On Saturday, November
3, 2018, Governor Butler-Wolfe hosted a meeting
in the Tribe’s Multipurpose
Building for Tribal Members who own land that is
crossed by the Atoka pipeline, which transports public water from Lake Atoka
to Oklahoma City. The
purpose of the meeting was
to provide an update by the
Attorney General, Hobbs
Straus, on the status of the
settlement and to allow individual interest owners to
communicate directly with
their representatives from

the U.S. Attorney’s office
and the Field Solicitor’s office. The meeting provided
an update on the negotiations the Tribe has conducted for several years with
the City and the United
States to compensate Tribal
Members for the future use
of easements for the pipeline. Significant progress
has been made to secure a
settlement agreement that
will pay landowners several times more than market
value for the use of their
land, along with job opportunities for Tribal Mem-

bers, strong protections for
the environment and the
Tribe’s cultural resources.
The Atoka pipeline travels over 100 miles to deliver
public water to Oklahoma
City, and crosses 19 parcels
of land owned by Tribal
Members. The pipeline was
completed in the 1960s and
operated for 50 years under the original easements,
which expired in 2011. In
order to obtain the right to
continue using the pipeline,
the City filed lawsuits to
use the process of condemnation, which would result

in the City taking permanent ownership of the land
around the pipeline. In a
condemnation, landowners
are only paid the fair market value of their lost land
as determined by an appraisal, and lose all rights
to the land. Recognizing
the damage this loss of land
would cause for the landowners and the community
of Tribal Members, Governor Butler-Wolfe intervened and used the Tribe’s
sovereign power to halt the
City’s litigation against the

Greetings Tribal People!
As the weather is changing and winter is approaching, we hope that everyone
is checking your heaters. Please address all your maintenance calls to the Lieutenant Governor’s Office so they can process your work order.
It was nice to see everyone at the 82nd General Council Meeting held on
October 27, 2018. We had about 87 plus tribal people that attended. It is always
informative to us elected officials to hear concerns that you have for us, as this
is your right to express those concerns. The Community Meetings will start up
again after the holidays, which will be January 26, 2019 @ 10:00 am in the
Multi-Purpose Building on the Absentee Shawnee Tribal Complex.
Absentee Shawnee Tribal Children Christmas Gift
Please make a note; there will not be a Saturday set aside for a movie as we
will be doing something different this year. The AST Tribal children, birth to 18
years of age will be receiving a $25.00 Wal-Mart Gift Card along with a movie
pass at the Jones Theatre in Shawnee, Oklahoma. The first 150 AST to pick-up
their gift card will receive a movie pass.
You will need to have a current (up to date) tribal CDIB card. If you do not
have updated CDIB cards, you will be asked to go to enrollment to get an updated
card for your child or children before receiving gifts. Only parents, grandparents
and individuals that have legal custody of a child or children will be able to receive the gifts cards and movie passes. So please do not ask to pick other tribal
child or children’s gift cards.
Oklahoma Elections
With the elections for the Governor and the Lieutenant Governor of Oklahoma
has come and gone I will be attending the State of State Address in February to
hear the new Republican Governor Kevin Stitt’s address. We also have a new
Lieutenant Governor Matt Pinnell, Republican. I look forward to hearing their
comments on the Gaming Compact which expires in 2020. We, as Tribal Lead-

ers, will need to put this on our “high priority” list. I hope that Governor Stitt has
an open door policy for all tribal concerns.
Native American Month
I was asked by the Westmoore High School Counselor Ms. Carol Carter, and
Sponsor of the Native American Student Association to be a speaker at their
Native American Heritage Assembly on November 8, 2018. I was asked by Ms.
Carter to hit on just being American Indian and some of my experience that I
faced in my early years and being a woman as a tribal leader. As I finish my
speeches to young students I always finish with treats to those who can answer
my questions I ask to them. I was very impressed on how they paid attention to
my speech. But when I asked questions about their own tribe they could not answer. So that leads me to believe that not much is said at school or at home about
their own heritage.
After my morning speech Tresha Spoon, Education Director of the Absentee
Shawnee and I attended a Fall Pre-Tribal Consultation at Moore Public School
Administration Building. The consultation was for the Spring 2019 Oklahoma
City Metro Indian Education Tribal Consultation for March 13, 2019. The Public
Schools are required by the Federal “Every Student Succeeds Act (ESSA) to
have consultations with Tribal Leaders. The school districts in the OKC Metro area include these listed public schools: Edmond Public Schools, Mid-Del
Public Schools, Moore Public Schools, Norman Public Schools, Oklahoma City
Public Schools, Putnam City Public Schools, Western Heights Public Schools
and Yukon Public Schools.

