concurring.
I concur in the judgment of the Court. I disagree with its analysis for the reasons set forth in my dissenting opinion in *178 Ciecwisz v. Board of Trustees, Police and Firemen’s Retirement System, 113 N.J. 180 (1988), also decided today.
