Dangerous Goods/Hazardous Materials

Because regulations governing proper handling and
transport of hazardous materials require specialized handling
and special load allocations, special handling fees for both
accessible and inaccessible classes of dangerous goods apply.
FedEx strives to keep these costs to a minimum while meeting
applicable standards for service, regulatory compliance, safety
and reliability.

More than 3,000 commonly shipped materials are
classified and regulated as “dangerous” by the U.S.
Department of Transportation (DOT). In fact, many of the
items you use every day contain volatile, flammable or
otherwise potentialiy hazardous materials.

Dangerous goods require special packaging, marking,
labeling and documentation; they may not be shipped in any
FedEx packaging. Shipments of certain classes of hazardous
materials may require additional preparation and preapproval.

FedEx works closely with the agencies that regulate
dangerous-goods transportation, and we maintain an in-depth
knowledge of all regulations governing them. We can help
you determine if the.commodity you are shipping falls into
one of nine DOT-defined hazard classes listed below:

Class 1: Explosives: fireworks, bullets and shotgun shells

Class 2: Gases: aerosols, liquid nitrogen, cigarette lighters

Class 3: Flammable liquids: alcohols, gasoline, gas-
powered equipment, paint and perfume

Class 6: Poisons and infectious substances: cyanide, body
fluids infected with HIV, Hepatitis, E. Coli, etc.

Class 7: Radioactives: radioisotopic cardiac pacemakers

Class 8: Corrosives: formaldehyde, formalin,
thermometers, wet batteries

Class9: Miscellaneous: asbestos, dry ice, magnetized
materials, or any material with strong odors likely
to cause extreme discomfort to crew or passengers

While this list covers many of the most common examples of
dangerous goods, it is not all-inclusive. Many commodities
(such as “strike anywhere” matches and many explosives) are
forbidden to be shipped by air." Moreover, not all

FedEx Packaging Tips
1. SELECT PROPER PACKAGING

@ Please don’t ship heavier items than your packaging calls
for.

@ If you have chipboard boxes (including many retail gift
boxes), place

them inside a corrugated box.

We recommend your package be at least 7" x 4" x 2" if
you want to attach an airbill’ to it. Anything smaller
should go into a FedEx Pak, provided it isn’t fragile.

If your item’s outer finishing might be damaged by
adhesive labels, soiling or marking, or if it might burst
open during transit, please place it in a protective
container. You can order tie-on airbill pouches by calling
1-800-Go-FedEx (800-463-3339).

2. USE FILLERS AND CUSHIONING MATERIAL

Use fillers to protect your contents inside the box, and
make sure nothing is moving around loose.

Wrap each item individually with cushioning material and
center it in the box, away from other items and the edges
of the box.

Make sure you have at least 2" of cushioning material at
top, sides and bottom — more for delicate items.

Heavy metal items are best suited for heavy-duty,
corrugated cardboard cartons.

SEAL YOUR PACKAGE

Check for sharp, protruding edges or points. If you find
any, coverthem with firmly taped corrugated panels or
pads.

Before sealing the box, place the shipper’s address and
phone and the recipient’s address and phone (or
fax)inside.

Then seal your shipment well with three 2"-wide,
pressure-sensitive strips of plastic tape at top and bottom.

Airbill or air waybill refers to any shipping document,

manifest, FedEx PowerShip label, FedEx Ship airbill or similar
item used in the FedEx system.

cellophane tape, masking tape, water-activated tape, string
and rope.

4. ADDRESSING AND LABELING

@ Remove any old labels from the package.

@ Include the recipient’s address and your return address on
the address label.

@ Your recipient’s ZIP code or U.S. postal code must be for
a Street address, not a post office box. (FedEx can deliver
to post office boxes overseas, but not in the U.S. We can’t
deliver to U.S. military post office box addresses such as
APO and FPO, either.)

@ Labels and bar codes will scan properly if they are free
from wrinkles and dirt.

