MARCH 26, 2014
This is to announce the OFFICIAL results of the March 15, 2014 Primary Election
for the Absentee Shawnee Tribe of Oklahoma. This election was held on the above
date pursuant on the Tribal Constitution and the Election Ordinance. All votes were
counted at the Absentee Shawnee Tribal Complex.

Governor’s Report
Hello my Absentee Shawnee people!
This month our primary elections have occurred and since then
my Office has received numerous calls and visits from concerned
individuals about the future of our Tribe. All I can say to this is –
your vote can make a difference. If you are concerned about your
service levels and about these individuals then you, my Tribal
people, are the ones who can change that or continue it. I cannot.
My goal is to work with those you place in Office. We face too
many struggles as a sovereign nation for us to not move forward
as a political body. The City of Shawnee continues to aggressively
seek to impose taxation on those who may eat in our casino (nonmember tribal people and non-natives), those who purchase items
from our gift store, etc. here at our Tribal complex in Shawnee.
This sales tax issue isn’t just one Tribes concern. This is an issue
that could directly impact our Tribe’s governmental system. Many
of our Programs such as Cultural Preservation, Language, Indian
Child Welfare, TERO, Title VI (for seniors), Veterans, Media and
Music are partially, if not fully, supported by our tax revenues. Our
elected body is also partially funded by this tax revenue with the
remainder of that cost being paid through what is called Indirect
Cost. The General Fund is created by taxing our casino, earnings
(employees), lodgers, tags, vendors, severance and sales. If we,
as a Tribe, agree to this taxation not only would it impact our
ability to serve our people but it would erode our sovereignty as
a Tribal nation. Our four neighboring Tribes stand united with us
on this effort: Sac and Fox Nation; Kickapoo; Iowa Tribe; Citizen
Potawatomi Nation. There are other Oklahoma Tribes that stand
ready to support this issue as we seek to resolve it.
As a reminder - voting is a privilege that was a hard won right
for us as a Tribal people. This privilege is vested in individuals
when they reach 18 and then it becomes a matter of choice. You
can either choose to exert that right or accept the consequences
of when you don’t. The issue with the City of Shawnee is a way
of exerting that ‘right’. The City of Shawnee continues to be
oppositional to Tribes in the Shawnee area. We as a Tribe need to
look at alternate solutions to this problem and it is my hope that
each of you who reside in the City of Shawnee will get out and
register to vote and vote for a candidate that values our people and
listens to our concerns. Voting can and will make a difference. This
year there are three City Commissioner offices that will be open.
These are for First Ward (Ward 1); Fifth Ward (Ward 5); and Sixth
Ward (Ward 6). The dates that are meaningful to this City election
is as follows:
April 9-11, 2014 Filing Period for candidates
May 30, 2014 Last day for Voters to register
June 24, 2014 General Election

August 26, 2014 Runoff Election
Over the next three months it is my intent to actively educate and
assist voters on both our own AST upcoming General Election and
on the City of Shawnee General Election. I will be calling upon our
Election Commission to assist in this effort for our own elections.

the City of Shawnee sales tax issue please contact me at 405-2754030, Ext. 188. Our elections are vital to us as a Tribe and to us
as a sovereign nation. Please exert your privilege, your right as a
citizen and vote! The months of February-March have been very
busy as programs prepare grants, develop policy, look at staffing
and meet the demanding fiscal management of their programs. We
are also preparing reports for General Council (GC) and are looking
at placing on the GC agenda the Ordinance for the elected leader’s
salary structure which you asked for.
I would like to share with you those reports by programs, under
my oversight, provided:
Emergency Management
This month our Emergency Manager did the following:
• Developed a proposal with FEMA for Absentee Shawnee Tribal
members who were impacted by the previous tornadoes to be
considered for a Storm Shelter Grant. This is in a developmental
phase only and will have to be passed by an EC Resolution. Linda
Day is the Emergency Manager and is located at the new police
substation in Little Axe. Ms. Day is the contact for this program
and may be reached at 405-275-3432. If she is unable to resolve
your concerns please communicate with my office.
Law Enforcement
The AST Police Department hopes everyone is in good health and
ready for better weather ahead. As of March 20th:
•• We worked a total of 81 cases and had 111 contacts by
phone/visitors at the Police Department;
•• Participated in (2) Telephone Hearings with Pottawatomie
Co. District Court; two (2) funeral escorts and stood as
bailiff for two (2) AST Court Sessions.
•• Officer Shawn Crowley held an Anti-bullying class for the
Spring Break Camp at Brendle Corner on March 17.
•• The Police Department purchased (3) new vehicles,
equipment, uniforms all with Grant funds.
We would also like to extend our condolences to all families of
loved ones who have passed on and we hope for a speedy recovery
for those in the hospital or just feeling ill. Our mission as the
Absentee Shawnee Tribal Police is “To Protect and Serve our Tribal
Community”.

