Swearing In Ceremony – July 10, 2020
Due to active COVID cases and the tribal complex
being closed, the ceremony to swear in the newly
elected officials on the Executive Committee was
scheduled in a Zoom meeting remotely. The Zoom
meeting was called to order on Friday, July 10th
at 4:10pm by Shirley Adkins, Acting Election Commissioner. Invited and attending were the existing
Executive Committee members Governor John
Johnson, Secretary Ezra Delodge and the newly
elected officials along with the Election Commission
committee members.

Each were read their oaths followed by welcoming
comments from existing members and each were

Update - AST General Wellness Relief Fund
The “Wellness Relief Fund” is available to all tribal members for a one time distribution. Adults, 18 and older,
will receive $3000.00. Youth, 17 and under, will receive $1500.00. Applications will need to be mailed to the
Enrollment Department with a copy of your CDIB card. Once enrollment verification is completed it will be sent
to Finance for processing. Please allow 2 weeks for distribution.

Greetings Tribal members,
The newly elected Executive committee members were sworn in on July 9, 2020.
Please join me in welcoming Treasurer Blanchard and Representative Miller. Also,
congratulations Lt. Governor Kenneth Blanchard on your re-election. I am ready to
begin working together to move our Tribe forward.
Many of you are following our planning for CARES funding distribution. I am pleased
to announce on Tuesday, July 21, the Executive Committee passed a resolution approving Phase 1 of our CARES plan. These projects are for emergency response
needs with high priority being placed in the areas of healthcare, tribal projects and
emergency management. The total approved for this initial phase is $13,815,110.
Also, the COVID-19 numbers continue to rise across Oklahoma. Community spread
continues to be an issue. To protect our employees and tribal members, the Executive Committee has agreed to mandate the wearing of masks while on the tribal complex. Again, we made this decision to help protect the health and well-being of those
we serve. Additional information about the mandate can be found on our Facebook
page or website.
Currently, the tribal complex will revert back to Phase 1. We encourage our Tribal
members to conduct business over the phone or by email. If you must come to the
complex, please call and make an appointment with the department prior to visiting.
Tribal members will be allowed on campus for appointments only.
On behalf of the Executive Committee, I would also like to extend our sincere condolences to the family of Sherman Tiger. We extend our deepest sympathies during this
time of loss. Sherman was a longtime AST employee of nearly 9 years, and he was
active with our election board. His presence at the complex will be missed.
Lastly, please continue to follow CDC guidelines during this ongoing pandemic.
These guidelines are here to help you protect yourself and others. Wear a mask,
wash your hands, and try to maintain a social distance from those not within your own
household. Please stay safe.

Thank you for the support and votes in our recent Tribal Election. As your re-elected
Lt. Governor my pledge to all is to continue providing professional respectful
representation as experienced in the past and I will also continue my open door
policy.

Tribal Members,
I hope all is well with everybody, and we are all staying safe during these trying
times. It is times like these we as the EC need to come together and work for the
safety and well-being of our nation. Rest assured we are working as best we can to
make sure we are providing every service possible for you the tribal member.
Please follow CDC guidelines which are; wash your hands frequently, practice
social distancing and wear your mask, when in public. Unfortunately, this pandemic
we are in will be around for the foreseeable future, but if we all do our part we can
overcome this terrible virus.
If you have any questions or concerns please do not hesitate to contact my office,
and I will gladly make time to listen to those questions or concerns.

Due to the current covid-19 epidemic, we are taking every precaution to keep the
virus from affecting our tribal staff and their families more than it has already.
The Executive Committee has weekly planning discussions to update information
and activities of the tribe. In the upcoming weeks and months there will possibly be
some changes on how to provide improved services to the tribe.
Rita Harjo who has provided over twenty five years of service in many positions
throughout the tribe has recently decided to retire; we will miss her and the services
she provided as an employee. We wish her the best and to enjoy her retirement.
The Absentee Shawnee Tribe has lost Sherman Tiger a member, employee in the
media department and friend to many. I have got to know Sherman as a loyal and
dedicated traditional person, who never refused to help anyone that asked for his
assistance. Most of all my staff and I will miss our most respectful and close lunch
partner.

