To approve the host location selection of Sun Mountain Lodge
for the location of the 2017 Northwest Indian Youth Conference
sponsored by the Confederated Tribes of the Colville
Reservation. As hosts for the N.W.I.Y.C. we would like to take
this opportunity to lead our younger generation in a positive and
pro-active manner by providing a youth conference unique and
set apart from any previous conference. At this event, we allow
our youth to engage in our customs with various traditional
events, team building exercised, pow-wows, and other activities
in an effort to bring positive recognition to our culture and
promote important initiatives for the youth in the Pacific
Northwest Region. The N.W.I.Y.C. is a gesture of hospitality to
welcome neighboring tribal youth to socialize and celebrate our
heritage by teaching the youth about our cultural customs with
keynote speakers, presenters, and interactive workshops. At the
request of our CCT tribal youth, we would like this event to be in
one of the twelve traditional territories. This location will allow
us the opportunity to educate and inform the youth, adults, and
local community members about our local Methow tribal history.
The 2017 NWIYC will be co-funded through a $100,000 TANF

To approve the modified Contract Amendment ADRC Enhanced Options Counseling 1369-81431 Amend #3. This
Contract between the State of Washington Department of Social
& Health Services (DSHS) and the Contractor is hereby amended
as follows: A. The period of performance is extended through
September 30, 2017. B. Exhibit A-1, Statement of Work, is
revised and replaced by Exhibit A-2, Statement of Work, which is
attached hereto and incorporated herein. C. Exhibit B-1, Budget,
is revised and replaced by Exhibit B-2, Budget which is attached
here to and incorporated herein. D. Attached Notice of Award is
added to Exhibit C. E. The maximum consideration is increased
by $1,500, for a new total maximum consideration of $4,714. All
other terms and conditions of the Contract remain in full force
and effect. No additional Tribal dollars required. Chair or

To approve DOH WIC contract N22325/Fund 540017, which is
an interagency agreement between the State of Washington
Department of Health WIC program and the Colville
Confederated Tribes. This budget modification #1 increases the
allocation of WIC funds for the period of January 1, 2017 to
September 30, 2017 for a total of $44,690 to support wages and
program expenses. Chairman or designee to sign all required
documents.
To approve the Indian Health Services Tribal General Equipment
Funds request in an amount up to $300,000 that would provide
funding to the Inchelium Health Center Expansion project. No
tribal dollars required. Council Chair or his designee to sign all
pertinent documents.
To approve the attached budget modification for account #19302,
subsidiary 13-129, moving $567,919.88 from QQ Second Half
Elder Trust Land Sale Purchases (Resolution 2013-129) to the
Land Purchase Account #550.550. Chairperson or designee has
the authority to sign all pertinent documents.
To approve carryover of federal funds from FY16 to FY17 in the
amount of $136,718.00 for the Employment & Training Program.

To approve an exception to Resolution 2017-08 and include all
pending enrollment cases and adoption cases for the 2017 181-D
(Grand Coulee Dam) Annual BPA Settlement disbursement from
account PL7219709 to be distributed on or before March 27,
2017. All pending enrollment cases and adoption cases shall
meet the eligibility requirements per Resolution 2017-08, with the
exception of the February 9, 2017 as the enrollment deadline. All
pending and adoption cases shall be presented at the next Tribal
Government Committee.

To approve the participation by Kris Ray, Air Quality Program
Manager in the Office of Environmental Trust, in the
Environmental Trust, in the Environmental Protection Agency
Clean Air Act Advisory Committee. Chairman or Designee
authorized to sign all documentation.
That the Confederated Tribes of the Colville Reservation will
pursue participating in the settlements by submitting the
necessary documentation to become a Beneficiary, develop a
mitigation plan and identify projects meeting the criteria set forth
in the settlement consent decrees. The Natural Resource Director
will coordinate the effort to participate in the settlement. The
Business Council will be provided the details of projects before
applying for funds. No Tribal funds are requested. Chairman or
Designee authorized to sign all documentation.
To approve the $12,750 adjustment to the Timber Type Cover
Map Contract. This will increase the contract from $81,000 to
$93,750. This adjustment will add a final deliverable of
populating site index reservation wide for all timber types
mapped for the Colville Reservation. See attached documents for
more information on the scope of work to be completed.

To approve for permission to apply for Non Native Predator
Removal from BPA funds in the amount of $225,000 and

Marks Miller Post & Pole in the amount of $102,838.20 and the
fund numbers is 313516 and authorize the Chairman or his/her

To approve the request for permission to apply for the
Reintroduction of Salmon above Grand Coulee Dam Grant in the

Mine Road ending at Butter-cup Housing. (1.179047 miles x 1
foot) 1) Requesting a time frame of 18 month construction period,
utilizing franchise agreement with Ferry County and Colville
Tribes Bureau of Indian Affairs. 2) asking for 50 year Rights of
way, where this fiber optic will be installed, in around the
perimeter Tribal Business Buildings/fixtures, within the Tribal

To uphold the decision of the Colville Tribes Land Use Review
Board made during public hearing on January 25, 2017 to
approve the special use permit #16.206 for the Town of Coulee
Dam's Wastewater Treatment Plant project. Approval of this
special use permit will be bound by the conditions listed in the
Administrator's staff report.
To approve CCT Planning to develop an MOA for proposal to the
Town of Nespelem for the purpose of coordinating the planning
process resulting in a remedy of the currently incapacitated Town
CWS. At the 2/8/17 Nespelem District Meeting, the membership
expressed consensus that CCT Planning develop alternatives that
prove fitting to all stakeholders affected by the CWS of the
