GOODMAN, V.C.J.,
concurring specially.
1 1 But for the limitations contained in the parties' submission to the arbitrator, the arbitrator would have had the power to fashion a remedy in this case. See City of Owasso v. Fraternal Order of Police, 2014 OK CIV APP 75 , 8386 P.3d 1023 . Accordingly, because the arbitrator decided an issue not submitted for his determination, I agree with the trial court’s order vacating the arbitration award.
