view mirror and are good for access to some Forest
Service fee areas. Area maps available.

CONSTITUTIONAL AMENDMENT PROCESS continued from cover story

These families have documented Tribal
affiliation as Coos, Lower Umpqua and
Siuslaw members. Today, now several
generations later, family lines should
not be prohibited as they did not benefit
or were not involved in past generations
decision. We feel that is unjust. Changes
need to be made.
Another area that may be suggested is
in the Election Process, to allow for a form
of primary process in future Tribal Council
Elections if we have more than two
candidates running for the same position,
currently the Constitution has timelines
that does not allow for such a process.
This has been a part of discussion of the
Election Committee, who are responsible
for conducting our Elections.
Finally, there is some language to
be changed due the changes to the
BIA requirements over the years with
provisions that are no longer applicable.
The Council is committed to dedicate as

much time as needed for this amendment
process to do it right. This will not be a
fast process. Nothing in our 2023 Tribal
Council Election process will change as
result of efforts to begin this process.
What the BIA will do? Once BIA
receives our proposed amendments, BIA
will need to be sure that the amendments
are legally sufficient and then will officially
accept them. BIA will then establish a
Secretarial Election Board with a member
of the BIA to serve as the Chairperson,
call a meeting of this board with 5 days
of acceptance and set the date for this
Secretarial Election. The BIA will send out
a “Notice” of the Secretarial Election date
to all those members 18 and over. The
BIA will then send out special “registration
packets”, as all of our Tribal Members will
need to register with the BIA to participate
in the Secretarial Election. Finally, the BIA
will send out ballots for this election. The
Secretarial Election Board will establish
a place to tabulate votes and the BIA will

facilitate the tabulation and certify the
results.
How Can General Membership Get
Involved? We are creating a form, that will
be available online and in paper form, for
every member 18 years of age and older
to comment and make any suggestions
on Amendments to the Constitution and
their reason why. We will use ALL the
membership input to guide us as we
create the official draft Amendments we
will submit for approval to the BIA and the
General Membership. Our goal is to bring
the Constitution up to date, while keeping
the intended safeguards written in by the
authors of the constitution. We will be
sending out information to each member
very soon. Be watching your mailbox and
reading the Tribes Newsletter for important
information.
We hope to hear from all of you in this
very important process.

“COMMUNICATION is the KEY”

To the CTCLUSI Tribal Membership,
My name is Teresa Spangler and I currently hold position
# 4 on Tribal Council.
I want to share my thoughts on communication with Tribal
Membership. We have many different forms of multimedia
and still struggle in the area of communication. As a Council,
we want to be transparent and make sure you know what we
are doing on your behalf. We try hard to provide information
to all Tribal Membership about progress and projects as
soon as we can.
We have several ways the Tribe directs communication to all
of you such as:
• The Tribal Newsletter – The Voice of CTCLUSI
• CTCLUSI Website
• Two Council meetings each month. The second Sunday
at 10 am and the Last Wednesday of each month at 6
pm (Zoom is always available) Both are open to all Tribal
Membership.
• The information is posted at the Government offices in
Coos Bay and Outreach offices in Eugene and Florence
• Auto Dialer Calls to Tribal Families
• Direct Mailings to every household
We wholeheartedly believe it is our goal to keep everyone
informed about new information for members & our activity
and goals. But please know it is all of our responsibilities to
have the correct information and we encourage everyone to
reach out if you have a question or concern.

We, as a Council try to encourage members to attend
meetings and be informed. At the Holiday Party on Saturday,
December 10th, which was very well attended, the Chairman
announced that the Council meeting would be held the
following morning at the same place. Many members stayed
the night. On Sunday, we thought we might have a larger
attendance than we typically see for our monthly council
meeting. Unfortunately, we did not, with only 3 members
attending in person and two via zoom.
I always say we can never over-communicate! We want to
stay transparent with what we are doing and we would like
for you to help us keep that commitment. Ways you can

We are continuing our language
classes this winter starting the
first week of January. Our classes
alternate between the three different
languages; miluk (Coos), hanis
(Coos), and sha’yuushtɬ’a (Siuslaw)
uɬ quuiich (Lower Umpqua) for
10-weeks long. Our curriculum is
centered on “Language in the Home’’
because that is where language
begins. Last fall, we focused on
learning how to introduce ourselves
and family, where we live, places,
emotions, food and cooking. While
we work to build on our vocabulary
you do not need to take previous
language classes in order to join us!
This winter we will learn about
weather and times of day which is
a great unit we circle back to every
class and build on, since our classes
are held on zoom, everyone who
participates tends to have slightly
different weather situations and it
creates a fun and very practical dialog
to engage in! We are also covering
sickness and health, house cleaning,
house commands, and locating
objects around the house. Our
class focuses primarily on speaking,
but we have various activities that
support our active listening and
writing skills. Language classes are
built in connection to our culture,
as we engage in language we are
always in connection to our culture,
learning the stories, customs, and
indigenous ways of knowledge, art,
and strengthening our identity as a
Tribal community. Please see the