ASEDA Report

“It is time for the Absentee Shawnee Tribe to get on the 8a train,” says
Sec. John Johnson. Economic Development is a top priority for me and I
am pushing the tribe to plan for the future. The Absentee Shawnee Economic Development Authority (ASEDA, Inc.) brings a new focus to fulfilling its intended purpose and creation of bringing economic prosperity
to the Absentee Shawnee Tribe and its tribal members.
ASEDA, Inc. is currently taking a step toward making this vision a reality by working to acquire 8(a) status through certification with the U.S.
Small Business Administration (SBA) that will allow for entry into the
8(a) Business Development Program. The program is designed to create
a level playing field for small businesses by limiting select contracts to
only those businesses that participate in the 8(a) program. Here are a few
advantages of the program that can be beneficial to our success:
• A nine year program giving preferential treatment in federal contracting
with various agencies and departments of agencies.
• Opportunity to compete for sole-source government contracts that can
reach a maximum range of 4 to 6 million depending on the industry.
• Opportunity to compete for set-aside contracts strictly for 8(a) businesses. The number of certified 8(a) businesses is estimated to be around 8,500.
• Receive business development assistance in the form of business counseling and mentoring, training, contract marketing guidance, surety bond
guarantees, acquiring federal government surplus property, and management and technical assistance.

ASHA BOARD - ALL POSITIONS

Certification into the 8(a) business development program also opens the
door to more federal contracting dollars through another Small Business
Administration program known as HUBZone. This program was created
to help small businesses that employ and operate in Historically Underutilized Business Zones (HUBZones). The government awards three percent
of its total federal contracting dollars to HUBZone certified businesses. In
2017 the government awarded 6 billion dollars to about 5,800 HUBZone
participants averaging out to about 1 million dollars in contracts for each
participant.
ASEDA, Inc. has linked with the Tribal Government Institute (TGI) to
help with the rigorous certification process. An opportunity to meet with
TGI Procurement Counselor Berbon Hamilton at their offices in Norman,
Oklahoma back in October was very positive. Mr. Hamilton was very
knowledgeable with answers to questions about the program and provided
a lot of useful information and training resources to better understand the
program and process involved to becoming a certified participant. ASEDA, Inc. is very appreciative of the continued support extended to us by

Fraud / Compliance Line
As part of strengthening internal controls and stopping fraud, we have started
a fraud/compliance line. The line I have chosen is a very cost-effective program
that can be accessed by phone, fax, or by email and can be done so anonymously. Why anonymously? Studies show that witnesses to internal fraud prefer
to remain anonymous when reporting wrongdoing. In fact a majority of all
fraud is caught by a fraud/compliance line. The line will be available 24 hours
a day, seven days a week and 365 days per year. I feel this is a major step in
establishing an effective anti-fraud stand and ethics program. Fraud, theft, and
ethics concerns – these are issues that every organization must be prepared to
deal with. Confidential and secure, our anonymous fraud/compliance hotline
service is a reliable means of collecting and transmitting sensitive information.
At the end of the day, it’s every employee’s job to protect our tribal assets. I
share everyone’s stance that we can no longer tolerate gross mismanagement,
fraudulent activity, and outright theft of our tribal assets. Going forward, any
and all acts of fraud and theft will be dealt with quickly and if necessary, violators will be prosecuted.

were superior because they traveled well. If you missed out on this event, we
plan to host another pottery event in 2019. We will keep you posted and provide
advance notice. A video of this event will be uploaded to the AST website soon.

