REFERRED General Council Actions from
2026 Spring General Council
The Human Resources Subcommittee met
nine times between this report and the
Spring General Council. We had two 2026
Spring General Council-referred items: the
Enrollment
Resolution
and
the
Administrative Action requesting $300.00
in rental relief through NPTHA. The HRSC
worked with NPTHA, which established
that it is not in a financial position to
approve or sustain a rental deduction. We
met with the General Council on the
Enrollment resolution and concurred with
the Special Election during the Fall
General Council.
Fall General Council Report
As HRSC Chairman, I want to highlight the
current goals, objectives, and immediate
priorities.
150 Year War Memorial
“When you honor your ancestors, you
honor yourselves.” - Grandpa Scotty
The HRSC's current priority is assisting the
implementation of the 150-year war
memorial commemoration for 2027. This is
an extensive undertaking to plan a
significant
and
memorable
commemoration to honor our Ancestors. I
am genuinely appreciative to be part of
the planning initiative. It has been an
honor and privilege to meet with elders,
veterans, leadership, and the organization.
This work focuses on generational healing
and on honoring the strength of who we
are and where we come from.
In addition to Redheart, Whitebird, Big
Hole, and Bear's Paw, we are planning
additional events in the Wallowa
Homelands and Lapwai, Idaho. We have
tentatively planned Wallowa on May 22 or
29, 2026. The final dates are being
proposed for final approval.
We welcome any input from tribal
members, as well as your expertise and
ideas. We will be planning community
event sessions in the fall. If you have any

Behavioral Health and Recovery Updates
Kauffman & Associates provided a proposal on
the Nez Perce Tribe’s feasibility and
implementation to open up an inpatient
treatment center in Washington State. We were
initially looking at Clarkston, WA. The proposal
is still in discussion and being evaluated on cost
and capacity.
NMPH Behavioral Health has been providing
updates on data and addressing patient
backlog. NMPH has planned to hire a Behavioral
Health Clinician to send patients at a faster
rate.
Community Events: I want to commend both
the Lapwai & Kamiah Wellbriety groups. I was
able to attend one day at Kamiah, and it was a
powerful event.
GOALS with Behavioral Health & Recovery
Working with the Tribe to build out a Nez
Perce Tribe Men's Sober Living; this initiative
would be a sustainable program in this budget
season.
Transitional homes - near completion and
finalizing the policies.
Increased outreach with community partners
and tribal membership.
Ongoing discussion with In-Patient Treatment
& the Opioid Response​
Assisted Living Facility and Rural Health
Transformation Program ​Update
Working session with NMPH on the Assisted
Living Facility including the budget, policies,
and current roadblocks to opening. The current
proposal, at a bare minimum, would result in a
net loss of $50,000.00 and would likely be
higher if Medicaid costs are cut.
The current Rural Health Transformation
Program includes a Tribal Set-Aside with a 3.5%
allocation to support healthcare plans for
Idaho’s five tribes. This was created under
Idaho Senate Bill 1453 (2026) to establish
legislative
oversight
and
track
project
performance. The primary initiatives are
Technology Access, Innovative Care Models,
Workforce Development, Targeted Health

Projects, and infrastructure investments.
The goals are to address suicide, drug
overdoses, and alcoholism, lower long
travel times, and support an EMS capable
of routine care in the rural health area.

The Veterans were gifted a set of 7 rifles for
their color guard by Jesse & Jessie Leighton
and BluMud. This would be great in
anticipation of the upcoming 150-year War
Memorial.

Youth ​Goals
2027 comprehensive calendar for youth
events. We would engage all departments,
communities, and organizations that work
with youth to plan for 2027. This would
eliminate overlapping events & help engage
with our youth at a higher rate.
Increase engagement with youth to listen,
advocate, and bolster their voices. ​
Working on education at a local, state,
and federal level. Working on policy to
create support for our students in all levels
of education.
Partnering internally and with community
as a collaborative effort.

