Q. Would you state your name and address? A. My
name is Cleve R. Jaeobsen. I reside at 4800 Springbrook
Drive, Annandale, Virginia.

Q. By ‘whom are you employed and in-what capacity?
A. I am employed by the Federal Power Commission
(FPC) as an Electrical Engineer in the Bureau of Power.
~ Q. What position do you oceupy in the Bureau of Power?
A. Iam a Staff Electrical Engineer in the Interconnection
and Coordination Section of the Division of Electric Re-
sources and Requirements.

Q. What are your duties in your present positjen? A.
‘My duties are to review and evaluate technical reports and
conduct studies and research to determine the economic
-and technical adv antages of intereonnection and coordina-
tion of electric system operations for the purpose of en-
couraging voluntary interconnections among various cleec-
tric systems to realize maximum economy, increased effi-
cieney, and proper utilization and conservation of natural
resources.

I assisted the FPC Staff counsel in the preparation of the
stipulation of facts which was received in evidence in the
matter of the Arkansas Power & Light Company, FPC
Docket No. E- 7090, and I was ‘available to’ testify for the
Staff in that proceeding if the need arose.

I prepared written testimony in the matter of Alabamu
Electric Cooperative, Inc. y. Alabama Power Company,
FPC Docket No. E-7183, and am scheduled to appear as a
witness before a FPC Hearne Examiner in this proceeding
during the summer.

I also act as a consultant and I give expert advice on
electric transmission and coordination matters to the FPC

and its Staff and to other Governmental bodies and defense

agencies.

In addition, I prepare and am responsible for power flow
studies for existing and proposed electric networks for use
in performance evaluation of such networks.

As a principal FPC Staff expert on electric transmission |
and coordination matters and electric system operations, I
am available to testify at FPC hearings and to render tech-
nical assistance to Staff Attorneys in connection with such
hearings.

Q. In connection with your duties_at the FPC have you
ever visited and examined the facilities of any electrie utili-
ties? ‘ A. Yes.

ined? A. The electric facilities which I haye visited and
examined include the following: ae

Virginia Electric Power Company—A 500 kv substation and
transmission line in the vicinity of Harrisonburg, Vir-
ginia and the automatic dispatch center in Richmond,
Virginia.

Pennsylvania-New Jersey- Maryland Interconnection — The
automatic dispatch center located on premises of Phila-
delphia | Hilectric Company in Philadelphia, Pennsv1-
vania.

Philadelphia Electric Company—The automatic aispatch
center in Philadelphia, Pennsylvania.

General Public Utilities Corporation—The automatic dis-
patch center in Reading, Pennsylvania.

Metropolitan Edison Company—The dispatch center in

if commingled power flows into the FPL System over any

a detailed study and analysis of power flow on 22 days in
1964 over the 115 ky F. P. Corp. Turner Plant-FPL Sanford
Plant tie-line, and power flow from Georgia Power Company
to the FPC Turner Plant over F. P. Corp. transmission
lines. I also examined the power flow over the other tie-lines
but not in as much detail.

other things, shows transmission lines, substation busses,
and direction of interstate power flow. The purpose of the
_ diagram is to show the transmission lines and substation
busses over which interstate power flows from Georgia
Power Company, over F.P. Corp. transmission lines, and
into the FPL System. The arrows adjacent to the trans-
mission lines indicate the direction of power flow for each
day and hour analyzed. The color of the arrow, as desig-
nated in the legend, indicates whether the power flow is
interstate, commingled or unidentified.

A. These pages of tabulated data indicate, among other
things, the 22 days and hours of these days, that power flow
was studied to show that commingled power flowed into
the FPL System. It also shows the direction and magnitude
of power flow over specific transmission lines in sections of
the F.P. Corp. and FPL Systems.

Q. Mr. Jacobsen. In your study and analy sis did you con-
sider the substation busses as a point. A. I considered
them as a point.

Q. Mr. Jacobsen. What information did you use in pre-
paring Staff Exhibit No. 18? A: The information that I
used was obtained from System maps in FPC Forms No. 12,
Power System Statements, filed by FPL and F.P. Corp.,
and’ F.P. Corp. Daily Operating Reports, Staff Exhibit
No. C 2.

Mr. Jacobsen. Do the arrows shown adjacent to the
transmission lines on Staff Exhibit No. 18 indicate the flow
of row.r for every day and hour that was studied and
ani lyzed .s indicated in Staff Exhibit No. 18? A. Yes.

