Upcoming Elections
Here at the Tribe and across the state of Oklahoma votes will be cast in both
partisan (where you state which political party you have registered as a voter to be:
Democrat, Republican or Independent) and non-partisan (no political party) elections. I seek to ask each of you to go out and vote and vote for the individual who
will bring the most opportunities to us as Native American’s. I further ask you to be
informed on the issues and if they have done it timely and based on the presiding law
and established policies.
As I have previously stated voting is a hard won privilege and one that we as a
people can use to our advantage. When we as a people vote at the state and national
level it can be an alternate solution to end ongoing legislative and economic concerns
that Tribes face by putting the right people in place.
Information on our upcoming tribal election is:

I would like to share with you those reports by programs, under my oversight,
provided:

Hello my Absentee
Shawnee people!

Spring has finally come. The long cold
winter has left us and for many it is time to
plant gardens and prepare for the summer
months. I welcome the change and plan to spend some time outside
getting some much needed exercise.
General Council
On April 5th we had our General Council meeting and it was quite challenging.
We recorded the meeting and it is being made available via our website. There were
several key items that came out that you need to be made aware of. The Tribe has a
Code of Conduct in our Administrative Systems Manual and this is specific to our
employees. It has been approved by the Executive Committee for that purpose and
has been a useful guide for our employees. Our current tribal government is set up
so that our Executive Committee has direct oversight or supervision of delegated
programs. However, we get paid both as IF we are employees yet we are an elected
body. This is why for many years that you, our tribal members, have stated that there
should be a Code of Conduct & Ethics as it sets the direction for our elected body. Our
Treasurer, Kathy Deere, worked diligently on getting a Code of Ethics established.
When I came into Office I assigned my Special Projects Coordinator to continue this
effort with our Attorney General and in conjunction with the Executive Committee.
Via email ALL of the elected body has been included in this project since September
2013. This is documented and is a fact. The Code of Conduct & Ethics is a Code that
we as leaders should be made subject to - not an Administrative Systems Manual.
Ethics is about morals and values and we as leaders should lead by example. This
Code will give us a guide and provide us a good way to stay on the right path.
The second item that was brought before the General Council was a salary ordinance. The thought behind this ordinance is to ensure that those elected to Office
have a basis for their salary. The Tiers (or levels of pay) will be set up to align the
salary of the elected body on a combination of education and business experience.
If this ordinance is approved it will allow for our elected body to continue to receive
fringe benefits but not to supplement their salaries. This is a very progressive idea
and one created by a combination of Tribal members and employees in 2012. Those
visionaries are Melpherd Switch, Jim Johnson, Shirley Adkins, Belinda Collins and
Paul McIntire. This document adheres to our Constitution.

Building Blocks
April 2014 News… Our Easter egg hunt and Easter parties were a huge success!!
The children, parents
and staff had so
much fun!! We always
welcome
parent
participation
and
want to thank all
of the parents who
contributed items for
our parties and to
those who attended
our Easter events.
We
had
our
biannual cleaning day on Saturday, April 26th. The purpose
of this is to replace broken toys, rearrange the learning
centers within each classroom, disinfect all areas of the
center, etc. We also have a company come in and clean all
of our carpets.
One thing we strive for at Building Blocks is to always put the safety of children
first and foremost. We’ve had to address issues regarding car seat safety with some
parents. We certainly do not believe that parents intentionally disregard their child’s
safety while transporting them. However, accidents happen with results that can be
tragic. Therefore, we felt that we needed to do more. That is why we are in the process
of coordinating with Rosie Tallbear in the Injury Prevention Department at the Little
Axe Health Center to host a car seat safety day for families that we serve, as well as
tribal members. We will announce the details as soon as we finalize everything.
Dates to remember:

City Sales Tax
The City of Shawnee continues to try to impose taxation. In a recent city hall
meeting they changed their compliance standards on taxation. It is now subject to the
Oklahoma Tax Commission and this will allow the state to enter into the sales tax
issue on behalf of the City of Shawnee. The City’s attorney asked the City Commissioner to allow the Albuquerque legal firm (which they have hired to litigate against
the Tribe(s)) be the contact point for the City on tax compliance issues. This two
items means that there is a larger pool of resources for the city to be supported by on
taxing the Tribe(s). These actions aren’t necessary the City could simply concede that
Tribes are sovereign nations and seek to partner with them. They could ask and not
demand. The City of Shawnee has been publicizing that they are seeking mediation
yet why did they make the two changes mentioned earlier if there intent was to work
with Tribes? The Tribe(s) must stand united on this issue as sovereign nations. We
must not relinquish our sovereignty or allow it to be eroded by local government. I, as
a citizen of Shawnee and a non-member of the other Tribes in this area don’t want to
see you or my employees, friends, family members made subject to a special tax that
is imposed upon us by the city when we use another tribes convenience store, grocery
store and/or casino. If we choose to give the City funds (like our Housing Authority
does) then that is our choice but it is NOT there decision. As previously stated if we,
as a Tribe, agree to this type of taxation not only would it impact our ability to serve
our people but it would erode our sovereignty as a Tribal nation. Let’s stand together