@ FedEx cannot assure that “Up” arrows or “This End Up”
markings can be observed, but if you place your airbill or
label on the top of your package, you have a better chance
of getting your preferred orientation. We do not honor
“fragile” or other special handling labels.

5. SHIP YOUR PACKAGE

Drop your shipment off at a FedEx World Service Center,
FedEx Authorized ShipCenter or FedEx Drop Box, or call 1-

TEMPORARY FUEL SURCH.» RGE

Due to the potential for significant fluctuations in the market
for aviation and vehicle fuel, FedEx reserves the right to
assess a temporary fuel surcharge on any shipments without
notice. Any such surcharge will be applied for such periods
as we may determine necessary. On February 3, 1997,
FedEx instituted a 2% temporary fuel adjustment, which

AIR TRANSPORTATION TAX INCLUDED

A federal excise tax when required by the Internal Revenue
Code on the air transportation portion of our services, if any,
is paid by us.

DIMENSIONAL WEIGHT

FedEx may assess transportation charges based on the
volumetric standard. Dimensional weight for shipments
traveling within the U.S. is calculated by multiplying the
length by width by height of each package in inches and
dividing by 194. If the dimensional weight exceeds the actual
weight, you will be charged based on the dimensional weight.
Dimensions of 1/2" or greater are rounded up to the next
whole number; dimensions less than 1/2" are rounded down.
The final calculation is rounded up to the whole pound.
Dimensional weight can be applied to packages or shipments
in customer packaging (not FedEx packaging) with a package
greater than 12" x 12" x 12".

DIMENSIONAL WEIGHT

Federal Express may assess transportation charges based on
the International Air Transport Association (IATA)
volumetric standard. Dimensional weight is calculated by
multiplying the length by width by height of each package in
inches and dividing the total by 166 (standard density in cubic
inches per pound). If the dimensional weight exceeds the
actual weight, charges may be assessed based on the
dimensional weight.- Dimensional weight applies on a per-
shipment basis to all shipments in customer packaging greater
than 12” x 12” x 12”. Multiple-piece shipments in the
following FedEx packaging are subject to dimensional weight
pricing: Small, Medium and Large FedEx Boxes, FedEx
Tube, and FedEx 10kg Box and FedEx 25kg Box.

A. If a recipient’s address on an airbill or a shipping label
is found to be incomplete or incorrect, we may attempt to find
the correct address and try to complete the delivery, but we
assume no responsibility for our inability to complete delivery
under such circumstances.

Use of P.O. box numbers, P.O. box ZIP codes or
incorrect ZIP codes, omission of suite numbers, apartment
numbers, or the use of old street addresses for recipients who
have relocated are examples of addresses requiring
corrections.

If the correct address cannot be determined and the
recipient cannot be reached, we may attempt to contact the
shipper for instructions on further handling, or to arrange the
return of the shipment. We will not be liable for failing to
meet our delivery commitment for any shipment with an
incomplete or incorrect address. (See “Undeliverable
Packages.”) If the recipient phone number is omitted for a
Rural Delivery (RD) address or a Star Route Assignment
(SRA) address in Alaska, FedEx may attempt to find the
correct address and try to complete the delivery, but we
assume no responsibility for our inability to complete delivery
under such circumstances.

A special handling fee of $10 per address correction will
be assessed for nonfreight shipments and a special handling
fee of $32 per address correction will be assessed for U.S.
Domestic Freight Services shipments. i

B. Reroute of Shipment
1. A $10 special handling fee will be billed to the
account number specified on the FedEx airbill for each
rerouted package, and it will appear as’an address
correction on the invoice. This will not apply when a
package intended for delivery is changed to Hold at
FedEx Location.

2. To reroute a shipment, the sender must call
1.800.Go.FedEx and provide us with the FedEx
tracking number.

3. Ifa recipient calls to reroute a shipment, they must
provide us with the applicable FedEx tracking
number. .

4. Ifthe sender calls to reroute a shipment, sender must
provide us with the new destination address for the
package, including a valid contact telephone number
for the recipient.