The holidays are upon us and we have already experienced our first snow fall!!
The holidays are the perfect antidote to our fast paced lives. This is the time
for all of us to take our foot off the pedal, recharge and get a new perspective
for the upcoming New Year!! Since this will be my last report you read before
the holidays, I wish each and every Absentee Shawnee Tribal Member a joyous
holiday season.
Cultural Preservation
Since my last report, I attended the 3rd Annual Ohio Tribal Nations Conference in Columbus. I am pleased to report that the expenses for this trip were
supported by the Ohio Department of Transportation and Ohio History Connection. This conference’s focus was on Section 106 of the National Historic
Preservation Act and maintaining and building relationships with tribes. As part
of our TIPO Grant, we are required to maintain relations with federal agencies
on various issues relative to historic preservation. Topics discussed were highway research programs, mascots, update on historic sites, update on a draft bill
to better protect human burial places in Ohio, and much more information that is
vital in the government-to-government relationship.
November has been especially busy with Cultural Preservation (CP) hosting
various events in recognition of Native American Heritage month. The first event
that CP sponsored was the Genealogy Research & Resource Class presented by
the Oklahoma Historical Society. The Oklahoma Historical Society houses the
largest collection of Tribal Archives—only surpassed by one other—the National Archives. There was low attendance for this event, but the few that showed
up were provided with a lot of very good information in order to progress their
research for their family tree. A lot of historic information was shared about the
various tribes in our area. I was extremely pleased to find out that the Oklahoma Historic Society has a lot of Shawnee information that may be of value to
our Tribe and Cultural Preservation Department. Cultural Preservation will be
planning a trip to the Oklahoma Historical Society next year to collect data that
may be beneficial to our tribe. We are currently reviewing data listings from the
National Archives in Ft. Worth in an effort to identify relevant tribal information
and plan to make a visit to this facility also. Archives are important because they
provide evidence of activities and tell us more about individuals and actions that
occurred years ago. They tell a story and also increase our sense of identity and
understanding of our cultures. CP staff will continue to pursue historical records
and gather information to build our tribal collection.
To honor our veterans, CP hosted a brunch. John Sloat, AST veteran, was
honored in recognition of his dedicated service. CP Director, Suhaila Nease, and
THPO, Devon Frazier, provided a presentation on Native American statistics
regarding tribal members serving in various branches of the military. Everyone
was also treated to a slide show and video.
The Shawnee Pottery event was a great success! Mr. Richard Zane demonstrated how the pots were made and engaged the audience through touch and feel
of the pots as he moved through the process. He provided in depth information
on the natural sources used in creating the pots and provide a bit of Shawnee
pottery history. Shawnee pottery was largely gone by the 1700s as metal pots

Pottawatomie County Museum in Shawnee, Oklahoma. Mr. Ken Landry, the
Museum Director, allowed us to tour the new museum that is currently still under construction. Mr. Landry is reaching out to all of the tribes in Pottawatomie
County in hopes to bring their presence to the museum. He is eager to have tribal
participation and wants our story to be told from our perspective. We will keep
you posted on this future project.
Also, I have been contacted by a representative to the American Indian Culture
Center and Museum with a request for a meeting/consultation and tour of the
new facility. I will have more to report on this initiative after our first meeting. I
think this is a great opportunity for recognition of our Absentee Shawnee Tribe.
Human Resources
HR has been heavily engaged with the roll-out of Open Enrollment of employee benefits for 2019. This year’s open enrollment process proved to be quick
and easy! Over the next few months the staff will continue to implement the
benefits selected by each employee and prepare for the first 2019 payroll. During
this year’s benefit enrollment, the department was successful in increasing the
enrollment into the Insure Oklahoma subsidy. This subsidy assists in premium
reimbursements for qualifying employees. With the current enrollment, it is projected to save the Tribe over $150,000 in insurance premiums for 2019. This is
a huge benefit to the Tribe and the employees.
The HR Department has implemented a new employee Longevity Recognition
Awards Program. The Tribe realizes that our employees are our greatest asset,
and we are delighted to be able to honor each employee’s dedication and commitment to our organization.
A special thank you goes to our HR staff for their hard work in making these
projects a success: Elizabeth Snow, Casey Adams, Courtney Bruner, Hailey
Scroggins, Dana Dick and Lauren Parrish.

