both informative and thorough in

informed on our tribal programs.
Thanks to all department heads for

As most of you may be aware,
Gary Wabaunsee, Director of our
Health Authority retired in April.
By the time this news letter comes
out, we should be in the process of
seeking a replacement for Gary.

Greetings Tribal
I hope everyone has enjoyed the
good weather and this article finds
you in good health and happy. We
here at the complex have enjoyed
it and we’ve also used it to our advantage.
While the weather has been nice
we have been making improvements on properties owned by the
Tribe. Andy Warrior worked diligently on these projects.

As many of you are aware, we have
purchased Black Angus Cattle.
The Tribe now owns one (1) bull

the tribe anything. When they become a year old they will be worth
$1,000.00 or more. The most expensive thing about raising cattle
is the land. They are low maintenance, and require limited attention and expense. I can’t guarantee
that one won’t break a leg or get
sick.

business venture but I’m certain we
can use our own lands and make
a profit. As I was saying, if you
have the opportunity to research
it, you will be amazed. The Tribe
already owns everything we need
to get started. This can be a self
sustained operation with limited

It is rare to get a windfall these
days. That may be one reason so
many people have so much more
than necessary withheld from their
paycheck for taxes. The average
refund has been around $3,000 for
the past two years. Most people
receive their refund within three
weeks after filing their returns. It
is not a good idea to give Uncle
Sam an interest-free loan; but if

such as a new car or holiday
gifts.
Invest in your home. Your
refund may not be enough to
redo your kitchen or bathroom,
but it can pay for some smaller
home improvements.
Use the extra cash to add a
backsplash, paint a room or
cabinets, replace a bathroom
sink, swap out your faucets,
organize a closet, buy some
shrubs or install a programmable thermostat.

If your refund this year was substantial, consider giving yourself
an immediate raise by adjusting
your tax withholding to increase
your take-home pay. Ask your
employer to give you a new Form
W-4 to fill out.
I do have one word of caution
about taxes. The amount of your
refund may not be as much next
year as it was this year if the tax
cuts are not extended. Being an
election year, it is anticipated that
the cuts will be extended but one
can never tell about taxes.

Greetings Tribal Members,
We were so glad to see you at
the 69th Annual General Council Meeting, Little Axe Clinic and

health fair tables, goodies, and
breakfast. I’m so proud of myself
and Amy Hilderbrand, who walked
the Fun Run/Walk for a mile, Yahoo!, and all the other participants,
who ran, and mothers with strollers, etc. Hope everyone enjoyed
having the General Council meeting there in a different place, were
pleased with the new health facility, took a tour of the various departments, and enjoyed the lunch

Marla Throckmorton has served as the Clinic
Administrator for the Shawnee Clinic. She has
transformed the Clinic into an outstanding model
of how health care services can be delivered into an
effective, caring and compassionate manner. The number of patient visits have
increased 100% over this time last year. She has been a leader in implementing the
“Improving Patient Care (IPC)” model of care and as a result on February 14th, 2012,
the AST Health System had been selected by the Indian Health Service to participate
in this Program. One of the very few tribal programs, nationwide, who have been
selected. She also serves as co-chairman of the “Customer Service Taskforce” and
has been instrumental in the implementation of the Electronic Health Record (EHR)
system for the AST Health System. Marla displays outstanding leadership skills
and is important part of our AST Health System management team.

Greetings from your Tribal Representative,
I hope this article finds you and yours in good physical and mental
health. I am happy to report that progress has been made in many of
our programs recently. Staying focused on providing a better future for
our tribe has proved to be a valuable stepping stone. As your Tribal
Representative I feel it is my duty to strive for a better economic future
for our tribe. Every tribal member is important from the youngest to the
oldest. As you are well aware, I am running for a second term on June
16th, so please come out and show your support. Together we can give
our youngest tribal members to the oldest the greatest gift of all, better
opportunity, hope, and a brighter future that they might not otherwise
have. Thank you for all your support.

