designation of the Bears
Ears National Monument
(BENM) under the Antiquities Act of 1906. This is
a landmark decision culminating a broad collaborative effort between conservation groups, federal
and state governments and
five tribal groups including Hopi, Zuni, Ute Indian
Tribe, Ute Mountain Ute
and The Navajo Nation.
For the Hopi Tribe, the
Bears Ears represents a
“cultural landscape” that
contains pristine wilderness areas; canyons, mesas,
deserts, forests, springs,
streams and rivers. These
lands provide much needed
refuge for the flora, fauna
and birds found here. All of
which are inextricably connected to the longevity of
Hopi history and ancestors
in this region. This history
includes the earliest inhabitants, the Archaic and Ancestral Puebloan cultures.
These Hopi ancestors,
the “Hisat’sinom” (People of Long Ago), imbued
this landscape with their
presence in the hundreds
of thousands of archaeological sites located within
the new monument. These

sites represent the “Footprints of Hopi Ancestors”
and include ancient villages, migration routes, artifacts, petroglyphs and the
physical remains of buried
ancestors. All of which are
remembered and maintained
through oral tradition, pilgrimage, songs and prayer.

Hopi Tribe has supported
this endeavor through formal tribal resolution and
consultation, sharing of
traditional knowledge and
educating decision-makers
about the Hopi connection
to this culturally important
area. The President’s designation is a direct response
to the Hopi Tribe’s desire
to have this landscape protected and preserved for
future generations of all to
enjoy and learn from.

Dept. of Natural Resources Director Clayton Honyumptewa presented a dividend check in the amount of $100,000.00 on behalf of the
Hopi Three Canyon Ranches to the Tribal Council on Dec. 29 at a regular Tribal Council Meeting. Honyumptewa said the Ranches had been
under the umbrella of the Hopi Tribe Economic Development Corp.
(HTEDC), however, were pulled out from under HTEDC and have
been doing well with the Ranch business. This is the third dividend
check they have presented to the Hopi Tribe. Prior to the check presen-

tation, a Moment of Silence was observed in remembrance of long-time
Ranch Staff employee Mary Smeal, who recently passed away.
Upper Village of Moenkopi (UVM) Governor Hubert Lewis also presented a check to the Tribal Council in the amount of $450,000.00 for a
loan repayment to the Hopi Tribe for UVM’s Water/Wastewater Treatment Plant. That same day, another check was delivered to the Treasurer’s office from the Moenkopi Development Coproration (MDC) in
the amount of 1 million 50 dollars ($1,050,000.00). The combined loan
payments received from UVM and MDC pays off the loan from the
Hopi Tribe to UVM for the Water/Waste Water Treatment Plant.

FROM THE EDITOR: FY17 General Fund Expenditure Authorization & Appropriations Language
Several requests have been received to publicize the FY2017
General Fund Expenditure Authorization & Appropriations
Language, as approved by the
Hopi Tribal Council.
Some community members are
concerned about what they consider

At the time Tribal Council approved the FY17 Authorization
and Appropriations Language,
they made a motion that the Villages of Hotevilla, Shungopovi,

governing body of the Hopi Tribe, the Hopi Tribal Council holds constitutional authority to manage the economic
affairs of the Tribe through raising and dispersing Tribal
funds for the welfare of the Tribe. (See constitution and
By-Laws of the Hopi Tribe, ARTICLE VI, SECTION 1 (e)
and (f)). General Fund Budget Development Process:
The Budget Oversight Team (BOT) is identified in Section IV of the Hopi Tribe’s Fiscal Management Policies
and consists of the following: Vice Chairman (BOT Chairman), Tribal Treasurer, Tribal Secretary, Executive Director, Finance Director, Community Services Administrator,
Regulated Entities representative, Hopi Tribal Court representative, Chairman’s office representative and alternate
members of the team. The task of leading this effort was
delegated to the Vice Chairman. This work is supported
through a tribal resolution that calls for those listed program/department/personnel representatives to participate
in meetings, work sessions and presentations all with the
goal of developing a final budget.
Hopi Tribal Council directed BOT to complete a proposed FY 2017 budget with a 12% reduction from
the FY 2016 approved budget. This was based on the
FY 2017 projected decline in tribal revenues. Based
on this directive, BOT proceeded and designed a process to meet the directed 12% budget reduction.
The BOT recommends to the Hopi Tribal Council the creation of an Office of Management & Budget specially designed to oversee the budgeting process, commencing with
FY 2018.