I attended the Health Strategic Planning Conference in Sulfur, OK. This is an
important process for our leaders and it helps determine our vision for the future
and identify goals and objectives for our health programs. I am pleased to be a
part of this dynamic group that brings so much value to our tribe. Go team!
I will continue to work closely with our Health System and look forwarding
to helping with the Patient and Family Advisory Council (PFAC) in the coming
months. The PFAC is working for our AST members and families. Our goal is
to ensure that our health system staff uses a culturally sensitive and customer-centered

approach when providing services to our tribal members.

Other
I was invited to attend the ribbon cutting ceremony and opening of the new Shawnee
Tribe Culture Center. The culture center was built as a place to honor tribal heritage and
encourage visitors to learn more about Native American history. Its first major exhibition is “From Ancient Hands: Stories in Fire and Clay”. I very much enjoyed seeing the
success that has been achieved by the Shawnee Tribe in Miami, Oklahoma. Kathy Deere
and Lloyd Deere accompanied me on this early morning departure.

I attended the Central Oklahoma Community Action Agency’s Harvest for
Hope Fundraiser on November 13, 2018. This organization provides services
for Cleveland, Lincoln, Logan, Payne, Pottawatomie and Seminole counties.
It provides direct help, or referrals, for families to meet basic needs for food,
clothing, utilities, and housing costs. The Community and Resource Development provide a food pantry, temporary housing, home buyer education, and
family budget counseling. This is another resource for our tribal members.
Community services make a difference and can help bridge a gap. As I move
through life I plan to be involved in community service because I know it is
important. We can never have too many services available to help our tribal
people.
In Closing
I encourage all tribal members to support all of our tribal programs. Attend
and enjoy the efforts that are put forth for your benefit. My staff and I will
continue to bring forth events and activities that we believe you will enjoy. If

We have also seen patient services expansion at levels never before seen by your
health system for the tribe! We wish everyone a wonderful holiday season, and
continued good health! The flu season is here now, and it is more imperative you
get your flu shot than ever. Several flu shots were given out at the free flu shot
clinic provided at the General Council meeting in October, and we are also be
providing the flu shot at all of our clinics with nurse visits; please call ahead to
assure availability at your desired location. Please ensure you and your family is

CHS for a currently enrolled AST member who
resides in the defined catchment area and needs
emergent or urgent care.
1. Call the On-Call nurse at 405.447.0300,
option 9 for triage.
2. Notify CHS on the next business day or within
72 hours after your ER visit. Notification does not
assure authorization of payment. However, if you
do not notify CHS within 72 hours, your bills will not
be paid.
3. For AST members with no insurance, evidence
must exist that your visit was medically necessary.
Medical priorities have been established for determining which referrals can be authorized for payment.
4. For AST members with insurance, evidence
must exist that a third-party resource has made the
determination such services were “emergency care”
or “urgent care.” Such evidence my include payment from private insurance.
5. In the event that you receive a bill from a provider, please provide a copy to CHS. You may leave bills

10 Tips for Holiday Eating

1. Do not linger by the food table. It’s easy to overeat and constantly snack
when you are standing right next to the food.
2. Have healthy munchies. Bring raw veggies with hummus or guacamole
or fruit kabobs for when the urge to snack hits.
3. Use a smaller plate. By using a smaller plate, you will serve yourself less
food, helping with portion control.
4. Serve out portions. Rather than eating directly from the box or bag, portion out a serving of food. It’s easier to over eat, when you can’t see how
much you’ve had.
5. Drink plenty of water and other low-calorie be beverages, such as, unsweet tea, fruit infused water. Oftentimes, we mistake hunger for thirst, so
filling up ahead of time on water, can help overeating.
6. Make the holidays about more than food. Find a non-food activity that the
whole family can do together. Try to find an activity that gets you moving,
such as throwing a football, jumping in leaves, or dancing to music.
7. Before going through the holiday food line, survey all the food that is
offered, so you are aware of the options available.
8. Cut pies into 12 slices, so you can still enjoy your pie, while helping your
waistline!
9. Do not feel obligated to join the “clean your plate club”. Try to listen to
your body’s fullness cues.
10. Get “golf ball” size portions of food to prevent overeating.

