Competitive Grant Program Notice of Funding Opportunity
(NTIA-DECGP-2024).
Whereas the proposed project will include:
- a digital skills program created and run by certified,
culturally informed Digital Equity Specialists who will be
assigned to locations across the Reservation to implement
digital skills training, identify needs and solutions, and
support integration of broadband internet to all
communities;
- partnering with North Central Washington Tech Alliance
to create culturally informed curriculum materials and
resources, to train the Digital Equity Specialists and offer
on-going support and resources to the Digital Equity
Specialists;
- partnering with Thriving Together NCW to utilize their
subject matter expert to work with the Colville Tribe
Behavioral Health Program and Lake Roosevelt Community
Health System (LRCHC) to assess their current telehealth
program, provide recommendations and subject matter
experts to implement the recommendations at the directions
of their respective leadership. In addition, the subject matter
expert will collaborate with the Colville Tribal Libraries to
establish digital access points, ensuring that members have
the necessary technology and private spaces for telehealth
appointments, social care meetings, or other essential
business;
- creating of a comprehensive Digital Opportunity Plan for
the Colville Tribes to be able to fully leverage the potential
of broadband-enabled technology across services, industries,
and communities; and
-support development and implementation of a mobile app
to enhance community engagement, cultural preservation
and learning, government services, and more.
Whereas, all beneficiaries of the proposed activities and
interventions are members of a Native Entity.

successful, additional training will include: traumainformed, recovery-based care for people with such
disorders in emergency situations and as appropriate to
maintain licenses and certs relevant to serve the CTCR.

Reservation. She has already enrolled with the QUINAULT

Department to continue a contract with Laboratory
Corporation of America Holdings (LabCorp) to collect and
process DNA samples from Enrollment and descendancy
applicants. Please see attached Exhibit 2 fee schedule.
Tribal Government Committee to approve the disbursement
of the 2024 November Elder Quarterly Stipend, in
accordance with Resolution 2024-199, from account
PL75747012. The stipend will be distributed as follows:
eligible tribal members of the Confederated Tribes of the
Colville Reservation aged 55 to 62 will receive $500.00
each; eligible tribal members aged 63 and over will receive
$750.00 each. The elder stipend shall be distributed on or
before November 4th, 2024. Members must be aged 55,
enrolled and living on October 4th, 2024. The Debt Set-Off
Ordinance and Retroactive Payments shall not apply.
Department hold lists are due by October 17th, 2024. The
Chair or Designee is authorized to sign all pertinent