The General Fund Budget Appropriations request
for Fiscal Year 2017 is $18,445,429.00. This figure
is based on the following:

1. FY 2017 revenue projection: $14,649,669.00, with additional $3,795,790.00 from Proceeds of Labor account.
2. Review of expenditure reports (to date) for Fiscal Year 2016
3. Review of individual Department/Program/Entity
budget proposal packets containing:
a. Program Overview
b. Goals & Measurable Objectives
c. Budget Justifications
d. Salary Sheets
e. Consolidated Budget Summaries
Expenditure Authorization & Appropriation
Language and Fiscal Management Policies of the
Hopi Tribe: The FY 2017 Expenditure Authorization and Appropriations Language set the guidelines to promote prudent use of the financial resources of the Hopi Tribe. The Hopi Tribal Council
hereby mandates all Tribal and Village/Community
Boards and personnel to practice fiscal responsibility
and accountability in adherence to the approved Fiscal Management Policies and the FY 2017 Expenditure Authorization and Appropriations Language.
Implementation of FY 2017 General Fund Budget: The approved FY 2017 General Fund Budget shall be implemented on January 1, 2017
Once approved, the Director of Finance shall issue Charts of Accounts to the respective programs/
Villages/Community within 15 business days.
Budget Modification Procedures: Budget Modifications shall undergo a review and approval process in accordance with the approved Fiscal Management Polices.
1. Budget Modifications shall be allowed only with detailed justification. Managers/Directors shall be responsible and held accountable for keeping Modifications to
a minimum.
2. No new supplemental funding requests will be considered in FY 2017.
3. Salary and Fringe Benefit line items shall not be used
to increase other line items.
Contingency Fund: For FY 2017 it is essential that a
Contingency Account Line item be funded in the budget,
subject to the following expenditure controls: Expenditures will be restricted to; IRS penalties, bank charges,
audit findings, late charges, fines and other necessary
costs that are not budgeted within the program budgets,
including Contracts and Grants. All General Fund salary
savings at the end of each quarter will be transferred to
the Contingency fund for use. Salaries for Contracts and
Grants, Villages/Communities will be exempt.
Hopi Tribal Annual Audit: It is the fiduciary responsibility of the Tribal Treasurer to ensure that audits are completed
by the deadlines as mandated by the 2 CFR part 200, subpart F. All financial transactions based on the budget appropriations are subject to an annual audit in accordance with
the Fiscal Management Policies of the Hopi Tribe. All audit
findings and recommendations are the responsibility of the
respective Department Directors to ensure resolution through
the required corrective action plans. Finance shall be responsible for the follow up of the findings and completion of the
corrective action plans. Special Allocations for annual audit
may be carried forward if needed or until depleted.
Payroll: The Hopi Tribal Council Fiscal Year for payroll begins mid-month December of the preceding Fiscal
Year and ends mid-month December prior to the end of
the Fiscal Year. Therefore, all payroll transactions will
end in line with the Tribe’s Fiscal Year payroll schedule,
which ends mid-month December 2017.

