CBC has by resolution passed that our youth are
our priority, and Whereas the Colville Tribes are
hosting the 2001 Annual Youth Conference in
Spokane, WA from April 1-7, 2001 in Spokane,
WA, and Whereas the planning committee has a
projected shortfall of $9,000 for the youth of the
Colville Tribes to attend this conference, Now
therefore be it resolved that the CCT support
appropriation of up to $9,000 to defray the cost
for the Annual Northwest Indian Youth
Conference. Funds to come from unspent
salaries to be identified by administration.

CBC has by resolution passed that our youth are
our priority, and Whereas CCT is hosting the
2001 NWIYC in Spokane, WA from April 1-7,
2001 in Spokane, Wand and Whereas the
planning committee has proposed to consolidate
the allocation for 2001, as attached for the
NWIYC into one budget, Now therefore be it
resolved that the Planning Committee be
authorized to utilize these dollars to direct
Conference expenditures, with full reporting to
the Education & Employment Committee, be is
further resolved that this resolution upon passage
be recognized as approval to the Donation
Committee for an exception to the Donation
Policy for this years allocation.

to conduct cultural resources mgmt. activities in the
GCD Project areas in response to the deep draw down
resulting from the Columbia River system power
emergency. Funds provided by BPA and authorized
by resolution 2000-867; also directing
History/Archaeology Dept. to implement the CCT’s
GCD Cultural Resources Project 2001, a portion of
which is represented by the Statement of Work in this
contract modification. This authorizes Chair of CBC
or her designee to sign. Amended to approve Title 10
to apply.

RATIONALE: Yes- early draw down of Lake
Roosevelt.

To approve the application for the Washington State
Health Foundation Grant in the amount of $77,768.00
for the purchase of medical equipment and supplies.
Authorize the Chairperson or designee to sign all
related documents.

property at the appraised value of $126,000.00,
described as follows: the SE4NE4, NE4SE4, Section
11, SW4NW4, NW4SW4, Section 12, Township 30
North, Range 31 East, Willamette Meridian,
Okanogan County, Washington, containing 160.00
acres, more or less. Funds to be disbursed out of Land
Purchasing Account.

Appoint Joe Peone and Gary Passmore as Tribal lead
personnel to work with initiating entities (City of
Omak, Okanogan County, Oroville-Tonasket
Irrigation District, Okanogan Conservation district,
Dept. Of Ecology) to form a watershed planning
group for the Okanogan River basin (WRIA49). Steve
Suagee and consultant Brown & Caldwell will
participate as required. Formal agreement for the
Tribe to participate as an initiating government will
require a separate resolution of the CBC.

Phoenix Trading, Inc. offer to sell timber rights within
the former Bud Spence property owned by CCT to
have BIA cruise completed prior to negotiating a
purchase price of the timber rights, within the
following described: the N1/2SW1/4, SW1/4SW1/4
and the SW1/4NW1/4 Sec. 23; the NW1/4NE1/4 of
Sec. 26; the NE1/4 of Sec. 27; ALL in Township 31
North, Range 29 East, Willamette Meridian,
Okanogan County, Washington, containing 360.00
acres, more or less. The Chair or designee has
authority to sign.

CCT has a strong interest in the recovery of the
harvestable levels of salmon and steel head listed
under the Endangered Species Act within the Upper
Columbia River. The CCT has a strong interest of
improving water quality/quantity instreams listed
under the Clean Water Act within the Upper
Columbia River Basin. For over a year of
participation within the Agriculture/Fish/Wildlife
Process, have reached a conclusion that the

Ag/fish/wildlife Process has not and/or will not
deliver irrigation operation or farm management
assurances to recover harvestable levels of salmon
and steel head or improve water quality/quantity
within the Upper Columbia Basin. The CCT terminate
the participation of delegates: Deb Louie, Margie
Hutchinson, Joe Peone, Jim Priest, Joe Weeks, Steve
Suagee within the Ag/fish/wildlife Process unless
substantial developments within the Ag/fish/wildlife
Process otherwise requires the attention of the CCT.

To authorize a special investigation to be conducted
by the Northwest Regional Office, BIA, Area Forester
or designee regarding FMPA violations on the
Colville Indian Reservation. Prior to the
commencement of related field investigations, the
designated investigator (Area Forester) shall meet in
Executive Session with Natural Resources Committee
for clarification of the Committee’s request and needs.

CBC has not authorized a specific site for a proposed
destination casino resort, authorization was only for
approval for planning for a destination casino resort,
and CTEC has, without prior authorization,
designated a proposed specific site in the Mill Bay
Casino vicinity adjacent to a known tribal cemetery
and upon a site which is archaeologically sensitive as
a probable burial site, CBC opposes the CTEC
designated site and further requests a financial
accounting for any and all expenses incurred by
CTEC on this unauthorized site selection, to date.

Approve Charlie Moses as the key contact to
represent the interests of the Chief Joseph Band of the
CCT. The Government to Government relationship
remains with the CBC regarding all major decisions,
Interagency Agreements, and Management issues
between the USDA Forest Service and the CCT
regarding the Nez Perce National Historic Trail.

To approve the Inchelium General Master Plan
designed for future development of the “old Judd”
property, approximately 40 acres in size. The only
change to the plan is the area designated as
“commercial”, located next to the Day Care Facility,
and that it be changed to Residential. This change is
recommended and approved by the Inchelium
community to be used by IHA for an apartment
complex. All future developments will be required to
develop surveys of their sites to set legal boundaries
for the Master Plan.