city begin paying a three percent city sales tax on goods
sold to non-tribal members. The City blames the Tribes’
economic development for decreasing tax revenue. The
City has agreed to a meeting on March 24, 2014, with the
four Tribes. We have requested data that substantiates the
claims that the City has made about sales tax decline and
how Tribal businesses contribute to that decline. To date,
the City has not provided the requested data. We are asking
all our tribal members that live in Shawnee to register to
vote by May 30, 2014, to vote in Shawnee City Commission
elections to be held on Tuesday, June 24th. There are three
vacancies in three wards 1, 5 and 6. If you have questions,

Whereabouts Unknown: Help Locate Your Record
At this time there are over 30,000 accounts where the
Government’s records do not reflect the current contact information
of the owner. During the first distribution, eligible payments were
deposited directly into a class member’s IIM Account. If you believe
you or a family member may hold a Whereabouts Unknown account,
please help identify the owner and their current address so that
future payments may be made directly to the account holder.
We have about 94 Absentee Shawnee members who are listed.

The Finance Department employees, very much deserve special
recognition as they daily continue the never ending processes for
the financial side of the Absentee Shawnee Tribe. Without their
tireless diligence, dedication, and commitment we could not keep
the financial transactions processes flowing! Also, appreciation to
the Financial Consultant, Eddie Brokeshoulder, who continues to
assist me with numerous projects, recommendations/suggestions,
attendance at meetings where I cannot attend, and consulting
decisions in the office of Treasurer! Very special thanks to Arlene
Herrera who serves as Administrative Assistant in the office of

Dear Tribal Member’s,
Hope you had a good April Fool’s day. Spring is here and hopefully
we will receive April showers. We appreciate your attendance at
the 73rd Semi-Annual General Council. Also, I want to thank you
for exercising your right to vote and taking the time to go vote for
the candidates of choice to go to the June runoff election. I want to
thank all who voted for me as it’s greatly appreciated.
As always, our prayers and thoughts go out to our AST families,
who have lost loved ones this past month!
•• Monthly Program/Departmental Directors Meeting: We
had monthly meeting and most program directors were in
attendance. Thank you for your time to inform us as to
what is going on in your department.
•• REGULAR EXECUTIVE COMMITTEE MEETINGS: Meet
every third Wednesday of the month to decide on executive
and legislature resolutions for the advancement and
betterment of the tribe.
•• Elder’s Council Monthly Meetings are held every third
Saturday, either at AST Resource Center, Thunderbird
Casino, 10 am. If you are 55 years and older, please come
join us for fellowship, food, and fun times together. Elder’s
had monthly meeting. Discussions included the Pow Wow
on July 4th, 5th, and 6th, upcoming cultural activity in
Tema, Iowa in August. The NEW officers are Dan Little
Axe, President, Wynona Coon, Vice President, Mary Birdtail,
Secretary, and Emily Longman Treasurer. Next meeting is
April 19, 2014 at 10 am at Title VI. If you would like more
information about the Absentee Shawnee Elders Council,

•• Internal Revenue Service, AST Vita (Volunteer Income
Tax Assistance): AST Vita is a service for free tax
preparation for tribal members, Earned Income Tax Credit
(EITC) and Child Tax Credit components, targeted toward
low income families with children (Adjusted Gross Income
Limit-AGI=$52,000) and tax counseling for elders. This is
our first year and we hope to be successful and continue
to have this service for our tribal members and eventually
be community wide. Appointments started February
12 – April 12, 2014 (Wed and Thurs) 3-7 pm. Total taxes
prepared are 42. We have a total of 12 volunteers including
tax preparers, quality reviewers, and greeters/scanners.

up an appointment and forms will need to be filled out so
you will be asked to come at least 20-30 minutes early. If

•• City of Shawnee Taxation Update: As you have seen in
the newspapers, on February 2014, City of Shawnee, OK,
officials demanded that the four Tribes (Absentee Shawnee,
Citizen Band Potawatomi, Kickapoo, and Sac & Fox) in the

