TRIBE FILES LAWSUIT TO STOP BOEM’S WIND ENERGY LEASE SALE AND
REQUIRE MORE EXTENSIVE ANALYSIS OF WIND ENERGY IMPACTS

COOS BAY, OREGON – On Friday, the
Confederated Tribes of the Coos, Lower
Umpqua and Siuslaw Indians (“Tribe”)
filed a lawsuit against the Bureau of
Ocean Energy Management (“BOEM”)
in Oregon Federal District Court. The
lawsuit challenges BOEM’s cursory
environmental review for the development
of private offshore wind energy facilities
in two areas off the Oregon Coast near
Coos Bay and Brookings.
Earlier this month, BOEM authorized the
sale of leases in approximately 195,012
acres for wind energy development,
in areas that are within the Tribe’s
ancestral territory, and which contain
critical fish and marine wildlife habitat,
viewsheds of significant cultural and
historic significance to the Tribe, and
are important for Tribal and commercial

on October 15 th.

The Curation and Cultural Programs are reaching out to all Tribal Families to
seek artisans to create cultural works of art, including bead work and jewelry,
weaving, cedar works, painting, wood working and carving or historic family
photographs. Your contributions will be featured in various displays in many
Government properties, such as Three Rivers Health Center, CTCLUSI’s True
History Gallery Lag̣auwiiyat’as, and the Administration Offices located in Coos
Bay, Florence and Eugene.

The focus of these displays has multiple purposes. The Tribe wants to feature
the contemporary culture of our Tribe, as well as illuminate and celebrate the
skills of our Tribal members. Visitors, including Tribal families, staff and
members of our communities will be able to view the art and rich cultural
displays and hopefully learn and appreciate CTCLUSI origins, history, and
continued artistry.
Interested artists should submit their project ideas to Tribal Historic
Preservation Office, thpo@ctclusi.org, and a workgroup of cultural knowledge
holders will evaluate project ideas based on various factors and display needs.

Baldija Memorial Site Planning
We Want to Hear from You!

The Confederated Tribes of Coos, Lower Umpqua and Siuslaw
Indians is planning to honor our family members who have walked
on by creating a Memorial space at Baldija (Gregory Point). This
will be the future site of a memorial space designed to allow us time
to walk amongst the names of our loved ones, honor their memory,
and continue to follow their guidance.
The space will be designed to be the least disruptive of the existing
site, with the walking path being placed in a small grade above the
current soil. The memorial walls will provide a bit of wind break to
the area, and home the names of our loved ones who have walked
on.
This space will also be dedicated to the memory of our ancestors
whose names have been lost due to the colonization of our traditional
homelands. Through this Memorial, we hold space for them and
their lives, honor them, and thank them for their contributions to
the continuation of our Tribe and Culture despite the tragedies that
have taken them from our oral histories.
They walk with the Great Spirit, and we honor their memory.

We are looking for input on possible design motifs for the back side
of the memorial walls. Let us know or submit examples of images
for us to consider as we move forward.

directly, your thoughts and opinions on the design aspects of the
Memorial.

TRIBE FILES LAWSUIT

The lawsuit specifically alleges that BOEM violated the federal National
Environmental Policy Act (“NEPA”), including that it narrowly drafted an
environmental assessment that failed to consider: (1) the impacts of future
wind energy development; (2) the cumulative impacts of this project along
with other West Coast wind energy development; and (3) alternatives to its
proposal, including examining alternatives that exclude important habitat
areas from leasing and wind energy development. The lawsuit also alleges
that BOEM issued its decision before complying with its legal obligations to
protect cultural resources as required by the National Historic Preservation
Act.
“The decision to file this legal action was not taken lightly,” said Chair
Kneaper. “We would much rather work collaboratively with BOEM to
determine where the best places are to develop wind energy, minimizing
the impacts to the Coast and our people. Unfortunately, BOEM left us no
other options. Prior to filing the lawsuit on Friday, we notified both BOEM
and the Governor’s office that the Tribe is willing to withdraw its lawsuit if
the October lease sale is delayed and BOEM commits to assessing impacts
of wind energy development on the Coast.”

Annie Miner Peterson told the story of ‘The young man who
stepped on Snail’s back’ some time in 1933 or 1934 in Milluk, and
Melville Jacobs published it on page 54-56 of Coos Narrative &
Ethnologic Texts. I’m putting it up here, tho’ I am breaking up the
paragraphs a little differently so maybe it is easier to read on a
screen:
A young fellow was always going about here and there. His
parents were dead. It was his older brother who raised him. One
day he was running about, and then he stepped on a snail, and
it broke the snail shell.
That was the way a tiny piece of it got stuck in his foot, and he
was unable to get it out. Then he just gnawed at his foot, and
while gnawing at his foot, and while gnawing at it the blood got in
his mouth. “Oh how sweet tasting that blood is!!”
Unable to take out the piece of shell, he just went
back home. Now then he began to eat up
his people. He ate up all the people in
his village.
He had one younger sister.
Now his younger sister arrived
and she saw no one there.
Only her younger brother
was living there. The girl
had a small baby. “Give
the baby to me!” [he

she recalled hearing this
story told by her brother in
law Chief Doloos. She said
people avoided stepping on
snail shells because of this
story. Jacobs noted there are
other versions of this story in the
northwest.