Hello Tribal Members,
It is with great joy and excitement I write to you today. I have completed my first two
weeks as your newly elected Treasurer. I have taken time out of each day to meet
with Directors, employees, and most importantly, you, the membership. If anyone
would like to sit down and have a discussion, I ask anyone to call my office and set
up a date and time, so that I don’t double book myself. This will allow me to dedicate
the necessary amount of time to address your concern(s).
During this time frame, I’ve had multiple meetings with the other Executive Committee
members in Round Table discussion, monthly EC meetings, Special EC meetings;
and teleconference calls with our audit firms in Arizona, New Mexico, and Texas.
Essentially, anything related to Departments under my oversight and my
Constitutional fiduciary responsibilities, I’ve taken the initiative to reach out to each
appropriate program or organization.
The Treasurer position is unique when compared to the other elected positions
because of credentialing, Signatory Authority, and the transition period required to
update for the banks, auditing firms, and investment account agencies.
Recently, I notified membership through Facebook the issues related to individuals
not receiving their Welfare Fund in a timely manner. Applications were held up in
Enrollment because staff was out on Quarantine for two weeks.
I can proudly announce that ALL applications received to date (3465), have been
processed through both departments and these checks were put in the mail by Noon,
Friday, July 24, 2020. If you get a chance, and you know one of the ladies in
Enrollment or Finance, give them a shout out for staying the course and maintaining
professionalism during an anxious and stressful time.
Finally, I want to say, “Thank you!” to our membership for giving me this opportunity
to be of service to our People. It definitely is not a position to take lightly and I will do
everything in my power to be helpful to our Tribe. I am hopeful, once the dust begins
to settle and everyone understands how we propose to move forward, this new era of
enlightenment, communication, and transparency will produce the just reward we’ve
all been waiting for.

tragically lost one tribal member to this pandemic and I truly do not want to lose
any more. With this being stated and as a priority for the health and safety of tribal
members and staff, the Executive Committee decided to return to Phase 1 of the
AST COVID-19 Recovery/Reopening Plan beginning on Monday, July 27, 2020
until further notice. Phase 1 is currently outlined as follows:

I would like to begin with extending my deepest condolences to the family of
Sherman Tiger. He was a proud Traditional Absentee Shawnee, a long time tribal
employee, a member of the Election Commission and most importantly he was a
brother, uncle, cousin, father and a grandfather. His passing was unexpected and
a shock to us all. He will be missed by many.
I also would like to take this opportunity to express a heartfelt ne yi wa (thank you)
for your support in June’s Annual Election. I greatly appreciate the confidence
you have bestowed upon me by electing me as your Tribal Representative. I am
equally honored to be a part of the historically first full 4-year term Executive
Committee. I foresee great strides moving the tribe forward and a push for greater
transparency.
As of this article, I have been in office not quite two weeks. I participated in two
Executive Committee meetings (one monthly and one special), health board
meeting and several internal meetings, and COVID-19 has taken an unsurmountable time, effort and concern for almost every aspect of tribal operations. I have to
applaud many of our AST and ASTHS employees for their continued flexibility and
dedication to show up for work, put in the effort and hours to serve our tribal
people.
Each week, the COVID-19 positive cases continue to rise at the national, state
and local levels. It is my sincere hope you are taking measures to protect yourself
by making wise decisions when you are out and about amongst others. We have

Police that will perform temperature checks on each employee. No socializing
in groups of 10 or more. Supervisors should encourage telework,& virtual
meetings.
u All vulnerable individuals need to continue to shelter in place work remotely,
if able.
Tribal members who require tribal services shall utilize the processes set in place
prior to the appointment driven allowances made under Phase 2 such as calling
the department, using USPS mail and/or e-mailing. Essential personnel will be
available to assist you.
This concludes my monthly report and I will be providing you more robust articles

Cultural Preservation Update
The Cultural Preservation Department has continued to carry out
essential day to day operations to ensure the department continues to
function properly. To ensure the safety and protect the health of all, the
gift shop has implemented the following 5 safety protocols which will
be in effect once the complex opens to visitors:
1. All are required to cover their mouth and nose with PPE (masks)
when shopping in the Gift Shop.
2. Occupancy Control – for your safety and the safety of our employees, we are limiting the number of customers in the gift
shop.

a. Only 2 customers will be allowed in at a time.

b. NO children allowed.
3. Avoid close contact (Social Distance)

a. Please keep 6 feet between you and other customers
4. Use hand sanitizer as often as possible
5. Sorry…NO public restroom is available. Temporarily closed due
to COVID-19.
The library is currently closed to all visitors. Ms. Casey Wilson, the
Librarian, currently is working remotely. Over the past month, she has
been in contact with other libraries and is working on protocols that will
ensure the safety and protect the health of all visitors. More information
will follow in the future.
The THPO program has continued working both remotely and in the
office to make sure federal projects do not go un-reviewed. Ms. Devon
Frazier, the Tribal Historic Preservation Officer, and Ms. Ashley
Brokeshoulder, the THPO Specialist, continues to answer all incoming
Section 106 correspondences. They have also taken part in numerous
teleconference calls with different federal agencies.
In response to the novel coronavirus (COVID-19) pandemic, extensions
to all grants were applied for within the department. The extensions were
granted, and all grants have been extended for another year to ensure the
department is given the opportunity to best utilize and expend awarded
funds to the fulfillment of the department’s goals.
On July 15th, the department received some good news. The library was
selected by the Institute of Museum and Library Services to receive the
FY2020 Native American Basic grant. Currently, the department is

waiting to hear if the applications for the THPO grant and the ANA
Language grant were selected to receive funding.
Your concerns are important to us. We thank you for the continued
support of our department as we continue to make changes to our
programs, in order to provide the best service to our Tribal community.