The Finance office continues our efforts in keeping the day to day activities flowing effectively and efficiently through communication between the
Finance office and Programs. In working together, we have found the most time effective and cost effective processes for transacting business.
The Tribe’s 2010, 2011, and 2012 Audits are “unmodified” opinion; which when compared to an educational grading scale is an A. The 2014
Indirect Cost Proposal has been submitted to the Interior Business Center (IBC) and I was notified on September 17, 2013 that it is ready to be
assigned to a negotiator. The proposal has been assigned to a negotiator and I have answered the questions posed and we are awaiting the
Reviewer’s question for finalization of the proposal. Our rate is up from 17.74% for 2010 to 21.98% for 2011 to 22.35% for 2012 and 27.39% for
2013; 2014 review is the last step.
We are preparing for the 2013 Audit which will begin early 2014 for all of the Tribe’s entities [Casinos; Store; Restaurant; Smoke Shop’s; ASEDA,
Inc.; ASEDA, Enterprises; ASTHA & LSWN which makes up Absentee Health Systems; and the Tribal Government.] Auditors will be on sight March
31, 2014 for the Tribe’s audit. All of the tribe’s entities must be audited first and then they are combined with the Tribe’s Governmental Audit.
The finance department is completing accounting by the 10th day of the month. Financial reporting for the Tribe, Health Authority and Li Si Wi Nwi,
Health Inc. boards and the Executive Committee for Absentee Health Systems, Shawnee and Little Axe (LSWN) continues monthly. The Finance staff
has completed the February reconciliations and financials. It is imperative the accounting staff continue to stay ahead of all of the accounting so
that audits go smoothly, and Indirect Cost rates stay up to date. Indirect cost proposals cannot be submitted without completed audits as the
audit is used to calculate the proposal. There are many processes in place in your Tribe’s accounting department that ensure we keep accurate
records of transactions. The Tribe’s accounting processes must be in compliance with GAAP; (Generally Accepted Accounting Principles) and
GASB (Governmental Accounting Standards Board) and these rules are updated annually.
The Tribe currently has compact funds of BIA, I H S, and approximately 51 Grants. In addition, the Tribe operates a General Fund and an Indirect
Cost Fund. The new clinic building payments are current and have not been late and projections are that they will continue to be current going
forward.
The Absentee Shawnee Tribe’s Finance Department has very hard working group of people and it is an honor to work with them, the Treasurer’s
office and at the Absentee Shawnee Tribe. The Finance Department employs 14: with 6 (43%) being AST Tribal Members, 2 (14%) non-AST tribal
members, 6 (43%) being non-natives.
This department would like to extend a special thanks and note of appreciation to the Executive Committee for providing the tools, resources, and
support to enable the finance staff to reach its accomplished goals and to continue with this effort. A special thanks and note of appreciation to
Program Managers and Employees of the Tribe for their assistance and dedication in our continued group effort toward accomplishing our goal.

Cultural Preservation Department
The AST Cultural Preservation Department would like to pass along the following information concerning updates to each of our programs.
Cultural Preservation
This past month, we held our second activity of the year for our Program. On February 22nd, participants had the opportunity to learn how to make
a Yarnbelt by Fingerweaving. Ms. Jennifer Onzahwah led the demonstration and presentation at the LA Resource Center. As usual, lunch and snacks
were provided and we had lively conversation and good fellowship.
It is my hope that those of you who participate will be able to take away a new skill upon the completion of each class. It is our intent to have an activity each month, though it may not always be a cultural or skills demonstration. If you have questions about the skills classes or would like to lead a

Library
We have a variety of resources available for checkout or your reading leisure including: magazines, newspapers, journals, CDs and DVDs. Since the last
publication, we have conducted interviews for the Library Technician/Archivist position. The interviews are complete and a selection has been made
so I will make a formal announcement and introduce our newest Team Member in the next newsletter. The Library program will be operational once
again and services will be restored shortly. If you have any concerns or questions about membership or circulation, please call us at ext. 122.
Gift Shop
The Gift Shop continues to make progress in sales and new inventory. At the time of this submission, we have started to receive our Spring orders
from Pendleton and our other vendors. Plus, come in and view our selection of CD’s in the Native style of music you prefer. We carry tunes for Powwow,
NAC, and Stomp Dance. Also, the latest variety of bags, rugs and table cloths are now in stock. If we don’t have what you like, let us know. Oftentimes, we

Our THPO program continues to make great strides and advancements. As previously discussed, in conjunction with the National Forest Service, we

AST Constitution Revision
Committee Report
April 2014
The AST Constitution Revision Committee met on February
20, 2014. At this meeting, we discussed the “Elections” Article
of the revised Constitution. Discussion was had regarding
tribal elections and how they would be after the potential
approval of our new Constitution. We will continue to work
on this Article at the next meeting and hopefully complete it
and move on to the next one.
Again, our goal is to have a final copy to be completed
by the Fall General Council. The next Constitution Revision
Committee meetings will be Thursday, April 17th at 6:30pm
at the Little Axe Resource Center. If anyone would like to
attend the meetings and assist us with the final revisions
they are more than welcome to attend. As we have always
said this is the Constitution for everyone so as much in put
as possible is greatly appreciated.