Nutrition Info: 187 cal, 7.5g total fat, 3 g sat fat, 10 mg chol, 250mg sodium, 26 g carbs, 4 g fiber, 6 g protein 4 g sugar
Ingredients 3 to 4 medium shallots, in their skins; Kosher salt, plus 1
teaspoon; 1 pound fresh green beans, stemmed, and halved crosswise;
1 tablespoon extra-virgin olive oil; 8 ounces cremini mushrooms, sliced
(about 4 cups); 2 tablespoons unsalted butter; 3 tablespoons all-purpose
flour; 1 1/2 cups mushroom, vegetable, or chicken broth (see Cook’s
Note); 3 teaspoons fresh thyme leaves Freshly ground black pepper; Vegetable cooking spray; 1 cup fresh bread crumbs
Directions: Preheat the oven to 400 degrees F. Put the shallots (in their
skins) on a small baking dish, roast until soft, about 30 minutes. When cool
enough to handle, skin and coarsely chop the shallots. Set aside. Bring a
medium-large saucepan of water to a boil over high heat. Add kosher salt,
to taste. Add the green beans, and cook, uncovered, until crisp-tender and

with cold water. Transfer the beans to a large bowl. In the same saucepan, heat the oil over medium heat. Add the mushrooms, season with 1
teaspoon salt, cook, stirring occasionally, until browned, about 7 minutes.
Add the mushrooms to the beans. Melt the butter in a small saucepan over
medium heat. Add the flour and cook, stirring with a wooden spoon, until
golden, about 2 minutes. Slowly whisk in the broth, increase the heat to
high, and bring to a boil. Add the shallots, 1 teaspoon of the thyme, and
remaining 1/2 teaspoon of salt. Reduce the heat to maintain a simmer
and cook until thickened, stirring occasionally, about 5 minutes. Pour the
sauce over the vegetables and stir to combine evenly. Spray a 2-quart
baking dish with vegetable cooking spray. Transfer the vegetable mixture
to the pan. Add the remaining 2 teaspoons of thyme to bread crumbs and
scatter over the vegetables. Bake uncovered until the sauce bubbles and
the crumbs brown, about 20 minutes.

Optometry Department
Receives Edger
In the last quarter of 2018, the Absentee Shawnee Tribal Optometry Clinic has been able to upgrade equipment to
shape lenses for spectacle fabrication. Tribal Health Administration has obtained the new LEXCE Trend, a lens edging
machine, which incorporates a high performance drill, an intelligent blocker and a frame tracer in the most compact body
available on the market today.
According to Dr. Lee, Tribal optometrist, “this all in one system will produce shorter turn-around times for single vision
glasses and will allow for making a prescription set of glasses
in emergency situations.” Currently, the Optometry Department ships all orders for glasses to regional optical companies
where the spectacle fabrication is done and the finished orders
are then shipped back. The reduced turnaround time with an
in house edger will aid in better patient satisfaction and improved customer service.
The Optometry staff is looking forward to working with the
edger. “With the newest equipment, you can turn out finished
jobs that are as good as and sometimes better than a professional high-volume lab. Doing work in-house means you can
keep a closer eye on the finished product, thereby increasing
quality control” says Rachel Hendricks, Tribal Optician. The
new hardware technology makes LEXCE more accurate;
nearly eliminating retouching. With the LEXCE unit, the department is planning to have more in house jobs with reduction in manufacturing errors.
Multiple functions with well-combined features, all in a
compact footprint, will improve productivity for the staff. A
former optician, Tribal Secretary John Johnson is ecstatic with
the edger as it “will be a benefit for tribal members and the
Optometry Department as well.” With a step-by-step wizard
mode for introductory users or professional mode for experienced users, all staff members will be able to grind out lenses.
“The edger is another step in improving the department as a
whole” Dr. Lee proclaims.
“I have been an advocate for this new edger for our optometry clinic. When I was an optician, I wished about our tribe
being able to create lenses on-site for our tribal members. The
benefit is quicker turn around; and in case of emergencies this
is a major need. Additionally this will save the tribe money
since we will no longer have to send our glasses out for the
fitting of the frame. All eyes are not alike, by having this new
lens edger, we can help our tribal members get the best view
from their glasses possible. This is a 20/20 decision and I am
hoping we all see clearer now. ”

Absentee Shawnee Tribe – Severe Weather Policy effective December 2013 states:

a. Prior to normal starting time it will be announced on one of the local television or radio
channels that the Absentee Shawnee Tribe is
open and/or closed based on weather severity.