The pandemic continues to impact everyone’s daily lives and routines. Our
COVID19 Information Line continues to have several calls for questions
from concerned members who are taken care of on the spot with the most
accurate and relevant information we have from the CDC, Oklahoma State
Department of Health, and FEMA. Please be aware that wait times may be
longer than usual due to the COVID19 CDC cleaning guidelines between
patients, and that our entry and patient flows are very different now to ensure we are doing the very best in protecting you, your family, and ours.
We have begun testing all of our employees as well as testing our patients
and local community with the FEMA provided testing kits issued free of
charge to the health system, which requires us to help assist testing both
our tribe and the immediate community we serve. We do this by hosting
drive through testing events weekly now and have to date tested over a
thousand patients! Numerous calls are being experienced from the Shawnee Service Unit and other Tribes seeking help with testing and
medical care. The COVID19 Information Line is 24/7 and here to help our
Tribal members and other patients with their pandemic questions. Your
Health System has continuously been open for access to care, and remains
open 7 days a week to assure services are continued for our patients. We
also continue to provide carryout and delivery of Title 6 meals to our members with thousands of meals being provided to date by Dos Owens and
her team to our most vulnerable population!
Please continue limited social contact, reduce exposure through unnecessary travel, accelerated personal hygiene, and remaining in good health
as well as wearing a mask will greatly diminish the threats to our community! Please continue to work hard on this national campaign with us to
end the COVID-19 pandemic through information, best practices, safe actions, and overall safety for you and your family. While the tribe continues
to do all it can to protect you and your family, it is also a shared sacrifice to
also care for your own family, tribal community, and those whom depend
upon you for resources, support, and assistance. Let’s continue to work
together to defeat COVID19 in our community!

in the defined catchment area and needs emergent
or urgent care.
1. Call the On-Call nurse at 405.447.0300, option 9
for triage.
2. Notify PRC on the next business day or within 72
hours after your ER visit. Notification does not
assure authorization of payment.
However, if you do not notify PRC within 72 hours,
your bills will not be paid.
3. For AST citizens with no insurance, evidence must
exist that your visit was medically necessary.
Medical priorities have been established for
determining which referrals can be authorized for
payment.

4. For AST citizens with insurance, evidence must
exist that a third-party resource has made the
determination such services were “emergency
care” or “urgent care.” Such evidence my include
payment from private insurance.

What to do if you have been potentially exposed to
someone with confirmed coronavirus disease 2019
(COVID-19)

If you think you have been exposed to someone with laboratoryconfirmed COVID-19, follow the steps below to monitor your
health and avoid spreading the disease to others if you get sick.

What should I do if I am in close contact with
someone with COVID-19 but am not sick?
What is Coronavirus disease 2019
(COVID-19)?
COVID-19 is a respiratory disease caused by a new virus called
SARS-CoV-2. The most common symptoms of the disease are
fever, cough, and shortness of breath. Most people with COVID19 will have mild disease but some people will get sicker and may
need to be hospitalized.

You should monitor your health for fever, cough and shortness of
breath during the 14 days after the last day you were in close
contact with the sick person with COVID-19. You should not go to
work or school and should avoid public places for 14 days.

What should I do if I am in close contact with
someone with COVID-19 and get sick?
How do I know if I was exposed?
You generally need to be in close contact with a sick person to
get infected. Close contact includes:
• Living in the same household as a sick person with COVID-19,
• Caring for a sick person with COVID-19
• Being within 6 feet of a sick person with COVID-19 for about 10
minutes, OR
• Being in direct contact with secretions from a sick person with
COVID-19 (e.g., being coughed on, kissing, sharing utensils,
etc.). If you have not been in close contact with a sick person
with COVID-19, you are considered to be at low risk for
infection. You can continue to go to work and school but
should monitor your health for 14 days and stay away from
others if you get sick.

If you get sick with fever, cough or shortness of breath (even if
your symptoms are very mild), you should stay at home and away
from other people. If you have any of the following conditions that
may increase your risk for a serious infection—age 60 years or
over, are pregnant, or have medical conditions—contact your
physician’s office and tell them that you were exposed to
someone with COVID-19. They may want to monitor your health
more closely or test you for COVID-19.
If you do not have a high-risk condition but want medical advice,
you can call your healthcare provider and tell them that you were
exposed to someone with COVID-19. Your healthcare provider
can help you decide if you need to be evaluated in person. There
are currently no medications to treat COVID-19. If you have a
medical emergency and need to call 911, notify the dispatch
personnel that you may have been exposed to COVID-19. If
possible, put on a facemask before emergency medical services
arrive or immediately after they arrive.