“Tips” or “red flags” that can assist you in Identifying fake e-mails of this type?
1. Carefully examine the domain name from which an e-mail has been sent. As an example, if a message pretends to be a deliveryrelated notice from Federal Express or UPS—but fedex.com or ups.com does not appear in the domain name—you’re probably dealing
with a scammer.
2. When an e-mail asks you to fill in some personal information, never do so unless the form is part of a secure webpage. How can
you know if you are accessing a secure website? The webpage address displayed at the top of the screen will begin with https:// if it is
secure. (An Internet address beginning with http:// is not secure.

A reputable company should never ask a customer to enter account information or other confidential information on a webpage starting with http://. This is an immediate sign that either 1) the webpage is bogus, or 2) the company you are dealing with has inadequate

4. Be even more careful when using a mobile device (such as a Smartphone or tablet) to view e-mails and to access websites. Why?
Because a hand-held device’s screen is smaller than a home or office computer’s monitor! While using a full-sized monitor, the user
normally has good light, the type-size is readable, and the webpage address is always visible at the top of the screen. The user is simply
more likely to notice that a domain name “looks wrong,” or that a webpage requesting personal information does not begin with https://

see bad English in a huge company’s communications with its customers. When the spelling or grammar is “mangled” so badly that a

What can we do on earth day? Plant a shrub or a tree (Over a 50-year lifetime, a tree generates $31,250 worth of oxygen,
provides $62,000 worth of air pollution control, recycles $37,500 worth of water, and controls $31,250 worth of soil erosion.
It also provides shade that keeps homes and cities cooler!)
Recycle, turn off lights, fans, or the tv when you leave the room, unplug your cell phone charger!!!! There are hundreds of
easy things to do. IT”S UP TO YOU!!!!
April 25, Comanche Health Fair
Title VI staff and members will be attending the Comanche Health Fair in Lawton, OK. Our limit will be
18 elders that we can take by van and one vehicle. Homebound if you are able to travel a good distance
and would like to go please let us know by calling 405-275-4030 ext 169 or notify your driver. Also, the
homebound will be provided a sack lunch on the 24th.

Horse Shoe Bend After School Program
The Horse Shoe Bend after school program is planning for their Easter Egg Hunt that will be sponsored by the White
Turkey Committee. As school is fast coming to an end this semester we have begun developing our summer program
that will be offered for a six (6) week period. Also, we would like to get a count of students who would be interested in
participating in the Jim Thorpe Games that will be held in Shawnee in the month of June. This event would be good for
all of our Native American Students to take part in. A few of the events will be basketball, softball, track and field.
Students must be a member of a federally recognized tribe, be willing to supply a birth certificate and pay a small fee.
As the curriculum for the Jim Thorpe Games develops we will inform everyone by mail.
The Horse Shoe Bend After School will be in its fourth year this summer and I would like to recognize Randall Watson
for his dedication and the services he has provided. It is due to his work efforts and commitment to this program that
it has thrived. He has been with the program from the first day it opened and remains dedicated to this much needed
and appreciated service.
Since I became Governor it has come to my attention that there exist rumors that my sisters work out at the center.
Let me share with you that this is not true. My sisters are on the White Turkey Committee who sponsors many of the
activities out at the center. They are retired from professional jobs and enjoy working with the children and being
among our people. I am sure many of those of you who are retired may find you feel similar in that you enjoy working
and serving in our tribal communities.
A meeting is being planned for the parents whose children come to the center in order to discuss some changes for
the school year 2014 – 2015. Those of you who work and/or are involved in the education field you are aware there is
always areas that need to be revamped and changes can and should be good for our children. If you have any questions

Jaden is a Big 8 years old and going strong in the music education classes at the Absentee
Shawnee Family Music Program.
Jaden comes each week to her piano class with an awesome attitude and a deep love for music.
She just recorded her first piano track and is looking forward to her second in the near future; we
are working on an entry to The National Native American Music Awards that will be held in
the early part of this December. At the speed Jaden is growing in her musical abilities, there’s

Health Board

The AST Domestic Violence Department would like to invite
you to join us in recognizing April as Sexual Assault Awareness
Month. We will have our 4th Annual Balloon Release in
remembrance of those affected by Sexual Assault and to bring
awareness to this crime.




