Special Recognition – Ronald John Widi – Eagle Scout Rank

Please see the attached bio for Ronald John Widi, it is my honor to bring this to the
Oneida Business Committee for a special recognition for one of our very own
outstanding youth an Oneida citizen and one of the youngest to earn the highest
achievement in the Boy Scouts of America the Eagle Scout Rank.

Ronald John Widi - age 14 - Troop 1039 in West De Pere.
Ronald began Cub Scouts in 2017 when he joined as part of a new expansion program
to include kindergarteners called Lion Scouts. He progressed through the Cub Scout
program and earned his Arrow of Light, which is the highest rank in Cub Scouts, in
2021.
During his Cub Scouting days he enjoyed attending campouts during the fall, winter
and summer at Camp Ro-kil-io, which has a series of themed cabins. There he was
introduced to many Scouting skills such as archery and BB gun shooting, swimming,
knot tying, hiking, tent camping, and other fun activities. At his Pack meetings, he had
fun participating in the annual pinewood derby and raingutter regatta where he raced
cars and boats that he build and decorated. Along the way to each rank he completed
dozens of requirements and shared many new experiences and made a lot of friends.
After earning his Arrow of Light, he completed the crossover to Boy Scouts, which is
now known as Scouting America. He was able to rise quickly through the ranks from
Scout to First Class though Troop meetings and outings as well as at the week long
summer camps and earned his first few merit badges. The lower ranks focus on
Scouting skills such as first aid, fitness, navigation, and cooking, among others. The
upper ranks of Star and Life are focused on leadership skills, service hours, and earning a
few more of the 141 available merit badges including the 14 Eagle required badges.
After completing many qualifying requirements such as earning First Class rank and
spending 15 nights camping, was voted into the Order of the Arrow by his Troop,
which is Scouting's National Honor Society, which focuses on cheerful service to others.
After he completed his first six month term and requirements in the OA, he achieved the
rank of Brotherhood Member.
To earn the Eagle Rank, Ronald had to complete more than six months in one or more
of the approved leadership positions within the Troop. For more than a year Ronald
held the position of Outdoor Ethics Guide, and in 2024 was voted into the Senior Patrol
Leader position by his fellow Scouts, which is the highest Scout leadership position. He
also had to earn 21 merit badges including four Citizenship merit badges, Cooking,
Camping, First Aid, Swimming, Fitness, Personal Management (finance), Environmental
Science, Family Life, Communication, and Emergency Preparedness. Along with seven
elective badges of his choosing. His five favorite are Welding, Climbing, Rifle Shooting,
Personal Management, and Swimming.
The final requirement to earn Eagle was to plan, develop, and give leadership to others
in a service project helpful to any religious institution, any school, or the community.
Ronald chose to lead the building of wooden benches for his church's school
playground. In total he spent more than 80 hours to plan, revise, finance, lead the build

and complete a follow-up report. He also had to obtain four letters of recommendation,
and submit a list of achievements, letter of ambition, and completed application
verifying dates of completion for all merit badges and ranks earned.
On June 10, 2025, three days after his 14th birthday, Ronald successfully passed his
Board of Review by the Bay-Lakes Council and his paperwork was submitted to the
National Council of Scouting America for final review. After four months of review by
the National Council, he received confirmation of his Eagle Scout Rank.
During his journey to Eagle, Ronald completed additional merit badges to earn Eagle
Palms. There are three levels of Eagle Palms. Bronze which represents five additional
badges, Gold representing 10, and Silver representing 15. Ronald is able to wear his
Silver and Bronze Palms on his uniform signifying the 23 merit badges above and
beyond the requirements for Eagle.
In recognition of his achievement Ronald received letters of congratulations from former
President George W Bush, Wisconsin Governor Tony Evers, The Green Bay Packers, and
Oneida Chairman Tehassi Hill. He also received a flag that was flown over the Wisconsin
State Capital in his honor.
In addition to this great honor he plays corner back in JV football, practices with the De
Pere LAX program, plays band, and runs cross country. His Maternal great grandfather
is Norris “Skinny” Skenandore, great grandmother is Phyl Skenandore, and
Grandparents Ronald Skenandore Sr and Josephine and Tom Daebler, Paternal
Grandparents Dan and Diane Widi and his proud parents are Kelli Skenandore and
Jason Widi.

