to truly
Unite Oklahoma.
Recently, the Business Committee completed the use of
2020 Cares Act funds. Our desire from the beginning was
to make sure that every Tribal
Member would be positively
impacted by the one time federal funds. In the end we sent four
separate Aid checks to tribal
members over the course of two
years, so that you would have an
opportunity to immediately help
your household in this uncertain

We also completed multiple
programs that helped individuals who lost their job due to
the pandemic, small businesses that were struggling, farms
and ranches hit the hardest, and
homes that needed emergency
water repair. We were also able
to improve broadband infrastructure, upgrade multiple government facilities to make them
more sanitary and safe, and provide hazard pay for employees.
We are determining how to
utilize the American Rescue
Plan Act federal funds that we

Obituaries
Arvel Raymond Winter
Arvel Raymond Winter entered this
life on June 18, 1924 to Roy and Belvia
Winter in Meeker, Okla. Arvel entered
into eternal rest on January 25, 2022 in
his home in Meeker, Okla. at the age of
97. A funeral service was held January
31, 2022 at Meeker Assembly of God
Church.
Arvel was a lifelong Meeker resident.
He was a hardworking man especially
when it came to his job in the United
States Air Force. When he was not working in the office, you could catch him
on his farm working with his cattle and
garden. Every Sunday he was at church
and he always put his family first. Arvel
proudly served in the United States Army
during World War II and then later joined
the United States Air Force Reserve
where he retired and, also retired as a
federal auditor with the Inspector General’s Office.

Micco Lei Tiger, aka C. J. Laundereaux, age 39, of Shawnee, Okla., died
Sat., Jan. 15, 2022 in an Oklahoma City
Hospital. Services were held Jan. 21,
2022 at Temple Baptist Church and burial followed at Johnson Cemetery, with
Rev. Mike Craig and R. J. Stokes officiating.

of Shawnee, Okla., went to be with his
creator on January 30, 2022, in Shawnee,
Okla.
Funeral services were held February 8,
2022 at Life Church in Shawnee, Okla.
Arrangements were provided by Walker Funeral Services. A wake supper was
held on February 7, 2022 at Horseshoe
Bend Community Center in Shawnee,
Okla.
Brandon was born on March 23, 1986,
in Shawnee, Okla. to Angela Tsotaddle
and Harold Kaseca. He was a proud
member of the Sac and Fox Nation and
was equally proud of his Native American heritage in the Kiowa, Potawatomi
and Absentee Shawnee Tribes. He is a
Tanadooah/Daingkau decedent.
Brandon attended school at Riverside
Indian School, Shawnee High School
and Rose State College. He spent most
of his life in the Shawnee area. He loved
to help others, enjoyed pow-wows, loved
to travel, watch movies, listen to music,
and attend car shows and concerts. Brandon also enjoyed spending time with his
family, friends and most importantly,
his children. He was very spiritual as he
practiced and honored his Native traditions. He had many talents especially his
love for drawing and other forms of art.
His biggest talent was his gift to gab and
bringing humor and laughter to all those
around him.
He is preceded in his death by his maternal grandparents, Joseph and Mavis
Tsotaddle and, his paternal grandparents,
Howard Kaseca and Norma Wallace Pipkin.
Brandon is survived by his mother,
Angela Tsotaddle; father, Harold Kaseca; his 4 children, Brandon Kaseca Jr.,
Lasirya Kaseca, Lariyah Kaseca and Jasper Kaseca; sister, Ellen Meely; brother, Christopher Kaseca; his companion,

with law enforcement agents to support
their work on criminal investigations that
may arise from his administrative investigations.
“ David is a proven leader and skilled
investigator who has helped us strengthen our government-to-government relationships with Native American Tribes
and I am pleased to have him serve in this
critical role,” added NPS Director Sams.
Barland-Liles, a 33-year veteran of the
NPS, joins in his new role after serving
25 years in NPS law enforcement. He
served as the case agent of a distinguished
team that successfully resolved the 1990
theft of Indigenous human remains from
the museum collection of ffigy Mounds
ational Monument.
Among Barland-Liles’ many achievements, he was awarded the John L. Cotter Award of Special Achievement for
Excellence in Archeology for his work
during the ffigy Mounds investigation,
and he was nominated by the U.S. Attorney for the Northern District of Iowa
for a Department of the Interior Distinguished Service Award.