Balloon Release for the Shawnee
Complex will be on April 3, 2014 @
3:00pm in front of Building #1.

3:00pm at the LittleAxe Clinic.

Although April is declared Sexual Assault Awareness Month it
is important to keep in mind that this type of violence happens
everyday of the year in our community and possibly within our
families. If you or someone you know is or has recently been

Introduction
The information being provided is to help families
understand what programs are offered through the Absentee
Shawnee Housing Authority and how to apply.
Our programs target low income Native American families
who need housing assistance. The programs currently
being provided are Rental, Lease to Own and Down
Payment Assistance.

Application Process
Our process begins with the completion of our housing application.
When completing the application be sure and answer all the
questions that pertain to you and sign all attached forms. If you
should have any questions regarding the application; call or come
by our office and ask our staff in the Programs & Admissions
Department and they would be glad to assist you.
The application will also require documents to be attached in order
to complete the process; which are:
 Photo I.D.
 CDIB Card
 Social Security Card
 Birth Certificate
 Marriage License/Divorce Decree/Custody Decree (if applicable)
 Declaration of Section 214 (form is included with application)
Each household member must provide a birth certificate, social
security card and CDIB card (if enrolled in a federally recognized
tribe). The Housing Authority will conduct a criminal background
check and credit check on all adult household members over the
age of 18. A home visit is the final step in completing your
application.

Waiting List
A letter will be mailed out once your application has been
approved notifying you of the date your name was placed on the
waiting list. It is very important to stay in contact and notify the
Housing Authority anytime changes occur in income, household
composition, or contact information.
In the event that your name is next in being offered a home; you
will be notified by letter or phone.
Annual Updates required to remain on the waiting list.

Low Rent Housing
Our low rent housing program is provided to families in need of
housing in the Shawnee and Tecumseh area. Rental houses are
furnished with kitchen appliances, central heat and air, and mini
blinds all throughout.
In the Shawnee area, the Absentee Shawnee Housing Authority
has two elderly/handicap communities. These areas have fully
and partial handicap accessible units. A laundry facility is located
in the community for tenant use only.
Tenants in our rental program are provided services through our
Maintenance Department; if any maintenance issues should arise
you would contact the Housing Authority and a crew member will
come and do the repair.

The Lease to Own Program is available for any Native
American family who has met our requirements and would like
to purchase a home through the Housing Authority. The
homes offered are ones currently in inventory and owned by
the Housing Authority.
This program is designated for income eligible families who
have been renting but now feel they are ready for the
opportunity to purchase their own home. The application is
the same as the rental; accept the income requirements are
different.
Be sure and specify when completing your
application, that you are applying for the Lease to Own
Program. If you have substantial rental history and meet the
income requirements, your name may be placed on the
waiting list.

Wilson
James Leon “Jim” Wilson, a longtime
Cushing resident, passed away on March
3, 2014 at his home in Cushing at the
age of 72. Wake services were held at
7:00 p.m. Tuesday evening at the Wilson
home. Graveside services were held at
10:00 a.m., Wednesday, March 5, 2014
at the Wilson Family Cemetery, Cushing
and with Mr. Ron Rice Sr. officiating.
Arrangements are entrusted to
Palmer Marler Funeral Home, Cushing,
Oklahoma.
Jim was born on June 5, 1941 in
Concho, Oklahoma to the late Francis and
Margaret (Brave) Wilson. He grew up in
Shawnee, where he attended school. Jim
entered the U.S. Army in 1960, serving his country for three years in Germany.
He returned home in 1963. Jim married the loved of his life on August 7, 1964 in
Shawnee, Oklahoma, they were married for 49 1/2 years. They lived in Shawnee
for a couple of years before moving to Cushing where they had lived for 43
years. He was a member of the Jehovah’s Witness in Cushing. Jim was a member
of the Absentee Shawnee Tribe. He was a plumber for many years. He was an
avid gardener, raising many vegetables. Jim loved being outdoors. He was an
accomplished wood sculptor.
Jim is survived by his wife of 49 1/2 years Stella Wilson of the home, sons Jeffery
Wilson of Cushing, Jermery Wilson and wife Pam of Norman, Jason Paul Wilson
and wife Shelly of Stroud, brothers Paul Wilson of Texas, Terry Wilson of Dale,
OK., Francis Lynn Wilson of Shawnee, brothers-in-law Austin Grant Jr. of Cushing,
Francis Grant of Cushing, Saginaw Grant of Sun Valley, Ca., sisters Georgia Ruth
Whitewater, KS., Rose Mary Whitewater of Tulsa, Denica Whitewater Wilson of
Little Axe, OK., Rita Harjo of Shawnee, OK., and Tawna Wilson of Shawnee, OK.,
three grandchildren Hunter Wilson, Ray­lin Wilson and Gabriel Wilson.
He was preceded in death by his parents, brother Darrell Wilson, sisters Judy
Scraper, Elaine Carter and Lorine Whitewater.