©. Mr. Jacobsen. Referring to Staff Exhibits No. 18 and
No. C 2-will you describe your analysis of interstate power
flow? A. Yes. For the purpose of this analysis only the
two 115 kv transmission line interconnections between Geor-
gia Power Company and F.P. Corp.’s Jasper Substation
were considered. These tie-lines are the Kettle Creek-Jasper -
and Pine Grove- Jasper 115 kv transmission lines. On days
as shown on Staff Exhibit No. 18, the Jasper Substation

Daily Operating Reports, Staff Exhibit No. C 2, interstate
power flowed over these two interconnections into F.P.
Corp.’s Jasper Substation, reference Points (1) and (2).
The Jasper Substation Daily Operating Reports also show
that unidentified power flowed from Suwannee Plant over

the 115 kv Suwannee-Jasper transmission line into the Jas-
per Substation bus, reference Point (3). The Jasper Daily
Operating Reports for the same days and hours indicate
commingled power flowed toward White Springs Substation
over both the Fort White-East and Fort White-West 115
kv transmission lines, reference Points (4) and (5). The
Fort White Substation Daily Operating Reports, for the
same days and hours show that commingled power was
flowing into the Fort White Substation bus, reference Points
(6) and (7). The Fort White Substation Daily Operating
Reports show for these same hours that commingled power
flowed from Fort White Substation to the Turner Plant
Station bus over the Silver Springs 115 kv transmission line,
reference Point (8). The Turner Plant Daily Operation
Reports for the same days and hours show commingled
power flowing into the Turner Station bus over the Silver
Springs transmission line, reference Point (9). The Turner
Plant Daily Operation Reports show for the same days
and hours commingled power flowed from the Turner Sta-
‘tion bus to the FPC Sanford Plant bus over the Turner-
Sanford 115 kv transmission line, reference Point (10).

Q. Mr. Jacobsen. Where is the transfer point of F.P.
Corp.’s delivery of commingled power to the FPL System
over the Turner-Sanford 115 kv transmission tie-line? —

A. The transfer point according to FPC Form No. 12, 1964,
Power System Statement, Schedule 8, page 19, filed by FPL
is at a point near Lake Monroe, Florida.

Q. Mr. Jacobsen. Why did you refer in your above testi-
mony to the power flow from Suwannee Plant to Jasper
Substation as unidentified power flow?) A. I did not at-
tempt to show whether the flow of power from Suwannee
Plant to Jasper Substation was intrastate power or com-
mingled power so I identified or designated it arbitrarily
as unidentified power flow. Whether this power could be

proven to be either interstate or commingled power would
not change my opinion as to whether commingled power
flowed over the Turner-Sanford transmission tie-line.

Q. Mr. Jacobsen. Do you have anything further to say
about your study and analysis of interstate power flow
from Georgia Power Company, over the Jasper-Live Oak
69 kv tie-line or the Turner-Sanford 115 kv tie-line, through
the F.P. Corp. System transmission lines into the FPL

A. The Florida Operating Committee is comprised of FPL,
F. P. Corp., and TEC. The Committee was set up in 1959
as an informal group to consider mutual operating prob-
lems relating to the interconnected operation of the three
systems. Representatives from Orlando and Jacksonville
have attended meetings of the Committee. The Committee
does not have any authority to make contracts, supervise
the operations of the systems of any of the members, or to
implement its recommendations or studies.

Q. On page. 7 of his testimony, Mr. Jacobsen defined
“electric system.” Please read that definition. A. He de-
fines “electric system” as “the. physically connected gen-

broke the power components into two parts. What are the -
power components that he breaks them up? :

The Witness: I tried to describe them to you.
Presiding Examiner: What do. vou mean by power com-
ponents?

The Witness: Mathematically if you square the mega-
watt quantity and would Square the megavar quantity and
take the sum of the squares, vou will get—this is moment by
moment, by the wav—the actual] power curve as shown by
Exhibit 59. So mathematically and engineering-wise, we
call that power components. _

Presiding Examiner: And it is those that he divides into
two parts? |

The Witness: That is right.

The method which he uses divides actual moment’ to
moment power waves into two moment to moment. power
waves, and they are

averages of separate components of the power waves.

Presiding Examiner: He first gets a kind of an average
_amount of power as his first step?

The Witness: That is what the watt meter shows also
the watt hour meter. .

Presiding Examiner: He divides that into two parts?

The Witness : No. He doesn’t do that, quite, either.

Let me start again: The watt meter and the watt hour
meter measure ‘the average—the net average amount of
power for each dnaee add them all together. That gives
him megawatts for each phase and the arithmatica] total
for the three phases. Then he goes out and measures the .
component of current lagging behind the voltage by 90-
degrees. ,

this component of the current that is lagging behind 90
degrees?

The Witness: Let me backtrack. I didn’t want to give you
the arithmatical theory, but I will have to now, I guess.

In electrical theory it has been shown mathematically
that vou can take this particular—let me show you the one
I mean, referring to Exhibit 58. You can take the current
curve, which is the cross-hatched wave, and divide it into
two components such that one component coincides, time-
wise, With the heavy black line; the other component, then,
will be displaced from that black line by 90 degrees.

Presiding Examiner: What do you mean by that? You
mean it will lag, so it will be down, the thrust of the
curve

The Witness: Will be up, such that their sum will equal
the detached line.

In that theory you measure each component separately

times the voltage. That is how you do it. So, as I explained, ©

the reason why I feel at least that Mr. Bivans method is
not as near to the actual physical fact as the commingling
method, it does not show: the contribution, power-wise, in-
stance by instance—it has no means of showing. the con-
tribution by each generator to each load. That is my main

_ The Witness: Because this method does not show in

the amount of power at any-point on the bus would be the

The Witness: The amount of power on any bus section
is the same. It so happens that the values reflected on
this one— I nave 25 in one bus section, 25 in-another bus_
section, and 25 in another bus section—may be. a little
bit misleading. Those. three 25’s have no relation to one
another other than the fact that Point D indicates the
disposition of the 50 megawatts from Generator No. 1.