Lt. Governor’s
Report

I hope this newsletter reaches everyone in
good health. It was nice to see the turn out
for General Council. I also want to thank
everyone for your overwhelming support in the Primary Election.
The number of votes reflected the thankfulness you have for me, my office, my
staff, my departments, and for the services we provide to you.
Spring is here and everyone needs to be weather aware. Rain is always welcomed
this time of year, but we know our weather can turn bad at any time. Everyone
should have a safety plan in the event of severe weather and make sure our elders and
children can get to a safe place.
My article will be fairly short this month, due to working in the field, but I want to
report on a couple of Roads projects. The joint resurfacing project with Cleveland
County District 2 is near completion. Last spring, Cleveland County and our
Roads Program began working on a resurfacing project for Tecumseh Road, west
th
from 156 Avenue to the end of the road. Some minor maintenance remains to
the side of the roadway.
The parking project for the police substation will resume as soon as AT&T moves
the fiber optic line lying direct in the middle of the project site. This lengthy delay is
frustrating and has pushed back the project completion date. We did not anticipate
the delay for the project to extend too far into May.
Finally, a foundation base has been completed for the parking and cul-de-sac area
located in the southeast corner of the Tribal Complex. The new Elders/Veterans
Center and future after school center are located in this area and plans for a permanent parking area and roadway are being engineered. We are projecting bids to be
solicited within the next few weeks to begin this project.
My next article will include more information on projects and other activities from

Treasurer’s
Report

Dear Tribal Member’s,
Thank you for attending
the April 5th, 73rd General Council
meeting. May is here again! Mother’s
Day is a good day to show your mothers’
how much they are loved and appreciated!
If your mother has passed on remember those precious memories
that were shared as you celebrate Mother’s Day! My precious mother, Estelline, has
been gone for several years, but I remember the good times we spent together and I
praise the Lord for having a Godly mother! Pray for lots of rain with no tornados!
Oklahoma needs a break!
As always, our prayers and thoughts go out to our AST families, who have lost
loved ones this past month! Remember our tribal members who may have health
issues, too.
Monthly Program/Departmental Directors meeting. Each month a meeting is
held with the department and program directors. We get reports of statistics,
upcoming events, meetings, and activities. We appreciate the directors’ taking
the time to send us a written or verbal report.
AST Audit. The 2013 audit has begun at end of March for the whole Tribes’
entities: casinos, ASEDA Enterprises (store, restaurant, & smoke shops),
ASEDA, Inc., ASTHA & LSWN Health Programs, and Tribal Government.
The audits should be completed by end of May, middle of June, 2014.
Indirect Cost Proposal (IDC). The 2014 IDC has been submitted and assigned
to negotiator. We are waiting for the Reviewer’s question for finalization of the
proposal and this will be the final step. Our rate has steadily increased for the
past three years, current rate is 27.39%.
REGULAR EXECUTIVE COMMITTEE MEETINGS (RECM), Meet every
third Wednesday of the month, 10 am, in Governor’s conference room, to decide
on executive and legislature resolutions for the advancement and betterment of
the tribe. We appreciate tribal members attending the meetings. Governor gives
a monthly report of her activities.
Elder’s Council Monthly meetings are held every third Saturday, either at AST
Resource Center, Title VI Bldg, or Thunderbird Casino, 10 am. If you are 55
years and older, please come join us for fellowship, food, and fun times together.
Discussions included the upcoming Thunderbird Casino/Elders’ Pow Wow on
July 4th, 5th, and 6th, upcoming cultural activity in Tema, Iowa in August. The
NEW officers are Dan Little Axe, President, Wynona Coon, Vice President, Mary
Birdtail, Secretary, and Emily Longman Treasurer. Next meeting is May 17, 2014
at 10 am at AST Resource Center. If you would like more information about the
Absentee Shawnee Elders Council, please call Mary Birdtail, 405-386-7851.
• Internal Revenue Service, AST Vita (Volunteer Income Tax
Assistance). AST Vita service for free tax preparation for tribal members has
come and gone. We appreciated all of our volunteers who took the time to
assist our tribal members with their taxes this year. Volunteers were: Eddie

Brokeshoulder, Mark Rogers, Belinda Collins, Brenda Claw, Genevieve Foster,
Stella Little, Jennifer Crenshaw, Jessica Gonzales, David Deer, Tresha Spoon,
Leah Bettelyoun, Arlene Herrera, and myself. MIS Director, Rico Coon,
Josh Gibson, Michael Berry, and Nishant Shrestha were instrumentals in
getting our phone line, computers, printers, and copier set up to do the Free
Tax program and we appreciate their expertise. Our totals were 53 taxes
prepared, $12,660.00 saved by using AST, and total refunds received using
AST was $53,878.00. Many thanks to all these volunteers who prepared the
taxes, quality reviewed and were greeters/scanners. We could not have done
it without you all!
• Constitutional Revision Committee (CRC): Next meeting for
the CRC (TBA) to be announced. The CRC is getting closer to finishing the
constitutional revisions, now they are waiting on the Election Commission
and their input and they should be able to put it to referendum vote in the
very near future. If you have questions or would like more information,

• City of Shawnee Taxation Update: As you have seen in the
newspapers, on February 2014, City of Shawnee, OK, officials demanded that
the four Tribes (Absentee Shawnee, Citizen Band Potawatomi, Kickapoo, and
Sac & Fox) in the city begin paying a three percent city sales tax on goods sold
to non-tribal members. The City blames the Tribes’ economic development
for decreasing tax revenue. We are asking all our tribal members that live
in Shawnee to register to vote by May 30, 2014, to vote in City of Shawnee
election for three positions on the City Commission to be held on Tuesday,
June 24th. There are three vacancies in three wards 1, 5 and 6. If you have