My name is AJ Johnson. I am nineteen, in my junior year at the
University of Houston of Houston, Clear Lake, studying Pre-Law, and
President of UHCL’s Legal Studies Association. Any chance I get, I express
who I am and where I come from. My goal in doing this is to enlighten and
educate those around me about Native Americans, and specifically about
the Absentee Shawnee Tribe of Indians of Oklahoma. Native Americans
are still a foreign subject to many who reside here in Houston, Texas and
I am glad I can bring something new to these people and further their
understanding.
I am proud to be a part of and hold myself out as an Absentee Shawnee
Tribal Member.
Lastly, I participated in a cultural walk for the University of Houston,
Clear Lake on March 22, 2014. Many flags were represented to display
the cultural diversity amongst the peoples of the University. The flag
bearers were introduced along with the flag they were parading. There
were hundreds of people in attendance and many were exposed to the
Absentee Shawnee Flag. I will continue to represent the Absentee Shawnee
Tribe of Indians of Oklahoma in every cultural event, and other events,
that the University holds.

Did you know that “1 drink” is a: 12-ounce bottle of beer, 5-ounce
glass of wine, or 1.5-ounce shot of liquor?
 Binge drinking is defined as consuming 4 or more drinks per
occasion for women and 5 or more drinks per occasion for men. It is
a common and dangerous behavior that contributes to more than
11,500 deaths among women in the U.S. each year—approximately
32 deaths per day.
 Cancer: Alcohol consumption increases the risk for breast cancer
and cancer of the mouth, throat, esophagus, liver, and colon.

Reared in Oklahoma City, I live with my husband, Lloyd, two daughters, one
granddaughter, and one grandson in Little Axe, OK. I have over 34+ years of
tribal, federal and state government service.