2026 Pre-Disaster Flood Resilience Grant Resolution

In a collaborative partnership the Oneida Environmental Quality Department and the
Oneida Emergency Management Department will be submitting an application for the
2026 Pre-Disaster Flood Resilience Grant. The funding agency – Wisconsin
Emergency Management requires an approved and signed resolution as part of the
grant guidelines.
This grant project will complete an assessment of vulnerabilities and identification of
flood resilience priorities of Oneida Nation owned properties within Fish, Silver, Oneida,
Trout Creek and the South Branch of the Suamico River watersheds.

WHEREAS,

the Oneida Nation is a federally recognized Indian government and a treaty tribe
recognized by the laws of the United States of America; and

WHEREAS,

the Oneida General Tribal Council is the governing body of the Oneida Nation; and

WHEREAS,

the Oneida Business Committee has been delegated the authority of Article IV, Section 1,
of the Oneida Tribal Constitution by the Oneida General Tribal Council; and

WHEREAS,

the Oneida Nation has determined that the overall goal is to protect, maintain and improve
the standard of living and the environment in which the Oneida people live; and

WHEREAS,

the Oneida Environmental Quality Department was established and whose mission is…“to
provide services to plan, manage, and restore natural resources and reduce human
impacts to the natural environment. To protect and enhance human health and restore
ecosystems by utilizing scientific principles and best resource management practices.
Whose services create real world changes beneficial to the environment and Oneida
Community.” ; and

WHEREAS,

the Oneida Emergency Management Department established and whose mission is…”to
ensure the Oneida is in a constant state of readiness to respond to emergencies of
disasters that threaten the life safety of community members, the environment, and/or
assets of the Oneida Nation. Emergency Management works with the Oneida Nation
responding entities as well as surrounding jurisdictions to provide a tiered response to large
scale emergencies or disasters that occur with the Oneida Community. Emergency
Management provides cooperative direction to the response agencies assisting areas
affected by emergencies or disasters in the most effective way possible using all available
resources.”; and

WHEREAS,

the Oneida Environmental Quality Department and the Oneida Emergency Management
Department through a collaborative partnership will work on a project that will complete an
assessment of vulnerabilities and identification of flood resilience priorities of Oneida
Nation owned properties within Fish, Silver, Oneida, Trout Creek and the South Branch of
the Suamico River watersheds. This project will include a hydrologic and hydraulic study
for the mapping of the 500-year floodplain, an inventory of culverts and identify
opportunities in increase flood resiliency of these areas; and

WHEREAS,

through this collaborative partnership a grant application will be submitted to the Wisconsin
Emergency Management for a 2026 Pre-Disaster Flood Resilience Grant to assist with the
completion of an assessment of vulnerabilities and identification of flood resilience priorities
of Oneida Nation owned properties; and

Treasury mandated the SSBCI funds be introduced into the tribal business community through

ONEIDA NATION SSBCI LOAN PROGRAM SERVICE AGREEMENT
This agreement is entered into by and between Bay Bank, a Wisconsin banking corporation ("Bank"), and
the Oneida Nation, a federally recognized Tribe.
The purpose of the Oneida Nation SSBCI Loan Program (the SSBCI program) is to provide a source of
low-cost business loans to small businesses owned by Oneida Nation tribal members.
This is a loan program. This is not a grant program.
The SSBCI program will require administration and management of funds and periodic reports submitted
to the US Treasury. Bay Bank has the experience, expertise and resources to administer and manage the
SSBCI program for the Oneida Nation. The Oneida Nation desires to contract with Bay Bank to provide
such services.
The U.S. Department of the Treasury (Treasury) and the Oneida Nation have entered into a formal SSBCI
Allocation Agreement. Treasury has approved Bay bank as a Contracted Entity for the Oneida Nation
program.
The parties agree to the following:
1.

TERM OF AGREEMENT. This Agreement is for a term from the date of execution thru July 1,
2030. It may automatically be extended for the tenure of the SSBCI project.

2.

FUND ALLOCATION. The total SSBCI grant amount is $3,839,291. These funds are held in a
deposit account at Bay bank under the name of Oneida Nation SSBCI Loan Program. The initial
deposit into this account was in the amount of $1,133,099 in May 2024. Additional advances on
the grant will be deposited into this account.

3.