my life and has made me a better Sunday school teacher, Bible Study teacher,
and overall leader. It focuses on teaching
people how to properly handle the Word

‘nsn.gov’
Designation?
From time to time, a question
has been asked as to why the Sac
and Fox Nation uses such a special
exclusive (and longer) native sovereign nation dot gov Internet designation and name:
The “nsn dot gov” (nsn.gov) designation carries with it more significant levels of legitimacy, trust, and
authority than a commercial, “dot
com” domain name.
“NSN DOT GOV” confirms that
it is an official government website that has been certified, verified, and recognized by the United
States Government.
Of course, commercial sub-entities and public political subdivisions of tribal government may
also use a commercial dot com designation for commercial-oriented
purposes.

The Education Department had sat in
on the first very Student Success Act
( ESSA) Consultation of 2022 by Z oom
on January 26, 2022. List of schools that
were included: Moore, Norman, Oklahoma City, Edmond, Western Heights,
Putnam City, Mid Del Public Schools.
Host school was Oklahoma City Public
School.
Edmond Public School has a total of
25,538 students and 1503 are listed as
American Indian Students and there are
zero students listed as Sac and Fox students.
Mid-Del Public School total of students 12,436 with 1010 American Indian Students and 7 Sac and Fox students
listed.
Moore Public School total of 24,538
total students and 2,921 American Indian
Students with 14 Sac and Fox students
listed.
Norman Public School has 15,449 total student and 2,735 American Indian

students and 1,951 American Indian Students enrolled in Indian Education out of
the 2,735 count. 19 American Students
listed as Sac and Fox students.
Oklahoma City Public School has
32,959 total students with 2,218 listed
as American Indian Students and 31 Sac
and Fox students.
Putnam City Public School has a total
of 18,550 students and 712 are American
Indian Students with 10 students listed as
Sac and Fox students.
Western Heights Public School with a
total of 2,762 students and 245 listed as
American Indian Students and 5 are Sac
and Fox students.
All schools mention above do have
an active Indian Education Program and
do provide service to our American Indian Students. I think it is important of
ALL public schools that receive Title VI
Funds Indian Education to have an active
Indian Education Program.

On April 1, 2022, the Education Department and the Diabetes Prevention
Program will be setting a booth up at the
second Annual Native American Student
Day at the Paycom Center, downtown

afternoon event. Event starts at 12:00
pm until 2:30 pm. With the same ticket,
students are able to see the THUNDER
GAME. The Detroit Pistons are in town
to play THUNDER at 7:00 pm. The Education Department will purchase 40
baseline tickets for Sac and Fox high
school Junior and senior student to attend
BOTH events.

My name is Payton Rice. I am from
the Kind Chief clan of the Sauk and Fox
Anishinaabe. I am the son of Cricket
Rice Mahnomen and Summer Woolman.
I am the grandson of Kickapoo Rice and
the late Billie Waters Rice and Dink and
Janice Woolman.
I attend Q uapaw High School and I am
very actively involved in school functions. School activities I am / have been
involved in, include Student Council, Art
Club, Chess Club, Football, Baseball and
Jazz, Concert and Marching Bands.
My activities outside of school include
Karate and dancing Teen Grass Dance
( for which we travel all throughout the
United States) .

I plan to utilize my education to teach
future generations. I would very much
like to become a history teacher and to
teach the correct history of our Native
American people in Public Schools.
This fall I will be attending Northeastern Oklahoma A&M College in Miami
Oklahoma to get my Associates Degree
hunting, noodling, riding his bicycle, and in American Indian Studies. Then I will
be off to the University of Oklahoma to

Ethan Patton is a 17 year old member
of the Sac and Fox Nation who lives in
Chandler, Ariz. with his mother and father, Derek and Kitty Patton.
His Sac and Fox grandmother is Sandra ( Crane) Patton, who lives in Baltimore, Md. with his grandfather Jimmy
Wayne Patton.
Ethan is a senior who will graduate
in May of 2022 from Hamilton High
School. He has been busy with varsity
swim team, honors courses, and work at
Five Guys Restaurant. He started swim
team after earning his second degree
black belt, where he served as an assistant instructor to students, including his
sister, Keira.
He has recently been accepted to Arizona State University for the Bachelor’s