• Upcoming referendum elections on implementation for elected
officials on Code of Ethics and Salaries Scale. All of these will be on the
website, newsletter, and community meetings will be conducted to educate
our tribal members on the need for these policies and procedures for elected
officials.
NEWS FLASH
This is the latest from the website concerning the second payment distribution.
Looks like another delay indefinitely see below from the website. Cobell Update
(http://www.indiantrust.com):
“A Letter from Class Counsel, Concerns have recently been expressed that the
second payments under the Cobell settlement – the Trust Administration payments
– have not yet been distributed. Please be assured that the Court, the Claims
Administrator and Class Counsel are taking all measures necessary to make sure
those payments are distributed as quickly as possible consistent with the terms of the
settlement. In particular, frustration has been expressed with the Claims Administrator,
the Garden City Group (“GCG”), suggesting it is responsible for the payments not
having been mailed. GCG, just like the parties, is required to follow the terms of the
Settlement Agreement approved by Congress and the Court, including the timeline
set forth in that agreement for mailing of Trust Administration Class payments. At
this point, not all requirements imposed by that agreement for mailing of the Trust
Administration payments have been satisfied. Unfortunately, implementation of the
settlement was delayed for a year while Congress considered it and almost another
year and a half while four individuals appealed the District Court’s order approving
it. These were matters over which we had no control.
However, once the appeals expired in late November 2012, we worked with the
District Court and GCG to make sure that distribution of the Historical Accounting
payments, commenced within 30 days. In fact, GCG was able to commence
distribution in three weeks after receipt of the final data for distribution. Unlike the
Historical Accounting Class payments, under the terms of the Settlement Agreement
as approved by Congress and the Courts, the Trust Administration payments could
not be distributed immediately after the expiration of the appeals. Instead, these
payments can be made only after all Trust Administration Class members have been
identified. This was due to the fact that, in many cases, the Department of Interior
had no record of trust beneficiaries on its electronic systems, requiring they selfidentify. Therefore, in order to make sure that everyone who was eligible had an
opportunity to participate in the settlement, the Settlement Agreement provided
additional procedures for identifying Trust Administration Class Members. These
procedures included a Supplementary Notice to Trust Administration Class
members that commenced shortly after the appeals expired, along with a claim
filing and review process. All claims were to be submitted by March 1, 2013. During
the claims process, there were concerns expressed by class members in Oklahoma
who were experiencing difficulties obtaining records to support their claims due
to the absence of those records on Interior’s systems and the devastating tornados
that affected much of the state. Therefore, the claims process was extended by the
Court to make sure that these individuals had an opportunity to participate. As
ordered by the Court, claimants had until September 4, 2013 to request an appeal
of a claim denial to the Special Master appointed by the Court. The claims process
was successful as over 485,000 claims were filed. All of those claims were reviewed
and timely determinations made by GCG. Over 2,400 appeals from those decisions,
many several hundred pages in length, are being carefully considered by the Special
Master. As provided for in the Settlement Agreement, once all Trust Administration
Class members are substantially identified and the Department of Interior has
calculated the pro rata share of the settlement to which each Trust Administration
Class member is entitled, we will promptly request that the Court approve the Trust
Administration payments. We can’t predict with certainty when these matters will be

completed enabling us to request payment from the Court. However, we will provide
continual updates as new information becomes available to keep you advised of the
status of those payments. Meanwhile, we continue to work with the Court and GCG
to ensure the settlement is administered in accordance with the highest standards.
When the Cobell case settled, we inherited the Department of Interior’s records of
individual Indian beneficiaries – including the many inaccuracies known to exist
within those records.
However, a commitment was made that the Cobell settlement would not suffer
from the deficiencies that historically afflicted the Indian trust system – in particular
that everyone who was eligible to participate in the settlement would have an
opportunity to do so. Individual Indian trust records have markedly improved as a
result of the Cobell lawsuit. However, problems remain.
Delays in, or the absence of, probates have resulted in individuals who had passed
away remaining on the list of living trust beneficiaries. Multiple records often exist
for a single beneficiary. The Department of Interior still does not know the identity
of some trust beneficiaries and current contact information was not available for
tens of thousands of known beneficiaries. We continue to work through these issues.
By way of example, to date, through extensive outreach and working directly with
tribal governments and GCG, we have been able to locate over half of the 65,000
individuals on the government’s “whereabouts unknown” list published by the Office
of the Special Trustee, to insure they receive their settlement funds. Thousands more
continue to contact us each month. This has been a serious deficiency that has plagued
the individual Indian trust since its inception. We are committed to make sure that it
does not continue. If you have contact information for anyone on the government’s
“whereabouts unknown” list, please contact the Claims Administrator at 866-5912958. Once again, please be assured that we are doing everything we can to make
sure all class members receive their payments as soon as possible. We understand the
frustrations experienced over the timing of payments. Many beneficiaries are in great
need of these funds and we will continue to do everything we can to make sure the
payments go out as soon as possible.