Tribal Police Department Will Participate in
National Prescription Drug Take Back Day

The Tribal Police Department will once again be participating in the National Prescription
Drug Take Back Day held on Saturday October 26th from 10am – 2pm at the governmental
offices at 1245 Fulton Avenue in Coos Bay.
This event is sponsored by the Drug Enforcement Administration (DEA) and it provides the
supplies to be able to collect unused or expired prescription medications to ensure that they
are safely disposed of without falling into the wrong hands or unnecessarily polluting. TPD
personnel will be outside (parking lot) so that participants can just pull up and drop off their
items.
After the event (on Saturday), from 2pm – 3pm, Tribal Police Officers will be available to
travel within 20 miles of the governmental office to pick up any unused or expired medications
from Tribal families or Tribal Elders. If you know of someone who would like to participate, but
is unable to make it to any of the events, please have them contact me for scheduling at our
office: 541-997-6011.
There will be no identifying information collected, and the program is anonymous. We
encourage participants to remove any identifying labels from bottles prior to submission. We
will be able to accept vape pens without internal batteries, controlled, non-controlled and over
the counter medications with a few exceptions; Intra-venous solutions, injectables, syringes,
chemotherapy medications, or medical waste WILL NOT be accepted.
If you have any questions about the program, please let me know. Our goal is to keep
medications from being lost, stolen, or misused. If you would like to view information about the

The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians’ Gaming Commission is
established pursuant to CLUSITC 5-2-7. The purpose of the Gaming Commission is to regulate Class
II and Class III gaming on the Confederated Tribes’ Indian Land. The Commission consists of five (5)
members appointed by a majority vote of the Tribal Council.
The Gaming Commission has a vacancy in Position #1 and is currently seeking interested parties. The
remaining term of this position is until 02/28/2027. Interested parties shall file a statement with the
Commission reflecting their interest in serving as a Commission member.
Qualifications for the Posted Vacancy:
Commissioners must meet the following minimum eligibility requirements (CLUSITC 5-2-7(d):
(1)

Must be at least twenty-one (21) years of age;

(2)
Must successfully complete a background investigation, as set forth in
CLUSITC 5-2-15;
(3)

No member of Tribal Council may serve as a Commissioner; and

(4)

No employee of a Gaming Operation may serve as a Commissioner.

Each applicant for Commission membership shall be subject to a background investigation (CLUSITC
5-2-13) and drug testing (CLUSITC 5-2-21).

Internship Program 2024

CTCLUSI Tribal Citizens,
The Internship Program is returning!
Each program enrollee may get up to 12
weeks with a participating department
and $20.00/hour for up to 40 hours/
week.

Criteria:
• 18 yrs. of age and older
• Successful completion of the
background check process
• Participation must be on site/location
at a CTCLUSI office location
(Coos Bay; Florence; Eugene)
• Must be an enrolled CTCLUSI Tribal
Citizen.
Note: You do not have to be enrolled in
college to participate.

If there is a department/specialty
CTCLUSI provides that you would like
to participate in, Human Resources will
coordinate to develop an assignment
for your participation as organizational
availability allows.

Three Rivers Health Center Dental Clinic Update

and excited to start their new journey
in dentistry learning how to care for our
community. With our team expanding, it is
getting a bit crowded in the dental clinic,
so you may continue to notice us out in
the community.
If you’ve met any of us, you’ve probably
heard us talk about the importance of
oral health, and lately we have been
speaking with community members
about it. We’ve handed out educational
materials, created fun activities and have
provided oral health screenings. We also
participated in the Back-to-School event
at the CTCLUSI community center. We
played games with the kids, completed
some visual screenings and discussed
healthier food and beverage options to
promote good oral health. We’ve also
visited our tribal community, Qaxas, to
hand out toothbrush kits, let residents
know about our name change to Three
Rivers Health Center Dental Clinic,
and introduced some of our new staff
members.

include exams, simple fillings, cleanings,
and preventative services. These types
of visits will be available for people with
physical disabilities or for elders who
experience mobility challenges. We will
also offer these services for people with
transportation barriers, pregnant and/or
nursing mothers and for child checkups.
