I dissent. I would affirm the judgment for the reasons expressed by Mr. Justice Kane in the opinion prepared by him for the Court of Appeal in Social Workers’ Union Local 535 v. Alameda County Welfare Dept. (Cal.App.) 106 Cal.Rptr. 609 .