We have established our language
requirement through the University of
Oregon! There is potential to expand
this for students through other
Universities and we are working on
creating these pathways! If this is a

CTCLUSI Partners with OSU Seeds for Success Program
The CTCLUSI Department of Forest
Management and Department of Culture
and Natural Resources are excited to
be partnering with the Oregon State
University (OSU) College of Forestry
(CoF) on the Seeds for Success program.
The aim of this program is to support tribes
in developing their capacity to collect and
propagate seeds from culturally important
plants, and to develop tools for restoring
both tribal and federally-managed lands
using traditional ecological knowledge
(TEK).
The Seeds of Success program is led
by Dr. Cristina Eisenberg, who is Native
American, and is also the Associate Dean
for Inclusive Excellence and Director
of Tribal Initiatives at the OSU CoF. Dr.
Eisenberg is well known and respected for
her work studying interactions between
wolves, bison, elk, fire, and indigenous
land management practices.
Dr. Tom DeLuca, the OSU CoF Dean, is a
co-investigator on the project. Dr. DeLuca
is a soil scientist who has studied forest
soils throughout the U.S. and Europe.
His current research interests include the
effects of cultural burning on soil nutrients,
carbon cycling, and plant health.
CTCLUSI staff are currently working
with Dr. Eisenberg and Dr. DeLuca to
develop a cooperative research project
that will look at the effects of different
forest management activities on culturally
important plants. The overall goal of this
research will be to develop monitoring
tools that can be used to identify the types
of forest treatments that provide the best
balance of economics, biological diversity,
ecological resiliency, and an abundance
of culturally important plants for use by the
Tribal Membership.
Implementation of this research project
will require a team of field technicians,
who will measure plots on the Tribal
Forest to determine the presence of
culturally important plants. These plots
will be measured again following forest

management activities such as timber
harvest, thinning, and prescribed fire.
The results will help us to determine
which combination of treatments are most
effective at achieving the Tribe’s desired
results, not only in terms of timber and
revenue production but also in terms of
protecting and promoting other things that
Tribal Members value.
Both OSU and CTCLUSI staff are
placing a strong emphasis on utilizing
Tribal Members, and especially Tribal
Youth, to support this important work.
Towards that end, OSU is seeking to hire
five field technicians for full-time seasonal

work this coming summer. These field
technicians will be provided with food, gas,
and transportation expenses in addition to
hourly compensation at federal pay rates.
Funding is also available for personal field
gear such as work boots. This work would
also provide valuable experience working
alongside world-renowned researchers,
as could lead to future academic
opportunities through OSU.

BLM/OSU/CTCLUSI Partnership:
Pacific Northwest Tribal Conservation Corps Project for Seeds of Success
Do you want to learn how to measure forest stands, using
best silviculture methods? Do you want to learn about eDNA,
pollinators, and culturally significant plants? Do you want to help
restore resiliency to fire-prone forests? Do you want to learn
about soil ecology and fire? Do you want to help create healthy
forests that can meet human needs? If so, join us as a field
technician on the Pacific Northwest Tribal Conservation Corps
Project for Seeds of Success. There are five field technician
positions at Oregon State University, for work in the CTCLUSI
community, on BLM lands and Tribal Lands. A food per diem and

gas/transportation will be provided. Interns will be paid at federal
rates, starting at $20.00 per hour, for full-time work. Work begins
in May and runs through early September. You can work for all
or part of this time. This project is led by Dr. Cristina Eisenberg,
who is Native American, and is the Associate Dean for Inclusive
Excellence and Director of Tribal Initiatives at the OSU College
of Forestry (CoF). CoF dean Tom DeLuca is a co-investigator. No
previous field experience is needed, all that we seek are people
who are excited about learning and passionate about creating
healthier forests.