Finance Department Report
MAY 2014

The Finance office continues our efforts in keeping the day to day
activities flowing effectively and efficiently through communication
between the Finance office and Programs. In working together, we have
found the most time effective and cost effective processes for transacting
business.
The Tribe’s 2010, 2011, and 2012 Audits are “unmodified” opinion;
which when compared to an educational grading scale is an A. The 2014
Indirect Cost Proposal has been submitted to the Interior Business Center
(IBC) and I was notified on September 17, 2013 that it is ready to be
assigned to a negotiator. The proposal has been assigned to a negotiator
and I have answered two set of questions posed and we are awaiting the
Reviewer’s question for finalization of the proposal. Our rate is up from
17.74% for 2010 to 21.98% for 2011 to 22.35% for 2012 and 27.39% for
2013; 2014 review is the last step.
We are under Audit for 2013 for all of the Tribe’s entities [Casinos;
Store; Restaurant; Smoke Shop’s; ASEDA, Inc.; ASEDA, Enterprises;
ASTHA & LSWN which makes up Absentee Health Systems; and the
Tribal Government.] Auditors arrived on sight April 2, 2014 for the
Tribe’s audit. All of the tribe’s entities must be audited first and then they
are combined with the Tribe’s Governmental Audit.
The finance department is completing accounting by the 10th day
of the month. Financial reporting for the Tribe, Health Authority and
Li Si Wi Nwi, Health Inc. boards and the Executive Committee for
Absentee Health Systems, Shawnee and Little Axe (LSWN) continues
monthly. The Finance staff has completed the March reconciliations and
financials. It is imperative the accounting staff continue to stay ahead
of all of the accounting so that audits go smoothly, and Indirect Cost
rates stay up to date. Indirect cost proposals cannot be submitted without
completed audits as the audit is used to calculate the proposal. There
are many processes in place in your Tribe’s accounting department that
ensure we keep accurate records of transactions. The Tribe’s
accounting processes must be in compliance with GAAP; (Generally
Accepted Accounting Principles) and GASB (Governmental Accounting
Standards Board) and these rules are updated annually.
The Tribe currently has compact funds of BIA, I H S, and approximately
51 Grants. In addition, the Tribe operates a General Fund and an Indirect
Cost Fund. The new clinic building payments are current and have not
been late and projections are that they will continue to be current going
forward.
Five of the AST Finance staff volunteered for the VITA Tax program
that ended April 12, 2014 and underwent a series of testing required
by the IRS in order to prepare taxes for Tribal Members. We were very
happy to assist.
The Absentee Shawnee Tribe’s Finance Department has very hard
working group of people and it is an honor to work with them, the
Treasurer’s office and at the Absentee Shawnee Tribe. The Finance
Department employs 14: with 6 (43%) being AST Tribal Members, 2
(14%) non-AST tribal members, 6 (43%) being non-natives.
This department would like to extend a special thanks and note of
appreciation to the Executive Committee for providing the tools, resources,
and support to enable the finance staff to reach its accomplished goals and
to continue with this effort. A special thanks and note of appreciation to
Program Managers and Employees of the Tribe for their assistance and
dedication in our continued group effort toward accomplishing our goal.

Report

Tribal Members,
Hello,
I
hope
everyone is in good health and excited
about the upcoming summer, a lot has been
happening with the programs, starting with
The Cultural Preservation Program. We are in the process of
putting together a 5 year plan together for this respected program and hopefully
soon a true vision of what I, Representative Jeff Gibson and Program Director
Joseph Blanchard, and his staff see for the future of the Absentee Shawnee Tribe
of Oklahoma. I attended a “To Bridge a Gap,” meeting in Fayetteville, Arkansas,
April 7- 10th, with Forest Department of Registry, on the agenda we discussed
natural resources such as air pollution and water conserva­tion and how we need to
get ready for the future cause these valuable resources are being abused and need to
be controlled so our children will have these resources to survive and carry on our
culture in the future. The meet­ing was informative as far as, how much resources are
needed in the future I don’t think we as a Tribe realize how important it is to be ready
for the future and hopefully we will be able to teach and keep you informed on this
issue. We sometimes take these issues for granted and as the population grows, we
need to understand that these issues will be worth more than gold, also on the agenda
was how we are losing trees of all kinds, because of heat, fire, and drought in many
of our Forestry Departments. I am very thankful Mr. Blanchard is taking his culture
as well as this world serious because we all need to be reminded how important life
on Mother Earth is important to The Absentee Shawnee Tribe of Oklahoma.
Tribal member, Phil Bradley, Director of the Music Program, on the Absentee
Shawnee Tribal complex has been moving forward at a fast pace with the music
program, and I`m excited about how many of our tribal members have been taking
advantage of this free music program and it’s good to see music playing a valuable
part in their lives, as they progress on learning there respectful instrument. We are
putting together a music program later on this year, so we can showcase some of
our students playing the Piano, Guitar, and Drums, it will be good to see our Tribal
people smile after they accomplish this outstanding event, so stay tuned for this great
showcase.
It’s that time of year again where our Tribal members take part in Summer events
from Baseball, Softball, Fish­ing and other social activities, if you get a chance to catch
a game or event encourage our young children and Tribal members. My condolences
go out to all that have lost love ones and Happy Birthday to all that have Birthdays
in May.

Financial Consultant’s Report

Hello Tribal Members,
The 73rd Semi-General Council has come and gone. The Office of
Treasurer would like to thank each of you for participating in our Native
Community Development Financial Institutions Fund (CDFI) Credit
Builder Loan Survey.
The following activities I have been involved and participated. Financial
Reports: Reviewed and analyzed monthly General Fund and Indirect Cost
encumbrance financial reports of Treasurer.
Absentee Shawnee Economic Development Authority, Inc. (ASEDA):
Attended monthly ASEDA board meeting to discuss future business
partnerships.
Community Engagement
AST Constitution Revision Committee (CRC): The AST Constitution
Revision Committee (CRC) continues to have monthly meetings discussing
revising the Constitution. CRC member Briana Ponkilla gave an update
to attendees at the recent Semi-General Council meeting in April. As
Tribal members, your input is very important and vital to improving our