MANAGEMENT OF THE SSBCI PROGRAM. All day-to-day management of the Oneida Nation
SSBCI loan fund has been contracted to Bay Bank, a Wisconsin state-charted bank that is wholly
owned by the Oneida Nation.
Bay Bank’s responsibilities include, but are not limited to;

Responding to loan inquiries and explaining how the loan program works

Assisting the Private Lender that is providing the private capital loan:
o respond to and answer their questions
o work with them to a completed project
Processing the loan application
Reviewing all loan application materials
Preparing a credit analysis for decision making purposes
Making a recommendation for approval or denial
If the loan is approved, close the loan using customary loan documents
If the loan is denied, sending a written denial to the applicant stating the reason(s) for the denial
Boarding the loan on the bank’s loan system
Servicing the loan until the loan is repaid in full
Providing ongoing customer service for the borrower
Preparing and submitting all activity reports to the Department of the Treasury
Procurement of pre-loan and post-loan technical assistance for the business
o subject to available funding
Bay Bank will be the point of contact for all applicants and borrowers.

ADMINISTRATION FEES. The Oneida Nation shall pay the Bank a Loan Origination Fee of
3.5% on new loan advances, paid monthly. The Bank shall also be paid an Annual Servicing Fee
of 1.00% of the total active loan balances. The Bank will deduct these fees from the Oneida
Nation SSBCI Loan Program account.

USING SSBCI FUNDS FOR ALLOWABLE ADMINISTRATIVE COSTS. Using SSBCI funds for
administrative purposes is an eligible use of funds and is capped by statute (see 12 U.S.C. SS
5702(c)(3)(C)-(D)).
Specifically, for the first tranche, the administrative costs are not to exceed 5% of allocated funds,
and for the second and third tranche, the administrative costs are not to exceed 3 percent of
allocated funds for the respective tranche.

Therefore, a total of $137,840.71 can be used for Administrative costs.
If the administrative costs during the operation of the program exceed the allowable $137,840.71,
the Oneida Nation agrees to be responsible for paying any deficiency that cannot be covered by
the program funds and revenues.

TERMINATION. Either party may terminate this Agreement upon sixty-day written notice, by
certified mail, to the other party. Termination of this Agreement will not affect any loan previously
authorized and where feasible, the Bank will maintain those accounts. Upon termination, the
Bank will use its best efforts to assist the Oneida Nation to reconcile and transfer the remaining
accounts to the successor bank.

7.

ACCESS TO RECORDS. All books and documents in the possession of the Bank relating to the
SSBCI project will, at all reasonable times, be open to inspection by accountants or agents
authorized by the Oneida Nation.8

8.

MODIFICATION AND WAIVER. No modification or waiver of any provision of this Agreement will
be valid unless such modification or waiver is in writing and signed by both parties.

Summary
This resolution authorizes Chairman Hill to execute, on behalf of the Nation, the Oneida Nation
SSBCI Loan Program Service Agreement with Bay Bank for the day-to-day management of the
SSBCI Loan Program.

Analysis by the Legislative Reference Office
The American Rescue Plan Act authorized and funded the State Small Business Credit Initiative
(“SSBCI”) to provide funds to Indian tribes, amongst others, to assist tribal small businesses access
capital needed to invest in job-creating opportunities in the wake of a public health emergency. In
August 2022 the Oneida Business Committee adopted resolution BC-08-10-22-B, Authorization
and Delegation of Authority to Enter Into the State Small Business Credit Initiative (SSBCI)
Allocation Agreement with the U.S. Department of Treasury, which authorized Chairman Tehassi
Hill to submit the Oneida Nation’s SSBCI application to the U.S. Department of the Treasury.
Resolution BC-08-10-22-B also provided that the SSBCI funds be inserted into the tribal business
community through Bay Bank, a full-service bank wholly owned by the Oneida Nation and created
to service the Oneida community, nearby tribes, and the neighboring communities. The Nation has
been awarded the first tranche of SSBCI funds, and expects to receive an additional two tranches
prior to March 2028. The Nation, will enter into an agreement with Bay Bank for the day-to-day
management of the SSBCI Loan Program which may include the obligations to market, facilitate,
review, process, record, service, and offer recommendations regarding the loan applications, and
communicate with applicants and borrowers.
Through the adoption of this resolution , Chairman Hill is authorized to execute, on behalf of the
Nation, the Oneida Nation SSBCI Loan Program Service Agreement with Bay Bank for the dayto-day management of the SSBCI Loan Program.
Conclusion
Adoption of this resolution does not conflict with any of the Nation’s laws.