GENERAL FUND: DEPARTMENTS/PROGRAMS

This section applies to General Fund Department and
Programs only
1. Cost of Living Allowance/Bonuses: Due to revenue
decline, the Tribal Council shall not approve COLA/
Bonuses for FY 2017.
2. Tires: General Fund programs shall be required to
go through Motor-Pool for the purchase of tires for
tribally owned or leased vehicles. General Fund Programs budgeted for tires shall use their tire line item.
The exception will be those programs requiring specialized tires that the motor pool is unable to procure.
3. Uniforms/Clothing: Purchase of personal clothing
is prohibited from General Fund (T-shirts, Polo shirts,
pants, wind breakers, shoes/boots, etc.). Formal uniforms and safety items are permitted as outlined in
each respective program Safety Plan.
4. Utilities: Facilities Management shall pay for Water/

shall be November 15th. Exception to the requisition
cut-off date may be permitted for emergency purposes only as it relates to health, safety issues and major

Finance Director shall be delegated the authority to
determine the exception with the concurrence of the
Executive Director.
6. Acquisition of Capital Assets: The Hopi Tribe’s
Fiscal Management Policies, Ordinances and Codes,
shall be adhered to in the procurement of goods, leases, consultant and other services in the operation of
the Tribe. The Fiscal Management Policies are implemented to employ prudent management practices and
improve accountability. All negotiations with vendors
and the execution of resulting purchase, lease and any
agreements for all capital purchases (e.g. items with a
cost of $5,000.00 or more and a useful life greater than
one year) shall follow the established Procurement
Policies and Procedures. This requirement ensures
that cost effective price negotiations and purchases
meet uniform standards of quality, capability, durability and accountability. Purchases and leases shall be
processed through General Services Administration
(GSA) vendors whenever possible. All purchases
and leases not processed through GSA contracts shall
be based on quality and best available price. This
section applies to all entities utilizing the Tribal accounting system. The deadline for Capital Item purchases is 90 days prior to the end of each funding
source’s Fiscal Year.
7. Carryover funds: General Fund programs are not
allowed to carry-over funds from one fiscal year to
the next with the exception of special allocations as
identified by Tribal Council Resolution.

audit shall be the responsibility of the respective Village/Community. Village/Community audits for FY
2016 shall be submitted to the Treasurer and to the Office of Financial Management, no later than June 30,
2017. Audit extension may be requested no later
than 45 days in advance of the June 30th deadline.

focuses on stress and resiliency of Hopi family caregivers who provide care to
elderly, disabled and chronically ill family members.

University of Arizona. She
is currently an American
Indian Research Center for
Health Doctoral Fellow, an
American Indian Education

and Hopi Tribe Scholarship. She has received several honors including the

perfect time of year to extend an extra helping hand
to the communities and the
people we serve. Christmas is a wonderful and
beautiful time of the year,
especially for our children.
Our Traditional Hopi-Tewa teachings have
always included the responsibility to care for the
welfare of our children.
Knowing and living these
values along with the responsibility to protect life
and property, the Hopi
BIA Law Enforcement
Services along with other community volunteers
and organizations sponsored, for the third time,
the “Shop with a Cop”
program.
Nine children were selected from eight schools
from local Hopi Schools.
Each child received a
monetary award and spent
a day (during their winter break) participating in
“Shop With a Cop”!
Each child was given a
$125 Wal-Mart gift card/
Cash to purchase items for
themselves, Christmas gifts
for their families and/or to
purchase groceries or other
household necessities.
One Police Officer or
one Volunteer accompanied
each child on their shopping
spree at Winslow Wal-Mart.
The children and chaperones also got to enjoy a
delicious meal at the Pizza
Hut Restaurant. All meals

for the children were donated by Pizza Hut.
The shopping spree
took place on Wednesday, December 20, 2016;
leaving Hopi at 8:00 AM
and returning at 3:00 PM.
The student selection
was made with the assistance of the school
administrators. The criterion for selection was
based on the student’s

good citizenship and academic status.

