KEITH, Circuit Judge,
dissenting.
I respectfully dissent from the decision reached by the court. Based on Mr. Pier-ucki’s testimony and the letter he wrote dated February 22, 1996, I agree with the conclusion of the Board and the Administrative Law Judge that there is substantial evidence that General Security Services Corporation violated Sections 8(a)(1) and (3) of the Act by refusing to reinstate CSO’s Slader and Wright to their former positions of employment.