Native American Finance Officers Association (NAFOA)
Attended NAFOA’s 32nd Annual Indian Country’s Leading Economic
and Financial Gathering conference, in New Orleans, LA. NAFOA
conference was well attended over 700 registered attendees who included
Tribal leaders, Financial Staff, Finance and Investment Companies
and Attorneys. The conference theme: Growing Tribal Economies &
Strengthening Tribal Finance.
NAFOA two-day conference track topics I participated and attended:
Bay Mills Case: Dispute Over Tribal Sovereignty, Access to Capital and
Diversified Growth for Tribes, Negotiating Sovereignty in a Market
Economy, Venturing Further Afield: National and International Business
Opportunities.
My second day consisted of the following tracks: Marking Communities
for Economic Growth, Ensuring Your Business Effectively Deals with
Taxation Issues, Access to Capital, Part 1: Tax Credits, Access to Capital,
Part 2: The CDFI Fund and ending the day with Access to Capital, Part 3:
USDA, SBA AND BIA.
Overall this conference was very beneficial for me as it concerned tribal
sovereignty, taxation, access to capital that are on the horizon for Tribes
across Indian Country. I made a lot of contacts which included tribal,
financial investors, attorneys and federal officials which were willing to

CCDF
The CCDF Subsidy program completed the Recertification process for current
applicants. Currently we have 16 children from 11 families who receive child care
assistance through the subsidy portion of the CCDF grant. We are actively accepting
Tribal Subsidy applications for child care assistance.
The construction of BBIII is ongoing and we are working towards getting the
equipment and supplies to make the center operational as soon as is possible. We are
set to open the beginning of August.
The CCDF Coordinator will attend Tribal CCDF Health and Safety Best Practices
Training in Norman, OK on April 29-May 1.
The job postings for the new BBIII in Little Axe are open to the public. We are
still accepting applications for the waiting list for our new BBIII facility in Little Axe.
We will update you on any new developments to the new center as they happen. We
look forward to all the new developments and strides forward that are being made in
our Building Blocks II and III programs.

Education
The AST Youth Council met on Saturday, March 29th at 10 am. Tresha Spoon,
Director, and Blake Goodman, TYP Coordinator attended a college and career day
at the Iowa Nation on April 4th and one AST Youth Council member also attended.
We had a table with information about the Tribe’s scholarships.
Tresha attended the Oklahoma Council on Economic Education’s quarterly
meeting on April 9th at the United Way of Central Oklahoma in OKC.
The Education Department and one AST Youth Council member volunteered
during the AST Easter Egg Hunt on Saturday, April 12th.

Emergency Management
A. EM Planning – Ms. Day met with Sac & Fox Police Chief Roberts to discuss
emergency management disaster response planning and partnership during tribal
disasters.
B. Attended monthly Intertribal Emergency Management meeting hosted by
the Chickasaw Nation. A major discussion topic was FEMA’s first draft of the
guidelines for tribal disaster declarations. The draft was presented by our Regions
VI representatives. The draft will be under review by the tribes for 120 days and will
culminate with submission of comments to FEMA on proposed changes.
C. Attended the April 2014 pipeline safety meeting for emergency responders
for Cleveland/McClain Counties presented by the Oklahoma Pipeline Awareness
Liaison (OPAL). Updates on locations of pipelines, types and companies who have
them in these counties were presented. Demonstrations were held on how to respond
to the different types of gases and substances and what measures should be taken
until proper hazmat teams are in place to diffuse the spill or leak.
D. The Intertribal Health Board Authority from Oklahoma City has a grant
to give a monetary award to tribes that complete these three plans - Pandemic,
Communications, and Continuation of Operations Plans (COOP). This has been
an ongoing project for the past few months and there have been consultations
with the AST Clinic Director on the Pandemic plan and the Tribal Police on the
Communications Plan.

Health
The attorneys completed their necessary reviews and the Governor signed and
released the new Veteran’s Administration Agreement and it has been sent back
to the VA for implementation. A health fair sponsored by the VA is forthcoming,
so please be on the lookout for more information! We are looking at servicing our
veterans beginning in late May or early June, pending on the final training and site
certification visit required by the VA before we service patients.
We are looking at having a dedicated time each month for Audiology and Hearing
Aid services at the LittleAxe Clinic. This service is being developed now, and more
information will be released as discussions with a few potential service providers
evolve into set dates.
Additionally, information booths will be set up at Horseshoe Bend, Little Axe
Resource Center, and the Tribal Complex for the upcoming meetings scheduled from
the April General Council ballot discussions to illustrate the Affordable Care Act
(ACA) and highlight the upcoming Veteran’s health program with the tribe.
A few other key bits of information:
• The new interactive phone menu has been updated and added
to the Contract Health Services (CHS) to help patients access the most
appropriate service provider by calling (405) 701-7951. We are hoping this
new feature will speed up access to the patients seeking services and followup to their care.
• The AST Health System has implemented its new Customer
Service Line. Please direct all complaints or compliments to (405) 701-7623.

• Pharmacy After Hours Process: After hours and weekends/
holidays, did you know you can go to Walgreens in either Shawnee or
Norman, and have a five-day limited fill on prescriptions? All you have to
do is submit your prescription, identify yourself with your AST CDIB Card
and other appropriate ID, and then they will fill your prescription! Upon
the first workday, you can have the remaining balance of your prescriptions
transferred to your pharmacy in either Shawnee or Little Axe, and they will
fill your remaining balance. This is an emergency convenience for your benefit
and to save the contract health dollars as well, so please be aware of this and
other benefits our tribe provides you.
• The Jim Thorpe Games will be coming to Shawnee/Tecumseh
area soon. Please ensure that if your children and young adults are properly
enrolled into the MSPI program if you want your fees covered along with
having your CDIB card available to verify eligibility to join a team or compete

Intergovernmental Relations & Planning
No actions taken this period as there is no budget for this program. It is in the
planning phase and is being considered for placement in the indirect cost proposal for
2015. This program is for short and long range planning – including intergovernmental
relations, legislative and policy analysis and compliance for the tribe.

management and operational needs that I hope we can get addressed in the near

luncheon at the Embassy Suites Hotel and Conference Center in Norman
to receive a Special Recognition Award honoring the AST PD on the
Pottawatomie County Highway Safety Corridor.
• Monday, April 21, 2014 Officer, Crowley will be escorting John L. Edwards’s
body from Chickasha Ferguson Funeral Home to Walkers Funeral Home in
Shawnee.