Presiding. Examiner: My question is, let’s assume then
_ between’ D and Kk, and entering at I, there were 75 mega-
watts—let’s ake it coming from out of state to Point E
there are 75 megawatts instead of 25, would-there be any

point on the bus, then, at which power would not be'evenly

distributed at any point in time?

The Witness: Let’s take. your question. If you have
75 megawatts coming into the bus at Point IX, then the
flow in the bus section at exact.same instance from FE to
D will be 75; then that 75 will add with thig 50 coming from

a bus is comprised of? A. Hach bus is comprised of three
electrical conductors in the ordinary three-phase substa-
tion. Each conductor has physical dimensions of length
and cross-sectional area. Each conductor has- mechanical
properties of weight, tensile strength and compressive
strength. Each electrical conductor has electrical proper-
_ ties of resistance, inductive reactance and capacitive re-

system, that they are taken as heing zero for most study

Each phase conductor may be in the form of rigid bars,
either in circular, rectangular or angular cross section or
in the form of stranded copper, aluminum, aluminum alloy

Each phase conduetor is separated from each other phase
conductor in space and is insulated from each other phase

conductor from the ground. . |
Each of the three phase electrical conductors of a bus

serves as a common connection to the corresponding phase
of two or more three-phase electrical circuits. This means
‘that all of the phase A conductors of all of the three phase
transmission circuits are connected to the A phase of a bus,
that all of the phase B conductors of all of the three phase
transmission cireuits are connected to B phase of a bus,
and that all of the phase C conductors of all of the three
phase transmission circuits are connected to the C phase
of a bus. .

Ready reserve will be made of spinning reserve and non-spinning reserve.

a. Spinning reserve is rescrve capacity actually spinning on the line
and available to take load immediately.

b. Non-spinning reserve is any other reserve capacity which can be made
available in ten minutes or less. This includes stending hydrc, diese!
and gas reserve generating capacity, interruptible loads and capacity
that can be obtained by- increasing turbine pressures or by cutting out
feedwater heaters. ;

In normal opfration enough spinnfng reserve wilt be maintained. by the severa!

participants to absorb the instantancous loss of the largest generating unit :

Ready reserve equal to one and one-half times the maximum

capability of the largest generating unit in service will be maintained.

At least two-thirds of the ready reserve will be Spinning reserve and no

the pool will be divided among the participants in proportion to each partic-

ipant's maximum demand for the preceding year and the maximum capadility of

his largest unit. Fifty per cent wil! be shared on the basis of demand, and

fifty per cent on the basis of maximum capability of largest unit (See

attached sample calculation)

Spinning reserve requirement and an equitable formula wil! be a’ continuing.
interest of the Florida Operating Committee. A new formula will be calcu-

lated and used when a system's single largest unit is off line or operating
at reduced capability for seven days or longer.

Each participant's spinning reserve obligation must, be available to the
other participants and not be bottled up by transformer, line or other
limitations. {nm abnormal situations where the spinning/reserve of a

participant is either unavailable or only partially available, such partic-
ipant will notify the othérs so that their spinning resérve may be increased
or reallocated as required.

Each ‘participant's Spinning reserve obligation must be distributed on enough

generating units with proper governor characteristics, so that it will not
take a frequency drop in excess of five-tenths of a cycle to realize the full
beriefits of each participant's share of assistance. Assuming 5% governors,
this means that the reserve allocated to any one unit should be no more than
16.66% of the normal capability (high load limit) of that unit. However,

(1) since there are usually a number of units, (2) since it is desirable to
favor the more economical units with more load, and (3). since it is desirable
to be conservative in the matter of allocating to any one unit, the following
allocation may be considered:

5 % reserve on 100 aw units and larger
74% reserve on 75 mw units
10 % reserve on 50 mw units and smaller

The amounts of spinning reserve that the five systems of the Florida Pool
carried over morning and evening peaks are given in the attached Table l for the
period April 1964 through September 1964. |

_ During the three month period, June 1964 through\ August 1964 (78 days, ex-
cluding Sundays and holidays), the total spinning reserve was less than the capability
of the pool's largest unit on 16 morning peaks (or 25% of the days) and on 6 evening
peaks (or 8% of the days). The capability of the pool's largest unit was: 300 mw,
June 1 - August 28; 425 mw, August 29 - August 31. The amounts by which the spinning
reserve was less than the capability of the pool's largest unit, together with the
number and per cent of days, were: — |

Error in forecasting peak load continues to be the principal cause of deficiencies
in spinning reserve. The magnitude and frequency of the deficiencies of each systen
during the three month period, June - August 1964, are indicated in-the attached Table 7
“The fact that the magnitude and. frequency of deficiencies in total pool spinning reseive
was much less than that of the individual systems was due to considerable diversity in
load forecast errors and to the fact that expected and actual spinning reserve of each
system was in excess of Its obligation over many peaks. , |