AST Newsletter- Child Care Development Fund (CCDF) Programs
August 2020
We hope you and your family are doing well. Due to this unprecedented national health emergency we have been doing what we can to
keep the CCDF grant in compliance and learning about what we can do to assist families in this pandemic. We are still accepting applications for AST Child Care Assistance if you need child care assistance and would like to apply. The application is on the AST website under
Services/Child Care. We offer assistance to any Native child with a CDIB who live in our service area of Cleveland, McClain, Oklahoma
and Pottawatomie Counties. The parents or guardians must meet certain income guidelines but we would encourage anyone to apply.
We can also offer services for families who are unemployed with a three (3) month job search eligibility period. The families can choose
any OKDHS Licensed Child Care Provider that is convenient for them.
We also offer a Relative Home Provider care type where a relative who lives in a separate residence can care for an eligible child. RHPs
will be approved and tribally licensed based on their application, passing a background check and home inspections. RHPs will have
to meet certain guidelines and follow tribal standards for care including child to provider ratios. RHPs will also be subject to monitoring
visits and best practices through AST Licensing and Monitoring guidelines. We will have the application and guidelines on the AST Website under the Services/Childcare page. Applicants who wish to utilize the RHP will need to be eligible for AST Child Care prior to RHP

The opening of the After School Program has not been determined as of this date. We hope to have the program back open with different
options in place to go along with what the schools are doing. We will post more information as we know the details.
Our goals through the CCDF grant, Building Blocks enterprise and the After School Programs is to provide quality child care to Native
and non-native children in our communities. We do this by our innovative ideas on curriculum and staying abreast of all training and
requirements to maintain higher levels of care. We strive to be the best and be better than the best every day.

Building Blocks has been back open since June 15 for our
enrolled children of our AST Employees. We currently have
17 children on our enrollment and 18 employees. Since
we have been back we have painted all of our rooms. The
teachers enjoyed painting their classrooms with the colors
they picked and then redecorating them. It looks really nice
in the building with the new paint. Also, while we were out
our new Air Conditioning units were finished been installed.
Just in time for the temperatures outside to heat up, we have
cool air inside.
We are so excited to be open and being able to serve our
AST employee’s children. We are waiting for COVID-19 to
get better with fewer cases out there so that we can welcome
back our other enrolled children. Right now that date is still
unknown! If you are interested in putting your child on our
waiting less, please call us and we will email you a waiting list
application. We hope that everyone is doing well and taking
care of yourselves and your children in these uncertain times.

Sherman L. Tiger
July 2, 1965 ~ July 21, 2020
Sherman L. Tiger, 55, lifelong resident of Little Axe, Oklahoma passed
from this life Tuesday, July 21, 2020
in Norman.
He was born July 2, 1965 to
Henry and Dorothy (Kaseca) Tiger
in Lawton, Oklahoma.
Sherman was raised in the Little Axe
area and graduated with the class of
1983 from Noble High School. He
earned his associate degree from
Haskell Indian Nations University.
He worked as a press printer for
many years and was currently employed with the Absentee Shawnee
Tribe as the media coordinator.
Sherman was a proud member
of the Absentee Shawnee Tribe. He loved going to stomp dances,
flea markets, auctions; and especially enjoyed spending time with his
grandchildren.
He was preceded in death by his parents, Henry and Dorothy Tiger; 2
sisters, Nora Tiger and Ruby DeLodge; and 1 brother, Henry Tiger, Jr.
Survivors include his 3 daughters, Susan Tiger of Norman, OK, Alisha
Tiger of Wanette, OK and Stormy and Luis Dominguez of Midwest City,
OK; 3 sons, Terrance Tiger, Joseph Tiger and James Tiger, all of Norman, OK; 12 grandchildren; 1 sister, Frances Blanchard; 2 brothers,
Raymond Tiger and Eugene Strickland; and numerous extended family
and friends.

GENERAL WELFARE RELIEF FUND APPLICATION

The Executive Committee of the Absentee Shawnee Tribe of Indians of Oklahoma has declared
that a General Welfare Emergency does exist due to the COVID-19 Pandemic. All Adult tribal
members who are eighteen (18), on or before June 1, 2020, will be eligible for $3000.00. All
enrolled children, 17 and younger, on or before June 1, 2020 will be eligible for $1500.00
through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding. All tribal
members must meet one or more of the following conditions as a result of the COVID-19
Pandemic: (Please check all that apply)
 Need of Medical Supplies and/or
Equipment
 Financial or Economic needs
 COVID-19 symptoms resulting in
quarantine or social distancing
 Furlough from Employment
 Considered High risk due to medical
health and/or age

 Need of Food items
 Termination of Employment, or

 Difficulty in making rental payments,