5. Reroutes can include a different address in the same
city, or a different address in another city or state, or
changing a hold-at-location instruction to a request for
courier delivery or vice versa.

6. We will attempt to honor the new delivery request, but

our verification and handling procedures may result in
delays. Our Money-Back Guarantees do not apply to
shipments that are rerouted.

7. Only one reroute will be allowed per package.

8. There is no extra charge when the sender authorizes us
to have a package held at a FedEx location for pickup
instead of the package being delivered by a courier.
We may require photo identification of the person
authorized to pick up the package.

BILLING

A. “Bill Sender” means charges will be billed to the
sender. The sender’s FedEx Account Number must appear on
the airbill, and payment on the account should be current. The
sender may request an initial rebilling to another party, but all
subsequent rebills will be only to the sender.

B. “Bill Recipient’s FedEx Account Number” means
charges will be billed to the recipient. (This should not be
confused with C.O.D. Service.) In order to choose this billing
option, the recipient’s FedEx Account Number must appear
on the airbill before it is delivered and payment on the

account must be current, or the recipient must pay for the

package at time of delivery. If the recipient is billed initially

and refuses to make payment for the shipment, the charges

may be rebilled to a third party. If not paid by the third party, :
any additional rebilling must be to the sender’s account. (See

Section K, “Billing Special Handling Fees.”) The sender is

liable for, and will be billed for, all charges and fees, plus all

special handling fees in the event recipient or any third party

does not pay.

i. “Bill Third Party’s FedEx Account Number” means
charges will be billed to someone other than the sender or
recipient. Charges for shipments within the U.S. may only be
billed to a third-party payor in the U.S. In order to choose
this billing option, the FedEx Account Number of the third
party must appear on the airbill at the time it is tendered, and
payment on the account must be current. If the third party is
billed initially and refuses to make payment for the shipment,
the charges may be rebilled to another party but subsequent
requests will only be rebilled to the sender. (See Section K,
“Billing Special Handling Fees.”) If the party which is
rebilled refuses to pay, the sender is liable for and will be
billed for all charges and fees, plus all special handling fees.
If due to the charges the third-party account exceeds credit
limits with FedEx, the sender wilt automatically be billed.

D. For “Bill Recipient” or “Bill Third Party”
transactions, if the recipient or third party refuses to pay the
charges, refuses delivery or cannot be contacted, the sender
is responsible and will be billed for any and all charges. For
“Bill Recipient” or “Bill Third Party” transactions, we may
verify the method of payment, and reserve the right to not
accept any “Bill Recipient” or “Bill Third Party” shipment
for which such verification cannot be established.

E. Your shipment may be delayed if we determine that it
is billed to a FedEx Account Number that is not in good credit
standing. The service failure money-back guarantee will not
apply (see “Money-Back Guarantee” for details and
limitations).

F. C.O.D. shipments may not be shipped “Bill
Recipient” or “Bill Third Party.” Shipping charges for
C.O.D. shipments must be billed to sender’s FedEx Account
Number; they may not be paid by cash, check or credit card.

G. FedEx SameDay service shipments may be shipped
“Bill Sender, Bill Recipient” or “Bill Third Party.” (All
charges may be verified.) All normal FedEx billing
restrictions and requirements associated with the above-
mentioned billing options apply.

H. For packages tendered for transportation with a FedEx
prepaid Stamp, FedEx reserves the right to bill the customer
at a later date for packages that are overweight or require
special handling. There will be no invoice or monthly sales
reports provided for prepaid Stamp shipments.

FedEx Stamps are nonrefundable and nontransferable. No
refund will be provided for FedEx Stamps which are
destroyed, lost or otherwise unused.

I. NOTWITHSTANDING -ANY PAYMENT
INSTRUCTIONS THAT ARE GIVEN TO FEDEX, THE
SENDER IS ULTIMATELY LIABLE FOR ALL CHARGES
AND FEES.