The Absentee Shawnee
Tribal Christmas Party will
be done differently this year.
We will be doing a Wal-Mart Gift Card and a Movie
Pass. Only 150 Movie Passes will be given and is
on a first come-first served basis. Parents will need
their child/children’s Absentee Shawnee CDIB card
(must be an updated CDIB Card) to pick up the gift
card and movie pass. These will be available at
Title VI on December 10th, and at the Tribal Finance
Office December 11-18. Office hours are 9:00 am to
11:30 am and 2:00 pm to 4:30 pm, Monday through
Friday.
Due to the location of the Movie Theater in Shawnee, out-of-state tribal children will not be able to
receive a movie pass and will only receive a
Wal-Mart Gift Card.

landowners. The Tribe then took the lead in negotiating an agreement to
enable the landowners to keep their land, receive substantially more money for its use, and have oversight and enforcement rights for the City’s
future activity along the pipeline.
The proposed settlement agreement will provide a 100-foot wide easement to the City, so long as the pipeline is used only for the purpose of
transporting public water. If the City stops using the pipeline or uses it
for any other purpose, the easements terminate and full control of the
land returns to the landowners. For any work the City undertakes along
the pipeline, the landowners will receive 60 days’ advance notice and the
right to conduct inspections, and the City must fully restore the land to its
natural state after completing the work. The City must comply with all
Tribal, federal, and state laws regarding environmental and cultural protection, and the landowners can go to federal court to stop any violations.
In advance of any construction or other work on the pipeline, the Tribe
will be notified of job opportunities for Tribal Members, and no work is
permitted around designated cultural areas during the traditional ceremonial seasons. Compared to a condemnation where only fair market value

would be paid, the landowners will receive approximately 10 times the fair
market value of the easement acreage under the settlement agreement.
The Tribe and Oklahoma City have approved the proposed settlement,
which now requires consent by a majority of the landowners to become
final. Upon approval by a majority of the landowners, the settlement funds
will be placed in an interest-bearing account until the settlement documents
are complete and payments are made to the landowners. If you are a landowner along the pipeline easement route and need further information or a

Since our last CCSG General Council Report of June 2, 2018, we have
had four (4) regular paid monthly meetings held every 4th Sunday of
every month, held at Little Axe Community Bldg. We have had three (3)
unpaid community meetings in Shawnee, Little Axe, and Tulsa. The total number of members present at all meetings is from five (5) to seven
members out of the ten members of CCSG. The CCSG members absent
are from three (3) to five (5) members. We have less than 14 months to
complete these highly recommended, enviable, and required amendments
to the Absentee Shawnee Tribe’s Constitution.
The following progress report and upcoming events of CCSG:

» Community Meetings accomplished and one (1) at General Council:
First meeting: Thursday, 8-16-18, Multi-Purpose Health Bldg, Shawnee,
OK;
Second meeting: Thursday, 8-23-18 (rescheduled to 9/6/18) Resource
Center, Little Axe, OK:
Third meeting: Saturday, 9-22-18, International Plaza Office Building,
Tulsa, OK.

