5. Tribal Credit – Per Resolution #2018-726
To authorize, as an Approved Program under the Confederated
Tribes of the Colville Reservation General Welfare Ordinance,
a one-time grant to enrolled members of the Colville Tribes age
18 or older that complete an application certifying their need
and the impact on them of the COVID-19 public health
emergency. The grants shall be paid from the funds the Colville
Tribes received from the Department of the Treasury under
Title V of the CARES Act. The Colville Business Council has
determined that such grants are necessary to respond to the
COVID-19 public health emergency and that the application
requirement is the most administratively feasible way to assess
individual need for the grants as required by the Treasury
Department guidance and FAQs in effect as of the date of this
resolution. The grant amount will be determined by the
Enrollment Department but shall not exceed $700.00 per
eligible recipient. The Chairman or his designee is authorized
to sign any pertinent documents.
To adopt the Confederated Tribes of the Colville Reservation
General Welfare Ordinance to implement the Tribal General
Welfare Exclusion Act of 2014 (Pub. L. 113-168) and establish
a mechanism to provide grant or other assistance to members of
the Tribal Government, Management & Budget/Community
Development and Law & Justice Committees to declare an
emergency pursuant to CBC Procedural Rule 3(c). Once
approved, a copy shall be forwarded to the Code Reviser for
certification and distribution. The Chairman or his designee is
authorized to sign any pertinent documents.
To modify the current contract with Alice Koskela to include
research and vetting of: Betfred Sports LLC and IGT
PlaySports. It is further recommended that the Chairman or
designee be authorized to sign said modification.

To rescind Resolution 2020-393, dated 8/6/20, due to incorrect
fund number designations. To accept the attached signed Dept.
of Health Contract TRB23699 Amendment #5 and correct the
fund number designations in the amounts of $12,291 to Fund
540020 (not 540019) and $644 to Fund 540019 (not 540020) for
a total of $12,935. No Tribal Dollars. To accept Chairman
signature on Amendment #5, dated 8/6/20.
To approve the Low Income Home Energy Assistance Program
SF-424 Grant Application for FY 2021 in the amount of
$517,402.00. And to authorize the Tribal Chairman or designee
to sign all pertinent documents.

To sign the attached "Indian Nation Program Agreement Independent Living Skills Program" which will extend the
current Program Agreement between the Colville Tribes and the
State of Washington's Department of Children, Youth and
Families until June 30, 2021. The Chairman or designee is to
sign all pertinent documents.
To accept the FY 2020 Office of Head Start 2% COLA and
Quality Improvement Funds (90CI9932-05-03) in the amount of
$82,302. Tribal Chairman or designee to sign all pertinent
documents.
To approve the carryover request for the Office of Head Start
Grant 90CI9932 in the amount of $2,195,735 for unfinished
projects from FY 2019 to FY 2020. No additional funds and the
budget shall be amended accordingly. Chairman or designee to
sign all pertinent documents.
To accept the Office of Head Start CARES Act Funding,
90CI9932-05-02, Office of Head Start Grant funds in the
amount of $101,063 Federal funds, no additional non-federal
match required. Tribal Chairman or Designee to sign all

To support the submittal of the Economic Development
Administration's Partnership Planning Grant for $150,000 over
3 years with the estimated start date of August 2020 to July
2023. This grant has been with the Tribes for over 20 years and
helps the Comprehensive Planning Department carry out yearly
duties. Additional documents requiring submission can be
signed by Chair or designee that has authority to sign all related
paperwork.
To approve the Business Communications Lease between the
Confederated Tribes of the Colville Reservation and New
Cingular Wireless PCS, LLC. (AT&T). The Lease is located
on Tribal Tract No. 101-TR18 (Moon Mountain). Lease will be
for a wireless communications site. The Monthly negotiated
dollar amount for rent is $1,275.00 for the initial year with a 3%
annual increase. The Term of the lease is 25 years. Chair or
designee to sign all pertinent documents.
To approve the appended Contract Change Order in regard to
Ogden Murphy Wallace PLLC. The Chairman or designee is to

Colville Tribes contribution to Project PO-20-M82 Wastewater
settling ponds drainage repair. Indian Health Service will

qualified tribal members. These systems may include wells,
water systems and septic systems. The total estimated cost of
the proposed facilities is $350,000, for The Colville
Confederated Tribes. The Chairman of the Colville Business

to replace the name "Laketha Jordan" with the name "Dr. Daniel
Barbara," and the words "Ms. Jordan" with "Dr. Barbara." The

point of contact for the coronavirus response and is granted the

To approve the contract with Peone Logging in the amount of
$143,173.25 for permanent removal of 1 culvert, construct 14
stream ford crossings, temporarily close 1 forest road,
decommission 8 miles of road, install drainage improvements
on 3 mile of road, construct a 1/2-mile of new road. The work
performed will improve water quality, fish and wildlife habitat,
and hydrologic flows. Contract to be paid from account
#461002. A contingency fund of $10,000 has been included in
the contract price to cover any unforeseen costs associated with
the contract. If any portion of the contingency fund is needed to
complete the contract, the Executive Director will be the
authorized signee. Any use of the contingency fund will be at

improve water quality, fish and wildlife habitat, and hydrologic
flows. Contract to be paid from account #461002. A
contingency fund of $10,000 has been included in the contract
price to cover any unforeseen costs associated with the contract.
If any portion of the contingency fund is needed to complete the
contract, the Executive Director will be the authorized signee.
Any use of the contingency fund will be at the request of the
Contract Officer Representative (COR). The contractor is not
authorized to request or propose any use of the fund. Use of the
contingency fund will not fall outside the contract's current
scope-of-work. Any changes made to the contract that fall