Senior Advisory Board & Senior Meals
The Senior Advisory Board requested the
Tribe to plan Elder Information sessions that
provide an overview of available resources
and outline potential services and disruptions
given current budgetary concerns.
The Human Resources Subcommittee
requested Executive Direction to help develop
a survey on changing the meal age
requirement from 55 to 62 to serve elders
better. This would help with current budgetary
concerns our program faces. This decision is
not taken lightly. We anticipate a large number
of members between 45 and 55 over the next
10 years

Language ​Update
Nez Perce Language Program will be
presenting regularly to the HRSC beginning
in October of 2026. We will be learning
words and culture and offering support
and an avenue for any concerns or ideas to
be brought forth by Language. We are
grateful for their willingness to teach and
continue advocating for our language.
An option was presented to use BIA 638
funds to help preserve this program. We
are working with the Executive Director's
office to see what that looks like.

Veterans ​Update
HRSC was honored to host our Veterans
and hear about their concerns and ideas.
We are working with the Land Enterprise
Commission to identify a land designation
for the Nez Perce Tribe’s Veterans
Memorial Site.
Veterans did request to use the change
revenue from the Clearwater River Casino
to go toward their program. We are working
with the NPTE.

I serve as the CRITFC Law Enforcement
Liaison; as a new liaison, I need to learn
more about the inner workings of CRITFC. I
have requested a tour of Zone 6 with our
Conservation Enforcement to better serve
in that capacity. In addition, Fisheries
offered a tour of Stibnite; we are looking
for future dates.
The ACOE Change of Command was
significant; I met with the newly elected
commander. I requested a tour of our
Dworshak Dam and current projects being
built out.
As we continue discussing how to plan and
prepare for the Nez Perce Tribe’s 150th
anniversary, we obtained specifications for
the Holocaust Museum Traveling Exhibit.
We determined how we can integrate and
build the Nez Perce Tribe’s 150thanniversary War Memorial if we opted for
our own traveling exhibit. This also helped
with the specifications at both Fort
Vancouver and at our local museums and
libraries.
After visiting the Dartmouth Tribal Leaders
Cohort, I would strongly encourage current
and future leaders to attend and listen to
the
national-level
diplomacy
and
engagement we need across local, state,
and federal lobbying efforts. And take a
look at our internal tribal economy. I have
started a draft economic development plan
& met briefly with some staff on this.

Spring 2026 General Council Follow-Up &
Ongoing Discussions
Some of these concerns are ongoing; it is
important to listen to our membership's
concerns during the General Council and
provide a response.
Housing: Request for $300.00 and Update on
Gas Station on Main Street
Provided a financial summary and established
that it isn’t feasible to authorize a $300.00
housing rental relief at this time. NPTHA will
provide an update on the gas station once
they determine the building's intent and
purpose.
Social Services: TANF Continuation Plan &
Senior Meal Plan Delivery and Parking Issues
at Senior Complex
TANF provided the evaluation of the 20232025 plans, noting that prior approvals do not
guarantee future funding. This ensures
compliance and fairness as the staff evaluates
each client's needs. All TANF Participants were
provided with changes to the TANF plan. The
department held a public comment period to
gather input on these changes.
Senior Meal Delivery is under budgetary
review as we evaluate whether to raise the
eligibility age to 62 to better serve our elders.
The Senior Parking issue remains ongoing and
under discussion.
Cultural Resources - Language Teacher
Certification
The Nez Perce Tribe’s language department
did clarify the process for Nez Perce Language
teacher certification. The goal is to determine
how HRSC could support this concern raised
at GC. Language will provide regular Nez Perce
language lessons at the subcommittee and
provide an opportunity to address any
concerns regarding language.