Meeting
The attendances of the tribal members at these meeting were low, but the
ones who attended did give us some good feedback, which is very much
appreciated!
We appreciate the support we have been receiving from the Executive
Committee members. All of them have been accommodating, supportive,
and willing to assist this committee. Special kudos/thanks to the offices
of Representative Fletcher, Lt. Governor Blanchard, and Governor Butler-Wolfe in providing refreshments for the Community Meetings!
» As stated above, we have been meeting several times on Tuesday evenings to get the constitution ready for legal, executive committee, and the
tribal members to view the draft.
» CCSGs current officers: Dan Little Axe, Sr., Chairman, Kathy Deere,
Vice-Chairman, Shirley Adkins, Secretary/Treasurer.

documentation like minutes, budget, flyers, LAS Resolution, current AST

» Due to unforeseen circumstances, we have had to postpone our visit
to Chickasaw Legislature, Ada, OK in July, August, and September. The
visit has been rescheduled for October 19, 2018.
» The CCSG is tentatively planning a visit to the Kiowa Legislation in the

next few months.
» On Wednesday, regular monthly Executive Committee Meeting, September 19, 2018, submitted the “AST Constitution Proposed Amendments”
request to remove BIA (Secretary of Interior) to the Executive Committee
for Resolution for submission to BIA for a Secretarial Election.
» Current CCSG budget as of August 31, 2018, is $14,098.97. Annual
budget amount is $16,321.77. Chairman Dan Little Axe, Sr., requested our
Indirect Cost Line Item be reduced and it was approved at a lower IDC rate
of 10%. Thanks to Treas. Ellis.
» All AST members are encouraged to attend the CCSG meetings. Next
meeting, Sunday, November 18, 2018, 3:00 p.m., Little Axe Community
Building, west of C-store, Hwy #9. Your input is very important!

The Constitution Committee Study Group (“CCSG”) meetings are normally held monthly every fourth Sunday. Next meeting is December 17,
2018, at 6:00 p.m. dinner meeting at Charleston’s in Norman, OK.

is for the AST members to be informed concerning CCSG meetings, minutes, budget, and community meetings. If you have comments,questions,
suggestions, you can visit our website for the informational updates on the
progress.
At the printing of this article, we will have had our November 18, 2018
meeting. This is our regularly scheduled stipend meeting.
We hope everyone at the October General Council meeting saw the CCSG
PowerPoint presentation. We didn’t receive any comments or questions.
Our report to the General Council was left out of the book; so it
will added to this news article as an attachment.

The following item and action item were discussed at our CCSG monthly
meetings:
• Referendum Vote on removing the BIA, Secretary of Interior Two (2)
articles in the constitution. This needs to be done to revise the AST Constitution to separate the Legislative and Executive branches. The draft
resolution was presented to the Executive Committee Members monthly
meeting, Wednesday, 10-19-18. The ECs next step is to submit paperwork
to BIA for the Secretarial Election.
• Continuing to work toward completing the draft constitution for legal
review. Plans to complete the draft by the first month or two of 2019.

Domestic Violence and Sexual Assault Advocacy
The AST Domestic Violence/Sexual Assault Programs are on-call 24 hours per day to provide
emotional support, advocacy and crisis counseling to survivors at hospitals, police stations and
throughout the legal system. The programs also serve as a resource center to the community by
offering educational information and referrals.
Transitional Housing
The AST DV Transitional Housing Program serves victims of Domestic Violence/Sexual
Assault. Participants have up to six months to obtain education and job skills needed to begin a
new life.

Court Advocacy
Assists survivors with domestic violence court related costs (when funding is available) and
appearances as well as filing for emergency protective orders (EPO) or restraining orders.

Oklahoma in order to help victims obtain safe housing. Emergency transportation for

ATTENTION
AST Voters
Elections are around the corner for
Governor and Secretary.
When you cast your vote, we should choose someone who will help support the
tribal membership, especially our elders. Ask yourself, are we better off now than
we were six years ago. Whoever runs, should:
Hire an administrator,
Have a balance budget,
Sell off excess fee land, that we have NO PLANS for and pay taxes on,
Sell those COWS, which is just costing us money,
Provide washers & dryers, stoves and refrigerators to the elders who need
them,
• Bring back the winterization program for the elders and needy,
• Provide yearly $5,000.00 grants to college and trade school student, provided
they work for the tribe for 2 years, when they complete their studies,
• Provide bi-weekly transportation to tribal member from OKC & Tulsa to
Shawnee and Little Axe health clinics and open a video Doctor consult office
in Tulsa and better relationship between the Medical Director & Medical
Board and Executive Committee,