I’ve devoted over thirty years serving the Tribal Representative
tribe. Fifteen years being on the Election
Commission, in different positions.
I have:
• Served on the first Task Force that was formed
• Served two (2) terms as Treasurer of the Business Committee, now

As of March 26, 2012 I, Diane Ponkilla, officially became a candidate
for Tribal Representative for the June 16, 2012 Absentee Shawnee
Tribal Elections.
I was born April 18, 1964. The fifth child of 10 children to the late
Tony Wilson Ponkilla Jr. and Francis Louise Logan Ponkilla Valdez.
I have lived in the Shawnee and the McLoud area in Pottawatomie
County all my life. I have five biological, two adopted, and four grandchildren.
I had the opportunity to be employeed with the Absentee Shawnee
Tribe for almost 14 years.

I began serving on the Election Commission as an alternate, and then
running for and holding different positions through the years.

The Election Commission has put into place checks and balances as a
means of running fair and honest elections.

We have worked hard, with many countless hours, and draft after draft of
rewrites, which have given the Election Commisision the tool(s) to run
as professional as possible. Our documents are in place, and we continue
to update as the need arises.

The Election Commission has come a long way from the earlier years
as I rememeber. It was run by volunteers, and who ever happen to be in
charge, carried everything (records) in a file box. Well at least we now
have an office and a desk.

It has been my honor and privilege to serve as Tribal Treasurer for the Absentee Shawnee Tribe of Oklahoma. I have served as a treasurer for two
years for the Tribe, 15 years at Cornerstone IBC, two years for the Tinker Inter-Tribal Council, and two years for AST Tribal Elders Council. I have
an Associate’s Degree in Applied Science in Secretarial Administration and over 80+ hours of college credits. I have attended Rose State, Oklahoma Baptist University, St. Gregory’s University, classes at University of Oklahoma, and classes at Tinker Air Force Base. Experience working
with community organizations, city& civic governments, and other Tribes.
As Treasurer it has been my goal to continue to strive to be financially stable. Rising costs in fuel, groceries, utility, etc and getting less for what
we pay for is hurting everyone. Will continually strive to find solutions/ways to reduce waste and improve business development and investments.
As Treasurer, I will strive to see our Tribe become independent, self-reliant, self sustaining, and self-sufficient in the financial process.

The MSPI Creative Arts
Program offers free music
lessons all year round for
Native American
children from 6 years to 19
years old. Adults are also encouraged to participate. Come
join the fun and learn to play
the guitar, bass guitar, piano, or vocals.

These are brief descriptions of current programs. Program

• Academic (K-12) Program: assists with academic related expenses, and a portion of funds can be
used for school-related athletic program expenses.
Program has a maximum funding limit for the academic year.
• Zahn Program: established from a trust fund,
program can help with some graduation expenses,
and awards two (2) incentives: one for GED recipients and one for High School graduates. Program
has a maximum amount of funding for graduation
expenses.

ABSENTEE SHAWNEE TRIBAL PHARMACY

Be careful not to avoid the dentist too much because, in my opinion,
there is nothing worse than a toothache. The pain is so intense and nothing seems to make it go away. Some people have said “I would rather be
in labor than have a severe toothache.”

Fortunately, most toothaches can be prevented by visiting your dentist
for regular check-ups. Unfortunately, many people wait until they have a
severe toothache before going to the dentist.

• As of January 1, 2012, Oklahoma State Law mandates a current
photo ID is required for EVERY time ANY controlled medication
being picked up.

In my dental career, I have noticed that the two major reasons that most
people avoid the dentist are finances and dental fears and phobias.

• Both Shawnee and Little Axe pharmacy locations both fill prescriptions for
members of all tribes, but outside prescription orders are restricted to Absentee Shawnee Tribal citizens with established charts.
• If you would like to receive a text message to your cell phone when your
medications are ready for pick-up, please alert the pharmacy staff and provide
us with a current cell phone number.
The following are a few tips to help us be more efficient in our delivery of
pharmacy services to you:
P Present insurance cards each time you pick up or drop off a prescription
P Keep us informed of changes in address, phone number and other contact information.
P Let the Pharmacy staff know if the prescription is going to be picked
up or needs to be delivered.
P When requesting refills, please provide 24 hours notice and either the
refill number, which is located above your name on the prescription
label, or the names of your medication.
If you have any questions at any time, feel free to call the Pharmacy or stop by
and speak with one of our Pharmacists. We are here to assist you with your
pharmaceutical needs!