Tribal Families Gather for Holiday Celebration

Tribal Families and friends gathered for a
Holiday Celebration on Saturday, December
10, 2022 at the Three Rivers Casino
Resort in Florence, Oregon. As families
arrived they were greeted by Tribal
Government staff members. They
had an opportunity to visit amongst
one another and talk to staff
members from the Education
department and the Culture and
Natural Resources Department
at booths located in the back
of the Events Center. Youth
were gifted with Thunderbird
plushies and families received
their 2023 Calendar from
the Tribe created by Quuiich
Tribal member Morgan Gaines.
Families also enjoyed a fun and
festive photo booth where they
made memories and received
picture strips capturing the moment.
Chairman Brad Kneaper welcomed
everyone in attendance. He made sure
to remind everyone of the hard work the
Three Rivers Casino staff did to set up the
beautifully decorated Events Center, as well as
the coordination and planning from the Government
staff. Chairman Kneaper thanked them all for their hard work
and then invited Chief Doc Slyter to give the opening invocation.
Chief Slyter also played a beautiful song on his flute and then
invited everyone to line up for dinner, Elders first.
Friends and families laughed and played throughout the
evening’s dinner. Tribal Council made their way to the stage

to start handing out raffle gifts. The excitement
grew as names were called for prizes for both
youth and adults.

lead all the youth in singing some
traditional songs and a few holiday
carols. Jingle bells were passed
out amongst the youth, and they
exuberantly rang their bells and
danced around the stage while
they sang. During their last
song of Santa Claus is coming
to town, a set of bells could
be heard and a special visitor
joined them on stage.
Tribal Council members helped
Santa greet all the children and
give out stockings filled with
treats. Everyone had a moment
with Santa, and lots of ear to ear
grins appeared as they talked. Tribal
Council then gathered around for their
own photo with Santa and the night ended
on a joyous note.
Thank you to everyone who made this event
a success. It is so good to be able to see you again
face to face as we continue make our way thru the pandemic,
still with caution for our most vulnerable. We look forward to
seeing you in the future as we continue to plan in person events
while monitoring CDC recommendations. We hope you had a
joyous and warm Holiday Season and a very Happy New Year.

Tribal Elder Linn McNutt Walks On
Linn N. McNutt, 79, of North Bend passed away on November 18th, 2022 in Coos
Bay. He was a member of the Hanis Coos band of the Confederated Tribes of Coos,
Lower Umpqua & Siuslaw Indians.
A graveside service will be held at the Coos River cemetery.
Linn was born in North Bend, Oregon to Hazel Ernestine Anderson McNutt and
Lawrence Linn McNutt on October 6th, 1943. He attended Marshfield High School,
later graduating from South Western Oregon Community College (SWOCC). Linn and
his brother Warren joined the U.S. Army together in 1961. Linn continued to serve
until1964. He worked as a Hook Tender for Weyerhaeuser Co for 20 plus years. He
was involved in the Eagles Lodge. Linn enjoyed hunting deer and fishing for salmon.
He was an active participant in tribal council meetings and enjoyed the interactions
with the tribal membership.
Linn is survived by his wife Donna Rider Perkins McNutt, Mike McNutt (Bea), Anita
Beauchemin, Eugene Perkins, Arron McNutt (Stephanie), sister Arleen Perkins,
brothers- Warren, Stanley (Bev), 6 grandchildren, and a dear friend Jason Hoffman.

Be Prepared for Flu Season
Flu season takes a significant burden on families across the country
each year, but the timing and impact vary each season. According to the
Centers for Disease Control and Prevention (CDC) influenza surveillance
system, which measures flu activity while it is occurring, is forecasting an
elevated flu season this year. Each flu season, the flu viruses are different.
This season’s researchers indicate four common flu viruses.
As we go into the 2022-2023 winter season, remember getting the annual
flu vaccine is the best way to protect yourself and your family from the flu.
Therefore, it is recommended that everyone 6 months years old or older
should get an annual flu shot. This is also recommended for individuals
who are 65 years and older, pregnant people, people with a certain
chronic condition like asthma, diabetes, or heart and lung disease, and
other individuals at higher risk of serious flu complications. Use Vaccine.
gov to find a location near you, then call or visit their website to make an

To prevent the spread of the flu, it is recommended to practice the
following techniques on a daily basis:
Avoid close contact with people who are visibly sick.
If you are sick, stay away from others as much as possible.
Cover your coughs and sneezes.
Wash your hands with soap and water. If soap and water is not available
use hand sanitizers.
Avoid touching your eyes, nose, and mouth.
Clean and disinfect surfaces and objects most commonly use in your
household.
What to do if you get sick? If you’re feeling a fever, coughing, sore throat,
runny or stuffy nose, body aches, headaches, chills, and fatigue, it is possible
that you have caught the flu. In most cases, please stay home and avoid
contact with other people except to get medical care if needed. However, if
you have symptoms and are in a higher-risk group, contact your healthcare
provider for treatment options. For