I first wish to thank our Tribal members for getting out to vote in the primary election. Over 400 votes were cast and that’s a very good turn
out as compared to recent elections. I also wish to express my appreciation for all the candidates that filed for office for it shows how devoted
they are to their Tribe and that they were willing to put up the $500 filing fee for an opportunity to take part in leading the Tribe as a member
of the Executive Committee.
Our Tribe is in a financial crisis. We have approximately $30 million in debt with the LA Health Center and the Shawnee Casino. Competition
for our main source of funds, the Thunderbird Casino, are growing stronger and expanding - the River Wind and Grand Casino. Our other
businesses are losing money with the exception of AllNations Bank. I would like each Tribal member to think about a simple question: If I were
hiring someone to manage my financial affairs and those of my children and grandchildren, should I hire someone who has training, education
and years of experience in financial matters with proven positive results or should I hire someone who doesn’t? This seems to be a no-brainer.
I can tell you from firsthand experience that successful tribes including several of our neighboring tribes elect people with experience and
education and it shows in their progress and growth. I’m not trying to be critical of my opponent for she is a relative. I respect and applaud
her ambition and goals as a young Tribal member. Good luck to you Leah!
During the course of campaigning for the primary election several rumors and accusations about me and my previous time as Treasurer
were being circulated by candidates that weren’t even running for the Treasurer’s position. I would like to put a few examples on the table and
respond to each below:
1. Ewell is too mean he would write void on purchase orders and requisitions and the paperwork would have to be redone.
Response: When I took office in 2006 it was common practice for departments and the Thunderbird Casino to send check requests for items
that had already been purchased without following the Tribe’s and the Casino’s purchase policies. Signatures of department directors and
Casino management weren’t in place and they were asking me as Treasurer and as the custodian of all Tribal funds -per the Constitution- to
sign off on expending Tribal funds. A glaring example was the Thunderbird purchased a new vehicle for a giveaway prize and the vehicle was
already on the casino floor with purchase agreements already signed by casino personnel when a check request for over $20,000 came to my
office but without the signatures of the Casino manager and controller in place. Of course I wouldn’t sign off and it was sent back for being
incomplete.
2. People in the Finance Department will quit if Ewell is elected. Response: Now if any employee whether in Finance or any other department
or program decides to quit that is their choice.
This is a fact: When I was Treasurer I only terminated one employee and that was only after six months of evaluation and in the mist of
many complaints by other Finance personnel. This is a fact also: When I left the Treasurer’s office in 2008 I had hired a quite capable Controller
who subsequently left because of internal turmoil in the Finance Department and with the Executive Committee. That former employee is now
providing valuable accounting work for another Tribe. There are Finance staff who are involved in the politics of the Tribe and this should be
prohibited as it is with most tribes and the federal government as a personnel policy matter.
3. Ewell has not been around for several years because he testified against the “mob”.
Response: This one still makes me laugh! Truth is I lived and did work for several tribes in New Mexico, the City of Rio Rancho, New
Mexico and the USDA in Albuquerque. I completed an SBA 8(a) application for a tribal business which was awarded 8(a) status. I took part in
writing a grant for the same tribe which was awarded a $600,000 grant for a new business by the USDA’s Rural Development program. I have
been living and working in Oklahoma since March of last year. And NO! I have never testified against the MOB! This is a fact: I have testified
in federal court cases where bank officials were prosecuted in part based on my work as a federal bank examiner years ago and I have been in
tribal, state and federal courts based on my work and duties in different positions with our Tribe.
I will repeat my goals if elected as follow:
1. Analyze our businesses (includes two casinos now and a bank) and determine why we are still unable to make per capita payments to
our Elders.
2. Search and apply for new grant opportunities for tribal projects especially in the areas of renewable energy and farming on the Tribe’s
lands and those of our Tribal members.
3. Expand and develop training and job placement services for Tribal members especially our young Tribal members from the ages of 18 to
30 years old. Young families often need more assistance to prepare for and to find better jobs. I will also repeat a few of my accomplishments
during my term:
1. Intervened to stop the sale of our bank that would have resulted in a loss by the Tribe of $1,600,000.
2. Directed and supervised the Finance Department in bringing the Tribe’s Indirect Cost Agreements current with BIA requirements.
When I took office the Tribe was two years without a current Agreement and our federal funding agencies were threatening to stop funding
our grants unless we had a current Agreement.
3. Cut the cost of the Tribe’s annual audit by almost 50%. The Tribe was paying two separate audit firms to complete the audit. I directed
the Finance Department in eliminating one of the audit firms resulting in a savings of approximately $50,000 for each annual audit.
4. Ahead of the big recession that began in late 2007, I saw the downturn coming and directed our investment firms to begin selling the
riskier investments in the Tribe’s investment portfolio. Large potential losses were avoided by this action. I would like to provide a reminder:
When I served as Treasurer I provided answers to questions asked during General Council and other meetings and didn’t have to defer
questions to the controller or other staff members. I am experienced and knowledgeable on tribal and federal financial matters and contracts.
I will once more say I am proud to be an Absentee-Shawnee with a bachelor’s degree in business and years of experience in the banking
industry in different capacities and over 20 years working with tribes. I am once more asking for your support and vote in the upcoming June
run off election!