Dental Fears and Phobias
For a lot of people, the fear of going to the dentist is so intense that they
won’t even make an appointment. The end result of this is usually severe
dental problems.
Dental problems do not get better and they do not go away. It usually
takes a severe toothache to get this type of person into a dental office and
by this time, the tooth that is aching so badly will probably need a root
canal and crown to save the tooth.
I am embarrassed to admit this, but I also have a huge fear of the dentist.
Lucky for me, I have discovered the secret of limiting my visits to the
dentist. I will share the 3 steps of this secret with you:
1. Brush twice a day
2. Floss Daily
3. See your dentist for regular check-ups.
When you consider the alternatives, these 3 steps are simple.
Dental Check Ups Could Save Your Life
Dental check-ups and cleaning are a whole lot easier than root canals and
crowns and a lot less expensive. Regular check-ups could also save your
life by detecting any early signs of oral cancer.

Don’t think of your dentist as an “emergency room” where you will

1) LEGISLATIVE STRUCTURE QUESTION

The Constitution Revision Committee is considering revising the legislative branch of the AST government.

Below are the four options that are currently being considered, circle or mark which option you feel would best represent
the Absentee Shawnee Tribe:
A. Districts based on two geographical lines that would intersect the entire U.S. represented here based on Highway 9 and Highway 18
through Shawnee, OK. This option would have four districts with equal representation based on the number of voters in each as stated
above. (See Attached “A” Map)
B. Districts based on separating the counties of Oklahoma into four districts and separating the states to coincide with these districts as
well so that the Districts are easier to distinguish. District 1 is the northeast portion of Oklahoma and the US, District 2 is the southeast
portion of Oklahoma and the US. District 3 is the southwest portion of Oklahoma and the US. District 4 is the northwest portion of
Oklahoma and the US. District 2 and District 3 with the most eligible voters will have two legislators each and District 1 and District 4
will have one legislator each for a total of 6 legislators. (See Attached “B” Map)
C. Districts based on the two historical bands of the Absentee Shawnee Tribe: the White Turkey and the Big Jim Bands. Each eligible
voter will have to choose a historical band to be a registered voter based on their family association with the band. Those who can
claim both must choose which they wish to be affiliated. Each band will have 3 legislators each.
D. The final option is to not have a separate legislative branch and leave the legislative powers with the Executive Committee as it is now.

From the Media Department . . .
Hello Tribal Members,
I, Sherman Tiger - AST Media Director, would like to address some concerns that were brought to our attention at the
General Council Meeting on April 21, 2012. This matter being that the newsletter is being recieved late by tribal members. We
strive to get the newsletter in the mail by the first of each month. The post office tells us that the newsletter should be received
within 7-10 days from the time that we drop it off at the post office. The only way of delivering sooner would be to up mailing
cost to first class which would also raise our price by $300-$400 a month which over the course of the year would cost $3,600$4800 to the tribe. If you are not getting it by the 15th of each month you need to call your post masters and talk it over with
them. I know for a FACT that there are tribal members that get the newsletter within 2-3 days of us mailing it! Also this past
month’s newsletter there was a tribal member that recieved their newsletter on the 17th that lived in the state of Washington.
I would like to add that as soon as we get the newsletter printed, usually on the first or before, we deposit copies at the
Clinic in Little Axe, the Resource Center, Tribal Store in Little Axe, Shawnee Clinic, the Main Building on campus, Cultural
Office, and Title VI building. Also the newsletter is ready to view online at the first of every month for those that have internet
access. If you don’t have internet access at home, you can go to your local library to use their internet and access the newsletter
at www.astribe.com. At this time I would like to encourage the tribal members to keep us and the post office updated with their
addresses when you move or go on vacation, as there is additional cost involved with return mail.

Don Schulenberg Commander of Post 88 in Norman and Esteline Schulenberg was past District Commander of
Western Oklahoma. Both are American Legion members and will be conducting the Swearing in Ceremonies
of the Absentee Shawnee Veterans Officers to American Legion.