The music program is a program that’s offers Free music lesson’s to all of our tribal member’s and none Native Americans also the
goal of the program is to offer the lessons to our community in hopes to bring people together & become more aware of their gifts
and the strength’s in our people.

We have folks learning music from the age of 6 to 81 and all of them are enjoying the free lessons and have become musicians and

I have worked with over 230 Tribal and community members and the music program has received Nation attention from Native

M.S.P.I (Meth, Suicide Program Initiative)
Spring Break Highlight

MSPI’s highlight of the spring break was bringing in entertainment artists, The
RezHeadz, which is a Hip Hop/Motivational group (a husband & wife duo) from Waco,
Texas. Jason “Smoke” Nichols is a direct lineal descendent of “Mato Ska”-­‐ Tom
Frosted of the Lower Yanktonai Sioux Tribe, his wife, Melissa “MiMi” Nichols is also
of Native American/Hispanic descent. The event was held on Friday, March 21, 2014
at the Thunderbird Casino’s Event Center. It was fun and exciting for the youth that
participated. The Rezheadz talked of their personal experiences of losing their teenage
daughter to bullying & peer pressure which lead them to get educated on issues such
as bullying, suicide, drug & alcohol prevention, gang awareness etc. Not only did they

The Tribal Justice System received a grant to upgrade the justice system by using new computer
software; adding security cameras; and setting up an advisory board to develop a Strategic Plan
for the court which will improve services offered, as well as community and crime victim
concerns. The Advisory Board needs your input into this process.

1) Why I am not receiving any mail from the Bureau of Indian Affairs (BIA)? You must maintain a
current address with the Office of the Special Trustee (OST) by calling their toll-­‐free number 1-­‐
888-­‐678-­‐8636. For instance, if you have recently moved and mail was returned to OST, a hold
will be placed on your account until you contact a representative. For further details, please
contact OST.
2) It appears my checks are sent to me at random with no business guidelines. Not true.
Whenever an individual receives $15.00 in his/her account from income generated from
farming & grazing lease and $5.00 from an oil & gas lease OST will issue a check.
3) If I have an address change who should I contact? Once again, please call OST at 1-­‐888-­‐678-­‐
8636; Call the Garden City Group if you are involved in the Cobell settlement at 1-­‐800-­‐961-­‐
6109; and finally call the Absentee Shawnee Tribe’s enrollment office if you are enrolled at
405.275.4030 extension 107 or 103.

4) Who should I contact about a FEMA trailer? You should contact Steve Johnson in Secretary’s
Office for information at 405.275.4030 extension 154.

5) I want to put a trailer on my trust property but I need verification I own the property. Who do I
contact? You may contact the Realty Department to obtain a title status report which is
equivalent to a deed. Most cases you can obtain a copy by coming to the office and
requesting it in writing in one day.

6) Does my grandmother have a will? As long as a person is living we must protect their privacy,
we cannot divulge that information to anyone. Once the individual is deceased the right to
privacy is extinguished.

7) Why does it take so long to get a probate done? There are several phases to the probate
process, the #1 reason is getting a family member to complete and return the Affidavit of
Family History. The case cannot be submitted for probate without this document. We can
usually obtain copies of all the other documents needed from Enrollment, Burial Assistance
office and the BIA but that one must be signed by a family member.

The #2 reason is that we have one Judge for all the tribes (excluding the Five Civilized Tribes)
in Oklahoma, Texas, and Kansas. He has a very heavy case load and it takes a few months to
get on his schedule.

8) Has my brothers or sisters been in to see you and what did they want? We are sorry but we
cannot reveal that information nor can we tell them that you came in and what you wanted.

9) My Great-­‐Grandpa received an Absentee Shawnee Allotment which he sold years ago. I would
like to find out who owns it now and buy it back. Once Indian Land is sold it goes out of trust
status, we no longer maintain records on it. You would have to go to the Court House in the
county where the land is located. The BIA records on those allotments were shipped to the
Federal Records Storage facility many years ago.

The following are current programs administered by the Absentee Shawnee Tribe Education Department:
These are brief descriptions of current programs. Program
guidelines are available in hard copy for at the Education
Department office or for download at www.astribe.com.
• Academic (K-12) Program: assists with academic
related expenses, and a portion of funds can be used
for school-related athletic program expenses. Program
has a maximum funding limit for the academic year.
• Zahn Program: established from a trust fund, program
can help with some graduation expenses, and awards
two (2) incentives: one for GED recipients and one
for High School graduates. Program has a maximum
amount of funding for graduation expenses.
• Job Training Adult Education Program: funds for
vocational training at accredited vocational institutions.
Program has a maximum funding limit for the calendar
year or per program.
• Higher Education: Education Incentive Award
Program: funds for undergraduate degrees, one
associates or bachelors degree, at any accredited

college or university. Funding levels are determined
based upon grade point average and full-time or parttime status.
• Graduate Scholarship Program: funds for one master’s
degree or one doctoral degree, and can fund for one

eligible for membership. The AST Diabetes and Wellness Fitness Center strives to deliver a well-trained staff that

Introduction
The information being provided is to help families
understand what programs are offered through the Absentee
Shawnee Housing Authority and how to apply.
Our programs target low income Native American families
who need housing assistance. The programs currently
being provided are Rental, Lease to Own and Down
Payment Assistance.

