Community Development Committee to approve the Tribal
Solid Waste Network (TSWAN) Letter of Support, which is
attached. The proposed collaboration between the
Confederated Tribes of the Colville Reservation (CTCR)
and TSWAN will align directly with CTCR's long term
goals of environmental stewardship, waste diversion, and
the advancement of Tribal sovereignty through sustainable
practices. Chairman or Designee to sign all pertinent
documents.
Fisheries Committee to approve Change Order #6 with
Babcock Services, contract number C25-109. This Change
Order will add funding in the amount of $91,570.50 for the
White Sturgeon Hatchery construction, bringing the new
total contract value to $5,444,269.22. The performance
period is from November 21, 2024 – March 31, 2026. The
Chairperson or Designee has authority to sign all pertinent
documents. No General Fund dollars associated.

Health & Human Services Committee to authorize the
Chairman or Designee to sign the attached Use Agreement
between the Confederated Tribes of the Colville Reservation
and the Indian Health Service for the Use of Government
Furnished Real Property. The Real Property at issue
includes the Maintenance Office, which is depicted as
Building 00020 in Exhibits 1 and 3 (attached), the Building
Storage, which is depicted as Building 00060 in Exhibit 1,
and a parking lot/road approximately 190 square yards
known as Structure 00037 (hereinafter collectively referred
to as "IHS Facilities").

Committees to approve the contract renewal for Red Plains
Professional Inc. in the amount of $185,745.94. Red Plains
Professional Inc. will continue to perform and provide
technical assistance for the Long Range Transportation
(LRTP) and the National Tribal Transportation Facility
Inventory (NTTFI) update in progress including GIS
services and Road Mapping on BIA IRR System roads for
2025 to 2027. No tribal dollars. Chairman or Designee to

Community Development Committee to authorize and direct
Colville Indian Housing Authority (CIHA) to submit an
application for the FY2025 Indian Housing Block Grant Competitive Grants FR-6900-N-48 (IHBG-Comp) prepared

applicant on behalf of the Colville Tribes and delegates
CIHA the authority to administer and manage said Indian
Housing Block Program - Competitive Grants FR-6900-N48. Chair or Designee is authorized to sign all pertinent

Tribal Government Committee to correct Tribal Member
T.K.S.B.'s Blood quantum. There is clear and convincing
evidence to approve the blood correction, per 8-1-250, for
T.K.S.B.'s. Through paternity testing demonstrating 99.99%
probability of paternity, E.C.W.III, has been adjudicated as
T.K.S.B.'s 's biological father, increasing her blood quantum
from 1/4 to 117/256. As required by 8-1-250 (b), Mr. B’s
mother has been notified of the blood correction and is in
agreement. In the event the Enrollment Committee does not
vote in favor of this recommendation, nothing shall preclude
Mr. B from filing a Petition for Blood Correction in the
Colville Tribal Court.
Education and Management & Budget Committees to
approve the Bureau of Indian Education 2025 Individuals
with Disabilities Education Act Tribal Child Count Data

$754,905.00. The performance period is January 1, 2022 September 30, 2026. The Chairperson or Designee has the

Natural Resources Committee to approve additional funding
awards under BIA Contract A20AV00084 in the amounts of
$11,786.00 for BIA Mod 33 and $69,372.00 for BIA Mod
35 for FY'25 BIA TFW/Fisheries Management/Rights
Protection (Boldt) account #199420. The total FY'25
awarded amount is $146,806.00, bringing the total contract
amount to $852,084.00. The performance period is October
1, 2019 to September 30, 2025 unless further extended. No

Natural Resources Committee to approve the Hellsgate Big
Game Winter Range Project Modification #1 (Contract
84051 Release 13 - Fund 313524). This modification will
reduce the contract budget to $5,240,041.00, a reduction of
$592,005.00, which will be redirected to the FY2026
Hellsgate contract. The contract is funded by the Bonneville
Power Administration. No Tribal dollars are associated with
this contract. The Chairperson or Designee has authority to
sign all pertinent documents.
Natural Resources Committee to approve the consultant
contract with CalForest Nurseries for sowing and growing
seedlings for planting in the Fall of 2026 and Spring of
2027. Contract amount is $567,290.06. Performance period
is when all parties sign until December 31, 2028.

Fisheries Committee to approve the requisition in the
amount of $100,000.00 to purchase Fish Feed at various
sizes (average cost per kilo). The fish feed is needed for the
Tribes Resident Fish Hatchery. Funded by BPA.

Fisheries and Natural Resources Committees to approve the
Letter of Support for Ecology's Streamflow Enhancement
Grant. The Confederated Tribes of the Colville Reservation
Fish & Wildlife Department supports and recommends The
Land Council's application to Ecology's Streamflow
Enhancement to potentially help fund future work on the
reservation. Chairperson or Designee has authority to sign
all pertinent documents.
Fisheries Committee that the Fish & Wildlife Sinixt
Division is authorized to collaborate with the Marc Boutin
Architectural Collaborative Inc. regarding the MBAC Grant
in British Columbia. It is the determination of the Colville
Business Council that this collaboration does not conflict
with any current applications of the Confederated Tribes of
the Colville Reservation. The Colville Business Council
supports the proposed project. This recommendation does
not approve any specific applications or contracts.
Fisheries Committee to approve the Cooperative Agreement
Contract #84051, Release #00052 award from BPA in the
amount of $1,293,241.00 for the Colville Hatchery (O&M)
Operation and Maintenance program. This funding will be
used to produce an annual stocking plan for each managed
waterbody. The performance period is December 1, 2025 November 30, 2026. The Chairperson or Designee has
authority to sign all pertinent documents.