Phishing Attacks, The very basic of all attacks by hackers to inﬁltrate business networks or home networks. You may have heard
about Target’s breach during the holiday season of 2013? The analysis report has been conﬁrmed that the data breach was carried
out by an employee from a third party vendor who was tricked into clicking on a malicious email. That email is known as a
“Phishing Attack” in the cyber world. This method is a online scam used by hackers to steal money and personal information,
typically the attack takes place in your email masquerading as a message from a trusted source (bank, credit card company, ecommerce retailer, etc). The message will ask you to verify your account information immediately with the threat of a negative
consequence if you do not verify the information. These emails can seem legitimate with cunning logos, text, and links to web
sites. Often if you pay real close attention to the email you can pick up on the legitimacy of these emails by reading the message,
look for spelling errors or suspicious word phrases in the message. The attackers are generally from the other side of the world so
english will be oﬀ and noticeable. I advise that you should not give any information out through email such as account
information or personal data/information. Banks will never ask for account information through email, nor will IRS request
social security information as well for example. This goes back to our March newsletter, where cyber-criminals seek out the
weakest link, generally the less informed who is not aware of the dangers. The ﬁrst line of defense will have to be the individuals
self. These attacks happen through a series of chain of events for example, frequent sites you visit perhaps ads and malicious
software could be tracking your web browsing making you a target for cyber criminals to deploy phishing attacks to see if you
take the bait. I suggest clearing out your web browsing history daily or every two weeks minimum, keeping updated security
software like Windows or Mac OS X updates for the operating systems.
Mobile "Phishing Attacks” yes smartphones are not immune to any and all
attacks these days, actually mobile phone users are 3x more likely to
become victims of phishing attacks than desktop/laptop computer users.
(Figure 1.1), as you can see from the diagram mobile users are more likely to
store personal account information on smartphones for convenient use. I
highly suggest you invest in security software or VPN software that allows
you to be anonymous on the web when using public wireless access points.
These attacks are for now more likely to happen through wireless access
points usually public locations, for example; airports, hotels, restaurants, public libraries, or any location oﬀering free Wi-Fi
services. (Figure 1.2), is an example of ﬁnancial transactions mobile users do, as you can see mobile smartphones are taking on a
more traditional use from desktop users doing banking transactions. I
suggest you utilize 4G/LTE technology most smartphones have, this
means your transactions are going through a secure channel in the cellular
carriers network at a diﬀerent frequency versus a wireless access point
which can be mimicked through a “Honey-pot Attack.” Bluetooth on
mobile devices are a huge security risk and ﬂaw most users are unaware of.
I suggest when you use Bluetooth, you only use it for a duration of time
rather on 24/7. The attacker can intercept the signals transmitted by
Bluetooth and access info on your phone such as pictures, or text
messages. Connecting to infected PCs are also a factor in mobile attacks,
if your computer is infected with malware, chances are your smartphone
will be as well, and vice versa smartphones can infect PCs. Rogue Apps,
with over 67 million mobile apps being downloaded everyday this gives
attackers huge opportunities to create rogue apps that impersonate
legitimate ones, for example a simple game like “ﬂappy bird” was popular at the start of the year. The creator silently removed his
game oﬀ the mobile market, this opened the door for attackers to mimic the game an trick the public into downloading a lookalike “ﬂappy bird.” This game is no longer available and I suggest you do not download anything that resembles this game. Do
some research on these apps to combat the threat and avoid clicking on any messages or links that look suspicious.

Let's talk about mobile platforms that pose a high risk of malware attacks. Fourth-Quarter of 2013 US Department of Homeland
Security and the US Department of Justice placed a cautionary memo out describing Apple iOS mobile malware is 0.7% to take
advantage of iOS. The study also showed Android Mobile OS accounts for 79% of mobile malware threats. (Figure 1.3) shows
other mobile OS malware that pose threats as well. There are a few factors that make Android handsets a high risk in malware,

wide variety of smartphone vendors and tablets. This means
developers have access to more coding in the operating system and
can ﬁnd vulnerabilities for good or bad use. The amount of users
today also play a factor, there is certainly more Android users versus
iOS users in todays mobile market as vendors such as Samsung has
oﬀered attractive screens that are larger on most android phones that
seem to attract speciﬁc consumers in the market. Apple iOS is a
locked and sealed platform limited to only Apple products. The source
code is not shared to other vendors for diﬀerent handsets or tablets.
This gives Apple the edge in security versus Android platforms,
because Apple has taken the approach to not give so much freedom
on their devices it has given Apple stricter controls over protecting
data. Google Chief Sundar Pichai admitted that security plays second
to “Freedom” in the design and implementation of google’s mobile
operating system, exposing android users to an overwhelming,
disproportionate share of vulnerabilities. March 2012 to March 2013
Mobile Malware has jumped to 614% Android is responsible for 92%
of all known mobile malware. 77% of android threats could be eliminated by upgrading the operating system when Google
releasing it, only 4% have the upgraded versions. The key is to update, update and update as much as you can when the
developers release more current and stable operating system patches. This will eliminate exploits in security issues. iOS has the
advantage overall in security as updates are more pushed to the consumer versus Androids market, which lacks timely updates.
I want to give everybody a heads up with Microsoft announcing the death of Windows XP coming this April. Microsoft is going
to cut oﬀ all support for Windows XP updates and services on April 8, 2014. This will open the door wide open for attackers to
inﬁltrate your system heavily. I highly suggest you upgrade operating systems before the cut oﬀ date. The reports have announced
hackers are saving the most eﬀective attacks for when the support goes out on Windows XP. This means vulnerability will be
extremely high and ways to prevent and treat these attacks will be slim to none. For a precise countdown Microsoft has provided
a safe link to show days to seconds when support runs out 'www.microsoft.com/en-us/windows/enterprise/end-of-support.aspx'.
There is still so much to go over, but I hope this helped give you a general idea and heighten your security awareness. Tribal