And I say, see who is in there with you and celebrate. At this time in history, we are
to take nothing personally. Least of all ourselves. For the moment that we do, our
spirituallity growth and journey comes to a halt.

and the sacrifices they made so that
the American people could enjoy the
freedom and equality we have today.
“They earned this for us,” said
Chairman Honanie. “They fought
for their Country using the Hopi
Language. Don’t forget them and

don’t ever forget your Hopi language.”
Chairman Honanie along with
other Council members strongly
emphasized learning and speaking
the Hopi language. All members of
the Council were extremely proud
of the Post #80 Royalty and some
spoke with emotion as they encouraged them.
The Council also congratulated
the parents of the Royalty and also

But what about all those

lights and sounds that we
see advertised so much this
season? One Northern Arizona University researcher
has studied whether they

provide an advantage to a
young child’s learning.
Anna Sosa, director of
the NAU Child Speech
and Language Lab in Flagstaff, set out to see which
everyday activities promote the best environment
for babies and toddlers to
learn language.
Early language development is critical to a child’s
learning. And babies, toddlers and preschoolers
need to hear a lot of language in order to best learn
how to speak and eventually transfer those skills
into reading and writing.
Turns out, parents and
family members talk the
most to babies when they
are engaging their child
with books and traditional
toys, rather than electronic
toys that claim to promote
language development.
“Young children learn
through play, through
experimenting with the
world around them and
through interaction with
other kids and adults,” said
Ginger Sandweg, First
Things First Senior Director for Early Learning.
Sosa’s study confirmed
that. The study, published
earlier this year in the Journal of American Medical
Association (JAMA) Pediatrics, showed that parents used fewer words
and interacted less with
the child when they were
playing with an electronic
toy, which was designed
to draw out answers such

as animal names, shapes
or colors. Books and traditional toys, which centered on the same themes
of animals, shapes and
colors promoted the most
language.
“Parents talked the most
to their child when they
were looking at books or
playing with traditional
toys, such as helping their
child put together a farm
animal puzzle,” Sosa said.
“Overall, the most ideal
situation would be a parent spending 15 minutes
of undivided attention,
sitting on the floor reading
or playing with them, but
even in that ideal situation,
just having an electronic
toy in the mix, impacts
what the baby is hearing.”

gifts for all ages. Daily reading has been shown to help
young children develop language skills and increase
vocabulary – both crucial
if they are going to be good
readers in the future. Other
good choices for different

The New Year is a time to come up with resolutions
to better your life for the future. Why not use your
resolution this year to set goals to better your diabetes
management and overall health? Diabetes management
goals for the New Year should be specific, measurable,
and most importantly, realistic.
Make 2017 your year to plan for better health. Know
your A1C number; keep track of your blood glucose levels and blood pressure. Have a yearly eye exam, and
GET ACTIVE! Diabetes and exercise go hand in hand
when it comes to managing your diabetes; exercise can
help you improve your blood sugar control as well as
boost your overall fitness and reduce your risk of heart
disease and stroke. Before jumping into a fitness program, get your doctor’s approval to exercise, especially
if you’ve been inactive. For the best health benefits, it
is recommend getting at least 150 minutes a week (30
minutes per day; five days a week) of moderately intense physical activities such as fast walking, bicycling,
chopping wood, and loading coal.
The Hopi Wellness Center welcomes you to participate in the events we host throughout the year. Whether
it is the 100 Mile Club, fitness classes (which are held
daily at the Hopi Wellness Center), Zumba parties, community education, Family Fun Nights and Turkey Trots,

Water Resources Technician:

The Tentative Date for the Bureau of Indian Affairs’ (BIA), Water Resources Technician Training Program, Native American Water Corps is July 10, 2017 through August 4, 2017 four weeks at the University of Arizona, Tucson, Arizona. The Bureau
of Indian Affairs pays academic tuition, fees, and costs to cover dining facility and
housing on campus for those individuals nominated to attend the Water Resources
Technician Training (WRTT) Program.
Students successfully completing the training program will receive a four