BC Resolution 08-10-22-B Authorization and Delegation of Authority to Enter Into the State
Small Business Credit Initiative (SSBCI) Allocation Agreement with the U.S. Department of
Treasury mandated the SSBCI funds be introduced into the tribal business community through
Bay Bank and directed Bay Bank to use the SSBCI funds to leverage credit options for its tribal
member entrepreneurs and business owners, who are underserved and undervalued by the
traditional lending market, in accordance with tribal and federal laws and regulations.
The Oneida Business Committee needs to approve a resolution that appoints the individual
within the Oneida Nation structure that will have final approval of Bay Bank recommendations
and another resolution approving the program administration guidelines.

WHEREAS,

the Oneida Nation is a federally recognized Indian government and a treaty tribe
recognized by the laws of the United States of America; and

WHEREAS,

the Oneida General Tribal Council is the governing body of the Oneida Nation; and

WHEREAS,

the Oneida Business Committee has been delegated the authority of Article IV, Section 1,
of the Oneida Tribal Constitution by the Oneida General Tribal Council; and

WHEREAS,

The American Rescue Plan Act authorized and funded the State Small Business Credit
Initiative (“SSBCI”) to provide funds to Indian tribes, amongst others, to assist tribal small
businesses access capital needed to invest in job-creating opportunities in the wake of a
public health emergency; and

WHEREAS,

the Oneida Business Committee, through B.C. Resolution #8-10-22-B, authorized
Chairman Tehassi Hill to submit the Oneida Nation’s SSBCI application to the U.S.
Department of the Treasury; and

WHEREAS,

the Oneida Nation will use SSBCI funds to leverage credit options for its tribal member

Department of the Treasury’s SSBCI regulations mandate the Oneida Nation retain the
authority to render the final determination on the approval or denial of the loan application,
guided by the analysis and recommendation of Bay Bank.

WHEREAS,

the Oneida Nation shall retain the authority to make the final determination on the loans,
and the Oneida Business Committee shall assign this responsibility to the Oneida Nation’s
Chief Financial Officer who may, in turn, delegate this to the Assistant Chief Financial
Officer.

NOW THEREFORE BE IT RESOLVED, the Oneida Nation, will enter into an agreement with Bay Bank for
the day-to-day management of the SSBCI Loan Program.
BE IT FURTHER RESOLVED, the Oneida Nation, in accordance with the Department of the Treasury’s
SSBCI regulations, retains the authority to make the final determination on the provision of the loan to the
potential borrower.
BE IT FURTHER RESOLVED, the Oneida Business Committee assigns the responsibility to make the final
determination on the provision of the loan to the potential borrower to the Chief Financial Officer who may

The American Rescue Plan Act authorized and funded the State Small Business Credit Initiative
(“SSBCI”) to provide funds to Indian tribes, amongst others, to assist tribal small businesses access
capital needed to invest in job-creating opportunities in the wake of a public health emergency. In
August 2022 the Oneida Business Committee adopted resolution BC-08-10-22-B, Authorization
and Delegation of Authority to Enter Into the State Small Business Credit Initiative (SSBCI)
Allocation Agreement with the U.S. Department of Treasury, which authorized Chairman Tehassi
Hill to submit the Oneida Nation’s SSBCI application to the U.S. Department of the Treasury.
Resolution BC-08-10-22-B also provided that the SSBCI funds be inserted into the tribal business
community through Bay Bank, a full-service bank wholly owned by the Oneida Nation and created
to service the Oneida community, nearby tribes, and the neighboring communities. The Nation,

The Oneida Police Department will be submitting applications for the 2026 County Tribal Law
Enforcement funding opportunity. The funding agency – Wisconsin Department of Justice
requires an approved and signed resolution as part of the grant guidelines.
The Oneida Police Department applies for the County Tribal Law Enforcement Grant in
collaboration with the Brown County and Outagamie County Sheriff’s Departments. These
funds will be used to assist in their community policing efforts.

to carry out and succeed with our community service programs. To ensure the most
efficient, safest, and effective deliver of public safety services to meet our community’s
needs and to improve our policing skills, our goal is to address our most current law
enforcement necessities; and

the Oneida Nation encouraged the collaborative effort between the Oneida Police
Department and other local law enforcement agencies, such as the Brown County Sheriff’s
Department to continue to provide joint community policing efforts for our community and
members; and

NOW THEREFORE BE IT RESOLVED, that the Oneida Nation authorizes and supports the submission of