Executive Direction: Nez Perce Preference
I met with the Human Resources and
Executive Director regarding the Nez Perce
Preference. I received some documents
that established our right to our
sovereignty in hiring. My personal idea is
to develop standard operating procedures
for the Nez Perce Tribe's hiring process
and provide training for all managers and
directors to ensure adherence to them.
This will always be an ongoing discussion.
NMPH: Pharmacy Medication - Name
Brand Meds, Mobile Dialysis and Lifeline
and calling
Pharmacy Medication: While HIPAA
prevents
discussing
the
specific
complaint, NMPH does supply brandname drugs, though supplier constraints
on infrequently prescribed medications
may
create
logistical
barriers
to
fulfillment.
Generally, individuals cannot be allergic to
generics. Yet, rare sensitivities to inactive
ingredients such as dyes or fillers may
occasionally warrant testing alternative
manufacturers or seeking a brand-name
option.
Mobile Dialysis: Through Rural Health
Transformation Grant (RHTP) funding,
NMPH has submitted a proposal for the
Rural Dialysis Access Initiative Project,
targeted for FY2029/2030. This aims to
establish sustainable, local dialysis care
across the Nez Perce Reservation and
surrounding areas, eliminating the heavy
travel burden on patients who currently
commute long distances multiple times a
week for treatment.
Lifeline: Rural connectivity challenges
limit access to internet and landlines
across
the
reservation,
impacting
programs like Lifeline and emergency call
devices. Because there is no universal
solution, elders and their families should
contact Community Health or NMPH for
case-by-case troubleshooting assistance.

The Nez Perce Tribe Land Enterprise
Commission (LEC) serves as a vital
governing body focused on expanding
tribal land consolidation and economic
development. By systematically acquiring
and managing lands within the Nez Perce
Territory, the LEC directly strengthens
tribal sovereignty, jurisdictional authority,
and long-term economic sustainability.

Historical
Context:
Reservation
Allotment and Land Fragmentation
To understand the critical policy
objectives of the LEC, its operations
must be viewed through the lens of
historical federal land policies that
severely fragmented the Nez Perce land
base:

The Treaty Period (1855–1863): The
Treaty of 1855 originally reserved 7.5
million acres of ancestral territory for
the Nez Perce (Nimíipuu). Following
gold discoveries and illegal
encroachment by white settlers, the
federal government forced a second
treaty in 1863 (known historically to the
tribe as the "Thief Treaty" or "Steal
Treaty"). This reduced the reservation
by 90%, leaving the tribe with roughly
750,000 acres.
The Dawes Act and Allotment (1887):
The passage of the General Allotment
Act (Dawes Act) shifted federal policy
from recognizing communal tribal
landholdings to forcing individual land
ownership. The federal government
surveyed the reservation, assigning
specific parcels to individual tribal
members.
The 1893 "Surplus Land" Agreement: In
1893, under extreme federal pressure,
an agreement was enacted declaring all
unallotted reservation land as
"surplus". This surplus land was opened
up for non-Native homesteading. As a
result, the Nez Perce tribal land base
collapsed dramatically, shrinking by
88% down to roughly 86,500 acres of
tribally controlled land.
The "Checkerboard" Legacy: This
history left behind a complex
"checkerboard" reservation landscape.
Today, Indian trust allotments, fee
lands owned by non-tribal members,
and tribally owned tracts are heavily
intermingled. This fragmentation
creates immense jurisdictional, legal,
and environmental regulatory
challenges for the tribal government.
Core Functions & Operations of the LEC
The LEC was structurally designed to
directly counteract this historical loss
of territory:

1. Strategic Land Acquisition
Sovereignty Restoration: The primary
mission of the LEC is the strategic
reacquisition of fee lands and fractionated
interests within the original boundaries of
the Nez Perce Reservation.
Jurisdictional Consolidation: Reclaiming
parcels helps patch the "checkerboard"
matrix, allowing the Nez Perce Tribe to reestablish contiguous regulatory and legal
jurisdiction.
Re-establishing and acquiring land in our
original territory, to strengthen the tribe’s
regulatory and legal jurisdiction.
2. Revenue Generation & Resource Leasing
Lease Management: The LEC actively
reviews, negotiates, and approves leases
on tribal trust and fee lands.
Portfolio Diversification: Authorized land
uses include agricultural operations,
livestock grazing, residential home sites,
and commercial business developments.
These leases generate steady, non-tax
revenue streams to fund essential tribal
government services.
3. Inter-Departmental Collaboration
The LEC relies on technical expertise from
several key tribal programs to align land
purchases with policy goals:

4. The Land Advisory & Acquisition
Committee (LAAC)
To ensure fiscal responsibility and
minimize risk, the LEC relies on the Land
Advisory & Acquisition Committee. This
specialized, multidisciplinary advisory
body meets monthly to vet potential
real estate purchases. The LAAC

from
finance, wildlife, watershed, cultural
resources, tribal law enforcement, and
legal counsel.
