## Opinion text

BAZELON, Circuit Judge,
concurring:
I concur in Judge Wright’s careful analysis of the statutory authority for Executive Order 12092. I write only to emphasize the *797 close nexus between the Order and the objectives of the Procurement Act, and to underscore my understanding that nothing in the court’s opinion intimates any views on the validity of other Executive Orders issued explicitly or implicitly pursuant to the authority granted by the Procurement Act in general, or by § 205(a) of that statute in particular.