Application Process
Our process begins with the completion of our housing application.
When completing the application be sure and answer all the
questions that pertain to you and sign all attached forms. If you
should have any questions regarding the application; call or come
by our office and ask our staff in the Programs & Admissions
Department and they would be glad to assist you.
The application will also require documents to be attached in order
to complete the process; which are:
 Photo I.D.
 CDIB Card
 Social Security Card
 Birth Certificate
 Marriage License/Divorce Decree/Custody Decree (if applicable)
 Declaration of Section 214 (form is included with application)
Each household member must provide a birth certificate, social
security card and CDIB card (if enrolled in a federally recognized
tribe). The Housing Authority will conduct a criminal background
check and credit check on all adult household members over the
age of 18. A home visit is the final step in completing your
application.

Waiting List
A letter will be mailed out once your application has been
approved notifying you of the date your name was placed on the
waiting list. It is very important to stay in contact and notify the
Housing Authority anytime changes occur in income, household
composition, or contact information.
In the event that your name is next in being offered a home; you
will be notified by letter or phone.
Annual Updates required to remain on the waiting list.

Low Rent Housing
Our low rent housing program is provided to families in need of
housing in the Shawnee and Tecumseh area. Rental houses are
furnished with kitchen appliances, central heat and air, and mini
blinds all throughout.
In the Shawnee area, the Absentee Shawnee Housing Authority
has two elderly/handicap communities. These areas have fully
and partial handicap accessible units. A laundry facility is located
in the community for tenant use only.
Tenants in our rental program are provided services through our
Maintenance Department; if any maintenance issues should arise
you would contact the Housing Authority and a crew member will
come and do the repair.

The Lease to Own Program is available for any Native
American family who has met our requirements and would like
to purchase a home through the Housing Authority. The
homes offered are ones currently in inventory and owned by
the Housing Authority.
This program is designated for income eligible families who
have been renting but now feel they are ready for the
opportunity to purchase their own home. The application is
the same as the rental; accept the income requirements are
different.
Be sure and specify when completing your
application, that you are applying for the Lease to Own
Program. If you have substantial rental history and meet the
income requirements, your name may be placed on the
waiting list.

This program offers a one-time grant of up to $20,000 to assist
with down payment and/or closing cost to purchase a home and
is designed to make home mortgage payments more affordable

Pastor Dr. John L. Edwards, Absentee
Shawnee Tribal member, whose Indian name is
Ne ki ne ki pi we (nee kah nee kah bah wee)
“standing in front” (Horse clan) was 79 years
when he went to be with our Heavenly Father
on Good Friday, April 18, 2014. He was born
to John “Toots” and Martha (Ellis) Edwards on
January 12, 1935 in Concho, Oklahoma. John
was the eldest of seven siblings. His surviving
sisters are Charlene Whittington of Shawnee,
Oklahoma; Gilreath Godwin of Knoxville,
Iowa; and Atheda Fletcher of Oklahoma City,
Oklahoma.
During high school and college he excelled in football, basketball, baseball
and track. He was a natural athlete and he was also an academic scholar.
He attended schools at Seneca Indian Boarding School, Pawnee (Gravy
U) Indian Boarding School, Haskell Institute and he went on to receive
his Doctorate of Education in 1974 from Arizona State University. He
retired from the Department of Interior, Bureau of Indian Affairs in 1986.
He became the Governor of the Absentee Shawnee Tribe of Indians of
Oklahoma in the early 1990’s. From 1995 to present date, he became an
ordained minister and pastor of the Fellowship of American Indian Church
in Chickasha, Oklahoma. Dr. Edwards served as an AARP Executive
Council Member, Peacemaker with the Chickasaw Nation District Court
and volunteered in many other areas.
Dr. Edwards is preceded in death by his father, John and his mother,
Martha. Brothers preceding him in death are James Levi (Lee) Edwards,
Glen Wayne Edwards, and sister, Cheryl Ann Edwards Kennedy. He is also
preceded in death by son, Troy Dean Edwards and grandchild, Freeman
Edwards. Great grandchildren preceding him in death are Gavin Colbert
and Isabella Row.
Surviving Dr. Edwards include his wife, Tewanna Edwards and
granddaughter, Polly Anderson, both of the home, son Johnny Ladd
Edwards of Kansas. Daughters: Sherry and Rev. Alan Colbert of Muskogee,
Oklahoma; Ramona and Jim Nelson of Albuquerque, New Mexico; Fawn
Edwards of Tulsa, Oklahoma; Shawnee Edwards of Corrales, New Mexico;
Rainee and Chuck Manzanares of Pueblo, Colorado; Step-­son David Leader and
Scott Davis of Oklahoma City, Oklahoma; Step-­daughters, Sonja Anderson
and Elisha Gouge of Paducah, Kentucky. Grandchildren are: Gwen Edwards,
Anthony Edwards, Robert Colbert, Deborah Colbert, Alan Colbert Jr.,
Felicia Baker, Natisha Wing, Richard Nelson, Michelle Nelson, Michael
Nelson, Ashlee Garcia, Ethan Garcia, Dwayne Stephens, Jonathan Stephens,
Tiffany Gouge, Sonja Rocha, and Brittany Egner. Great-­‐grandchildren:
Jace Colbert, Jrue King, Isabella Colbert, Teyton Colbert, Lillian Colbert,
Ishmael Baker Jr., Cheyenne Baker, Kaylena Lowe, Troy Lowe, Nathan
Lowe, Avaree Garcia, Amaya Edwards, Eliciana Edwards, Rashawn Farmer,
Maurice Edwards, Ashanti Edwards, Bryson Edwards, Kylee Stephens,
Alyssa Kilcrease, Bryanna Gilliam, Araiah Gouge, Jacob Gouge and many
nephews and nieces.
The wake was held at Walker Funeral home in Shawnee, Oklahoma on
Monday, April 21st with fellowship following at Horseshoe Bend Community
building with Cindy Carpenter, Mary Lou Masquat, Kay Wallace, Ramona
Sloat McCoy, Reta Harjo and Grayling Johnson. The funeral service and
final respects were at the First Baptist Church in Chickasha, Oklahoma on
Tuesday, April 22nd. Tribal rites were given by George Blanchard and burial
was at Muncrief Cemetery in Ninnekah, Oklahoma.

