Habeman, J.
(concurring in result). I join with Justice Erancis in his concurring opinion, except so much thereof as would permit the Board to retain counsel by a majority vote rather than by a unanimous vote.
Jacobs, Erabcis and Habemab, JJ., concurring in result.
