Concurs and Assigns Reasons.
hi respectfully concur. The reasoning of the majority is correct that Mr. Jackson must be reinstated. I further agree that lengthy delays in the issuance of decisions by the City Civil Service Commission are unconscionable. However, I agree with the dissent in Bovia v. Dept. of Police, 08-0710 (La.App. 4 Cir. 1/7/09) , 2 So.3d 1159 , a case cited by the majority.