southeastern Utah and southern Nevada to protect some of our country’s
most important cultural treasures,
including abundant rock art, archeological sites, and lands considered
sacred by Native American tribes.
Today’s actions will help protect this
cultural legacy and will ensure that
future generations are able to enjoy
and appreciate these scenic and historic landscapes. Importantly, today
I have also established a Bears Ears
Commission to ensure that tribal expertise and traditional knowledge
help inform the management of the
Bears Ears National Monument and
help us to best care for its remarkable
national treasures.
Following years of public input
and various proposals to protect both
of these areas, including legislation
and a proposal from tribal governments in and around Utah, these
monuments will protect places that a
wide range of stakeholders all agree
are worthy of protection. We also
have worked to ensure that tribes
and local communities can continue
to access and benefit from these lands
for generations to come. Bears Ears
National Monument
Encompassing roughly 1.35 million
acres of Federal land, the Bears Ears
National Monument will protect some
of the country’s most significant natural,
cultural and archaeological resources, including important ancestral grounds for
numerous tribes, as well as incredible
landscapes that support hiking, hunting,
rock climbing and other world-class outdoor recreation opportunities. The area
gets its name from the iconic Bears Ears
Buttes, two distinctive geological formations in the center of lands that are considered sacred by tribes in the region.
Based on ancestral ties to the landscape,

five tribal governments came together in
a historic coalition to urge protections
for the broader area, which also includes
ancient cliff dwellings, ceremonial sites,
abundant rock art, and countless other artifacts that hold cultural significance.
In addition to protecting this sacred
landscape and the region’s wildlife
habitat and natural resources, today’s action establishes a Bears Ears
Commission to ensure that management decisions reflect tribal expertise
as well as traditional and historical
knowledge. In recognition of the importance of tribal participation to the
care and management of the monument, the Departments of Interior
and Agriculture will engage with
the Commission, which will help to
inform management decisions by
sharing traditional knowledge and
providing recommendations.
There have been over 80 years of
various efforts to protect the Bears
Ears region, beginning with former
Secretary of the Interior Harold Ickes
in 1936 and by Members of Congress,
state, local and tribal leaders, and
conservation groups in recent decades. Most recently the Hopi Nation,
Navajo Nation, Ute Mountain Ute
Tribe, Ute Indian Tribe of the Uintah
Ouray, and Zuni Tribe developed a
proposal to protect the area, and U.S.
Representatives Rob Bishop and Jason Chaffetz introduced the Public
Lands Initiative, legislation that included a similar protection proposal
for the Bears Ears landscape. Today’s
action responds to both of these recent proposals, recognizing the areas where there is broad agreement
about the need for protections, tribal
engagement, and allowances for historical uses such as grazing. Today’s
action also establishes a process for
developing a management plan that
will ensure robust opportunities for
all interested stakeholders to provide input about how the monument
should be managed.

U.S. Senate
(U.S. Senate)—Four years after the launch of the
historic Land Buy-Back Program for Tribal Nations,
Senator Jon Tester heard from tribal leaders who were
impacted by the $1.9 billion initiative to restore fractionated land into tribal control.
During a Senate Indian Affairs Committee hearing,
Tester heard testimony and questioned the Interior Department’s Deputy Secretary, as well as Montana Tribal
Leaders Fort Peck Chairman Floyd Azure and Blackfeet
Vice-Chairman Terry Tatsey on the impacts they have
seen with the land buy-back program.
“Addressing the problems of land fractionation is
an important step for Indian Country,” Tester said in
the hearing. “By returning these lands to tribes, the
Land Buy-Back program has helped tribal governments in a number of ways from addressing jurisdictional issues and protecting cultural and natural
resources to developing key infrastructure.”

The Land Buy-Back Program for Tribal Nations was
the result of a settlement from a class-action lawsuit
brought to federal court by Elouise Cobell, a Montanan,
an enrolled member of the Blackfeet Tribe, and recent
Presidential Medal of Freedom recipient.
The land buy-back program aims to purchase fractional interests in trust or restricted land from willing
sellers at a fair market value, which has provided tribal
governments greater control of their land.
Since the land buy-back program began making offers to tribal members in 2013, nearly $900 million has
been paid to land owners for roughly 1.7 million acres
that has been restored to tribal governments.
This month, the Interior Department sent out over
$270 million in offers to Blackfeet tribal members who
own fractionated land interests on the Blackfeet Reservation. Tribal members from the Crow, Northern
Cheyenne, Flathead, Fort Belknap, and Fort Peck Reservations have already received payouts from the land
buy-back program. ###