Horse Shoe Bend After School Program
MAY 2014
April has been a very busy month for the Horse Shoe Bend after school program. Students have been diligently working and
studying on their basic studies. As everyone knows spring is when the Achievement tests start at surrounding schools. Our older
students are taking advantage of the two week preparation at North Rock Creek in preparing for tests. The younger age group is
receiving additional help by the After School staff and tutors to prepare for their upcoming tests.
As the school year comes to an end we will be scheduling activities for the summer. On April 7, 2014 I attended the April Awards
Assembly at North Rock Creek and saw many of our after school student attendees receive awards.

Annie Wilson and he is a tribal member of the
Sac and Fox Nation.
The tutors at the Horse Shoe Bend are VERY PROUD OF OUR
STUDENTS FOR THEIR ACCOMPLISHIMENTS and how well they have
performed in school.

Easter Egg Hunt

On April 16, 2014 students colored eggs for the Easter Egg Hunt that
occurred on April 17, 2014. All of the students participated in the egg hunt.

to not only continue to work for my tribal people, but to help on a more grand scale. The
past five years, I have had the privilege to work in multiple positions within the AST
Health System Administration. I have been a stable infrastructure through executive
support services for the Health Board and Executive Health Director in the largest budget
area and resource expenditure in the tribe. I have been a key component in creating a
smooth transition for multiple Directors. In each job title, I have meticulously absorbed
as much knowledge and experience as possible so that I may be able to accomplish my
job duties to an exceptional level. Through my work ethic, I have been instrumental in
implementing a time clock system for our health staff, helped create health budgets, and
maintain grants with knowledge of grant guidelines. I also have experience as a Human
Resource Assistant, auditor, payroll, marketing and social media, new employee training
and orientation. Currently as an AST Clinic Program Analyst, I also help guide and fund
tribal members who seek to gain education to further their careers in a health related
field. Outside of Health Administration, I aim to strengthen our tribal community through
establishing a boys and girls club, increasing the retention of our tribal youth within the
Methamphetamine and Suicide Prevention Initiative (MSPI), providing leadership in
implementing a large community playground for the Little Axe area, and developing an
AST tribal language class for elementary tribal youth.
As a mother of five children, I know the importance of hard work and establishing a
financial budget that is both beneficial and practical. I will apply all of my knowledge,
skills, ability and experience in a focused, combined effort contributing towards being
financially stable and help our tribe provide sustainability for our future generations. I
seek to work in a collaborative manner, with various groups of people, to provide an
outcome with positive results.

I would like to thank the Absentee Shawnee Tribe for getting out to vote
and making a difference here at the tribe. It has been a privilege to work
for you the last 4 years and I would like to express some of the accom­
plishments since I have been in office since 2010. Our first venture in
remodeling the Horseshoe Bend commu­nity building was a great success
with the start of the after school program that was developed under my
leader­ship, and since been growing. I am thankful it has progressed in the
Little Axe area and will be in the Shawnee area soon. That was one of my
future accomplishments here for the tribe and I had many talks on this
issue.
Gaming was in a situation where we was not progressing and since the
new TEC board was replaced with new officers and a new General Manager
took control of both casinos in 2011 the growth has been on the rise until
2014. I made a change to get back into Gaming I am ready for any battle
that arises. We as the Executive Committee need to let the areas that are
professional and that make money for a living to continue and support their
profession instead of micromanaging any area of our Tribal Businesses. I
am happy to say I was involved in this movement of gaming to excel and
continue their efforts in providing more money for better services for our
tribal members.
Building Blocks Learning Center has been a great service to the Shawnee
area. In 2013, I decided to expand and bring another facility to the Little
Axe area and it is in the stages for the parking lot to take place. The facil­
ity is going to be another Absentee Shawnee Tribal business that is needed
and something we as Tribal Mem­bers can be proud of. I worked with Grant
Writer Rick Short, the Tribe received an $800,000.00 ICBG matching grant
for the new camp to be built for our Tribal Members that I dearly want back
in my possession so I can finish my vision for the Tribe and to be located
off HWY 9. This is a good venture and could be utilized year round and
could bring in revenue for the tribe. In June of 2013, I was over several
programs and the programs was striving and progressing without issues,
now I see over two programs which is Cultural Preservation and The Music
Program which both are growing rapidly. I am very proud to say The 5 year
plan for Cultural Pres­ervation is going to be a proud event for the Absentee
Shawnee Tribe. These are just a few developments that I’m happy to say
I’m glad to be a part of and have many more developments in store for the
Tribe.
