WILLIAM B. JONES, District Judge:
. I concur in the result as well as in Parts I and II of Judge Wright’s opinion. I dissent from Part III of that *1361 opinion which states that this Court has jurisdiction “to enforce the direct command of Section 5 by enjoining the annexation in order that councilmanic elections within Richmond’s old boundaries can be immediately held * *