Elders Christmas Luncheon

On December 8th Tribal Elders, spouses and
staff gathered at the Community Center for our
first Holiday Luncheon since 2019. It was a
wonderful time catching up with one another,
playing games and enjoying a delicious meal
together.
We started things off with a very informative
presentation by our Guest Speaker on
Medicare 101. After lunch and the end of the
presentation, we prepared for some fun rounds
of Bingo. Many Elders won some great prizes;
some of the items were beautifully handmade!
They also received a beautiful door prize
ornament.
Everyone seemed to greatly enjoy their time
together as a Tribe and a Family. We are looking
forward to more lovely gatherings in the future!

WINTER WEATHER SAFETY

The temperatures drop this winter remember to plan ahead for
yourself and potentially those in your community. It’s important
to know who may need help and what you’re prepared to face
in case your power goes out. Below is a checklist of items to go
through and think about as winter storms come in:
•Stay off roads if at all possible. If trapped in your car, then stay
inside. Prepare your emergency car kit in case you get stuck!
Include jumper cables, sand, a flashlight, warm clothes, blankets,
bottled water, and non-perishable snacks. Keep a full tank of gas.
•Limit your time outside. If you need to go outside, then wear layers
of warm clothing. Watch for signs of frostbite and hypothermia.
•Reduce the risk of a heart attack by avoiding overexertion when
shoveling snow and walking in the snow.
•Generators can be helpful when the power goes out. It is important
to know how use them safely to prevent carbon monoxide (CO)
poisoning and other hazards. Generators should always be

•Know the difference between a winter storm watch and a winter
storm warning
Watch: Alerts the public to the possibility of a blizzard,

of a Winter Storm.
Warning: Issued when hazardous winter weather in the
form of heavy snow, heavy freezing rain, or heavy sleet is imminent
or occurring. Winter Storm Warnings are usually issued 12 to 24
hours before the event is expected to begin.
• Keep an eye out for your neighbors if possible. If you know
someone who may be negatively impacted by the cold check to
make sure they’re prepared for power outages and are safe and
well in their home during cold weather.

The flu, COVID-19 and RSV: What you need to know
Older people and people with weaker immune systems are at-risk of
becoming seriously ill from the flu, COVID-19 and respiratory syncytial
virus (RSV). Young children can also become seriously ill from RSV.
Protect yourself and others as we spend more time together indoors:

Less than one wet
diaper every 8 hours

Get vaccinated. There are vaccines for both COVID-19 and the flu. There is no vaccine for RSV.
Stay home when sick.
If possible, avoid contact with people who are sick.
If caring for someone who is ill, wear a mask and wash your hands frequently.
Keep your hands away from your or your child’s face.
Wash your hands regularly for at least 20 seconds.
Clean surfaces that are often touched, such as doorknobs and electronic devices.
Wear a mask if you can in crowded indoor settings and around people who have weaker
immune systems.
• If you cannot wear a mask, avoid crowded settings, both indoors and outdoors.

Three Rivers Casino Gifts Donation to Marshfield High School Volleyball State Champions

Three Rivers Casino Coos Bay gifted $3,400
to the Marshfield High School Volleyball State
Champions. This donation provided them with the
funds to get their Championship rings for winning
the 4A tournament.

Important PRC
Application Deadline
The Purchased and Referred Care Department is now
accepting applications for the Purchased/Referred
Care (PRC) program for FY2023. You must submit a
new application every year for each PRC-eligible Tribal
member in your household. This year, the deadline for
applications is Tuesday, January 31, 2023. Failure to
submit an application for the program will result in
denial of eligibility for the PRC program. If an application
is received after January 31, 2023, PRC will only pay
claims 90 days prior to the date the application was
submitted for that calendar year. You can apply online
at www.ctclusi.org. You will see a link at the bottom of the
home page that will take you to the online form (or look under
Member Services, Purchased, and Referred Care). Please
be sure to upload the front and back of your insurance
card(s) to ensure we have the most current information. You
must complete a separate application for each PRC-eligible
family member. Please call PRC at (541) 888-4873 or (800)
227-0392 if you have any questions or if you need to have a
hard-copy application mailed to you or with any questions.

On December 6, 2022, Tribal Council member of the Confederated
Tribes of Coos, Lower Umpqua & Siuslaw Indians was honored at
the 9 Tribes/NARA prevention meeting in Portland, Oregon.
Doug has worked for 24 years in the substance abuse prevention
