QUESTIONS PRESENTED

1. Whether, under Hope v. Pelzer, it is proper
for a court, in a qualified immunity analysis, to
elevate and equate police training to the status of
clearly established law.

2. Whether the Court of Appeals applied the
proper standard in determining that the Troopers’
conduct was objectively unreasonable in hght of
this Court’s recent decision in Scott v. Harris.