J. A $20 special handling fee will be applied for any check
or electronic funds transfer that is dishonored due to

insufficient funds on deposit or incorrect or insufficient
signature of the drawer.

K. Billing special handling fees

A $10 special handling fee will be applied in the
following situations:

1. Invoicing where no account number appears on the
airbill or Express Manifest on “Bill Sender”
transactions.

If a “Bill Sender” package is received without a
FedEx Account Number, we will try to determine the
correct account number from our records and bill the
account number for all charges and fees, plus the $10
special handling fee. If we cannot determine the
correct account number from our records, the
transportation charges plus the $10 special handling
fee will be billed to the sender without an account
number, and no discount will be allowed.

The $10 special handling fee will be applied only
once for each airbill or Express Manifest document
without an account number.

2. Invoicing where an incomplete, inaccurate, invalid or
deleted account number appears on the shipping
document.

(a) For “Bill Sender” transactions, if the account
number on the shipping document is incomplete,
inaccurate, invalid or deleted and we are able to
determine the correct number from our records, all
charges and fees, plus the $10 special handling

fee, will be billed to the sender, and any
appropriate earned discount will apply. If the
correct account number cannot be determined from
our records, all charges and fees plus the $10
special handling fee will be billed to the sender
and no discount will be allowed.

(b) For “Bill Third Party” transactions, if the third
party account number on the shipping document is
incomplete, inaccurate, invalid or deleted, all
charges and fees, plus the $10 special handling
fee, will be billed to the sender. If we can
determine the sender’s correct account number
from our records, it will be used for billing, and
any appropriate earned discount will apply. If
billed to sender and sender’s correct account
number cannot be determined from our records,
no discount will be allowed.

(c) The fee for an incomplete, inaccurate, invalid or
deleted account number will be applied only once
for each shipping document with such an account
number.

. Payor rebilling

A $10 special handling fee will be charged for all
requests to change a billing from the party billed or
the “bill to” party shown on the shipping document to
the sender. If there are multiple requests, the fee may
be applied for each invoice line item (airbill, Express
Manifest line item or FedEx automated shipping
system package) which is rebilled.

Requests for rebilling will be accepted up to 60
days from the invoice date, not counting the invoice
date. Rebill requests will be accepted only for unpaid

Invoice Adjustments/Overcharges

. We reserve the right to audit airbills and shipments
made via an automated device to verify service
selection and package or shipment weight. If the
service selected or weight entered is incorrect, we may
make appropriate adjustments to the invoice at any
time.

. Default billing: Senders are responsible for accurately
completing all sections of the airbill and for the entry

of accurate shipment information in any automated
device. Because the number of packages and weight
per package are critical to our ability to correctly
invoice, any omission or incorrect entry or unavailable
information will result in a billing based on our best
estimate of the number of packages transported and
either the standard dimensional factor at the time of
billing or a standard “default” weight-per-package
estimate, determined at our sole discretion.

A partial payment against an invoice is not considered
a request for invoice adjustment or notice of a refund
request under the Money-Back Guarantee Policy or
otherwise. Such requests must be noted on the Invoice
Summary or Invoice Remittance in writing or by
attached letter indicating the nature of the request and
reason for partial payment and all required
information.

At the time you notify us, you must provide the
FedEx Account Number, if any, the airbill or package
tracking number, the date of shipment, and the
recipient’s name, address, ZIP code and any
applicable non-payment codes. A credit under our
Money-Back Guarantee Policy will be applied only
against charges for the shipment giving rise to the
credit.

“Overcharge” means a charge based on an incorrect
rate or an incorrect special handling fee; or billing for
the wrong type of service or billing based on incorrect
package or shipment weight or account number.
Requests for invoice adjustment due to an overcharge,
or request for refunds due to a duplicate payment,
must be received within one year after the date of

shipment if the overcharge was caused by us. Requests
to adjust for overcharges and requests for refunds
must be received within
