Bryan Boiler & Burner Co. LLC and Paschal Sherman
Indian School in the amount not to exceed $96,202.00. The
Contractor will disconnect and remove one existing
Lochinvar boiler and dispose of. Install one new Viessmann
Vitocrossal 200 C12-1500 boiler with a 10-year heat
exchanger warranty and a 2-year parts warranty. Install LPG
piping, hydronic piping and neutralizing kit with necessary

Williams (member), for grazing privileges for on Range
Unit 18 (Coyote Creek) for the 2023 to 2027 grazing permit
cycle. The grazing fees of $1.20/AUM for Tribal tracts and
$15.00/AUM for allotment tracts will apply established by
resolution 2023-209. The permittee shall comply with the
Best Management Practices (BMP's) set forth by the Range
Program for the duration of the permit. Chair or Designee is

Fisheries Committee to approve the equipment purchase
from Innovasea for acoustic telemetry equipment for the
study of juvenile White Sturgeon. The purchase will include
a transmitter and coded acoustic receiver with acoustic
release. Funded by BPA. The purchase value is
$101,179.00. The agreement for purchase includes an
arbitration clause, with arbitration to occur in Boston,
Massachusetts, in the event of a dispute. Solely for the

Fisheries Committee to approve the Cooperative Agreement,
Contract ID 84051-061, for Resident Fish RM&E to
conserve, enhance, and restore native fish populations on the
Confederated Tribes of the Colville Reservation and Usual
& Accustomed Areas. This project is funded by BPA. No
tribal dollars required. The total value of the award is
$772,487.00. The performance period is May 1, 2026 - April
30, 2028. The Chairperson or Designee has the authority to
sign all pertinent documents.
Fisheries Committee to approve the pre-award in the amount
of $223,691.00 for Invasive Mussel Early Detection
Monitoring at 10 key locations along Lake Roosevelt and
Rufus Woods. The funding for this project is federal and
require no tribal dollars. The performance period is October
1, 2026 - December 31, 2027. The Chairperson or Designee
has authority to sign all pertinent documents.
Fisheries Committee to approve the subcontract with
Confluence Environmental Company and ICF in the amount
of $220,671.00. This subcontract will update the existing
Ecosystem Diagnostic and Treatment (EDT) model and
Okanogan River Basin Habitat Status and Trend Report
(HSTR) with a new 2025 data scenario. Funding is from
BPA. The performance period is from when signed by all
parties to February 28, 2027. This project is federally
funded. No tribal dollars are required. The Chairperson or
Designee has authority to sign all pertinent documents.
Fisheries Committee to approve the award from Bonneville
Power Administration (BPA), Contract number 84051 REL
59, 2003-023-00 EXP for the Chief Joseph Dam Hatchery
M&E project in the amount of $1,195,356.00. The
performance period is from May 1, 2026 to April 30, 2027.
This project is federally funded. No tribal dollars are
required. The Chairperson or Designee has authority to sign
all pertinent documents.
Fisheries Committee to approve the new award from
Bonneville Power Administration (BPA), Contract number
84051 REL 60 for 2003-023-00 EXP for the Chief Joseph
Dam Hatchery O&M in the amount of $3,476,844.00. The
performance period is from May 1, 2026 to April 30, 2027.

Fisheries Committee to authorize a subcontract with Trout
Unlimited in the amount of $414,961.00. These funds are
designated for the advance design from 30% to 60% to
remove Enloe Dam. The total grant award is from
$4,896,250.00 with $414,961.00 encumbered to complete
tasks within this subcontract. Funding is from US Fish &
Wildlife Service through the National Fish Passage
Program. The performance dates are from October 1, 2025
to September 30, 2027. No tribal dollars are required. The
Chairperson or Designee has authority to sign all pertinent

Fisheries Committee to authorize the renewal of the Upland
Finfish Hatching and Rearing General Permit. Permit
number WAG137022, between the Confederated Tribes of
the Colville Reservation and the Department of Ecology.
This permit is associated with the Chief Joseph Fish
Hatchery Program for the Riverside Acclimation Pond
located in Riverside, WA. The permit will include an
assessment of annual fees to recuperate the expenses related
to the management of the water quality permit program. The
permit will be effective October 1, 2026 to September 30,
2031. No tribal dollars associated with this permit. The
Chairperson or Designee has authority to sign all pertinent
documents.
Fisheries Committee to approve the Icicle Creek Fishery
2026 Colville Tribal Member, p'squosa Ceremonial and
Subsistence Spring Chinook Fishing Regulations. The