HORSE SHOE BEND AFTER SCHOOL PROGRAM:
The After School Program received a $10,000.00 dollar donation from the Sac and
Fox Nation of Oklahoma on April 20, 2012. I am very excited about the donation as
this will help out with much need to replenish existing supplies and will be able to
buy some laptops for students to use for school projects. Software and reading books
also will be purchased. I am very grateful to the Sac and Fox Nation for their donation. Education for our young students is vital to our tribes.
Donation comes at a perfect time as the summer is approaching and we are planning
summer activities for students.
There had been some discussions with the Sac and Fox Nation of Oklahoma to consider an agreement with Absentee Shawnee Tribe to provide an afterschool program
to students that are part of our joint service area.
This program offers tutorial services and a highly structured program for children L to R: Orvena (Twiggy) Gregory, Edwina Butler-Wolfe,
ages K through eighth grade. Students are delivered here by the parent or a guardian
Jackie Williams, and Stella Naneto
or come by bus, Monday through Thursday from the hours of 2 to 6 p.m. Focus is to
assist these youth in getting extra help in their basic school studies.
Horse Shoe Bend After School Program is located at 46309 Garretts Lake Road, Shawnee, Oklahoma 74801.
STUDENT OF THE MONTH ALIJAH MASQUAS
Alijah is in the Second Grade at North Rock Creek School, she has been coming to the center beginning of the second
semester and has shown a big improvement in her studies. She demonstrates good study skills and is very cooperative in
everything we do at the center. We are glad to have Alijah attending the after school program. She is the daughter of Phillip
Masquas and she has a brother name Kaleb who attends the center also.
Alijah will receive a $25.00 dollar Wal-Mart Gift Card. Donated by the White Turkey Band.
RUBEN WILSON CITIZENSHIP OF THE MONTH OF APRIL
Ruben received the citizenship award in his Third Grade Class. The award is given to a student for their mannerism and
being helpful in and out of the classroom. Ruben is the son to Calvin and Annie Wilson, one sister Katie and a brother
Michael.
WAYNE SKINNER ACHIEVEMENT AWARD FOR MONTH OF APRIL
Wayne was awarded the achiever award in this Third Grade Class. He has been working very hard
with his studies of Math, English, and Writing. Wayne is the son to William and Regina McAfee,
he has two brothers David and Jimmy.
JEFF WORTHLEY ACCELERATED READING AWARD
Jeff had met his accelerated reading goal and was awarded a certificate. Jeff is in the seventh grade
at North Rock Creek School. He is a very hard working student and we enjoy Jeff coming to the
after school program. He is the son to Jeffery Worthley.
JEREMY ELLIS
Jeremy is a Fifth Grader at North Rock Creek School he was awarded a $10.00 Wal-Mart Gift
Card from North Rock Creek for his reading goal. Jeremy is a member of the Absentee Shawnee
Tribe. He is the son to Eric and Rhonda Ellis. Jeremy has two sisters Jessica and Brandi Ellis.
Tutors and I are very proud of our students with their achievements they have received.
On April 4, 29, 2012 the students in the after school program colored Easter Eggs and we had an Easter Egg Hunt on April
5, 2012. I would like to thank the White Turkey Band Committee for sponsoring these events that took place on the two
days. The Easter Egg Hunt was in three categories:
Pre- K and Kindergarten
First and Second Grade
Third through Eighth Grade

The Tribal Housing Improvement Program’s goal is providing sanitary, safe, and decent
housing for its members by utilizing the following criteria to select the most “in need”
tribal members with homes that are in disrepair but are still suitable for rehabilitation. All
applicants must meet the eligibility requirements and criteria which is approved by the
Absentee Shawnee Tribe.

This past month has been very busy within TERO. We attended
General Council on April 21, 2012 and passed out 29 TERO
applications and 18 Thunderbird Casino applications. TERO
currently has 451 applicants and have referred 49 applicants to
positions such as clerical, maintenance, TEC, security guards,
janitorial, housekeeping, cashiers, administrative assistants, child
care, and openings within the professional areas of the health field.
TERO has received 126 phone calls, 21 new applicants, and 44
walk ins. TERO applicants we ask that you come in and update
your application regulary, such as new credentials you may have as
well as an updated resume. We require that an applicant has 3 forms
of identification on file (CDIB, Social Security Card, and Photo
ID), updated phone numbers and addresses. If you are looking
for employment within the tribe as well as surrounding areas then
TERO is the place for you, We encourage native americans to
come in to the TERO office and fill out an application. We also
have Thunderbird Casino applications and list of employment
opportunities on file for applicants that may be interested in the
casino. You will need 3 forms of identification and bring in any
license, certificates, or credentials. Letters of recommendation
and/or resume. We are located in Building 1, 2nd floor to the right.
We will be here to assist you with any questions you may have,