Fisheries Committee to approve the 2026 Chief Joseph Dam
Tailrace and Mainstem Columbia River Colville Tribal

Law and Justice Committee to memorialize the following
guidelines in regard to the Prosecutor's Office:
The Prosecutor's Office ("Prosecutor") has a discreet and
independent role in the government of the Confederated
Tribes of the Colville Reservation. The job of the Prosecutor
is to enforce fair and impartial compliance with all
applicable laws. A separation between the Prosecutor and
the elected branch of Colville's government, the Colville
Business Council ("CBC"), as to specific cases or
individuals being prosecuted is essential to promote fair and
impartial compliance with the law and ethical standards, and
also to maintain the Prosecutor's integrity and credibility.
The Prosecutor provides prosecution of criminal offenses,
and related services such as advocacy in MINOC cases. The
attorney positions, Managing Prosecuting Attorney and
Deputy Prosecuting Attorney, work under the terms of their
respective contracts with the Colville Tribes. The
Spokespeople who work as prosecutors, or support staff,
work under the terms of their employment with the Colville
Tribes. In its executive and legislative roles in the Colville
tribal government, CBC sets general priorities for the
Prosecutor, such as through CBC's legislative ability to
amend the Colville Tribal Code including the parts of the
Code applicable to criminal offenses and other work of the
Prosecutor. Current priorities include the enforcement of
mandatory minimum sentences established by CBC in
Tribal Code and an enforcement focus on offenses involving
violence, sexual assault, illegal drug use or distribution,
and/or hunting and fishing offenses.
The Managing Prosecuting Attorney must guide all services
provided by the Prosecutor and must ensure that all staff
comply with the law and with applicable rules of
professional conduct. Rules of professional conduct include
the Spokesman's Oath of the Colville Tribes and the
Washington State Bar Association's Rules of Professional
Conduct for attorneys. The Managing Prosecuting Attorney
must also ensure that work product of the Prosecutor, in
regard to the office as a whole and in regard to individual
prosecutors and support staff, meets an appropriately high
level of competence and professionalism.

The Managing Prosecuting Attorney must address internal
office issues, including discipline or termination of staff, in
conjunction with the Human Resources department of the
Colville Tribes, just as any other department head of the
Colville Tribes. The Managing Prosecuting Attorney may
hire a Deputy Prosecuting Attorney, Spokesperson
prosecutors, or staff in the manner of all other department
heads of the Colville Tribes. The Managing Prosecuting
Attorney must work with Colville's governmental
administrative staff to address budgeting and other
administrative matters as needed. The Managing
Prosecuting Attorney must report to the Executive Director
of the Colville Tribes for personal supervision on day-to-day
matters such as approvals for leave requests or spending
requests made for the Managing Prosecuting Attorney on
their own behalf.
In the absence of a Managing Prosecuting Attorney, CBC
and the Office of Reservation Attorney retain the full right
to inquire about and address all of the managerial functions
that would fall to the Managing Prosecuting Attorney if the
position were filled. CBC has the exclusive power to
discipline or terminate the employment of the Managing
Prosecuting Attorney as that position is a contract position
that reports to CBC. The Deputy Prosecuting Attorney may
be disciplined by the Managing Prosecuting Attorney as
needed, with the assistance of Colville's Human Resources
department in the manner of any other department head, but
termination of the Deputy Prosecuting Attorney is reserved
for the sole discretion of CBC as that is a contract position
with the Colville Tribes.

the Interim Tribal Historic Preservation Officer (THPO) per
the agreement between National Park Service, US
Department of Interior, and Confederated Tribes of the
Colville Reservation for the assumption by the Tribes of
Certain Responsibilities pursuant to the National Historic
Preservation Act (16 USC 470). The committee also
recommends that upon successful completion of the training
program, Ms. Stanger will become a permanent THPO. The
Chairperson or Designee has the authority to sign all
pertinent documents.
Tribal Government Committee to display of the
Confederated Tribes of the Colville Reservation logo on the
new forsitegeo.com website. The use of the CTCR logo will
highlight the partnership the Northwest Management Forsite
has had with the CTCR. The Chairman or Designee is

Tribal Government Committee to rescind Resolution 2026275 regarding the relinquishment of Corrina Justine Kaubin.
The original recommendation indicated the incorrect date of
